		<section id="IDF3BCE89EF6954CB384053ABAC7BA64A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>National Homeland Security Academy Act

			 of 2005</short-title></quote>.</text>

		</section><section id="ID9E135BD487BB42A0B00D6E21E7D255ED"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>

			<paragraph id="ID8809826DBEA94993A6B7C1FBA2972ED6"><enum>(1)</enum><text>homeland security

			 poses a complex challenge for the Nation that can only be successfully

			 addressed by the combined effort of Federal, State, and local governments and

			 the private sector;</text>

			</paragraph><paragraph id="IDEB78A8B61C204C9E8560D07256951710"><enum>(2)</enum><text>the United States

			 fields a dedicated workforce to provide homeland security, but lacks a

			 coordinated homeland security education system that links a strategy-based

			 education with hands on training and real time simulation, and fails to make

			 such a system available to the appropriate government and private sector

			 personnel on a wide scale;</text>

			</paragraph><paragraph id="ID70836E1A345C431CA6FDA06F987B734F"><enum>(3)</enum><text>officials at all

			 levels of government should understand the strategic mission of the Department

			 of Homeland Security, and have access to continuing education and hands-on

			 training exercises;</text>

			</paragraph><paragraph id="IDCA80DEEFF2C54CBBB8FE2F393314E016"><enum>(4)</enum><text>the development

			 of a program of professional education and training that links strategy and

			 training, and coordinates current training among the many academies and

			 training facilities that fall under the jurisdiction of the Department of

			 Homeland Security, is essential to meeting the goals and intent of the Homeland

			 Security Act of 2002;</text>

			</paragraph><paragraph id="IDd5e7f33238f74347a8504ea766d4cd2f"><enum>(5)</enum><text>lessons learned

			 from the Department of Homeland Security's Top Official Exercises (TOPOFF), and

			 the tragedy of Hurricane Katrina, demonstrate there is a need to build up

			 institutional knowledge within the Department and cultivate leaders capable of

			 guiding the Department and the Nation when catastrophic incidents occur;</text>

			</paragraph><paragraph id="ID763089142C8C479D9E5CB464333836AF"><enum>(6)</enum><text>modern

			 information technologies provide uniquely powerful tools for ensuring that

			 material is presented in a way that facilitates rapid and effective learning

			 for a diverse student body, material being taught is continuously upgraded and

			 reviewed, and training is available anytime and anywhere it is needed;

			 and</text>

			</paragraph><paragraph id="idB228E80131E7435CAF6E447EFEB3479E"><enum>(7)</enum><text>as the Homeland

			 Security Act of 2002 brought together a number of Federal agencies with

			 specific and often nonrelated functions to form a single department, the

			 National Homeland Security Academy will draw upon the expertise of a variety of

			 existing academic institutions and innovative programs to educate our homeland

			 security workforce.</text>

			</paragraph></section><section id="ID7833AF2CAF844B90A02767B9D268C1B6"><enum>3.</enum><header>Establishment of

			 National Homeland Security Academy</header>

			<subsection id="IDE92A6F136F4C400FB339B7D958B65B48"><enum>(a)</enum><header>In

			 general</header><text>Title VIII of the Homeland Security Act of 2002

			 (<external-xref legal-doc="usc" parsable-cite="usc/6/361">6 U.S.C.

			 361</external-xref> et seq.) is amended by adding after section 801 the

			 following:</text>

					<section id="ID861FE75BCC1D4A0FA0E1BFF46B442648"><enum>802.</enum><header>National

				Homeland Security Academy</header>

						<subsection id="ID97F5E9CE79B04C9E88EF67EDE0133A85"><enum>(a)</enum><header>Establishment</header>

							<paragraph id="ID091FCDE720874385AD57337C71FC9DAB"><enum>(1)</enum><header>In

				general</header><text>The Secretary—</text>

								<subparagraph id="idEFE62382F485441DB7445EBFFECBA237"><enum>(A)</enum><text>shall establish

				the National Homeland Security Academy (referred to in this section as the

				<quote>Academy</quote>) within the Office of State and Local Government

				Coordination and Preparedness of the Department; and</text>

								</subparagraph><subparagraph id="id71FA337E39794C6E978E4827A04B808F"><enum>(B)</enum><text>may enter into

				cooperative agreements with other agencies or entities to utilize space and

				provide for the lease of real property for the Academy or any component of the

				Academy.</text>

								</subparagraph></paragraph><paragraph id="idFDB7AAAB2E754D9291E3D57EA27E459E"><enum>(2)</enum><header>Composition</header><text>The

				Academy shall consist of—</text>

								<subparagraph id="ID01E31EE68BF6438D9CEF3A3AAC055155"><enum>(A)</enum><text>the National

				Homeland Security Education and Strategy Center (referred to in this section as

				the <quote>Strategy Center</quote>) to provide fundamental instruction and

				develop a homeland security curriculum focusing primarily on the Federal

				Government’s overall strategy, goals, methods, and techniques;</text>

								</subparagraph><subparagraph id="IDFDE0BCED7D824CD49A6768D945C5EC76"><enum>(B)</enum><text>a communications

				network capable of delivering distance learning opportunities, at the direction

				of the Strategy Center;</text>

								</subparagraph><subparagraph id="IDb5c200d763c046c2ac98df9f5b633dbe"><enum>(C)</enum><text>the programs of

				the Office of State and Local Government Coordination and Preparedness’ Center

				for Homeland Defense and Security located at the Naval Postgraduate School, and

				such programs shall be incorporated into the Academy in a manner to be

				determined by the Secretary; and</text>

								</subparagraph><subparagraph id="ID65B032E02D29464986C4DBE0BB6A43AA"><enum>(D)</enum><text>the National

				Homeland Security Education Network, which—</text>

									<clause id="IDFD9437EE668043FFB8F1634CEF8305A2"><enum>(i)</enum><text>shall be composed

				of representatives from all of the academies and training centers within the

				jurisdiction of the Department;</text>

									</clause><clause id="IDCF078DCC2F9B49829269F33405E592F9"><enum>(ii)</enum><text>shall work with

				the Academy to develop a standardized homeland security curriculum to be

				incorporated, as appropriate, at each academy and training center to ensure

				that the focus of the individual centers is coordinated with the centralized

				educational strategies and goals of the Academy; and</text>

									</clause><clause id="idFD1B453EE5704690A0A1ACBF813A0C85"><enum>(iii)</enum><text>shall not

				affect the respective missions and goals of the participating academies and

				training centers.</text>

									</clause></subparagraph></paragraph><paragraph id="IDA79F905801BA4389BB346F198AAEDFD6"><enum>(3)</enum><header>Mission</header><text>The

				mission of the Academy shall be to—</text>

								<subparagraph id="ID73741C40B3AD4155B87D956E0EF36538"><enum>(A)</enum><text>establish an

				educational system to—</text>

									<clause id="ID44847E1080C44791BF9B1B2BEED3A919"><enum>(i)</enum><text>cultivate leaders

				in homeland security; and</text>

									</clause><clause id="ID54C22745061645238BBE2221C4BE5400"><enum>(ii)</enum><text>ensure that

				Federal, State, local, tribal, and private sector officials get the full range

				of skills needed to provide robust homeland security;</text>

									</clause></subparagraph><subparagraph id="ID29B2B4E8B0E349D4BEB55EA306140175"><enum>(B)</enum><text>provide strategic

				education and training to carry out the missions of the Department of Homeland

				Security;</text>

								</subparagraph><subparagraph id="ID5DFB5FF7F8014FBF975ABD9D456EFF29"><enum>(C)</enum><text>provide

				cross-disciplinary and joint education and training to Federal, State, and

				local government officials responsible for the direct application and execution

				of vital homeland security missions; and</text>

								</subparagraph><subparagraph id="IDF90D0DFB14394EE3A5C5BAD8A79E0189"><enum>(D)</enum><text>focus primarily

				on shorter-term classes and exercises to maximize participation by the homeland

				security community.</text>

								</subparagraph></paragraph><paragraph id="ID0A4ACC10817B47B19CDFBD37AD6213A1"><enum>(4)</enum><header>Enrollment

				target</header>

								<subparagraph id="ID7CDE47EF3A344511A709BCA23B26DC3E"><enum>(A)</enum><header>In

				general</header><text>The Strategy Center shall have an initial annual

				enrollment target of 1,000 resident students, as described in subsection

				(b)(3)(A).</text>

								</subparagraph><subparagraph id="ID51100E60B80C4EE5AB71CE0DA8644535"><enum>(B)</enum><header>Non-resident

				students</header><text>The enrollment target under subparagraph (A) does not

				include non-resident students, including students who participate in electronic

				learning systems.</text>

								</subparagraph></paragraph><paragraph id="IDAD7732EAFBF44D33BF9E6745DBBD4003"><enum>(5)</enum><header>Responsibilities</header>

								<subparagraph id="ID6E018EB605034EE5A376C2780952162C"><enum>(A)</enum><header>In

				general</header><text>In addition to providing traditional course work and

				hands-on training exercises, the Academy shall encourage the development and

				use of modern technology to ensure that the training offered at the Academy,

				and to organizations and individuals receiving instruction over electronic

				learning systems—</text>

									<clause id="IDCD5E01FAC5FC4796865DAEEBE85C304D"><enum>(i)</enum><text>is tailored to

				the unique needs of the individuals and groups that need training;</text>

									</clause><clause id="ID00FCB9CF6D3247B396673B9CD79F45F4"><enum>(ii)</enum><text>efficiently uses

				such technology; and</text>

									</clause><clause id="ID04AFC2A86F9D440F983F35A651200030"><enum>(iii)</enum><text>translates

				directly into practical skills.</text>

									</clause></subparagraph><subparagraph id="ID8245837976794D23B636DE6509515A41"><enum>(B)</enum><header>Instructional

				materials</header><text>The Academy shall develop instructional requirements

				for courses related to its mission that are supported with materials that are

				adequately reviewed and continuously updated.</text>

								</subparagraph><subparagraph id="IDB088D5E2378C44ADA4D3AEFB9405B40E"><enum>(C)</enum><header>Certification</header>

									<clause id="ID532BD9572B834C66ABB655BED14A72CD"><enum>(i)</enum><header>In

				general</header><text>The Academy may establish certification criteria for

				students in areas related to its mission, in consultation with the Network

				established under subsection (e).</text>

									</clause><clause id="ID831503EC627F44F99AFD10B00D499142"><enum>(ii)</enum><header>Recertification</header><text>The

				criteria established under clause (i) shall include requirements for

				recertification and ensure the availability of needed assessment tools.</text>

									</clause></subparagraph><subparagraph id="IDB082DD9E194B42C08156F88726F19D7A"><enum>(D)</enum><header>Information

				repository</header><text>The Academy shall provide a repository of approved

				instructional materials, instructional software, and other materials that are

				easily accessible by participants.</text>

								</subparagraph><subparagraph id="IDC4F2F7E20A6D42529144B2C23A361347"><enum>(E)</enum><header>Communication

				networks</header><text>The Academy shall certify, and operate, if necessary, a

				secure, reliable communication system capable of delivering instructional

				materials to participants at any time and place.</text>

								</subparagraph><subparagraph id="IDB2B1AD6CA57C4AD28E1ADDDFC4C33B18"><enum>(F)</enum><header>Instruction and

				expertise</header><text>The Academy shall certify instructors, experts,

				counselors, and other individuals who can provide answers and advice to

				students over communication systems.</text>

								</subparagraph></paragraph><paragraph id="IDFDEA83D0256D4AC7956684F5A57CC0EB"><enum>(6)</enum><header>Strategy

				Center</header>

								<subparagraph id="IDDA729E084AD349FAA9364CA3A9A460AE"><enum>(A)</enum><header>Responsibilities</header><text>The

				Strategy Center shall—</text>

									<clause id="id89900FCDF11D4DE7925F60BABC29D110"><enum>(i)</enum><text>provide

				curriculum development and classroom instruction for resident students that

				focus on the strategic goals, methods, and techniques for homeland

				security;</text>

									</clause><clause id="idD12E0B895132404D92C17B6C94476704"><enum>(ii)</enum><text>provide

				instruction—</text>

										<subclause id="id1D31339216684F6E9DDCABE309BE39FD"><enum>(I)</enum><text>primarily to

				Federal employees described under subsection (b)(3)(A) with homeland security

				responsibilities; and</text>

										</subclause><subclause id="idEB0EF91F4B354C408646C450622E714D"><enum>(II)</enum><text>to small numbers

				of State and local government officials and private individuals; and</text>

										</subclause></clause><clause id="id497DD49A23E3484687F447920BA65D4D"><enum>(iii)</enum><text>direct the

				operation of the Academy’s electronic learning systems.</text>

									</clause></subparagraph><subparagraph id="ID3AD9A0CDF92146B18682779963EDB774"><enum>(B)</enum><header>Curriculum</header><text>The

				curriculum taught at the Strategy Center shall—</text>

									<clause id="ID45DD6ABA4B484F5B8FA22251F84642E8"><enum>(i)</enum><text>include basic

				education about homeland security, the Department, and the relationship of the

				directorates within the Department;</text>

									</clause><clause id="IDFD155A36DC1A40EDB7091677BCA14ABC"><enum>(ii)</enum><text>include the

				relationship between the Department and other Federal, State, and local

				agencies with homeland security responsibilities; and</text>

									</clause><clause id="ID1CB2AE85D35A4D9D95400A7D50FA53F8"><enum>(iii)</enum><text>be developed

				with assistance from the National Homeland Security Education Network.</text>

									</clause></subparagraph></paragraph></subsection><subsection id="IDAFBFD03C948B488BADB2ED4B0F59BB02"><enum>(b)</enum><header>Administration</header>

							<paragraph id="ID8A23EC9E2B1748968A4478B756952138"><enum>(1)</enum><header>Executive

				Director</header><text>The Secretary shall appoint an Executive Director for

				the Academy, who shall—</text>

								<subparagraph id="ID4C5BEC0485AD41BBA32242A386CF3211"><enum>(A)</enum><text>administer the

				operations of the Academy;</text>

								</subparagraph><subparagraph id="ID4CEB252C84184ED6AE84BA2D0EE87E96"><enum>(B)</enum><text>establish an

				Academic Board, to be headed by the Dean of the Academic Board, appointed under

				paragraph (2);</text>

								</subparagraph><subparagraph id="ID583B8A9145A54F90B53BD7F3024DE18B"><enum>(C)</enum><text>hire initial

				staff and faculty, as appropriate and necessary;</text>

								</subparagraph><subparagraph id="ID8C57B3BB94EC4F0BAAFA80C8C2122B27"><enum>(D)</enum><text>contract with

				practitioners and experts, as appropriate, to supplement academic

				instruction;</text>

								</subparagraph><subparagraph id="ID9C116210CE2C45E69B47478C3663BB3F"><enum>(E)</enum><text>make

				recommendations to the Secretary regarding long-term staffing and funding

				levels for the Academy; and</text>

								</subparagraph><subparagraph id="IDE09BFE637EA9468BA1DB2CCA352EDD00"><enum>(F)</enum><text>report to the

				Executive Director of the Office of State and Local Government Coordination and

				Preparedness.</text>

								</subparagraph></paragraph><paragraph id="IDB685BB4395FC402FA9C0A88EFCC339CA"><enum>(2)</enum><header>Dean of the

				Academic Board</header><text>The Executive Director shall appoint, with the

				approval of the Secretary, a permanent professor to serve as Dean of the

				Academic Board and perform such duties as the Executive Director may

				prescribe.</text>

							</paragraph><paragraph id="ID0692EB2A432C43D698F4D8C9A32909F8"><enum>(3)</enum><header>Director of

				Admissions</header><text>The Executive Director shall appoint, with the

				approval of the Secretary, a Director of Admissions, who shall—</text>

								<subparagraph id="ID07152BD08EA44CCEA28877FBEFED2F2A"><enum>(A)</enum><text>grant admission

				to the Strategy Center to—</text>

									<clause id="ID8479FB12B6B5427CBCBCE0A393711041"><enum>(i)</enum><text>new employees of

				the Department, who have clear homeland security responsibilities;</text>

									</clause><clause id="ID473F50519E504DFEA42103DFA10156EA"><enum>(ii)</enum><text>mid-level

				executive employees of the Department, including employees that receive academy

				or other training, who demonstrate a need for cross-disciplinary or advanced

				education and training and have been endorsed by the appropriate Under

				Secretary;</text>

									</clause><clause id="ID1CF5035E21CF4D4DAF7F3958DFA76EDE"><enum>(iii)</enum><text>other Federal

				employees with homeland security responsibilities who have been endorsed by the

				head of their agency;</text>

									</clause><clause id="IDFF6DC8032FD94812A29C4073C5D7C339"><enum>(iv)</enum><text>State and local

				employees who—</text>

										<subclause id="ID817472261060450BB1ADDE68AF0946BC"><enum>(I)</enum><text>demonstrate a

				clear responsibility for providing homeland security; and</text>

										</subclause><subclause id="IDCFADDFD4A2034671B06BABFEBC92E20F"><enum>(II)</enum><text>possess the

				nomination of the Governor of their State, or Head of applicable jurisdiction;

				and</text>

										</subclause></clause><clause id="IDE7C9C76E14614EF690300BC196E33857"><enum>(v)</enum><text>private sector

				applicants who demonstrate a clear responsibility for providing homeland

				security;</text>

									</clause></subparagraph><subparagraph id="idF4563946C9D9495BB76DC03E34CB6DD6"><enum>(B)</enum><text>ensure that

				students from each level of government and the private sector are included in

				all programs and classes, whenever appropriate; and</text>

								</subparagraph><subparagraph id="ID4D1C8CFD44044C029528E1C3A5BC9808"><enum>(C)</enum><text>perform such

				duties as the Executive Director may prescribe.</text>

								</subparagraph></paragraph></subsection><subsection id="IDBEB42FC111324A448044F14083510EE4"><enum>(c)</enum><header>Board of

				Visitors</header>

							<paragraph id="IDC2755274D64B4E0DB21743817D74D0C2"><enum>(1)</enum><header>Establishment</header><text>Before

				the Academy admits any students, the Secretary shall establish a Board of

				Visitors (in this section referred to as the <quote>Board</quote>) to—</text>

								<subparagraph id="IDF1C40C45F42F462F9CDAF6BE3BE8DE36"><enum>(A)</enum><text>assist in the

				development of curriculum and programs at the Academy; and</text>

								</subparagraph><subparagraph id="ID4EAAC19FB021465291B3C3BFE77123A4"><enum>(B)</enum><text>recommend the

				site for the location of the Strategy Center.</text>

								</subparagraph></paragraph><paragraph id="ID8F62AF4FAB9A476BA58E2C08EF99D140"><enum>(2)</enum><header>Membership</header>

								<subparagraph id="IDA4FC9353A2D44A6AA793E67A8A31F8DD"><enum>(A)</enum><header>Composition</header><text>The

				Board will be composed of—</text>

									<clause id="ID78FC9E0F70D04A078F84FB17E99C01B5"><enum>(i)</enum><text>the Secretary, or

				designee, who shall serve as chair;</text>

									</clause><clause id="IDB2F6EB0034A34EFFB9FFD4B1FD1C90FF"><enum>(ii)</enum><text>the Executive

				Director of the Academy, or designee, who shall be a nonvoting member;</text>

									</clause><clause id="ID4DCB05CD87BD442CACB5237CED91B08A"><enum>(iii)</enum><text>the Chairman of

				the Committee on Homeland Security and Governmental Affairs of the Senate, or

				designee;</text>

									</clause><clause id="IDE1CD8049014A49D1BDE61671F586D672"><enum>(iv)</enum><text>the Ranking

				Member of the Committee on Homeland Security and Governmental Affairs of the

				Senate, or designee;</text>

									</clause><clause id="ID96F9D5E8A2CF44589F6D1A5C86D07645"><enum>(v)</enum><text>the Chairman of

				the Committee on Homeland Security of the House of Representatives, or

				designee;</text>

									</clause><clause id="ID38C1E198C20C44118A97244BEBF72D62"><enum>(vi)</enum><text>the Ranking

				Member of the Committee on Homeland Security of the House of Representatives,

				or designee;</text>

									</clause><clause id="IDD78A483E290246D89A3F86149D5835A3"><enum>(vii)</enum><text>the Secretary

				of Health and Human Services, or designee;</text>

									</clause><clause id="ID391E61792A0840CBB98BDAD64F0C2A14"><enum>(viii)</enum><text>the Secretary

				of Defense, or designee;</text>

									</clause><clause id="IDD04594B69FD34EDA9EE95DFCDED4DDDD"><enum>(ix)</enum><text>the Secretary of

				Education, or designee;</text>

									</clause><clause id="ID7D9FD363F2794FBDBCF2A93858279985"><enum>(x)</enum><text>the Secretary of

				Transportation, or designee;</text>

									</clause><clause id="IDD701E869CDE841E3963EA2639CF3AB7F"><enum>(xi)</enum><text>the Director of

				the Federal Bureau of Investigation, or designee;</text>

									</clause><clause id="ID56B6BF577A3D4D8488292235D03DBD76"><enum>(xii)</enum><text>4 persons, who

				shall be appointed by the Secretary for 2-year terms to represent State and

				local governments; and</text>

									</clause><clause id="ID4B569BCA3A2A4343BC5450A58594B1A0"><enum>(xiii)</enum><text>4 persons, who

				shall be appointed by the Secretary for 2-year terms to represent first

				responders.</text>

									</clause></subparagraph><subparagraph id="ID07B26DE8BD20418CB2D80C06E49ED4BE"><enum>(B)</enum><header>Prohibition</header><text>Any

				person described under subparagraph (A), whose membership on the Board would

				create a conflict of interest, shall not serve as a member of the Board.</text>

								</subparagraph><subparagraph id="IDE157CD6162004230A1A778F901B9E1D0"><enum>(C)</enum><header>Vacancies</header><text>If

				a member of the Board dies or resigns from office, the official who designated

				the member shall designate a successor for the unexpired portion of the

				term.</text>

								</subparagraph></paragraph><paragraph id="IDD75561896C6F43B0AAC627C6F1945A20"><enum>(3)</enum><header>Duties</header>

								<subparagraph id="ID1F49411E25BF4E1C8B76BD6A4FDE1FE8"><enum>(A)</enum><header>Academy

				visits</header><text>The Board shall visit the Academy not less than annually,

				and may, with the approval of the Secretary, make other visits to the Academy

				in connection with the duties of the Board or to consult with the Executive

				Director of the Academy.</text>

								</subparagraph><subparagraph id="IDB7D57EDD63744EB9850B05E8E314211A"><enum>(B)</enum><header>Inquiries</header><text>The

				Board shall inquire into the curriculum, instruction, physical equipment,

				fiscal affairs, academic methods, student body composition, and other matters

				relating to the Academy that the Board decides to consider.</text>

								</subparagraph><subparagraph id="ID3852E89EACD74BBF876B0E109898F699"><enum>(C)</enum><header>Reports</header>

									<clause id="ID3749FCCA87E3426F8637B393BD716571"><enum>(i)</enum><header>Annual

				report</header><text>Not later than 60 days after each annual visit, the Board

				shall submit a written report to the Secretary, which describes its action, and

				of its views and recommendations pertaining to the Academy.</text>

									</clause><clause id="ID8E34555FDDBD4D9B90C3D6B72D22A9D9"><enum>(ii)</enum><header>Additional

				reports</header><text>Any report of a visit, other than the annual visit,

				shall, if approved by a majority of the members of the Board, be submitted to

				the Secretary not later than 60 days after the approval.</text>

									</clause></subparagraph></paragraph><paragraph id="ID47BCBFC977744ACDA5056C591231308D"><enum>(4)</enum><header>Travel

				expenses</header><text>The members of the Board shall be allowed travel

				expenses, including per diem in lieu of subsistence, at rates authorized for

				employees of agencies under subchapter I of chapter 57 of title 5, United

				States Code, while away from their homes or regular places of business in the

				performance of services for the Board.</text>

							</paragraph></subsection><subsection id="ID98DCDE6D21B141E99209921A9E28D7CC"><enum>(d)</enum><header>Reports to

				Congress</header>

							<paragraph id="ID179CA606968E4C94857698F571A47385"><enum>(1)</enum><header>Curriculum and

				attendance</header><text>The Secretary shall submit an annual report that

				describes the curriculum of, and enrollment at, the Academy to—</text>

								<subparagraph id="idBFE9A141904A42B08DFB83B7BF128ACD"><enum>(A)</enum><text>the Committee on

				Homeland Security and Governmental Affairs of the Senate; and</text>

								</subparagraph><subparagraph id="idD5F4804060524BD4A40D4603B3C89EF1"><enum>(B)</enum><text>the Committee on

				Homeland Security of the House of Representatives.</text>

								</subparagraph></paragraph><paragraph id="IDFC3B4FEA6BC8436F868344DC7228AA58"><enum>(2)</enum><header>Feasibility

				report</header><text>Not later than 1 year after the establishment of the

				Academy, the Secretary shall submit a report to the Committee on Homeland

				Security and Governmental Affairs of the Senate and the Committee on Homeland

				Security of the House of Representatives that—</text>

								<subparagraph id="ID9DFAE7D41D9E48F9941A460D261080D0"><enum>(A)</enum><text>recommends an

				appropriate combination of students from Federal, State, and local government

				and the private sector, and the percentage of costs related to the education of

				each of these student groups that should be reimbursable;</text>

								</subparagraph><subparagraph id="id58915010A6BF400CAAA27807D28E9666"><enum>(B)</enum><text>describes the

				feasibility of expanding the Academy in regional offices established by the

				Department or other government or university programs to provide ongoing

				education and training for Federal employees with homeland security

				responsibilities; and</text>

								</subparagraph><subparagraph id="ID01D679221B584BBB8ABC9251383D9248"><enum>(C)</enum><text>describes the

				feasibility of providing education for the general public through electronic

				learning systems.</text>

								</subparagraph></paragraph></subsection><subsection id="IDE5D5BCAD5FC74636B9B9A4ECB7468FD0"><enum>(e)</enum><header>National

				Homeland Security Education Network</header>

							<paragraph id="ID79AC1F91955D410199238AD15F964433"><enum>(1)</enum><header>Establishment</header><text>The

				Executive Director of the Academy shall establish a National Homeland Security

				Education Network (referred to in this section as the <quote>Network</quote>),

				as described under subsection (a)(2)(B).</text>

							</paragraph><paragraph id="ID702DBAD62CDA4765925720E73A77BD21"><enum>(2)</enum><header>Membership</header><text>The

				Network shall be comprised of representatives from Federal training and

				certification organizations, including—</text>

								<subparagraph id="ID4F8181E2C6B74D78B8B538489C1FC30D"><enum>(A)</enum><text>the National

				Homeland Security Academy;</text>

								</subparagraph><subparagraph id="IDB993E4A4FC3A4BFAB32BE960D4848BA7"><enum>(B)</enum><text>the Office of

				Domestic Preparedness;</text>

								</subparagraph><subparagraph id="ID8B5B47BF056543668545F8DFC7315B4B"><enum>(C)</enum><text>the National

				Domestic Preparedness Consortium;</text>

								</subparagraph><subparagraph id="id8DAD91966CED4D058619FC358CE0D9F0"><enum>(D)</enum><text>the Center for

				Homeland Defense and Security at the Naval Postgraduate School;</text>

								</subparagraph><subparagraph id="IDE249280DC07349A7BEDDD33CE3CCD4D2"><enum>(E)</enum><text>the Federal Law

				Enforcement Training Center, including all schools or training and education

				programs managed or co-located with the Center;</text>

								</subparagraph><subparagraph id="ID36DCB36779074B23A8EAE191C9D65201"><enum>(F)</enum><text>the Customs and

				Border Protection Academy;</text>

								</subparagraph><subparagraph id="ID58A71B5146BC43C3A5401843165D4EBF"><enum>(G)</enum><text>the Border Patrol

				Academy;</text>

								</subparagraph><subparagraph id="ID9B7B3446E2E143418B308F9BCAE91174"><enum>(H)</enum><text>the Bureau of

				Immigration and Customs Enforcement Academy;</text>

								</subparagraph><subparagraph id="ID435D706652994B049D695334E8C83E64"><enum>(I)</enum><text>the Secret

				Service Academy;</text>

								</subparagraph><subparagraph id="ID967DBDB29BEC4888A8DC01D1585CF479"><enum>(J)</enum><text>the United States

				Coast Guard Academy, including all schools within the jurisdiction of the Coast

				Guard Academy;</text>

								</subparagraph><subparagraph id="IDBF6F082578404E1F874CEF6A59BA67CB"><enum>(K)</enum><text>the Emergency

				Management Institute;</text>

								</subparagraph><subparagraph id="ID03AF3339357B4DF4BDCE29A0F235B6AF"><enum>(L)</enum><text>the Animal and

				Plant Health Inspection Service Training Program;</text>

								</subparagraph><subparagraph id="ID33357D78D75D4153AF6265AF1D84E604"><enum>(M)</enum><text>the Federal Air

				Marshal Training Center;</text>

								</subparagraph><subparagraph id="id36A39B8A91B240618E9E96734B2EF32F"><enum>(N)</enum><text>the National Fire

				Academy; and</text>

								</subparagraph><subparagraph id="ID801772C6A93E403F871B73D14794A9AE"><enum>(O)</enum><text>other relevant

				training facilities within the Department.</text>

								</subparagraph></paragraph><paragraph id="ID7B4A64DE901C4B9B857399F8C6B294D5"><enum>(3)</enum><header>Curriculum

				requirements</header><text>The curriculum and course work developed as part of

				the Network shall be incorporated into the curriculum of the institutions

				listed under paragraph (2), as appropriate, to ensure that students at these

				institutions understand how their homeland security responsibilities relate to

				other homeland security responsibilities in the Department and other Federal,

				State, and local agencies. The training centers and academies listed under

				paragraph (2) shall retain their respective missions and goals.</text>

							</paragraph><paragraph id="IDDB6E035DD6184843AA841F83E89CEA35"><enum>(4)</enum><header>Semi-annual

				meetings</header><text>The Executive Director and the Dean of the Academic

				Board shall meet with the Network not less than once every 6 months to—</text>

								<subparagraph id="ID041252775C384F5F86ECE65B32249831"><enum>(A)</enum><text>discuss

				curriculum requirements; and</text>

								</subparagraph><subparagraph id="IDE35001C727984FEF99891E08CE9296F8"><enum>(B)</enum><text>coordinate

				training activities within the Network.</text>

								</subparagraph></paragraph><paragraph id="ID4E41622C47C0494B83D8B1F20B332421"><enum>(5)</enum><header>Reports</header><text>Not

				later than 2 years after the date of enactment of this section, and every 2

				years thereafter, the Network shall submit a report to the Committee on

				Homeland Security and Governmental Affairs of the Senate and the Committee on

				Homeland Security of the House of Representatives, which describes the

				Network’s—</text>

								<subparagraph id="ID24610450796C439F9DE4A2A37A62CC98"><enum>(A)</enum><text>strategy for

				using advanced instructional technologies;</text>

								</subparagraph><subparagraph id="ID14656CE5B6BC4C1A9FC695D0A6259309"><enum>(B)</enum><text>plans for future

				improvement; and</text>

								</subparagraph><subparagraph id="IDC8D87DB9ABE14CC59E3CECBDC14652E8"><enum>(C)</enum><text>success in

				working with other organizations in achieving the goals described under

				subparagraphs (A) and

				(B).</text>

								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection id="IDFE78EBFCF58D4C769CA04DEBADED3EBC"><enum>(b)</enum><header>Technical

			 amendment</header><text>Section 1(b) of the Homeland Security Act of 2002

			 (<external-xref legal-doc="public-law" parsable-cite="pl/107/296">Public Law

			 107–296</external-xref>) is amended by inserting after the item relating to

			 section 801 the following:</text>

						<toc-entry level="section">Sec. 802. National Homeland Security

				Academy.</toc-entry>

					</toc>

			</subsection></section><section id="idC01709527AED4771AECB75476A4C1AE7"><enum>4.</enum><header>State and local

			 education and training coordinator</header><text display-inline="no-display-inline">The Secretary of Homeland Security shall

			 appoint a State and Local Education and Training Coordinator to serve in the

			 Office of State and Local Government Coordination and Preparedness, who

			 shall—</text>

			<paragraph id="id1335D436C75D40688533080460BA22CE"><enum>(1)</enum><text>serve as the

			 primary point of contact between Federal, State, and local training facilities,

			 the National Homeland Security Academy, and the Office of State and Local

			 Government Coordination and Preparedness, in order to—</text>

				<subparagraph id="id6CD68E556E0E4E56B2BD0930CBAE6A66"><enum>(A)</enum><text>maximize the

			 ability of the Academy to identify non-Academy programs that meet specific

			 training goals and are crucial to the Nation's homeland security mission;

			 and</text>

				</subparagraph><subparagraph id="id3489A473A80842B3A05B94B4E404CE62"><enum>(B)</enum><text>assist the

			 Academy and the Office of State and Local Government Coordination and

			 Preparedness in determining where to direct Federal training funds; and</text>

				</subparagraph></paragraph><paragraph id="id8E5517ED0D174BAB9F7F8B214DFB0150"><enum>(2)</enum><text>at least

			 semiannually, conduct meetings with a coalition of State and local education

			 and training facilities to—</text>

				<subparagraph id="id5F5E3D6CEE2E4837A3AFFE1898316029"><enum>(A)</enum><text>allow State and

			 local fire, rescue, and law enforcement training facilities to provide input on

			 decisions made concerning the training of first responders; and</text>

				</subparagraph><subparagraph id="idD5E4D758B7644B3BA4CD5525D85836A0"><enum>(B)</enum><text>increase

			 curriculum coordination between the Academy and Federal, State, and local

			 facilities.</text>

				</subparagraph></paragraph></section><section id="ID4091F21B9F59447F8BD96558B4E4B07A"><enum>5.</enum><header>Authorization of

			 appropriations</header><text display-inline="no-display-inline">There are

			 authorized to be appropriated to carry out the amendment made by section 3 such

			 sums as may be necessary for each of the fiscal years 2006 through 2009.</text>
