			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Soda Ash Royalty Reduction Act of

			 2005</short-title></quote>.</text>

			<enum>2.</enum>

			<header>Reduction in royalty rate on soda ash</header>

			<text display-inline="no-display-inline">Notwithstanding section

			 102(a)(9) of the Federal Land Policy Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701(a)(9)">43 U.S.C.

			 1701(a)(9)</external-xref>),

			 <external-xref legal-doc="act" parsable-cite="MLA/24">section

			 24</external-xref> of the <act-name parsable-cite="MLA">Mineral Leasing

			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/30/262">30

			 U.S.C. 262</external-xref>), and the terms of any lease under that Act, the

			 royalty rate on the quantity or gross value of the output of sodium compounds

			 and related products at the point of shipment to market from Federal land in

			 the 5-year period beginning on the date of the enactment of this Act shall be 2

			 percent.</text>

		</section><section id="ID231EFCA308B44B5BB5B669280A0DF86A">

			<enum>3.</enum>

			<header>Study</header>

			<text display-inline="no-display-inline">After the end of the 4-year

			 period beginning on the date of the enactment of this Act, and before the end

			 of the 5-year period beginning on that date, the Secretary of the Interior

			 shall report to the Congress on the effects of the royalty reduction under this

			 Act, including—</text>

			<paragraph id="ID0872E88BA2304EFD9AFC17F58FC4074A">

				<enum>(1)</enum>

				<text>the amount of sodium compounds and related products at the point

			 of shipment to market from Federal land during that 4-year period;</text>

			</paragraph><paragraph id="IDD7893A2F2F91425F9046F3A5BF7FF00F">

				<enum>(2)</enum>

				<text>the number of jobs that have been created or maintained during

			 the royalty reduction period;</text>

			</paragraph><paragraph id="ID633B8FC5827941A6800AA319DD956676">

				<enum>(3)</enum>

				<text>the total amount of royalty paid to the United States on the

			 quantity or gross value of the output of sodium compounds and related products

			 at the point of shipment to market produced during that 4-year period, and the

			 portion of such royalty paid to States; and</text>

			</paragraph><paragraph id="ID180E51752A8745FE8B31F89EB43E6A9A">

				<enum>(4)</enum>

				<text>a recommendation of whether the reduced royalty rate should apply

			 after the end of the 5-year period beginning on the date of the enactment of

			 this Act.</text>
