		<section id="id582B2F43758A4258813F36688A519085" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Keep the Promise of Medicare Act of

			 2006</short-title></quote>.</text>

		</section><section id="IDF874DE953D1A4464946EB9EAF8FC492D"><enum>2.</enum><header>Stabilization of

			 medicare part <enum-in-header>B</enum-in-header> premium</header><text display-inline="no-display-inline">Section 1839(a)(3) of the

			 <act-name parsable-cite="SSA">Social Security Act</act-name> (42 U.S.C.

			 1395r(a)(3)) is amended by adding at the end the following new sentence:

			 <quote>Notwithstanding the preceding sentences, the monthly premium rate

			 determined under this paragraph for each month in 2006 may not exceed an amount

			 equal to the monthly premium rate determined under this paragraph for each

			 month in 2005 adjusted by the percentage change in the average Consumer Price

			 Index for Urban Wage Earners and Clerical Workers (CPI–W) for the third quarter

			 of 2004 to the third quarter of 2005.</quote>.</text>
