		  enhance adaptive housing assistance for disabled veterans.</official-title>

		<section id="idD64EAED65F6044AEB3B83D8B4CA158C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Specially Adapted Housing Grants

			 Improvements Act of 2005</short-title></quote>.</text>

		</section><section id="IDB4D87467D99445C0AA81AD0708B28BDF" section-type="subsequent-section"><enum>2.</enum><header>Adaptive housing

			 assistance for disabled veterans residing temporarily in housing owned by a

			 family member</header>

			<subsection id="ID0D72965A24A340C8BA7957E33D6768F7"><enum>(a)</enum><header>Assistance

			 Authorized</header><text>Chapter 21 of title 38, United States Code, is amended

			 by inserting after section 2102 the following new section:</text>

				<quoted-block id="ID144B233AAE0D49FE888FA0F82ED4F6D6" style="USC">

					<section id="IDE5CDCDF9012546558366AC2D8C298C0A"><enum>2102A.</enum><header>Assistance

				for veterans residing temporarily in housing owned by a family member</header>

						<subsection id="IDBB8AFE97D5E7408DBB3FA1540BE6C417"><enum>(a)</enum><header>Assistance

				authorized</header><text>If a disabled veteran described in subsection (a)(2)

				or (b)(2) of section 2101 of this title resides, but does not intend to

				permanently reside, in a residence owned by a member of such veteran’s family,

				the Secretary may assist the veteran in acquiring such adaptations to such

				residence as are determined by the Secretary to be reasonably necessary because

				of the veteran’s disability.</text>

						</subsection><subsection id="ID357A8EE44C8C44DEB18F91E8A951561F"><enum>(b)</enum><header>Limitation on

				amount of assistance</header><text>Subject to section 2102(d) of this title,

				the assistance authorized under subsection (a) may not exceed—</text>

							<paragraph id="ID9C8B34A22F32408898F58B0EED5097A6"><enum>(1)</enum><text>$10,000, in the

				case of a veteran described in section 2101(a)(2) of this title; or</text>

							</paragraph><paragraph id="ID38B8AEFC024C4DF2B1D76E3BB8B67ED1"><enum>(2)</enum><text>$2,000, in the

				case of a veteran described in section 2101(b)(2) of this title.</text>

							</paragraph></subsection><subsection id="ID0C0CA36604A2419E8CFBAB6791AF0C55"><enum>(c)</enum><header>Limitation on

				number of residences subject to assistance</header><text>A veteran eligible for

				assistance authorized under subsection (a) may only be provided such assistance

				with respect to 1 residence.</text>

						</subsection><subsection id="IDEE76F0DEC5BA4A8A873ED3025315D4CF"><enum>(d)</enum><header>Regulations</header><text>Assistance

				under this section shall be provided in accordance with such regulations as the

				Secretary may prescribe.</text>

						</subsection><subsection id="id565A8D78268B4680B312CE42B1E88ACA"><enum>(e)</enum><header>Termination of

				authority</header><text>The authority to provide assistance under subsection

				(a) shall expire at the end of the 5-year period beginning on the date of

				enactment of the <short-title>Specially Adapted Housing

				Grants Improvements Act of

				2005</short-title>.</text>

						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection id="ID0D05531C0B134A4AB181C593CBAA3638"><enum>(b)</enum><header>Limitations on

			 adaptive housing assistance</header><text>Section 2102 of such title is

			 amended—</text>

				<paragraph id="IDEEB2AF27BBF04A7E9DAD6903CE9A3E26"><enum>(1)</enum><text>in subsection

			 (a), by striking <quote>The assistance authorized by section 2101(a)</quote>

			 and all that follows through <quote>any one case—</quote> and inserting

			 <quote>Subject to subsection (d), the assistance authorized under section

			 2101(a) of this title shall be afforded under 1 of the following plans, at the

			 election of the veteran—</quote>;</text>

				</paragraph><paragraph id="ID9E1B6E802EC547BAA98F7A31FD3D2C96"><enum>(2)</enum><text>by amending

			 subsection (b) to read as follows:</text>

					<quoted-block display-inline="no-display-inline" id="idE197BA071D424D97AB102D55CDF7C838" style="OLC">

						<subsection commented="no" display-inline="no-display-inline" id="idBC48DF1E87984A048B3C1303CF0807FD"><enum>(b)</enum><text display-inline="yes-display-inline">Subject to subsection (d), and except as

				provided in section 2104(b) of this title, the assistance authorized by section

				2101(b) of this title may not exceed the actual cost, or in the case of a

				veteran acquiring a residence already adapted with special features, the fair

				market value, of the adaptations determined by the Secretary under such section

				2101(b) to be reasonably necessary.</text>

						</subsection><after-quoted-block>;

				and</after-quoted-block></quoted-block>

				</paragraph><paragraph id="id12292357144D4E5E98E3FF154CA58BE5"><enum>(3)</enum><text>by adding at the

			 end the following new subsection:</text>

					<quoted-block id="IDED37697775F8427F9BBA1D5E62C7E438" style="OLC">

						<subsection id="ID901FDE5D5CCE4E14BC69B61EC0E2C229"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="IDDA20D1C65C164D31ADF7A2B3123FD3B8"><enum>(1)</enum><text>The aggregate amount of

				assistance available to a veteran under sections 2101(a) and 2102A of this

				title shall be limited to $50,000.</text>

							</paragraph><paragraph id="IDF6C1B7B2DC5148F697BA175B425F00D7" indent="up1"><enum>(2)</enum><text>The aggregate amount of assistance

				available to a veteran under sections 2101(b) and 2102A of this title shall be

				limited to the lesser of—</text>

								<subparagraph id="id78966C76F1B4465C87FB3142985B606B"><enum>(A)</enum><text>the sum of the cost or fair market

				value described in section 2102(b) of this title and the actual cost of

				acquiring the adaptations described in subsection (a); and</text>

								</subparagraph><subparagraph id="id33D291427B044A47AE6CC8121638E43F"><enum>(B)</enum><text>$10,000.</text>

								</subparagraph></paragraph><paragraph id="IDFC83258F538144EC82F9EC710F0211E7" indent="up1"><enum>(3)</enum><text>No veteran may receive more than 3

				grants of assistance under this

				chapter.</text>

							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection><subsection id="IDCD8A92C211E04D8AA3E74E91F1472800"><enum>(c)</enum><header>Clerical

			 Amendment</header><text>The table of sections at the beginning of such chapter

			 of such title is amended by inserting after the item relating to section 2102

			 the following:</text>

			</subsection></section><section id="ID228CAF64F6E24ABD8D64D153C8D6E18A"><enum>3.</enum><header>GAO

			 Reports</header>

			<subsection id="idB540D4A265934847B011ECF4D1464903"><enum>(a)</enum><header>Interim

			 report</header><text>Not later than 3 years after the date of enactment of this

			 Act, the Comptroller General of the United States shall submit to Congress an

			 interim report on the implementation of section 2102A of title 38, United

			 States Code (as added by section 2(a)), by the Department of Veterans

			 Affairs.</text>

			</subsection><subsection id="idB9E7D14456884BFEB28E842C7485259C"><enum>(b)</enum><header>Final

			 report</header><text>Not later than 5 years after the date of enactment of this

			 Act, the Comptroller General of the United States shall submit to Congress a

			 final report on the implementation of such section 2102A by the Department of

			 Veterans Affairs.</text>
