				to the information disclosed in reports filed with the Federal Election

				Commission under section 304 of the Federal Election Campaign Act of 1971 (2

				U.S.C. 434); and</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFF786EDD4832493CA7FCA357DFDD327"><enum>(C)</enum><text display-inline="yes-display-inline">is searchable and sortable, at a minimum,

				by each of the categories of information described in section 4(b) or

				5(b).</text>

								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H0B7A96E4B8B6460690A93CB07C515B3E"><enum>(b)</enum><header>Availability of

			 reports</header><text display-inline="yes-display-inline">Section 6(4) of the

			 Act is amended by inserting before the semicolon the following: <quote>and, in

			 the case of a report filed in electronic form pursuant to section 5(d), shall

			 make such report available for public inspection over the Internet not more

			 than 48 hours after the report is filed</quote>.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="HD35E8F4B16024CF0ABA3F5A7333B70A4"><enum>(c)</enum><header>Authorization of

			 appropriations</header><text display-inline="yes-display-inline">There are

			 authorized to be appropriated such sums as may be necessary to carry out

			 paragraph (9) of section 6 of the Act, as added by subsection (a).</text>

			 the Act (2 U.S.C. 1603) is amended by striking <quote>or a covered legislative

			 branch official</quote> and all that follows through <quote>as a lobbyist on

			 behalf of the client,</quote> and inserting <quote>or a covered legislative

			 branch official,</quote>.</text>

			 grassroots activities by paid lobbyists</header>

			 grassroots activities</header><text display-inline="yes-display-inline">Section

			 3 of the Act (2 U.S.C. 1602) is amended—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="id7A565BB472E844D4905A212CC4A60A91"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>or

			 grassroots lobbying activities</quote> after <quote>lobbying activities</quote>

			 both places it appears; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id805C2324149440D887C390CE6D6022CD"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following new

				lobbying</header><text>The term <term>grassroots lobbying</term>—</text>

								<subparagraph id="idB76A45BE77C340AD942A603280FC917D"><enum>(A)</enum><text>means any attempt

				to influence the general public, or segments thereof, to engage in lobbying

				contacts whether or not those contacts were made on behalf of a client;

				and</text>

								</subparagraph><subparagraph id="id6F6F529A43A74B9BB198895F3B8F7169"><enum>(B)</enum><text>does not include

				any attempt described in subparagraph (A) by a person or entity directed to its

				members, employees, officers or shareholders, unless such attempt is financed

				with funds directly or indirectly received from or arranged by a retained

				registrant.</text>

								</subparagraph></paragraph><paragraph id="ID17d81a158b514fd591983866b8f9f2dd"><enum>(18)</enum><header>Grassroots

				lobbyist</header><text>The term <term>grassroots lobbyist</term> means any

				individual who is retained by a client for financial or other compensation for

				services to engage in grassroots lobbying.</text>

							</paragraph><paragraph id="idFC8A78CB132C4F40AC32382EDBD4F258"><enum>(19)</enum><header>Grassroots

				lobbying firm</header><text>The term <term>grassroots lobbying

				firm</term>—</text>

								<subparagraph id="idBCB5A5228B414AD58BFB7B1ABB1C0FE2"><enum>(A)</enum><text>means a person or

				entity that has 1 or more employees who are grassroots lobbyists on behalf of a

				client other than that person or entity; and</text>

								</subparagraph><subparagraph id="idFAC8CBABEBC0497B8D513EEC413DC8A3"><enum>(B)</enum><text>includes a

				self-employed individual who is a grassroots lobbyist.</text>

								</subparagraph></paragraph><paragraph id="id55971E06374142FD8105D0CCD21D1EFD"><enum>(20)</enum><header>Grassroots

				lobbying activities</header><text>The term <term>grassroots lobbying

				activities</term> means grassroots lobbying and efforts in support of

				grassroots lobbying, including preparation and planning activities, research

				and other background work that is intended, at the time it is performed, for

				use in grassroots lobbying, and coordination with the lobbying activities or

				grassroots lobbying activities of others.</text>

							</paragraph><paragraph id="id299D5DCEC17240688A9ABCC06F1BFF56"><enum>(21)</enum><header>Leadership

				PAC</header><text>The term <quote>leadership PAC</quote> means, with respect to

				an individual holding Federal office, an unauthorized political committee which

				is associated with such

				individual.</text>

							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5DA45888D22D4ED1BC0F6FCE8C7BABB3"><enum>(b)</enum><header>Registration</header><text>Section

			 4(a) of the Act (2 U.S.C. 1603(a)) is amended—</text>

				this section not later than 20 days after receiving, spending, or agreeing to

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id336222057A6B497AAB4B8DA960D810EF"><enum>(B)</enum><text>an additional

				report not later than 20 days after each time such lobbyist or lobbying firm

				receives income of, or spends or agrees to spend, an aggregate amount of

				$250,000 or more on grassroots lobbying activities for a client, or for a group

				of clients for a joint

				effort.</text>

								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection></section><section id="id27AF2DE9A3CC46208527704AF53FAC07"><enum>106.</enum><header>Disclosure of

			 lobbyist contributions and payments</header><text display-inline="no-display-inline">Section 5(b) of the Act (2 U.S.C. 1604(b))

			 is amended—</text>

				<paragraph id="id0862EFD600674CFD804CBE44E4CAF6D4"><enum>(1)</enum><text>in paragraph (4),

			 by striking <quote>and</quote> after the semicolon;</text>

				</paragraph><paragraph id="idB5774353C4054487B42BB648E26FD665"><enum>(2)</enum><text>in paragraph (5),

			 by striking the period and inserting a semicolon; and</text>

				committee, to whom a contribution was made, and the date and amount of such

				contribution; and</text>

							</subparagraph><subparagraph id="ID0bbe7c4422864462a8e1f4d64ff7bd23"><enum>(B)</enum><text>the name of each

				Federal candidate or officeholder, or a leadership PAC of such candidate or

				officeholder, or political party committee for whom a fundraising event was

				hosted, cohosted, or otherwise sponsored, the date and location of the event,

				and the total amount raised by the event;</text>

							</subparagraph></paragraph><paragraph id="idBAF772FD59914EC5BA74C0CB165105EB"><enum>(7)</enum><text>the name of each

				covered legislative branch official or covered executive branch official for

				whom the registrant or employee listed as a lobbyist provided, or directed or

				arranged to be provided, any payment or reimbursements for travel and related

				expenses in connection with the duties of such covered official, including for

				each such official—</text>

							<subparagraph id="idDC67CCE1051E4D1BB8D7AE35A4E33021"><enum>(A)</enum><text>an itemization of

				the payments or reimbursements provided to finance the travel and related

				expenses and to whom the payments or reimbursements were made, including any

				payment or reimbursement made with the express or implied understanding or

				agreement that such funds will be used for travel and related expenses;</text>

							</subparagraph><subparagraph id="id5ACD72C0762147CB87CAD72385B831A3"><enum>(B)</enum><text>the purpose and

				final itinerary of the trip, including a description of all meetings, tours,

				events, and outings attended;</text>

							</subparagraph><subparagraph id="idA65D27A7E72442119AE7E1F50F49523F"><enum>(C)</enum><text>the names of any

				registrant or individual employed by the registrant who traveled on any such

				trip;</text>

							</subparagraph><subparagraph id="IDeff798d1f626457f97a04fd616a72cf2"><enum>(D)</enum><text>the identity of

				official or listed sponsor of travel; and</text>

							</subparagraph><subparagraph id="IDae7dee32b30943d38e896c0a1dfdfe48"><enum>(E)</enum><text>the identity of

				any person or entity, other than the listed sponsor of the travel, which

				directly or indirectly provided for payment of travel and related expenses at

				the request or suggestion of the registrant or the employee;</text>

							</subparagraph></paragraph><paragraph id="IDe92deabf8e7f4de496ae2efc856a51a9"><enum>(8)</enum><text>the date,

				recipient, and amount of funds contributed or disbursed by, or arranged by, a

				registrant or employee listed as a lobbyist—</text>

							<subparagraph id="ID51b692fb8aae4e9db02e17f3f5df650e"><enum>(A)</enum><text>to pay the costs

				of an event to honor or recognize a covered legislative branch official or

				covered executive branch official;</text>

							</subparagraph><subparagraph id="ID790819a4eb97414ab1a3ba8c513550b4"><enum>(B)</enum><text>to, or on behalf

				of, an entity that is named for a covered legislative branch official or

				covered executive branch official, or to a person or entity in recognition of

				such official;</text>

							</subparagraph><subparagraph id="ID4a82f2984c014460b6acf22d09cc2fd3"><enum>(C)</enum><text>to an entity

				established, financed, maintained, or controlled by a covered legislative

				branch official or covered executive branch official, or an entity designated

				by such official; or</text>

							</subparagraph><subparagraph id="IDfdc859cd548c488cb3042cc489a7b0f7"><enum>(D)</enum><text>to pay the costs

				of a meeting, retreat, conference or other similar event held by, or for the

				benefit of, 1 or more covered legislative branch officials or covered executive

				branch officials;</text>

							</subparagraph><continuation-text continuation-text-level="paragraph">except

				that this paragraph shall not apply to any payment or reimbursement made from

				funds required to be reported under section 304 of the Federal Election

				Campaign Act of 1971 (2 U.S.C. 434); and</continuation-text></paragraph><paragraph id="id97D4751EEF9C453F9703B81B8FAC61E0"><enum>(9)</enum><text>the date,

				recipient, and amount of any gift (that under the rules of the House of

				Representatives or Senate counts towards the one hundred dollar cumulative

				annual limit described in such rules) valued in excess of $20 given by a

				registrant or employee listed as a lobbyist to a covered legislative branch

				official or covered executive branch official.</text>

						</paragraph><quoted-block-continuation-text quoted-block-continuation-text-level="subsection">For

				purposes of paragraph (9), the term <quote>gift</quote> means a gratuity,

				favor, discount, entertainment, hospitality, loan, forbearance, or other item

				having monetary value. The term includes gifts of services, training,

				transportation, lodging, and meals, whether provided in kind, by purchase of a

				ticket, payment in advance, or reimbursement after the expense has been

				incurred.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></section><section commented="no" display-inline="no-display-inline" id="H145E3F09545C4214AE1F37CAAE2398B5"><enum>107.</enum><header>Increased

			 penalty for failure to comply with lobbying disclosure

			 requirements</header><text display-inline="no-display-inline">Section 7 of the

			 Lobbying Disclosure Act of 1995 (2 U.S.C. 1606) is amended by striking

			 <quote>$50,000</quote> and inserting <quote>$100,000</quote>.</text>

			</section><section id="IDe4f1d9c3c2d445f69b2b320a14c7f5f1"><enum>108.</enum><header>Disclosure of

			 lobbying activities by certain coalitions and associations</header>

				<subsection id="IDf33ffb03964e4c7db6ddd2167bfc56dc"><enum>(a)</enum><header>In

			 general</header><text>Paragraph (2) of section 3 of the Lobbying Disclosure Act

			 of 1995 (2 U.S.C. 1602) is amended to read as follows:</text>

					<quoted-block display-inline="no-display-inline" id="id8CBF8138485C42D7BE8FA4604211C8A4" style="OLC">

						<paragraph id="IDb6d5bd85784b4d9b88079f93304f3b16"><enum>(2)</enum><header>Client</header>

							<subparagraph id="ID420cfdbf8df44fcb8920f5733a511312"><enum>(A)</enum><header>In

				General</header><text>The term <term>client</term> means any person or entity

				that employs or retains another person for financial or other compensation to

				conduct lobbying activities or grassroots lobbying activities on behalf of that

				person or entity. A person or entity whose employees act as lobbyists on its

				own behalf if both a client and an employer of such employees.</text>

							</subparagraph><subparagraph id="ID14d067ad312348778efbd2ac872fd3c0"><enum>(B)</enum><header>Treatment of

				coalitions and associations</header>

								<clause id="IDef21f8b431ca4dafa4e7cbcf27f8ba95"><enum>(i)</enum><header>In

				general</header><text>Except as provided in clause (ii), in the case of a

				coalition or association of 2 or more groups that retains a person to conduct

				lobbying activities or grassroots lobbying activities, each group whose total

				contribution to the coalition or association in connection with the lobbying

				activities or grassroots lobbying activities exceeds an aggregate of $10,000

				during the reporting period is the client along with the coalition or

				association.</text>

								</clause><clause id="ID4e33d57f42a34b398e5cc769f52259b4"><enum>(ii)</enum><header>Exception for

				certain tax exempt associations</header><text>In the case of an association

				which is described in any paragraph of section 501(c) of the Internal Revenue

				Code of 1986 and exempt from tax under section 501(a) of such Code, the

				association (and not its members) shall be treated as the client.</text>

								</clause><clause id="IDec325700ffc044da8a2c6304a773b98a"><enum>(iii)</enum><header>Membership</header><text>Nothing

				in this paragraph shall be construed to require the disclosure of any

				information about the members of, or donors to, a group which is treated as a

				client by this

				provision.</text>

								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

				an individual that was formerly an officer or employee of the United States and

				who is an employee of an Indian tribe employed to perform services pursuant to

				self-governance contracts or compacts under this Act that the individual

				formerly performed for the United States, may communicate with and appear

				before any department, agency, court, or commission on behalf of the Indian

				tribe with respect to any matter relating to the contract or compact, including

				any matter in which the United States is a party or has a direct and

				substantial interest.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id651D4A94F4094FDF8B35914977B66C60"><enum>(2)</enum><header>Notification of

				involvement in pending matter</header><text display-inline="yes-display-inline">An officer, employee, or former officer or

				employee described in paragraph (1) shall submit to the head of each

				appropriate department, agency, court, or commission, in writing, a

				notification of any personal and substantial involvement the officer, employee,

				or former officer or employee had as an officer or employee of the United

				States with respect to the pending

				matter.</text>

							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="id36E8776BC96D4E10ACD2F3E17E74FF55"><enum>(b)</enum><header>Effective

			 date</header><text display-inline="yes-display-inline">The effective date of

			 the amendment made by this section shall be the date that is 1 year after the

			 date of enactment of this Act.</text>

				</subsection></section><section commented="no" display-inline="no-display-inline" id="H01B78C77644149F996AC9632ABEE0080"><enum>203.</enum><header>Public

			 disclosure by Members of Congress of employment negotiations</header>

				<subsection commented="no" display-inline="no-display-inline" id="HA4C84CA91E72423EA449BDA177625DE3"><enum>(a)</enum><header>House of

			 Representatives</header><text display-inline="yes-display-inline">The Code of

			 Official Conduct set forth in rule XXIII of the Rules of the House of

			 Representatives is amended by redesignating clause 14 as clause 15 and by

			 inserting after clause 13 the following new clause:</text>

					<quoted-block display-inline="no-display-inline" id="HF030CD6B9CE94750AF11F91B5DEFB0EA" style="OLC">

				Such statement shall be made within 3 days after the commencement of such

				negotiation or

				arrangement.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="HA247488F298348A5AE7994B422F6EEE5"><enum>(b)</enum><header>Senate</header><text display-inline="yes-display-inline">Rule XXXVII of the Standing Rules of the

			 Senate is amended by adding at the end the following:</text>

				Member shall file with the Secretary of the Senate, for public disclosure, a

				statement that he or she is negotiating or has any arrangement concerning

				prospective employment if a conflict of interest or the appearance of a

				conflict of interest may exist. Such statement shall be made within 3 days

				after the commencement of such negotiation or

				arrangement.</text>

				</subsection></section></title><title commented="no" id="H049A58F4DA004DA58723CEAB16BCBF53" style="OLC"><enum>III</enum><header>Curbing excesses in privately funded travel

			 and lobbyist gifts</header>

			<section commented="no" display-inline="no-display-inline" id="HA991CB2C8E8E4D43AC853C2543524032" section-type="subsequent-section"><enum>301.</enum><header>Requirement of full

			 payment and disclosure of charter flights</header>

				<subsection commented="no" display-inline="no-display-inline" id="id425F3DCDA44341FDACC31D9876E10B74"><enum>(a)</enum><header>House of

			 Representatives</header>

					<paragraph id="IDa187622b78c64b53aa6bfce0cb23609a"><enum>(1)</enum><header>In

			 general</header><text>Clause 5(a)(3)(A) of rule XXV of the Standing Rules of

			 the House of Representatives is amended by—</text>

						<subparagraph id="id60E48CDEBAF94F179EFE1C88515AC956"><enum>(A)</enum><text>inserting

			 <quote>(1)</quote> after <quote>(A)</quote>; and</text>

						</subparagraph><subparagraph id="id50C16CA2ADC347F7A76BFBA0AF4DAAF4"><enum>(B)</enum><text>adding at the end

			 the following:</text>

				a flight on an airplane that is not licensed by the Federal Aviation

				value of a charter flight. The Committee on Standards of Official Conduct shall

				make public information received under this subparagraph as soon as possible

				after it is

				received.</text>

								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

						</subparagraph></paragraph><paragraph id="ID958aced36b0448d28b0f9adb172ca56c"><enum>(2)</enum><header>Disclosure</header><text>Clause

			 5 of rule XXV of the Standing Rules of the House of Representatives is amended

			 by adding at the end the following:</text>

						<quoted-block display-inline="no-display-inline" id="id9616327F6E884971B17B74FFCA84CF67" style="OLC">

							<subsection id="idFBFADCE557B241A98BF89339D74CEB55"><enum>(g)</enum><text>A Member,

				officer, or employee who takes a flight described in paragraph (a)(3)(A)(2)

				shall, with respect to the flight, file a report with the Clerk of the House of

				Representatives for public disclosure within 10 days after the flight—</text>

								<paragraph id="idA5D547D735AF4DAFBCD1673211A3CBC6"><enum>(1)</enum><text>the date of the

				flight;</text>

								</paragraph><paragraph id="id9E925191240D4FE0BBAF0FCBA348B6D7"><enum>(2)</enum><text>the destination

				of the flight who else was on the flight, other than those operating the plane;

				and</text>

								</paragraph><paragraph id="id062847E5EEB54D84B654D9AC05E12366"><enum>(3)</enum><text>the purpose of

				the

				trip.</text>

								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idBE3A090B120F4BF9B0AFA33640C2E103"><enum>(b)</enum><header>Senate</header>

					<paragraph commented="no" display-inline="no-display-inline" id="idF6C85BD83C8C495994B60A96605DA644"><enum>(1)</enum><header>In

								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF6E97494A1E7424EA4AFB1585D32063F"><enum>(3)</enum><text display-inline="yes-display-inline">who else was on the flight, other than

				those operating the plane; and</text>

								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id21D1FB147F064456A3C8ADC182538715"><enum>(4)</enum><text display-inline="yes-display-inline">the purpose of the

				trip.</text>

								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC8C6AE5C3D0744BE915A9AE2B76778A1"><enum>(c)</enum><header>Candidates</header><text display-inline="yes-display-inline">Subparagraph (B) of section 301(8) of the

			 Federal Election Campaign Act of 1971 (42 U.S.C. 431(8)(B)) is amended

			 by—</text>

				of the airplane an amount not less than the normal and usual charter fare or

				rental charge for a comparable commercial airplane of appropriate

				size.</text>

					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H899AD41560B0401E91CFC00054930861" section-type="subsequent-section"><enum>302.</enum><header>Increased disclosure

			 of travel by Members</header>

				<subsection commented="no" display-inline="no-display-inline" id="id7CED8C7D1552456EA2D0AEE83CF985E5"><enum>(a)</enum><header>House of

			 representatives</header><text display-inline="yes-display-inline">Clause

			 5(b)(1)(A)(ii) of rule XXV of the Rules of the House of Representatives is

			 amended by—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="HEAD804EDEFB2465DB9E3C28B5C65D54D"><enum>(1)</enum><text display-inline="yes-display-inline">inserting <quote>a detailed description and

			 itemization of each of</quote> before <quote>the expenses</quote>; and</text>

			 respecting travel expenses</header>

				<subsection commented="no" display-inline="no-display-inline" id="idCF8EEF4FE2A04C1A809947B04454DA56"><enum>(a)</enum><header>House of

			 representatives</header><text display-inline="yes-display-inline">Clause 5(f)

			 of rule XXV of the Rules of the House of Representatives is amended by

			 inserting <quote>(1)</quote> after <quote>(f)</quote> and by adding at the end

			 the following new subparagraph:</text>

					<quoted-block display-inline="no-display-inline" id="HEADC34308E404FA893947130DB4DCCF" style="traditional">

						<paragraph commented="no" display-inline="no-display-inline" id="HA23DE4A8974447E8B014E1EE989D9C8" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Within 90 days after the date of adoption

				of this subparagraph and at annual intervals thereafter, the Committee on

				Standards of official Conduct shall develop and revise, as necessary,

				guidelines on what constitutes <quote>reasonable expenses</quote> or

				<quote>reasonable expenditures</quote> for purposes of paragraph (b)(4). In

				developing and revising the guidelines, the committee shall take into account

				the maximum per diem rates for official Government travel published annually by

				the General Services Administration, the Department of State, and the

				Department of

				Defense.</text>

						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="id020573EB0EC044FE965A0C60E0E65A12"><enum>(b)</enum><header>Senate</header><text display-inline="yes-display-inline">Rule XXXV of the Standing Rules of the

			 Senate is amended by adding at the end the following:</text>

					<quoted-block display-inline="no-display-inline" id="idB382DCC1C8EB4AFB8AA9E6CE2F44DBF4" style="OLC">

			 general</header><text>For a covered executive branch official, a gift of a

			 ticket to a sporting or entertainment event shall be valued at the face value

			 of the ticket, provided that in the case of a ticket without a face value, the

			 ticket shall be valued at the highest cost of a ticket with a face value for

			 the event.</text>

				</subsection><subsection id="ID8eeb29a17946437abeb2e72e902150f8"><enum>(b)</enum><header>Senate</header><text>Paragraph

			 1(b)(1) of rule XXXV of the Standing Rules of the Senate is amended by—</text>

					</paragraph></subsection></section></title><title commented="no" id="H3174DA6BA84B488EB2A13528DDBDC959" style="OLC"><enum>IV</enum><header>Oversight of ethics and lobbying</header>

			<section commented="no" display-inline="no-display-inline" id="HFD6F1978D00242B2B4A06B8900125996" section-type="subsequent-section"><enum>401.</enum><header>Comptroller General

			 review and semiannual reports</header>

				<subsection commented="no" display-inline="no-display-inline" id="HA039B489352C4B9181E00046FF005516"><enum>(a)</enum><header>Ongoing review

			 required</header><text display-inline="yes-display-inline">The Comptroller

			 General shall review on an ongoing basis the activities carried out by the

			 Clerk of the House of Representatives and the Secretary of the Senate under

			 section 6 of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1605). The review

			 shall emphasize—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="HB83F62B474974F0CBEAF8B7440AF8632"><enum>(1)</enum><text display-inline="yes-display-inline">the effectiveness of those activities in

			 securing the compliance by lobbyists with the requirements of that Act;

			 and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1E435866C3A54E099CE9C88A400E98B"><enum>(2)</enum><text display-inline="yes-display-inline">whether the Clerk and the Secretary have

			 the resources and authorities needed for effective oversight and enforcement of

			 that Act.</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA68C29A10E324FF9BF80209EE94CF769"><enum>(b)</enum><header>Semiannual

			 reports</header><text display-inline="yes-display-inline">Twice yearly, not

			 later than January 1 and not later than July 1 of each year, the Comptroller

			 General shall submit to Congress a report on the review required by subsection

			 (a). The report shall include the Comptroller General’s assessment of the

			 matters required to be emphasized by that subsection and any recommendations of

			 the Comptroller General to—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="H7241E03F8BD04EB980E7A5FF714EB303"><enum>(1)</enum><text display-inline="yes-display-inline">improve the compliance by lobbyists with

			 the requirements of that Act; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF20D99663BB84494902B91F3F7E649D"><enum>(2)</enum><text display-inline="yes-display-inline">provide the Clerk and the Secretary with

			 the resources and authorities needed for effective oversight and enforcement of

			 that Act.</text>
