		  at the Department of Energy, and to provide support for mathematics and science

		  education at all levels through the resources available through the Department

			 <quote><short-title>Protecting America’s Competitive Edge

			 Through Energy Act of 2006</short-title></quote> or the <quote>PACE–Energy

			 Act</quote>.</text>

			 and engineering education at the Department of Energy</header>

			<subsection changed="deleted" committee-id="SSEG00" id="idEDB0A77401184BCF8EA772C19E74BA66" reported-display-style="strikethrough"><enum>(a)</enum><header>Science

			 education programs</header><text>Section 3164 of the Department of Energy

			 Science Education Enhancement Act (42 U.S.C. 7381a) is amended—</text>

				<paragraph changed="deleted" committee-id="SSEG00" id="idFAE58F3091B64DA29999CD919DF6D91D" reported-display-style="strikethrough"><enum>(1)</enum><text>by redesignating

			 subsections (b) through (d) as subsections (c) through (e),

			 respectively;</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID0d839a2331e04370bcf0a8164adbfe00" reported-display-style="strikethrough"><enum>(2)</enum><text>by inserting after

			 subsection (a) the following:</text>

				mathematics, science, and engineering education programs</header>

							<paragraph changed="deleted" committee-id="SSEG00" id="IDdb13cae7235345ecad9858cec70a544a" reported-display-style="strikethrough"><enum>(1)</enum><header>Director of

				Mathematics, Science and Engineering Education</header><text>The Secretary,

				acting through the Under Secretary for Science (referred to in this subsection

				as the <term>Under Secretary</term>), shall appoint a Director of Mathematics,

				Science, and Engineering Education (referred to in this subsection as the

				<term>Director</term>) with the principal responsibility for administering

				mathematics, science, and engineering education programs of the

				Department.</text>

							</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID9f8c62630a0b4d16ab86899a33f0aaf9" reported-display-style="strikethrough"><enum>(2)</enum><header>Qualifications</header><text>The

				Director shall be an individual, who by reason of professional background and

				experience, is specially qualified to advise the Under Secretary on all matters

				pertaining to mathematics, science, and engineering education at the

				Department.</text>

							</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID45f8d520f20a468ca45dd67a014b3006" reported-display-style="strikethrough"><enum>(3)</enum><header>Duties</header><text>The

				Director shall—</text>

								<subparagraph changed="deleted" committee-id="SSEG00" id="ID15916e2a077543ae92414ac4ed9ba3bc" reported-display-style="strikethrough"><enum>(A)</enum><text>oversee all

				mathematics, science, and engineering education programs of the

				Department;</text>

								</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="IDe7e2d1e391c646f58b256685032a323d" reported-display-style="strikethrough"><enum>(B)</enum><text>represent the

				Department as the principal interagency liaison for all mathematics, science,

				and engineering education programs, unless otherwise represented by the

				Secretary or the Under Secretary;</text>

								</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="ID0143f5f6a75b4c81b0e8b30ed2ba786e" reported-display-style="strikethrough"><enum>(C)</enum><text>prepare the annual

				budget and advise the Under Secretary on all budgetary issues for mathematics,

				science, and engineering education programs of the Department; and</text>

								</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="ID4de9677129954272ba12b674cf257008" reported-display-style="strikethrough"><enum>(D)</enum><text>perform other such

				matters related to mathematics, science, and engineering education as are

				required by the Secretary or the Under Secretary.</text>

								</subparagraph></paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID020a47c9da1a439a89673965eb24b42c" reported-display-style="strikethrough"><enum>(4)</enum><header>Staff and other

				resources</header><text>The Secretary shall assign to the Director such

				personnel and other resources as the Secretary considers necessary to permit

				the Director to carry out the duties of the Director.</text>

							</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="IDb979c6ccb61642c1b33e3fe62476ebea" reported-display-style="strikethrough"><enum>(5)</enum><header>Assessment</header><text>The

				Secretary shall offer to enter into a contract with the National Academy of

				Sciences under which the National Academy, not later than 5 years after, and

				not later than 10 years after, the date of enactment of this paragraph, shall

				assess the performance of the mathematics, science, and engineering education

				programs of the Department.</text>

							</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID955984f4c48f4836b9bf19a63a977093" reported-display-style="strikethrough"><enum>(6)</enum><header>Authorization of

				appropriations</header><text>There are authorized to be appropriated such sums

				as are necessary to carry out this

				subsection.</text>

							</paragraph></subsection><after-quoted-block>;

				and</after-quoted-block></quoted-block>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id7969416200474F09855C1509E160A493" reported-display-style="strikethrough"><enum>(3)</enum><text>by striking

				establish a Mathematics, Science, and Engineering Education Fund, using not

				less than 0.3 percent of the amount made available to the Department for

				research, development, demonstration, and commercial application for each

				fiscal year, to carry out sections 3165, 3166, and

				3167.</text>

				</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="idFC1041854E084D5DB2486E0B5343A824" reported-display-style="strikethrough"><enum>(b)</enum><header>Definition</header><text>Section

			 3168 of the Department of Energy Science Education Enhancement Act (42 U.S.C.

			 7381d) is amended by adding at the end the following:</text>

				term <term>Director</term> means the Director of Mathematics, Science, and

				Engineering Education.</text>

				specialty schools for mathematics and science</header>

									<subsection changed="deleted" commented="no" committee-id="SSEG00" id="id48291CC7FD4C434BA4C15CFFC295A613" reported-display-style="strikethrough"><enum>(a)</enum><header>In

				general</header><text>Consistent with sections 3165 and 3166, the Director

				shall make available necessary funds for a program using scientific and

				engineering staff of the National Laboratories, in which the staff—</text>

										<paragraph changed="deleted" commented="no" committee-id="SSEG00" id="idF46A71A7182748CEAC7580614D3DDC4A" reported-display-style="strikethrough"><enum>(1)</enum><text>assists teaching

				courses at statewide specialty secondary schools that provide comprehensive

				mathematics and science (including engineering) education; and</text>

										</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="id2D27F73B920A4FEAB8B7C2A8B51ED4B0" reported-display-style="strikethrough"><enum>(2)</enum><text>uses National

				Laboratory scientific equipment in the teaching of the courses.</text>

										</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="IDa002970eded943b78848d8d136b6289f" reported-display-style="strikethrough"><enum>(b)</enum><header>Report to

				Congress</header><text>Not later than 2 years after the date of enactment of

				the <short-title>Protecting America’s Competitive Edge

				Through Energy Act of 2006</short-title>, the Director shall submit a report to

				the appropriate committees of Congress detailing the impact of the activities

				assisted with funds made available under this section.</text>

									</subsection></section></chapter><chapter changed="deleted" committee-id="SSEG00" id="idD6E1EE544D0342DEB6581CB3A1DB8EA5" reported-display-style="strikethrough"><enum>2</enum><header>Experiential-Based

				Learning Opportunities</header>

								<section changed="deleted" commented="no" committee-id="SSEG00" id="idA544FA9CD15D4E8194639E53A16AA530" reported-display-style="strikethrough"><enum>3175.</enum><header>Experiential-based

				learning opportunities</header>

									<subsection changed="deleted" committee-id="SSEG00" id="id6D91AB293CF645A6BB79E9F985C23377" reported-display-style="strikethrough"><enum>(a)</enum><header>Internships

				authorized</header><text>From the amounts authorized under subsection (d), the

				Secretary, acting through the Director, shall establish a summer internship

				program for middle school and secondary school students that shall—</text>

										<paragraph changed="deleted" committee-id="SSEG00" id="id6C05F460503E4A18A7C8B23ABB579202" reported-display-style="strikethrough"><enum>(1)</enum><text>provide the

				students with internships at the National Laboratories; and</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idB5194DD43F3B4253914591A43FA80297" reported-display-style="strikethrough"><enum>(2)</enum><text>promote

				experiential, hands-on learning in mathematics or science.</text>

										</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="id8AAB7BBF86AA4B51B15627EC763F1EF0" reported-display-style="strikethrough"><enum>(b)</enum><header>Eligibility

				criteria</header><text>The Director shall establish criteria to determine the

				sufficient level of academic preparedness necessary for a student to be

				eligible for an internship under this section.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="id422C12294EF446BF84B1614A1A857373" reported-display-style="strikethrough"><enum>(c)</enum><header>Priority</header>

										<paragraph changed="deleted" committee-id="SSEG00" id="idD6BD2CB9E0E842DCA18BA5D64B3842F9" reported-display-style="strikethrough"><enum>(1)</enum><header>In

				general</header><text>The Director shall give priority for an internship under

				this section to a student who meets the eligibility criteria described in

				subsection (b) and who attends a school—</text>

											<subparagraph changed="deleted" committee-id="SSEG00" id="id8B5C4C04F2374FAE81545AA57C054EB6" reported-display-style="strikethrough"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idEC4FAAFB5D854928A6EEF0599F020761"><enum>(i)</enum><text>in which not less than

				40 percent of the children enrolled in the school are from low-income families;

				or</text>

												</clause><clause changed="deleted" committee-id="SSEG00" id="id18B6D15642CF4695B1D84D9426BA3111" indent="up1" reported-display-style="strikethrough"><enum>(ii)</enum><text>that is

				designated with a school locale code of 7 or 8, as determined by the Secretary

				of Education; and</text>

												</clause></subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="id104EAACB67BF446499C0CC4D618E284B" reported-display-style="strikethrough"><enum>(B)</enum><text>for which there

				is—</text>

												<clause changed="deleted" committee-id="SSEG00" id="id33225299DFAD4F86B6FA2C66C56910C4" reported-display-style="strikethrough"><enum>(i)</enum><text>a high percentage

				of teachers who are not teaching in the academic subject areas or grade levels

				in which the teachers were trained to teach;</text>

												</clause><clause changed="deleted" committee-id="SSEG00" id="id7D9204DAAE2040A28F534EE6A50446F5" reported-display-style="strikethrough"><enum>(ii)</enum><text>a high teacher

				turnover rate; or</text>

												</clause><clause changed="deleted" committee-id="SSEG00" id="id1DF5290ADEE34E2AA31C68342A2DC167" reported-display-style="strikethrough"><enum>(iii)</enum><text>a high

				percentage of teachers with emergency, provisional, or temporary certification

				or licenses.</text>

												</clause></subparagraph></paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id65243D2B4AEC412EAA81B4D3FA64DAAF" reported-display-style="strikethrough"><enum>(2)</enum><header>Coordination</header><text>The

				Director shall consult with the Secretary of Education in order to determine

				whether a student meets the priority requirements of this subsection.</text>

										</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="id08EA2E98848448ACB3346953C28A9CCD" reported-display-style="strikethrough"><enum>(d)</enum><header>Authorization of

				appropriations</header><text>There is authorized to be appropriated to carry

				out this section $50,000,000 for each of the fiscal years 2007 through

				2013.</text>

				Laboratories Centers of Excellence in Mathematics and Science

				Education</header>

				general</header><text>The Secretary shall establish at each of the National

				Laboratories a program to support a Center of Excellence in Mathematics and

				Science at 1 public secondary school located in the region of the National

				Laboratory to provide assistance in accordance with subsection (c).</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="id0C127B976CE046D9B2734675896D0E88" reported-display-style="strikethrough"><enum>(b)</enum><header>Goals</header><text>The

				Secretary shall establish goals and performance assessments for each Center of

				Excellence authorized under subsection (a).</text>

									</subsection><subsection changed="deleted" commented="no" committee-id="SSEG00" id="id984075232CE44985993B0EB7BEFBC0FA" reported-display-style="strikethrough"><enum>(c)</enum><header>Assistance</header><text>Consistent

				with sections 3165 and 3166, the Director shall make available necessary funds

				for a program using scientific and engineering staff of the National

				Laboratories, during which the staff—</text>

										<paragraph changed="deleted" commented="no" committee-id="SSEG00" id="id8DB04C65BD0B42F198CFEE88F40B6724" reported-display-style="strikethrough"><enum>(1)</enum><text>assists teaching

				courses at the Centers of Excellence in Mathematics and Science; and</text>

										</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="idC34F2B309E3249A28AA0568B69C2F612" reported-display-style="strikethrough"><enum>(2)</enum><text>uses National

				Laboratory scientific equipment in the teaching of the courses.</text>

										</paragraph></subsection><subsection changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id4295451F6FFA418D83C857D2A32A39E8" reported-display-style="strikethrough"><enum>(d)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Secretary shall consider the results of

				the performance assessments required under subsection (b) in any performance

				review of a National Laboratories management and operations contractor.</text>

									</subsection></section></chapter><chapter changed="deleted" committee-id="SSEG00" id="idEE04E9C6F76449F6BCD00FF1FD5CC3C8" reported-display-style="strikethrough"><enum>4</enum><header>Summer

				Institutes</header>

				institutes</header>

									<subsection changed="deleted" committee-id="SSEG00" id="IDc0283201e6d64f8db56a00c0f28ae39e" reported-display-style="strikethrough"><enum>(a)</enum><header>Definition of

				summer institute</header><text>In this section, the term <term>summer

				institute</term> means an institute at a National Laboratory, conducted during

				the summer, that—</text>

										<paragraph changed="deleted" committee-id="SSEG00" id="IDa43571824a2e4a89a17884be875a9ba1" reported-display-style="strikethrough"><enum>(1)</enum><text>is conducted for a

				period of not less than 2 weeks;</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID1fa746bdf5a24535bc602eb251caf4d8" reported-display-style="strikethrough"><enum>(2)</enum><text>includes, as a

				component, a program that provides direct interaction between students and

				faculty; and</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID9aa61a2e76fa486ba64b4df5f02c7be3" reported-display-style="strikethrough"><enum>(3)</enum><text>provides for

				follow-up training during the academic year.</text>

										</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="idE142E1D7BD9D4A11B5D1B1406D1A2F83" reported-display-style="strikethrough"><enum>(b)</enum><header>Summer institute

				programs authorized</header><text>The Secretary, acting through the Director,

				shall establish or expand program of summer institutes at each of the National

				Laboratories to provide additional training to strengthen the mathematics and

				science teaching skills of teachers employed at public schools in kindergarten

				through grade 12 education, with a particular focus on teachers of kindergarten

				through grade 8.</text>

									</subsection></section></chapter><chapter changed="deleted" committee-id="SSEG00" id="idA10831DD199141E292C81655DDE6DB8D" reported-display-style="strikethrough"><enum>5</enum><header>Distinguished

				scientist program</header>

								<section changed="deleted" committee-id="SSEG00" id="ID95df9dcc4fcb441f9d368ff29f53d40e" reported-display-style="strikethrough"><enum>3191.</enum><header>Distinguished

				scientist program</header>

									<subsection changed="deleted" committee-id="SSEG00" id="ID4aba74f0808545ccaff403ea1a3569b0" reported-display-style="strikethrough"><enum>(a)</enum><header>Purpose</header><text>The

				purpose of this section is to promote scientific and academic excellence at

				National Laboratories.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="ID94e8cb7bc8254e0a9f491280df8476b2" reported-display-style="strikethrough"><enum>(b)</enum><header>Establishment</header><text>The

				Secretary, acting through the Director and in consultation with the Director of

				the Office of Science, shall establish a program to support the appointment of

				distinguished scientists by National Laboratories.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="ID3b2c9c29ad8a48249d4cb2e1482be84c" reported-display-style="strikethrough"><enum>(c)</enum><header>Qualifications</header><text>Successful

				candidates under this section shall be persons who, by reason of professional

				background and experience, are able to bring international recognition to the

				appointing National Laboratory in their field of scientific endeavor.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="IDbeb1b32934a74331afa316cd559eb467" reported-display-style="strikethrough"><enum>(d)</enum><header>Selection</header><text>A

				distinguished scientist appointed under this section shall be selected through

				an open peer review process.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="ID9f66f1c65244468f883bcceab1dc9c27" reported-display-style="strikethrough"><enum>(e)</enum><header>Appointment</header><text>An

				appointment by a National Laboratory under this section shall be at the rank of

				the highest grade of distinguished scientist or technical staff of the National

				Laboratory.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="ID2e1b8ff2788648569061504e6810e112" reported-display-style="strikethrough"><enum>(f)</enum><header>Duration</header><text>An

				appointment under this section shall be for 6 years, consisting of 2 3-year

				funding allotments.</text>

									</subsection><subsection changed="deleted" committee-id="SSEG00" id="ID7205632bb20449d1b5d825350bac1846" reported-display-style="strikethrough"><enum>(g)</enum><header>Use of

				funds</header><text>Funds made available under this section may be used

				for—</text>

										<paragraph changed="deleted" committee-id="SSEG00" id="id1676334AF36F4C0C9D0AC62919DF6612" reported-display-style="strikethrough"><enum>(1)</enum><text>the salary of the

				distinguished scientist and support staff;</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idF100834CC5D74F0BA3C35D6108DD6C19" reported-display-style="strikethrough"><enum>(2)</enum><text>undergraduate,

				graduate, and post-doctoral appointments;</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idF31638E3E674440184FDD84383EE84A4" reported-display-style="strikethrough"><enum>(3)</enum><text>research-related

				equipment;</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id6309091F9B3E479F929CA95CD60E13AC" reported-display-style="strikethrough"><enum>(4)</enum><text>professional

				travel; and</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idDA0FC83A321649ECA7D5DE1BEC097F68" reported-display-style="strikethrough"><enum>(5)</enum><text>such other

				requirements as the Director determines are necessary to carry out the purpose

				of the program.</text>

										</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="ID073d93e70f844c9dbc8ac51308579910" reported-display-style="strikethrough"><enum>(h)</enum><header>Review</header>

										<paragraph changed="deleted" committee-id="SSEG00" id="ID6899130993bb4e06ace1aee91274bf08" reported-display-style="strikethrough"><enum>(1)</enum><header>In

				general</header><text>The appointment of a distinguished scientist under this

				section shall be reviewed at the end of the first 3-year allotment for the

				distinguished scientist through an open peer review process to determine if the

				appointment is meeting the purpose of this section under subsection (a).</text>

										</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID0fa170c9646c4b10bc9fb13bb3040634" reported-display-style="strikethrough"><enum>(2)</enum><header>Funding</header><text>Funding

				of the appointment of the distinguished scientist for the second 3-year

				allotment shall be determined based on the review conducted under paragraph

				(1).</text>

										</paragraph></subsection></section></chapter></subpart><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="idF28133E59F4246F99638F9983DBAAF5C" reported-display-style="strikethrough"><enum>3.</enum><header>Department of

			 Energy early-career research grants</header>

			<subsection changed="deleted" committee-id="SSEG00" id="id1CE032DE1944460997E4361A2CBE8F5F" reported-display-style="strikethrough"><enum>(a)</enum><header>Purpose</header><text>It

			 is the purpose of this section to authorize research grants in the Department

			 of Energy for early-career scientists and engineers for purposes of pursuing

			 independent research.</text>

			</subsection><subsection changed="deleted" committee-id="SSEG00" id="id1BDDCB4C8DAF4665AC589C4BA94FDFA2" reported-display-style="strikethrough"><enum>(b)</enum><header>Definition of

			 eligible early-career researcher</header><text>In this section, the term

			 <term>eligible early-career researcher</term> means an individual who—</text>

				<paragraph changed="deleted" committee-id="SSEG00" id="idB92B728C42CE4F49833FC2479C389DAB" reported-display-style="strikethrough"><enum>(1)</enum><text>completed a

			 doctorate or other terminal degree not more than 10 years before the date of

			 enactment of this Act and has demonstrated promise in the field of science,

			 technology, engineering, or mathematics; or</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id2CA66CB51532408397744D0B4ED14844" reported-display-style="strikethrough"><enum>(2)</enum><text>has an equivalent

			 professional qualification in the field of science, technology, engineering, or

			 mathematics.</text>

				</paragraph></subsection><subsection changed="deleted" committee-id="SSEG00" id="id4B9B84B2B630452DABBFF19EE2D16B59" reported-display-style="strikethrough"><enum>(c)</enum><header>Grant program

			 authorized</header>

				<paragraph changed="deleted" committee-id="SSEG00" id="idB75AFA637D4C4536BCE9717D833B6B1A" reported-display-style="strikethrough"><enum>(1)</enum><header>In

			 general</header><text>The Secretary of Energy, through the Director of the

			 Office of Science of the Department of Energy, shall award not less than 65

			 grants per year to outstanding eligible early-career researchers to support the

			 work of such researchers in the Department, particularly the National

			 Laboratories, or other federally-funded research and development

			 centers.</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idF7A52F044DFB4870A3E04F0EB63C7EB5" reported-display-style="strikethrough"><enum>(2)</enum><header>Application</header><text>An

			 eligible early-career researcher who desires to receive a grant under this

			 section shall submit to the Secretary of Energy an application at such time, in

			 such manner, and accompanied by such information as the Secretary may

			 require.</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id40EE7ACA9DF64EF6A07201F15816F6BA" reported-display-style="strikethrough"><enum>(3)</enum><header>Special

			 consideration</header><text>In awarding grants under this section, the

			 Secretary of Energy shall give special consideration to eligible early-career

			 researchers who have followed alternative career paths such as working

			 part-time or in non-academic settings, or who have taken a significant career

			 break or other leave of absence.</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="id0C4EF309C3664484B9333BDDDAAF863E" reported-display-style="strikethrough"><enum>(4)</enum><header>Duration and

			 amount</header><text>A grant under this section shall be 5 years in duration.

			 An eligible early career-researcher who receives a grant under this section

			 shall receive $100,000 for each year of the grant period.</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idF03255F3C87C4842834E63CD74BDDCFD" reported-display-style="strikethrough"><enum>(5)</enum><header>Use of

			 funds</header><text>An eligible early career-researcher who receives a grant

			 under this section shall use the grant funds for basic research in natural

			 sciences, engineering, mathematics, or computer sciences at the Department of

			 Energy, particularly the National Laboratories, or other federally-funded

			 research and development center.</text>

				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="idC7CC529950764CD2AD73D7DB65CCDFC5" reported-display-style="strikethrough"><enum>(6)</enum><header>Authorization of

			 appropriations</header><text>There are authorized to be appropriated to carry

			 out this section—</text>

					<subparagraph changed="deleted" committee-id="SSEG00" id="id529C77999EF04190827C8A527F72604E" reported-display-style="strikethrough"><enum>(A)</enum><text>$6,500,000 for

			 fiscal year 2007;</text>

					</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="id6A761DE19CD9482EAEB1CF954473AE75" reported-display-style="strikethrough"><enum>(B)</enum><text>$13,000,000 for

			 fiscal year 2008;</text>

					</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="id5E422478A6744FE69790A06B79933530" reported-display-style="strikethrough"><enum>(C)</enum><text>$19,500,000 for

			 fiscal year 2009;</text>

					</subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="id991DDDDE2E9C4F10937740536DF8D7F4" reported-display-style="strikethrough"><enum>(D)</enum><text>$26,000,000 for

			 fiscal year 2010; and</text>

			 fiscal year 2011.</text>

			 Projects Authority-Energy</header>

			<subsection changed="deleted" commented="no" committee-id="SSEG00" id="idD3FE91F339444463B3964B96E4E878BA" reported-display-style="strikethrough"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>

				<paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDdc22f308670244ffb8266d04f05ad71a" reported-display-style="strikethrough"><enum>(1)</enum><header>ARPA–E</header><text>The

			 term <term>ARPA–E</term> means the Advanced Research Projects Authority—Energy

			 established under subsection (b).</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDbdff990c2f0b41bb98be130311abc64d" reported-display-style="strikethrough"><enum>(2)</enum><header>Fund</header><text>The

			 term <term>Fund</term> means the Acceleration Fund for Research and Development

			 of Energy Technologies established under subsection (c).</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="idA5366395AB0541EFA4B9DB4F527D0AA6" reported-display-style="strikethrough"><enum>(3)</enum><header>Secretary</header><text>The

			 term <term>Secretary</term> means the Secretary of Energy.</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID0ae1cd82c22246e98541581a5fe23d2b" reported-display-style="strikethrough"><enum>(4)</enum><header>Under

			 Secretary</header><text>The term <term>Under Secretary</term> means the

			 position of Under Secretary for Science established under section 202(b) of the

			 Department of Energy Organization Act (42 U.S.C. 7132(b)).</text>

				</paragraph></subsection><subsection changed="deleted" commented="no" committee-id="SSEG00" id="IDe77689f53f124d2ca019a088a4a328d6" reported-display-style="strikethrough"><enum>(b)</enum><header>ARPA–E</header>

				<paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDb5d986388a69414f8b22fb8a0db570be" reported-display-style="strikethrough"><enum>(1)</enum><header>Establishment</header><text>There

			 is established the Advanced Research Projects Authority—Energy.</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID568f6628800f454e9cc528dfe82b7abb" reported-display-style="strikethrough"><enum>(2)</enum><header>Director</header><text>ARPA–E

			 shall be headed by a Director, who shall be appointed by the Secretary and

			 report to the Under Secretary.</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDaa8de6db77a244c3a1d3256f2642890f" reported-display-style="strikethrough"><enum>(3)</enum><header>Responsibilities</header><text>The

			 Director shall use the Fund to award competitive, merit-based grants,

			 cooperative agreements, and contracts to public or private entities (including

			 businesses, federally funded research and development centers, and institutions

			 of higher education) to—</text>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="ID2e534e427ccf457f862f4f9f40372a06" reported-display-style="strikethrough"><enum>(A)</enum><text>support basic and

			 applied energy research to promote revolutionary changes in technologies that

			 would promote the missions of the Department of Energy;</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="ID4817cefd89e54305896020da9a91c0f3" reported-display-style="strikethrough"><enum>(B)</enum><text>advance the

			 development, testing, evaluation, and deployment of critical energy

			 technologies; and</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="ID3fef30b3179f428f9e5b9e9c429b1af5" reported-display-style="strikethrough"><enum>(C)</enum><text>accelerate

			 prototyping and development of technologies that would address national energy

			 priorities.</text>

					</subparagraph></paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID9b92c3b2b5ce483eb473d572c8362f5e" reported-display-style="strikethrough"><enum>(4)</enum><header>Targeted

			 competitions</header><text>The Director may solicit proposals to address areas

			 of national need in science and energy technology, as identified by the

			 Director.</text>

				</paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID333f619d456f402681ab6547cf5e2ba3" reported-display-style="strikethrough"><enum>(5)</enum><header>Coordination</header><text>The

			 Director—</text>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="idCAF0DA8ACFF94144B88407D4924D93D2" reported-display-style="strikethrough"><enum>(A)</enum><text>shall ensure that

			 the activities of ARPA–E are coordinated with activities of other appropriate

			 research agencies; and</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="id9C35E162482B410E97214B5D5C18CAF8" reported-display-style="strikethrough"><enum>(B)</enum><text>may carry out

			 projects under this section jointly with other agencies.</text>

					</subparagraph></paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID4107bd6cf7964e3a872402f0f9865798" reported-display-style="strikethrough"><enum>(6)</enum><header>Personnel</header>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="id98EB1069F0AE423EAC9DB53BFBA0639D" reported-display-style="strikethrough"><enum>(A)</enum><header>In

			 general</header><text>In hiring personnel for ARPA–E, the Secretary shall have

			 the hiring and management authorities described in section 1101 of the Strom

			 Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public Law

			 105–261; 5 U.S.C. 3104 note).</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="idF978DFD1C5C540D3AC1A342498287F41" reported-display-style="strikethrough"><enum>(B)</enum><header>Term</header><text>The

			 term of appointments for an employee under subparagraph (A) may not exceed 5

			 years, except that the Secretary may renew the term of appointment of the

			 employee for an additional term of 5 years.</text>

					</subparagraph></paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDca92ac24b51943f6841111a3af571bc1" reported-display-style="strikethrough"><enum>(7)</enum><header>Demonstrations</header><text>The

			 Director shall periodically hold energy technology demonstrations to improve

			 contact among technology developers, vendors, and acquisition personnel.</text>

				</paragraph></subsection><subsection changed="deleted" commented="no" committee-id="SSEG00" id="idA3BDBB3B614546AF90AE48D1430F9A7B" reported-display-style="strikethrough"><enum>(c)</enum><header>Fund</header>

				<paragraph changed="deleted" commented="no" committee-id="SSEG00" id="IDB87E6EB3E15A423C9459B522069F2D1F" reported-display-style="strikethrough"><enum>(1)</enum><header>Establishment</header><text>There

			 is established in the Treasury of the United States a revolving fund, to be

			 known as the <quote>Acceleration Fund for Research and Development of Energy

			 Technologies</quote>, consisting of—</text>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="IDD2EF1B70D5204F73B84970D1BF09ABCD" reported-display-style="strikethrough"><enum>(A)</enum><text>such amounts as

			 are appropriated to the Fund under paragraph (5); and</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="IDDEF1CB6C8E834F71B796E6B85E12D28F" reported-display-style="strikethrough"><enum>(B)</enum><text>any interest

			 earned on investment of amounts in the Fund under paragraph (3).</text>

					</subparagraph></paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID72CBA45BD1F440E4B3F4FD55F33AAC30" reported-display-style="strikethrough"><enum>(2)</enum><header>Expenditures

			 from Fund</header>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="id76136C2A39074D098E0F45A9D679DFEF" reported-display-style="strikethrough"><enum>(A)</enum><header>In

			 general</header><text>Subject to subparagraph (B), on request by the Director,

			 the Secretary of the Treasury shall transfer from the Fund to the Director such

			 amounts as the Director determines are necessary to carry out this

			 section.</text>

					</subparagraph><subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="ID9724CABDFFA844AE9AEFD47A75CBECA6" reported-display-style="strikethrough"><enum>(B)</enum><header>Administrative

			 expenses</header><text>An amount not exceeding 5 percent of the amounts in the

			 Fund shall be available for each fiscal year to pay the administrative expenses

			 necessary to carry out this section.</text>

					</subparagraph></paragraph><paragraph changed="deleted" commented="no" committee-id="SSEG00" id="ID5603607AF5D94AF4BC15A9D3321A0821" reported-display-style="strikethrough"><enum>(3)</enum><header>Investment of

			 amounts</header>

					<subparagraph changed="deleted" commented="no" committee-id="SSEG00" id="IDB41A9725093D45BAABBED0F22225BDF4" reported-display-style="strikethrough"><enum>(A)</enum><header>In

			 general</header><text>The Secretary of the Treasury shall invest such portion

			 of the Fund as is not, in the judgment of the Secretary of the Treasury,

			 required to meet current withdrawals.</text>

			 programs</header><text>Section 3164 of the Department of Energy Science

			 Education Enhancement Act (42 U.S.C. 7381a) is amended—</text>

				<paragraph changed="added" committee-id="SSEG00" id="id2ed30675-8ea9-47c6-8093-9b2ef0c60d63" reported-display-style="italic"><enum>(1)</enum><text>by redesignating

			 subsections (b) through (d) as subsections (c) through (e),

			 respectively;</text>

				Mathematics, Science and Engineering Education</header><text>The Secretary,

				acting through the Under Secretary for Science (referred to in this subsection

				as the <term>Under Secretary</term>), shall appoint a Director of Mathematics,

				Science, and Engineering Education (referred to in this subsection as the

				<term>Director</term>) with the principal responsibility for administering

				mathematics, science, and engineering education programs of the

				Department.</text>

							</paragraph><paragraph changed="added" committee-id="SSEG00" id="id7b0d9e38-a6f2-405f-a6dd-88a2d4cc004b" reported-display-style="italic"><enum>(2)</enum><header>Qualifications</header><text>The

				Director shall be an individual, who by reason of professional background and

				experience, is specially qualified to advise the Under Secretary on all matters

				pertaining to mathematics, science, and engineering education at the

				Department.</text>

							</paragraph><paragraph changed="added" committee-id="SSEG00" id="idc3e0335f-5a4b-4c93-ab0f-a448b73e99c2" reported-display-style="italic"><enum>(3)</enum><header>Duties</header><text>The

				Director shall—</text>

								<subparagraph changed="added" committee-id="SSEG00" id="id1c962397-273b-4abc-b884-dad3e2a6429f" reported-display-style="italic"><enum>(A)</enum><text>oversee all mathematics,

				science, and engineering education programs of the Department;</text>

								</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id393685de-6561-42e5-8ce0-b4f3054c5068" reported-display-style="italic"><enum>(B)</enum><text>represent the Department

				as the principal interagency liaison for all mathematics, science, and

				engineering education programs, unless otherwise represented by the Secretary

				or the Under Secretary;</text>

								</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="idffc4b799-99c6-45df-9d99-9231d6004e04" reported-display-style="italic"><enum>(C)</enum><text>prepare the annual budget

				and advise the Under Secretary on all budgetary issues for mathematics,

				science, and engineering education programs of the Department;</text>

								</subparagraph><subparagraph changed="added" id="idC5B9EA233C904FFDAB712AF52D0EFFA9" reported-display-style="italic"><enum>(D)</enum><text>increase, to the maximum

				extent practicable, the participation and advancement of women and

				underrepresented minorities at every level of science, technology, engineering,

				and mathematics education; and</text>

								</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id6f0b65ae-8da4-4bd9-9742-54bf0fdd56f3" reported-display-style="italic"><enum>(E)</enum><text>perform other such

				matters related to mathematics, science, and engineering education as are

				required by the Secretary or the Under Secretary.</text>

								</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="id349663ce-c683-4439-97d6-2622ddeb3274" reported-display-style="italic"><enum>(4)</enum><header>Staff and other

				resources</header><text>The Secretary shall assign to the Director such

				personnel and other resources as the Secretary considers necessary to permit

				the Director to carry out the duties of the Director.</text>

							</paragraph><paragraph changed="added" committee-id="SSEG00" id="idd07dd1d6-0ed9-4773-917f-3a96a5d497a6" reported-display-style="italic"><enum>(5)</enum><header>Assessment</header><text>The

				Secretary shall offer to enter into a contract with the National Academy of

				Sciences under which the National Academy, not later than 5 years after, and

				not later than 10 years after, the date of enactment of this paragraph, shall

				assess the performance of the mathematics, science, and engineering education

				programs of the Department.</text>

				general</header><text>Consistent with sections 3165 and 3166, the Director

				shall make available necessary funds for a program using scientific and

				engineering staff of the National Laboratories, in which the staff—</text>

				Congress</header><text>Not later than 2 years after the date of enactment of

				the <short-title>Protecting America’s Competitive Edge

				Through Energy Act of 2006</short-title>, the Director shall submit a report to

				the appropriate committees of Congress detailing the impact of the activities

				assisted with funds made available under this section.</text>

				Learning Opportunities</header>

				learning opportunities</header>

				authorized</header><text>From the amounts authorized under subsection (e), the

				Secretary, acting through the Director, shall establish a summer internship

				program for middle school and secondary school students that shall—</text>

										<paragraph changed="added" committee-id="SSEG00" id="id2ac3c00c-c2b7-4d59-8709-e112e805c88c" reported-display-style="italic"><enum>(1)</enum><text>provide the students with

				internships at the National Laboratories; and</text>

				hands-on learning in mathematics or science.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="idc3d02327-ebb3-4c31-83ba-1ea48689d9e6" reported-display-style="italic"><enum>(b)</enum><header>Eligibility

				criteria</header><text>The Director shall establish criteria to determine the

				sufficient level of academic preparedness necessary for a student to be

				eligible for an internship under this section.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="idef305372-822f-41ac-98a9-18054907f634" reported-display-style="italic"><enum>(c)</enum><header>Priority</header>

										<paragraph changed="added" committee-id="SSEG00" id="id7d8011a6-8e7f-4bda-be21-bdab54655013" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The Director shall give priority for an internship under

				this section to a student who meets the eligibility criteria described in

				than 30 percent of the children enrolled in the school are from low-income

				families; or</text>

												</clause><clause changed="added" committee-id="SSEG00" id="id775de734-156c-4dad-b3f4-04d9dff89c5c" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>that is designated with

				a school locale code of 7 or 8 or otherwise designated as a rural school, as

				determined by the Secretary of Education; and</text>

												</clause></subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id7ce251f7-4d9e-4806-a8cc-3ee12e062b80" reported-display-style="italic"><enum>(B)</enum><text>for which there

				is—</text>

												<clause changed="added" committee-id="SSEG00" id="idd627f02b-6b5a-481e-afae-500f2d45a79d" reported-display-style="italic"><enum>(i)</enum><text>a high percentage of

				teachers who are not teaching in the academic subject areas or grade levels in

				which the teachers were trained to teach;</text>

												</clause><clause changed="added" committee-id="SSEG00" id="ide340eb3b-05c0-497e-8b4a-fc168c1b4dc0" reported-display-style="italic"><enum>(ii)</enum><text>a high teacher turnover

				rate; or</text>

												</clause><clause changed="added" committee-id="SSEG00" id="idcaec245b-aa48-4ffb-bc3e-c5d2cee8969f" reported-display-style="italic"><enum>(iii)</enum><text>a high percentage of

				teachers with emergency, provisional, or temporary certification or

				licenses.</text>

												</clause></subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="id18727d08-523c-4c3f-acfd-9d9b94622fe3" reported-display-style="italic"><enum>(2)</enum><header>Coordination</header><text>The

				Director shall consult with the Secretary of Education in order to determine

				whether a student meets the priority requirements of this subsection.</text>

										</paragraph></subsection><subsection changed="added" id="id0073CFBC3E2444809ABCD354FFDC2644" reported-display-style="italic"><enum>(d)</enum><header>Outreach and

				experiential-based programs for minority students</header>

										<paragraph changed="added" id="idC142DA218E7A43B4B62615C59365AF69" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The Secretary, acting through the Director, in

				cooperation with Hispanic-serving institutions, historically Black colleges and

				universities, tribal colleges, and other minority-serving institutions and

				nonprofit entities with substantial experience relating to outreach and

				experiential-based learning projects, shall establish outreach and

				experiential-based learning programs that will encourage underrepresented

				minority students in kindergarten through grade 12 to pursue careers in math,

				science, and engineering.</text>

										</paragraph><paragraph changed="added" id="id0A1749AFBEF344EC9417AE7C2569FE58" reported-display-style="italic"><enum>(2)</enum><header>Community

				involvement</header><text>The Secretary shall ensure that the programs

				established under paragraph (1) involve, to the maximum extent

				practicable—</text>

											<subparagraph changed="added" id="id713F749B11084111930D63C463BC2E79" reported-display-style="italic"><enum>(A)</enum><text>participation by parents

				and educators; and</text>

											</subparagraph><subparagraph changed="added" id="id11CDCFD2E2C94B54902D1A7641809870" reported-display-style="italic"><enum>(B)</enum><text>the establishment of

				partnerships with business organizations and appropriate Federal, State, and

				local agencies.</text>

											</subparagraph></paragraph><paragraph changed="added" id="idCF7886C5DEB943FEA84CD98F03F49E08" reported-display-style="italic"><enum>(3)</enum><header>Distribution</header><text>The

				Secretary shall ensure that the programs established under paragraph (1) are

				located in various geographic regions of the United States, to the maximum

				extent practicable.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id2a6c3317-8b5a-4015-9af2-0d4b5af66dc3" reported-display-style="italic"><enum>(e)</enum><header>Authorization of

				appropriations</header><text>There is authorized to be appropriated to carry

				out this section $50,000,000 for each of the fiscal years 2007 through

				2013.</text>

									</subsection></section></chapter><chapter changed="added" committee-id="SSEG00" id="id9c17eee6-8e94-437b-a0de-71a3cd2f3d03" reported-display-style="italic"><enum>3</enum><header>National Laboratories

				Centers of Excellence in Mathematics and Science Education</header>

								<section changed="added" commented="no" committee-id="SSEG00" id="id50dbe852-003e-4b59-abb3-270a8b5a4c98" reported-display-style="italic"><enum>3181.</enum><header>National Laboratories

				Centers of Excellence in Mathematics and Science Education</header>

									<subsection changed="added" committee-id="SSEG00" id="id1dac9749-3bfc-4b64-a78b-e2ec35a246be" reported-display-style="italic"><enum>(a)</enum><header>In

				general</header><text>The Secretary shall establish at each of the National

				Laboratories a program to support a Center of Excellence in Mathematics and

				Science at 1 public secondary school located in the region of the National

				Laboratory to provide assistance in accordance with subsection (c).</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="ida95f526b-285d-4ec0-a578-919867dcdbf2" reported-display-style="italic"><enum>(b)</enum><header>Goals</header><text>The

				Secretary shall establish goals and performance assessments for each Center of

				Excellence authorized under subsection (a).</text>

									</subsection><subsection changed="added" commented="no" committee-id="SSEG00" id="id1b082215-7520-4bc9-9159-5d117fd15f3b" reported-display-style="italic"><enum>(c)</enum><header>Assistance</header><text>Consistent

				with sections 3165 and 3166, the Director shall make available necessary funds

				for a program using scientific and engineering staff of the National

				Laboratories, during which the staff—</text>

										<paragraph changed="added" commented="no" committee-id="SSEG00" id="id08e63dc0-6bc0-40cb-9bf7-7dce149f742d" reported-display-style="italic"><enum>(1)</enum><text>assists teaching courses

				at the Centers of Excellence in Mathematics and Science; and</text>

										</paragraph><paragraph changed="added" commented="no" committee-id="SSEG00" id="id787444fe-901c-4807-a376-5a9cbda21d7e" reported-display-style="italic"><enum>(2)</enum><text>uses National Laboratory

				scientific equipment in the teaching of the courses.</text>

										</paragraph></subsection><subsection changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id068043a9-8390-417e-a1e0-f8088ff99617" reported-display-style="italic"><enum>(d)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Secretary shall consider the results of

				the performance assessments required under subsection (b) in any performance

				review of a National Laboratories management and operations contractor.</text>

									</subsection></section></chapter><chapter changed="added" committee-id="SSEG00" id="id502dbd72-3f99-4880-bd59-67a1ed2b038f" reported-display-style="italic"><enum>4</enum><header>Summer

				Institutes</header>

				institutes</header>

									<subsection changed="added" committee-id="SSEG00" id="ida4d958df-3e06-4500-8bbf-2fd165123ff8" reported-display-style="italic"><enum>(a)</enum><header>Definition of summer

				institute</header><text>In this section, the term <term>summer institute</term>

				means an institute at a National Laboratory, conducted during the summer,

				that—</text>

										<paragraph changed="added" committee-id="SSEG00" id="idc0b182eb-9e82-4df7-a756-de9d43a9a7db" reported-display-style="italic"><enum>(1)</enum><text>is conducted for a period

				of not less than 2 weeks;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id26b1dba8-5c93-40ef-ab77-ebf9a4b626b7" reported-display-style="italic"><enum>(2)</enum><text>includes, as a component,

				a program that provides direct interaction between students and faculty;

				and</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id827b044c-86d2-4dc4-bb88-ed0afa9e8405" reported-display-style="italic"><enum>(3)</enum><text>provides for follow-up

				training during the academic year.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id0e9e35c5-a17f-4b04-abc2-c15085b10cdd" reported-display-style="italic"><enum>(b)</enum><header>Summer institute

				programs authorized</header><text>The Secretary, acting through the Director,

				shall establish or expand program of summer institutes at each of the National

				Laboratories to provide additional training to strengthen the mathematics and

				science teaching skills of teachers employed at public schools in kindergarten

				through grade 12 education, with a particular focus on teachers of kindergarten

				through grade 8.</text>

									</subsection></section></chapter><chapter changed="added" committee-id="SSEG00" id="id397a29c0-b840-4f75-8467-aeb401d29d8d" reported-display-style="italic"><enum>5</enum><header>Distinguished scientist

				program</header>

								<section changed="added" committee-id="SSEG00" id="id83daf261-12cd-4a01-b9ec-ae880dffc228" reported-display-style="italic"><enum>3191.</enum><header>Distinguished

				scientist program</header>

									<subsection changed="added" committee-id="SSEG00" id="ida362a21b-13f7-4c01-b6e6-fa79d566082d" reported-display-style="italic"><enum>(a)</enum><header>Purpose</header><text>The

				purpose of this section is to promote scientific and academic excellence at

				National Laboratories.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="id26ec07e7-4b77-487e-9c1c-3eb5df72f42b" reported-display-style="italic"><enum>(b)</enum><header>Establishment</header><text>The

				Secretary, acting through the Director and in consultation with the Director of

				the Office of Science, shall establish a program to support the appointment of

				distinguished scientists by National Laboratories.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="id78eb4b07-20f8-4a28-80ba-08e618373be1" reported-display-style="italic"><enum>(c)</enum><header>Qualifications</header><text>Successful

				candidates under this section shall be persons who, by reason of professional

				background and experience, are able to bring international recognition to the

				appointing National Laboratory in their field of scientific endeavor.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="id3f9e1775-e6b9-4053-8642-df6a7d7af8e5" reported-display-style="italic"><enum>(d)</enum><header>Selection</header><text>A

				distinguished scientist appointed under this section shall be selected through

				an open peer review process.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="id15761469-7fae-45fd-9406-3bafe9a3c571" reported-display-style="italic"><enum>(e)</enum><header>Appointment</header><text>An

				appointment by a National Laboratory under this section shall be at the rank of

				the highest grade of distinguished scientist or technical staff of the National

				Laboratory.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="id3e204e26-971f-4d67-ae0c-11ea26d52695" reported-display-style="italic"><enum>(f)</enum><header>Duration</header><text>An

				appointment under this section shall be for 6 years, consisting of 2 3-year

				funding allotments.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="iddf116441-25c3-4fa9-a86c-cb31a6cf6176" reported-display-style="italic"><enum>(g)</enum><header>Use of

				funds</header><text>Funds made available under this section may be used

				for—</text>

										<paragraph changed="added" committee-id="SSEG00" id="id3b5c360b-4243-42b5-8e13-0a07a3eecab1" reported-display-style="italic"><enum>(1)</enum><text>the salary of the

				distinguished scientist and support staff;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id748e19f2-01fc-4d83-9d7e-c4ccc99a1bdd" reported-display-style="italic"><enum>(2)</enum><text>undergraduate, graduate,

				and post-doctoral appointments;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id8b777468-9c82-4ce5-bf4b-adf15fd0de59" reported-display-style="italic"><enum>(3)</enum><text>research-related

				equipment;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id62e35556-b611-4b6d-864b-3ae0cbea8d06" reported-display-style="italic"><enum>(4)</enum><text>professional travel;

				and</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id089b36a9-1c8a-488a-8b19-757116561cfd" reported-display-style="italic"><enum>(5)</enum><text>such other requirements

				as the Director determines are necessary to carry out the purpose of the

				program.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id82970179-34ec-426a-bfb2-2ba82392de61" reported-display-style="italic"><enum>(h)</enum><header>Review</header>

										<paragraph changed="added" committee-id="SSEG00" id="idbf4ec8b4-f52d-403f-80fd-a39c04c37205" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The appointment of a distinguished scientist under this

				section shall be reviewed at the end of the first 3-year allotment for the

				distinguished scientist through an open peer review process to determine if the

				appointment is meeting the purpose of this section under subsection (a).</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="iddbde7512-dba7-423e-a11c-98800acd4097" reported-display-style="italic"><enum>(2)</enum><header>Funding</header><text>Funding

				of the appointment of the distinguished scientist for the second 3-year

				allotment shall be determined based on the review conducted under paragraph

				(1).</text>

				education</header>

				talent expansion program for institutions of higher education</header>

									<subsection changed="added" committee-id="SSEG00" id="ID9173976e5d964d0ead6e0a0806c94cfe" reported-display-style="italic"><enum>(a)</enum><header>Purposes</header><text>The

				purposes of this section are—</text>

										<paragraph changed="added" committee-id="SSEG00" id="idF7B21D7E3EDC4D5C9A3BED7354EF0A63" reported-display-style="italic"><enum>(1)</enum><text>to address the decline in

				the number of and resources available to nuclear science programs of

				institutions of higher education; and</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id946DC78D01B04E9BA29996C4DAF31784" reported-display-style="italic"><enum>(2)</enum><text>to increase the number of

				graduates with degrees in nuclear science, an area of strategic importance to

				the economic competitiveness and energy security of the United States.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDe4d866daf7fb4255b951c7f39868f6b6" reported-display-style="italic"><enum>(b)</enum><header>Definition of nuclear

				science</header><text>In this section, the term <term>nuclear science</term>

				includes—</text>

										<paragraph changed="added" committee-id="SSEG00" id="id1D4992E73F944264B6BFB431FA039CE5" reported-display-style="italic"><enum>(1)</enum><text>nuclear science;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="idC816E3A0CAB247F3900CB57CBA1B0094" reported-display-style="italic"><enum>(2)</enum><text>nuclear

				engineering;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="idE95C4583786D47CBA28A014B2AD4BD40" reported-display-style="italic"><enum>(3)</enum><text>nuclear chemistry;</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id3D35119C77D24EB7BE7864545CAEC912" reported-display-style="italic"><enum>(4)</enum><text>radiochemistry;

				and</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="id196905F002254867B377A392773855BB" reported-display-style="italic"><enum>(5)</enum><text>health physics.</text>

										</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID797c7c45212e4e05b002edcc2d63057d" reported-display-style="italic"><enum>(c)</enum><header>Establishment</header><text>The

				Secretary, acting through the Director, shall establish in accordance with this

				section a program to expand and enhance institution of higher education nuclear

				science educational capabilities.</text>

									</subsection><subsection changed="added" committee-id="SSEG00" id="ID4400849153b1450da939c466e8abad70" reported-display-style="italic"><enum>(d)</enum><header>Nuclear science program

				expansion grants for institutions of higher education</header>

										<paragraph changed="added" committee-id="SSEG00" id="ID1ed436143f824ed586604b42ac0dbac0" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The Secretary, acting through the Director, shall award

				up to 3 competitive grants for each fiscal year to institutions of higher

				education that establish new academic degree programs in nuclear

				science.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID6372b1c61836453e831e95cb1ffbe46d" reported-display-style="italic"><enum>(2)</enum><header>Eligibility</header><text>To

				be eligible for a grant under this subsection, an applicant shall partner with

				a National Laboratory or other eligible nuclear entity, as determined by the

				Secretary.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID58733ae9e0304fd7a7f6ac534c68ded6" reported-display-style="italic"><enum>(3)</enum><header>Criteria</header><text>Criteria

				for a grant awarded under this subsection shall be based on—</text>

											<subparagraph changed="added" committee-id="SSEG00" id="idBB123710906F41E8B647BD1D3FC379E0" reported-display-style="italic"><enum>(A)</enum><text>the potential to attract

				new students to the program;</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id3A70B8C8D5C74EC7A0D612E0775A40E6" reported-display-style="italic"><enum>(B)</enum><text>academic rigor;

				and</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id73C389A063D54802AFF7F479964113F9" reported-display-style="italic"><enum>(C)</enum><text>the ability to offer

				hands-on learning opportunities.</text>

											</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="IDc6ba059e9be643c5b27cb680e2ba95be" reported-display-style="italic"><enum>(4)</enum><header>Duration and

				amount</header>

											<subparagraph changed="added" committee-id="SSEG00" id="id73F5F20C24C54F909C86477C29E58415" reported-display-style="italic"><enum>(A)</enum><header>Duration</header><text>A

				grant under this subsection shall be 5 years in duration.</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id221A5637C563486C90DB615188517A55" reported-display-style="italic"><enum>(B)</enum><header>Amount</header><text>An

				institution of higher education that receives a grant under this subsection

				shall be eligible for up to $500,000 for each year of the grant period.</text>

											</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="ID511122f9e13a41fcbdd949f0f60314e7" reported-display-style="italic"><enum>(5)</enum><header>Use of

				funds</header><text>An institution of higher education that receives a grant

				under this subsection may use the grant to—</text>

											<subparagraph changed="added" committee-id="SSEG00" id="IDefbeffc854144da18742e2e98a4f9472" reported-display-style="italic"><enum>(A)</enum><text>recruit and retain new

				faculty;</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID79c8dc116aa7425683decc3f4eaeffda" reported-display-style="italic"><enum>(B)</enum><text>develop core and

				specialized course content;</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID348ac9af73dd4b53967be2da51415a49" reported-display-style="italic"><enum>(C)</enum><text>encourage collaboration

				between faculty and researchers in the nuclear science field; or</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID7ad624ce2c4f4aae91dccae1e302721a" reported-display-style="italic"><enum>(D)</enum><text>support outreach efforts

				to recruit students.</text>

											</subparagraph></paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDcfab5fbab43e4799832e0438983a1246" reported-display-style="italic"><enum>(e)</enum><header>Nuclear science

				competitiveness grants for institutions of higher education</header>

										<paragraph changed="added" committee-id="SSEG00" id="ID2386f7c5ccca4bd68da13b8b4a6ef50d" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The Secretary, acting through the Director shall award up

				to 10 competitive grants for each fiscal year to institutions of higher

				education with existing academic degree programs that produce graduates in

				nuclear science.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID32cc68e1f54d4354b51c28eb256534f7" reported-display-style="italic"><enum>(2)</enum><header>Criteria</header><text>Criteria

				for a grant awarded under this subsection shall be based on the potential for

				increasing the number and academic quality of graduates in the nuclear sciences

				that enter into careers in nuclear-related fields.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID21563e7fdf884dd982085ef8ce264e49" reported-display-style="italic"><enum>(3)</enum><header>Duration and

				amount</header>

											<subparagraph changed="added" committee-id="SSEG00" id="id1B05270845D9429EBD131603A53FC71C" reported-display-style="italic"><enum>(A)</enum><header>Duration</header><text>A

				grant under this subsection shall be 5 years in duration.</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id64A7F07ADCBA41FEB072ED4905B3DBC8" reported-display-style="italic"><enum>(B)</enum><header>Amount</header><text>An

				institution of higher education that receives a grant under this subsection

				shall be eligible for up to $250,000 for each year of the grant period.</text>

											</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="ID8944cee33a8a40068639eaf6525449e8" reported-display-style="italic"><enum>(4)</enum><header>Use of

				funds</header><text>An institution of higher education that receives a grant

				under this subsection may use the grant to—</text>

											<subparagraph changed="added" committee-id="SSEG00" id="IDf0c84aec3eb1493f831b81d875b155b3" reported-display-style="italic"><enum>(A)</enum><text>increase the number of

				graduates in nuclear science that enter into careers in the nuclear science

				field;</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID1f358c4b248d44a6b12e68832296bbcc" reported-display-style="italic"><enum>(B)</enum><text>enhance the teaching of

				advanced nuclear technologies;</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="IDef1b1e386aee4449aa922b06b6fb7f1e" reported-display-style="italic"><enum>(C)</enum><text>aggressively pursue

				collaboration opportunities with industry and National Laboratories; and</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="IDc68ad2305a564349ab65f6a7668f1cac" reported-display-style="italic"><enum>(D)</enum><text>bolster or sustain

				nuclear infrastructure and research facilities of the institution of higher

				education, such as research and training reactors or laboratories.</text>

											</subparagraph></paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDdaac9a86454b4ab08b3694364241db2e" reported-display-style="italic"><enum>(f)</enum><header>Nuclear science talent

				expansion scholarships</header>

										<paragraph changed="added" committee-id="SSEG00" id="ID34d8b5613dfd4ef4b3a8527ab92ac4bd" reported-display-style="italic"><enum>(1)</enum><header>In

				general</header><text>The Secretary, acting through the Director, shall award

				up to 150 competitive scholarships for each fiscal year to be used to provide

				for educational expenses for students at eligible institutions of higher

				education who enter into academic degree programs in nuclear science.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID2959a97a6ed8465aa8a135134050783e" reported-display-style="italic"><enum>(2)</enum><header>Criteria</header><text>Scholarships

				under this subsection shall be awarded competitively based on academic

				merit.</text>

				assistance under this subsection may be awarded for up to 4 years.</text>

											</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id000EFA65196C4B5B87E60E5CD46A68EA" reported-display-style="italic"><enum>(B)</enum><header>Amount</header><text>A

				student who receives a grant under this subsection shall be eligible for up to

				$40,000 for each year of the scholarship period to be used for educational

				expenses (including tuition, books, fees, equipment, room, and board).</text>

											</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="IDc58652e585b64be39f492526e33ce69a" reported-display-style="italic"><enum>(4)</enum><header>Termination</header><text>A

				student who receives a scholarship under this subsection but fails to maintain

				appropriate academic achievement for a year, as determined by the Director,

				shall not be eligible for a scholarship under this subsection for subsequent

				years.</text>

										</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID07f613ecdc4d44a79780b5c4e26fec94" reported-display-style="italic"><enum>(5)</enum><header>Internship</header><text>The

				Secretary shall ensure that each student who receives a scholarship under this

				subsection has the opportunity to participate in an internship at a National

				Laboratory during the course of study of the student.</text>

			 early-career research grants</header>

			<subsection changed="added" committee-id="SSEG00" id="id1e220dfe-6aa2-4f13-82b5-790151f2575d" reported-display-style="italic"><enum>(a)</enum><header>Purpose</header><text>It

			 is the purpose of this section to authorize research grants in the Department

			 for early-career scientists and engineers for purposes of pursuing independent

			 research.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="id9678c7c4-f95d-4e35-9460-e015eb7268d9" reported-display-style="italic"><enum>(b)</enum><header>Definition of eligible

			 early-career researcher</header><text>In this section, the term <term>eligible

			 early-career researcher</term> means an individual who—</text>

				<paragraph changed="added" committee-id="SSEG00" id="ID7965481d95d34a46ba1a04e95a5d5ec2" reported-display-style="italic"><enum>(1)</enum><text>completed a doctorate or

			 other terminal degree not more than 10 years before the date of application for

			 a grant authorized under this section; and</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID02c6e44d1e1c4010aa967815982575e5" reported-display-style="italic"><enum>(2)</enum><text>has demonstrated promise

			 in the field of science, technology, engineering, mathematics, computer

			 science, or computational science.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id8d0fa3bd-6f37-466d-bd3a-77bf80acb206" reported-display-style="italic"><enum>(c)</enum><header>Grant program

			 authorized</header>

				<paragraph changed="added" committee-id="SSEG00" id="id66cfe379-447a-480b-87ab-57a54ddfdc83" reported-display-style="italic"><enum>(1)</enum><header>In

			 general</header><text>The Secretary shall award not less than 65 grants per

			 year to outstanding eligible early-career researchers to support the work of

			 such researchers in the Department, particularly the National Laboratories, or

			 other federally-funded research and development centers.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id042ccaed-4700-4d32-ad3a-1bd6aab7abad" reported-display-style="italic"><enum>(2)</enum><header>Application</header><text>An

			 eligible early-career researcher who desires to receive a grant under this

			 section shall submit to the Secretary an application at such time, in such

			 manner, and accompanied by such information as the Secretary may

			 require.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id272f8c4c-f7b7-4446-ba21-6a97f320784c" reported-display-style="italic"><enum>(3)</enum><header>Special

			 consideration</header><text>In awarding grants under this section, the

			 Secretary shall give special consideration to eligible early-career researchers

			 who have followed alternative career paths such as working part-time or in

			 non-academic settings, or who have taken a significant career break or other

			 leave of absence.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="idbed88b57-e81f-4552-acdb-a971b6b68d7c" reported-display-style="italic"><enum>(4)</enum><header>Duration and

			 amount</header><text>A grant under this section shall be 5 years in duration.

			 An eligible early career-researcher who receives a grant under this section

			 shall receive $100,000 for each year of the grant period.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id68af92e4-1f2b-40e4-9dc3-0c335b2d5506" reported-display-style="italic"><enum>(5)</enum><header>Use of

			 funds</header><text>An eligible early career-researcher who receives a grant

			 under this section shall use the grant funds for basic research in natural

			 sciences, engineering, mathematics, or computer sciences at the Department,

			 particularly the National Laboratories, or other federally-funded research and

			 development center.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id971d0956-9502-4d59-b4b5-4d528d340bf9" reported-display-style="italic"><enum>(6)</enum><header>Authorization of

			 this section:</text>

				<paragraph changed="added" committee-id="SSEG00" id="idC7748825BEE542988ED87A9EC317B69E" reported-display-style="italic"><enum>(1)</enum><header>Advisory

			 Board</header><text>The term <term>Advisory Board</term> means the Advisory

			 Board established under subsection (d).</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="IDb8b7e088fbfb490c8300a436d0d57bd6" reported-display-style="italic"><enum>(2)</enum><header>Applied energy

			 technology</header><text>The term <term>applied technology</term> means

			 technology used for—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="ID9dfc527537404b1abfcf0a0b95d02cac" reported-display-style="italic"><enum>(A)</enum><text>fossil energy;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="IDc54557dd7dbe42a996394418ce4ffd1b" reported-display-style="italic"><enum>(B)</enum><text>carbon

			 sequestration;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID6c693fef710c4b41bdac9e7066b669d9" reported-display-style="italic"><enum>(C)</enum><text>nuclear energy;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID8f32939b6ada4e63aa8ec7cfb058af98" reported-display-style="italic"><enum>(D)</enum><text>renewable energy;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID3bbf1f18b290448c84090d7641b07077" reported-display-style="italic"><enum>(E)</enum><text>energy distribution;

			 or</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID2a4664f1118e4eee9b0c63ef5c67be2d" reported-display-style="italic"><enum>(F)</enum><text>energy efficiency

			 technology.</text>

					</subparagraph></paragraph><paragraph changed="added" commented="no" committee-id="SSEG00" id="idADAEFD188327448F838E348F7554C6C7" reported-display-style="italic"><enum>(3)</enum><header>Authority</header><text>The

			 term <term>Authority</term> means the Advanced Research Projects

			 Authority—Energy established under subsection (b).</text>

				</paragraph><paragraph changed="added" commented="no" committee-id="SSEG00" id="id7f528f40-b4d5-43a3-91d1-a858bf78ec5b" reported-display-style="italic"><enum>(4)</enum><header>Director</header><text>The

			 term <term>Director</term> means the Director of the Authority appointed under

			 subsection (c)(1).</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID1c3982676e5a4b8a90751efd638191c3" reported-display-style="italic"><enum>(b)</enum><header>Establishment</header><text>The

			 Secretary shall establish an Advanced Research Projects Authority-Energy to

			 overcome the long-term and high-risk technological barriers in the development

			 of applied energy technologies (including carbon neutral technologies) that

			 hinder the successful implementation of the technologies in commercial

			 markets.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="IDbe6bf2af42fa4d1eb3fb864b2a1e3089" reported-display-style="italic"><enum>(c)</enum><header>Director</header>

				<paragraph changed="added" committee-id="SSEG00" id="IDbaef61383a6b41798d63e3cad88db0e4" reported-display-style="italic"><enum>(1)</enum><header>Appointment</header><text>The

			 Secretary shall appoint a Director of the Authority.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID4ea429257a6e45c0bd5f80d83ebbd904" reported-display-style="italic"><enum>(2)</enum><header>Qualifications</header><text>The

			 Director shall be an individual who, by reason of professional background and

			 experience, is especially qualified to advise the Secretary on matters

			 pertaining to long-term, high-risk programs to overcome long-term and high-risk

			 technological barriers to the development of applied energy technologies in

			 commercial markets.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID235da7f0ee0a4f81babcc8456602cc45" reported-display-style="italic"><enum>(3)</enum><header>Duties</header><text>The

			 Director shall—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="ID1b59ff6e70b6428697d5dfc9e854fc5f" reported-display-style="italic"><enum>(A)</enum><text>employ such qualified

			 technical staff as are necessary to carry out the duties of the Authority,

			 including providing staff for the Advisory Committee;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="IDf5568dcfd5dc45ce8f9a5a62ad544ae7" reported-display-style="italic"><enum>(B)</enum><text>serve as the selection

			 official for proposals relating to applied energy technologies that are

			 solicited within the Department;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="IDa8d60a984102430fb517789027a8bd2e" reported-display-style="italic"><enum>(C)</enum><text>terminate programs

			 carried out under this section that are not achieving the goals of the

			 programs; and</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID0c761a9fe489466e9c5cba91414c5fbf" reported-display-style="italic"><enum>(D)</enum><text>perform such duties

			 related to long-term and high-risk technological barriers in the development of

			 applied energy technologies as are determined appropriate by the

			 Secretary.</text>

					</subparagraph></paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDb79b3ce205244c5d8a943120c8c3f4d0" reported-display-style="italic"><enum>(d)</enum><header>Advisory Board</header>

				<paragraph changed="added" committee-id="SSEG00" id="ID57aa33dbedce4ded98968d8eb5a24b27" reported-display-style="italic"><enum>(1)</enum><header>Appointment</header><text>The

			 Secretary shall, consistent with the <act-name parsable-cite="FACA">Federal

			 Advisory Committee Act</act-name> (5 U.S.C. App.), establish, and appoint

			 members to, an Advisory Board to make recommendations to the Secretary and the

			 Director on actions necessary to carry out this section.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID6100b4e57c4f4ab096bb72c0b004e3db" reported-display-style="italic"><enum>(2)</enum><header>Qualifications</header><text>The

			 Advisory Board shall consist of individuals who—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="id7154BAFF189A4458A4A32D77DBEA8A32" reported-display-style="italic"><enum>(A)</enum><text>by reason of professional

			 background and experience, are especially qualified to advise the Secretary and

			 the Director on matters pertaining to long-term and high-risk technological

			 barriers in the development of applied energy technologies in commercial

			 markets; and</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id20278DB8BC11436992876BADDCEAC4E7" reported-display-style="italic"><enum>(B)</enum><text>are not employees or

			 former employees of the Federal Government.</text>

					</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="IDf586c79753744831a7de3df87982cea5" reported-display-style="italic"><enum>(3)</enum><header>Term</header><text>A

			 member of the Advisory Board shall be appointed for a term of 5 years.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID93d6a83885394d9abcfa27a4e3bbea0a" reported-display-style="italic"><enum>(4)</enum><header>Information</header><text>Each

			 fiscal year, individuals who carry out applied energy technology programs of

			 the Department and staff of the Authority shall provide to the Advisory Board

			 written proposals and oral briefings on long-term and high-risk technological

			 barriers that are critical to overcome for the successful development of

			 applied energy technologies in commercial markets.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID951538192d4e46358b3e76dafc497cdc" reported-display-style="italic"><enum>(5)</enum><header>Duties</header><text>Each

			 fiscal year, the Advisory Board shall—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="idCCB2D5DA29E44F35825AF3E67F24E2D8" reported-display-style="italic"><enum>(A)</enum><text>recommend to the

			 Secretary and the Director—</text>

						<clause changed="added" committee-id="SSEG00" id="idE1B4C7A85D9B4A75B00FAAD61CA9F9EF" reported-display-style="italic"><enum>(i)</enum><text>in order of priority,

			 proposals of applied energy programs of the Department that are critical to

			 overcoming long-term and high-risk technological barriers to enable the

			 successful development of applied energy technologies in commercial markets;

			 and</text>

						</clause><clause changed="added" committee-id="SSEG00" id="idECEB335E19E74BD5BF87262737757425" reported-display-style="italic"><enum>(ii)</enum><text>additional programs not

			 covered in the proposals that are critical to overcoming the barriers described

			 in clause (i); and</text>

						</clause></subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID85d435ce2a4248e0ac267daaecb41e34" reported-display-style="italic"><enum>(B)</enum><text>make recommendations to

			 the Secretary and the Directory concerning whether programs funded under this

			 section are achieving the goals of the programs.</text>

					</subparagraph></paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID9afb0cb56f4b4d118f387b660aff277a" reported-display-style="italic"><enum>(e)</enum><header>Review</header><text>Not

			 later than 3 and 6 years after the date of enactment of this Act, the Secretary

			 shall enter into an agreement with the National Academy of Sciences under which

			 the Academy shall—</text>

				<paragraph changed="added" committee-id="SSEG00" id="idF9B60E3FAB1249B1B005EB97C7D49278" reported-display-style="italic"><enum>(1)</enum><text>conduct a review to

			 determine whether the activities carried out under this section are overcoming

			 long-term and high risk technological barriers to the successful implementation

			 of applied energy technologies in commercial markets; and</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id08E969A5A74A4C37894755EAD9F1A3B5" reported-display-style="italic"><enum>(2)</enum><text>submit to Congress, the

			 Secretary, and the Director a report describing the results of the

			 review.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID44f01df5c7654f25a93a49be3779c96e" reported-display-style="italic"><enum>(f)</enum><header>Authorization of

			 appropriations</header><text>There is authorized to be appropriated to carry

			 out this section $250,000,000 for each of fiscal years 2007 through

			 2011.</text>

			</subsection></section><section changed="added" commented="no" committee-id="SSEG00" id="id9f5d4bbc-4272-4a4e-89b7-1d76f105ef6b" reported-display-style="italic" section-type="subsequent-section"><enum>6.</enum><header>Authorization of

			 appropriations for the Department of Energy for basic research</header><text display-inline="no-display-inline">Section 971(b) of the Energy Policy Act of

			 2005 (42 U.S.C. 16311(b)) is amended—</text>

			<paragraph changed="added" commented="no" committee-id="SSEG00" id="id139f3942-d1c2-4aa6-896d-54c041ac1b16" reported-display-style="italic"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking

			 <quote>and</quote> at the end;</text>

			 engineering innovation institutes</header>

			<subsection changed="added" committee-id="SSEG00" id="IDb7fb5d0c230b448d8bcc2bd641df8400" reported-display-style="italic"><enum>(a)</enum><header>In

			 general</header><text>The Secretary shall establish distributed,

			 multidisciplinary institutes (referred to in this section as

			 <quote>Institutes</quote>) centered at National Laboratories to apply

			 fundamental science and engineering discoveries to technological innovations

			 for the creation of products, processes, and services related to the missions

			 of the Department and the global competitiveness of the United States.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="ID451dccc3ac8647da940e8e50bc1a820f" reported-display-style="italic"><enum>(b)</enum><header>Topical

			 areas</header><text>The Institutes shall support scientific and engineering

			 research and education activities on critical emerging technologies determined

			 by the Secretary to be essential to global competitiveness, including

			 activities related to—</text>

				<paragraph changed="added" committee-id="SSEG00" id="ID4e07fe00bd0a4b7991456b4c59f1316b" reported-display-style="italic"><enum>(1)</enum><text>sustainable energy

			 technologies;</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID91cbdf67779746b38809c3c956f95fce" reported-display-style="italic"><enum>(2)</enum><text>multi-scale materials and

			 processes;</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID8fdcd3ffd2f349ee9d7040502b600801" reported-display-style="italic"><enum>(3)</enum><text>micro- and

			 nano-engineering;</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="IDa17300e9ec874f1f802b8a71c1a891b3" reported-display-style="italic"><enum>(4)</enum><text>computational and

			 information engineering; and</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="IDe62f8ba11842417f9931e7c61fbaf798" reported-display-style="italic"><enum>(5)</enum><text>genomics and

			 proteomics.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID9e0ba837673e42b492e153f626ca3fe1" reported-display-style="italic"><enum>(c)</enum><header>Partnerships</header><text>In

			 carrying out this section, the Secretary shall establish partnerships between

			 the Institutes and—</text>

				<paragraph changed="added" committee-id="SSEG00" id="IDb3114db6469346cc88e02403dda2f305" reported-display-style="italic"><enum>(1)</enum><text>institutions of higher

			 education to—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="id7F47E2138F814ED7815F54FBB8DD1D8F" reported-display-style="italic"><enum>(A)</enum><text>train undergraduate and

			 graduate engineering and science students;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id1621F33CBB3B404490E4868CA70B95A9" reported-display-style="italic"><enum>(B)</enum><text>develop innovative

			 educational curricula; and</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="id3BBFB371B2AC4908A6956E06D8665777" reported-display-style="italic"><enum>(C)</enum><text>conduct research within

			 the topical areas described in subsection (b);</text>

					</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="ID08f4b7eca06f4ea2a8b744ca03c7b1b9" reported-display-style="italic"><enum>(2)</enum><text>private industry to

			 develop innovative technologies within the topical areas described in

			 subsection (b);</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID49c4f82fb06f4134857274d3b509f8ef" reported-display-style="italic"><enum>(3)</enum><text>State and local

			 governments to promote regionally-based commercialization and entrepreneurship;

			 and</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID301494d1230d424784cfbee472202ef4" reported-display-style="italic"><enum>(4)</enum><text>financing entities to

			 guide successful technology commercialization.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDfb3c2093411b4e258c296d2475eef886" reported-display-style="italic"><enum>(d)</enum><header>Merit-based

			 selection</header><text>The selection of Institutes under this section shall be

			 based on merit.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="id70E00B2D2E3444319588A551EE259658" reported-display-style="italic"><enum>(e)</enum><header>Review</header><text>Not

			 later than 3 and 6 years after the date of enactment of this Act, the Secretary

			 shall enter into an agreement with the National Academy of Sciences under which

			 the Academy shall—</text>

				<paragraph changed="added" committee-id="SSEG00" id="idBBF4A1940C15478BAC99FA645C038BAA" reported-display-style="italic"><enum>(1)</enum><text>conduct a review of the

			 performance of the Institutes under this section; and</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="idA89191DCDDEC42F587C201577D2FA992" reported-display-style="italic"><enum>(2)</enum><text>submit to Congress and

			 the Secretary a report describing the results of the review.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id84F5C75183D44D4192A1DB854F75C2E0" reported-display-style="italic"><enum>(f)</enum><header>Authorization of

			 appropriations</header><text>There is authorized to be appropriated to carry

			 out the activities of each Institute selected under this section $50,000,000

			 for each of fiscal years 2007 through 2013.</text>

			</subsection></section><section changed="added" committee-id="SSEG00" id="ID64196e967d16466585bf546ae9ea2eec" reported-display-style="italic"><enum>8.</enum><header>Protecting America’s

			 Competitive Edge (PACE) graduate fellowship program</header>

			<subsection changed="added" committee-id="SSEG00" id="ID73a1b05b35cf4717a85572393190d036" reported-display-style="italic"><enum>(a)</enum><header>Definition of eligible

			 student</header><text>In this section, the term <term>eligible student</term>

			 means a student who attends an institution of higher education that offers a

			 doctoral degree in a field relevant to a mission area of the Department.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="IDee123079ec3046faa599762a6940b491" reported-display-style="italic"><enum>(b)</enum><header>Establishment</header><text>The

			 Secretary shall establish a graduate fellowship program for eligible students

			 pursuing a doctoral degree in a mission area of the Department.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="ID24ac5fdd57bc4223a59d51edd1b795ea" reported-display-style="italic"><enum>(c)</enum><header>Selection</header>

				<paragraph changed="added" committee-id="SSEG00" id="id065C1008395A4E46BC6E988174EA3A43" reported-display-style="italic"><enum>(1)</enum><header>In

			 general</header><text>The Secretary shall award fellowships to eligible

			 students under this section through a competitive merit review process

			 (involving written and oral interviews) that will result in a wide distribution

			 of awards throughout the United States.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID0af9d5f2a12c402a903e415891f432d5" reported-display-style="italic"><enum>(2)</enum><header>Criteria</header><text>The

			 Secretary shall establish selection criteria for awarding fellowships under

			 this section that require an eligible student to—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="ID9dec62728f024fdf8dad2489e080a79c" reported-display-style="italic"><enum>(A)</enum><text>pursue a field of science

			 or engineering of importance to the mission area of the Department;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID397215ffe88b44b39d1caf734ec14a4c" reported-display-style="italic"><enum>(B)</enum><text>rank in the upper 10

			 percent of the class of the eligible student;</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID12a11ab4a1034827b7c200325bc5f0f5" reported-display-style="italic"><enum>(C)</enum><text>demonstrate to the

			 Secretary—</text>

						<clause changed="added" committee-id="SSEG00" id="id097E43AEF3DA46ACAAA8C89A42DA7A3B" reported-display-style="italic"><enum>(i)</enum><text>the capacity to

			 understand technical topics related to the fellowship that can be derived from

			 the first principles of the technical topics;</text>

						</clause><clause changed="added" committee-id="SSEG00" id="IDbcab9cff709743eaa3e0f51bff3ae864" reported-display-style="italic"><enum>(ii)</enum><text>imagination and

			 creativity;</text>

						</clause><clause changed="added" committee-id="SSEG00" id="ID02269f4d03c7421cb491cf678ebb4b40" reported-display-style="italic"><enum>(iii)</enum><text>leadership skills in

			 organizations or intellectual endeavors, demonstrated through awards and past

			 experience; and</text>

						</clause><clause changed="added" committee-id="SSEG00" id="ID0ce4fc62e02f4f8dab7cf5c0b9db27fd" reported-display-style="italic"><enum>(iv)</enum><text>excellent verbal and

			 communication skills to explain, defend, and demonstrate an understanding of

			 technical subjects related to the fellowship; and</text>

						</clause></subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID5072a797edcf4fd49b83510031dc7e4b" reported-display-style="italic"><enum>(D)</enum><text>be a citizen or permanent

			 resident alien of the United States.</text>

					</subparagraph></paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="id92987BEBD0854A16BECF08B0D8F8C2D2" reported-display-style="italic"><enum>(d)</enum><header>Awards</header>

				<paragraph changed="added" committee-id="SSEG00" id="ID5cd6a727f22c409993dba2d8988b8059" reported-display-style="italic"><enum>(1)</enum><header>Amount</header><text>A

			 fellowship awarded under this section shall—</text>

					<subparagraph changed="added" committee-id="SSEG00" id="ID7bdb288ac7ee4945b2b8cf92e8aa381e" reported-display-style="italic"><enum>(A)</enum><text>provide an annual living

			 stipend; and</text>

					</subparagraph><subparagraph changed="added" committee-id="SSEG00" id="ID78519aa5137f4706be68035ab7cd9662" reported-display-style="italic"><enum>(B)</enum><text>cover—</text>

						<clause changed="added" committee-id="SSEG00" id="id4FB08D78DF594255BDCA773CE4C15428" reported-display-style="italic"><enum>(i)</enum><text>graduate tuition at an

			 institution of higher education; and</text>

						</clause><clause changed="added" committee-id="SSEG00" id="ID387f1c4c20cf42f4aca3f4851404ec05" reported-display-style="italic"><enum>(ii)</enum><text>incidental expenses

			 associated with curricula and research at the institution of higher education

			 (including books, computers and software).</text>

						</clause></subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="ID0380ceaebd3e45499300cc50f3f87d70" reported-display-style="italic"><enum>(2)</enum><header>Duration</header><text>A

			 fellowship awarded under this section shall be for a period of not longer than

			 5 years.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID7a099c3775ae4f1681cc9b8609220e98" reported-display-style="italic"><enum>(3)</enum><header>Portability</header><text>A

			 fellowship awarded under this section shall be portable with the fellow.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="ID7fecd953557045018baad3eb49e78a03" reported-display-style="italic"><enum>(e)</enum><header>Administration</header><text>The

			 Secretary (acting through the Director of Mathematics, Science, and Engineering

			 Education)—</text>

				<paragraph changed="added" committee-id="SSEG00" id="IDc253a7d0c21c465ca15041c1ad7abdde" reported-display-style="italic"><enum>(1)</enum><text>shall administer the

			 program established under this section; and,</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="ID861cc995a29345e5b8a9433088b08e17" reported-display-style="italic"><enum>(2)</enum><text>may enter into a contract

			 with a nonprofit entity to administer the program, including the selection and

			 award of fellowships.</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="IDf1346411582941cf874c290b30e4a1d6" reported-display-style="italic"><enum>(f)</enum><header>Revocation</header>

				<paragraph changed="added" committee-id="SSEG00" id="IDdcbb4df2bc3c48bd897d3baa87a9a406" reported-display-style="italic"><enum>(1)</enum><header>In

			 general</header><text>Nothing in this section prevents the Secretary from

			 refusing or revoking a fellowship award, in whole or on part, in the case of

			 any applicant or recipient, if the Secretary determines that such an award is

			 not in the best interests of the United States.</text>

				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id8A9FF5CBFFBA485EA376B6EFE4A600AF" reported-display-style="italic"><enum>(2)</enum><header>Non-delegable</header><text>The

			 Secretary may not delegate a determination made under paragraph (1).</text>

				</paragraph></subsection><subsection changed="added" committee-id="SSEG00" id="idF1DEC6D0716C4341B017DE1CAE7F4806" reported-display-style="italic"><enum>(g)</enum><header>Authorization of

			 appropriations</header>

			 are authorized to be appropriated to award fellowships under this

			 fellowships for fiscal year 2008 (including non-expiring fellowships for the

			 general</header><text>Not later than 180 days after the date of enactment of

			 this Act, the Secretary of Energy shall submit to the Committee on Energy and

			 Commerce of the House of Representatives and the Committee on Energy and

			 Natural Resources of the Senate a report that describes actions taken by the

			 Department of Energy to implement the recommendations in the report of the

			 Government Accountability Office numbered 04–639.</text>

			</subsection><subsection changed="added" committee-id="SSEG00" id="idB0DA9AC92FE64A77A52343B09A5DE339" reported-display-style="italic"><enum>(b)</enum><header>Compliance</header><text>To

			 comply with title IX of the Education Amendments of 1972 (20 U.S.C. 1681 et

			 seq.), the Secretary of Energy shall annually conduct compliance reviews of at

			 least 2 recipients of Department of Energy grants.</text>
