			 and Family Violence Prevention Act (25 U.S.C. 3202) is amended—</text>

				a record of each written report submitted under subsection (b) in a manner in
				which the report is accessible to—</text>
								<clause committee-id="SLIA00" id="id9D0952A7443145579CEF66B4B20E5020"><enum>(i)</enum><text>a local law
				enforcement agency that requires the information to carry out an official duty;
				and</text>
								</clause><clause committee-id="SLIA00" id="idC231C568F4CF45259B4AE683A99BECC1"><enum>(ii)</enum><text>any agency
				requesting the information under section 408.</text>
								</clause></subparagraph><subparagraph committee-id="SLIA00" id="id0FB40C9AEDF644B4976A401E75A83C8D"><enum>(D)</enum><header>Collection of
				data</header><text>Not less frequently than once each year, the Secretary, in
				consultation with the Attorney General and any appropriate Indian tribe, shall
				collect any information not otherwise reported under subsection (b), including
				information relating to, during the preceding calendar year—</text>
								<clause committee-id="SLIA00" id="idF3CE94ECEFFE42BDB2F2501937DDB591"><enum>(i)</enum><text>the number of
				child abuse allegations and investigations in Indian country;</text>
								</clause><clause committee-id="SLIA00" id="idFD70401CC490469E9C4EEE3CB2C11F4C"><enum>(ii)</enum><text>the number of
				child abuse prosecutions declined or deferred in Indian country; and</text>
								</clause><clause committee-id="SLIA00" id="id623996E545A94693B7D7BF96D30F981F"><enum>(iii)</enum><text>the number of
				acquittals of charges of child abuse in Indian
				country.</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph></paragraph><paragraph changed="deleted" committee-id="SLIA00" id="idD4B8DAAD744846A8B93D568C03C1491B" reported-display-style="strikethrough"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block changed="deleted" committee-id="SLIA00" display-inline="no-display-inline" id="id2148EFFB9D734070919E5B39903FE59C" reported-display-style="strikethrough" style="OLC">
					<subsection committee-id="SLIA00" id="idFACD3FC84A344F4286F5FD6A6B913493"><enum>(e)</enum><header>Confidentiality
				of children</header><text>No local law enforcement agency or local child
				protective services agency shall disclose the name of or information concerning
				the child to anyone other than any person who, by reason of their participation
				in the treatment of the child, the investigation, or the adjudication of the
				allegation, needs to know the information in the performance of the duties of
				the individual.</text>
					</subsection><subsection committee-id="SLIA00" id="id58DCE2A4509E469BB18D68F8D89DC19F"><enum>(f)</enum><header>Report to
				Congress</header><text>Not later than 1 year after the date of enactment of
				this subsection, and annually thereafter, the Director of the Federal Bureau of
				Investigation, in coordination with the Secretary and the Attorney General,
				shall submit to the Committees on Indian Affairs and the Judiciary of the
				Senate, and the Committees on Resources and the Judiciary of the House of
				Representatives, a report on child abuse in Indian country during the preceding
				year.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="deleted" committee-id="SLIA00" id="idFB4FD7F824D34B5097411FE777B8F49A" reported-display-style="strikethrough"><enum>5.</enum><header>Removal of
			 impediments to reducing child abuse</header><text display-inline="no-display-inline">Section 405 of the Indian Child Protection
			 and Family Violence Prevention Act (25 U.S.C. 3204) is amended to read as
			 follows:</text>
			<quoted-block changed="deleted" committee-id="SLIA00" display-inline="no-display-inline" id="idE132B5CA79E34C139817B4768DC59D8D" reported-display-style="strikethrough" style="OLC">
				<section committee-id="SLIA00" id="idDC9C60562ED047E0831E93B00E8F93AE"><enum>405.</enum><header>Removal of
				impediments to reducing child abuse</header>
					<subsection committee-id="SLIA00" id="id2C18969C29B54EE2BB87632E9BD52180"><enum>(a)</enum><header>Study</header><text>The
				Secretary, in consultation with the Attorney General and the Service, shall
				conduct a study under which the Secretary shall identify any impediment to the
				reduction of child abuse in Indian country and on Indian reservations.</text>
					</subsection><subsection committee-id="SLIA00" id="id86ABF58134DB47A29A81DDE19A42BBF7"><enum>(b)</enum><header>Inclusions</header><text>The
				study under subsection (a) shall include a description of—</text>
						<paragraph committee-id="SLIA00" id="idB33CCBA76FC54C4293E615C31C74F82C"><enum>(1)</enum><text>any impediment to
				reporting child abuse in Indian country and on Indian reservations;</text>
						</paragraph><paragraph committee-id="SLIA00" id="id597D15E1FD674A30918C35F15EAF4650"><enum>(2)</enum><text>any impediment to,
				or advance in, Federal, State, and tribal investigations and prosecutions of
				allegations of child abuse in Indian country and on Indian reservations;
				and</text>
						</paragraph><paragraph committee-id="SLIA00" id="id3B0A2B5935E54FBB9AFFE686869DDF3F"><enum>(3)</enum><text>any impediment to,
				or advance in, the treatment of child abuse in Indian country and on Indian
				reservations.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id5D56D5B94B3F48DB9527E40C33F05931"><enum>(c)</enum><header>Report</header><text>Not
				later than 18 months after the date of enactment of the
				<short-title>Indian Child Protection and Family Violence
				Prevention Act Amendments of 2005</short-title>, the Secretary shall submit to
				the Committees on Indian Affairs and the Judiciary of the Senate, and the
				Committees on Resources and the Judiciary of the House of Representatives, a
				report describing—</text>
						<paragraph committee-id="SLIA00" id="id277B9E9269034BD98B6F14FFBC229BA9"><enum>(1)</enum><text>the findings of
				the study under this section; and</text>
						</paragraph><paragraph committee-id="SLIA00" id="id24D514CBF2F84ED3880DBAA2FBEE3651"><enum>(2)</enum><text>recommendations
				for legislative actions to reduce instances of child abuse in Indian country
				and on Indian reservations, if
				any.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="deleted" committee-id="SLIA00" id="id172B200FFD284149893FC7649E6ED7EF" reported-display-style="strikethrough"><enum>6.</enum><header>Confidentiality</header><text display-inline="no-display-inline">Section 406 of the Indian Child Protection
			 and Family Violence Prevention Act (25 U.S.C. 3205) is amended to read as
			 follows:</text>
			<quoted-block changed="deleted" committee-id="SLIA00" display-inline="no-display-inline" id="id7F3F6A87259147CC85F39068AD7A65E3" reported-display-style="strikethrough" style="OLC">
				<section committee-id="SLIA00" id="idBA749BAD596142458FAC2BA2369BAECC"><enum>406.</enum><header>Confidentiality</header>
					<subsection committee-id="SLIA00" id="id6B67F1330E754DA7AFCDB3CAB43C6B83"><enum></enum><text>Any Federal, State, or tribal
				government agency that treats or investigates incidents of child abuse may
				provide information and records to an officer of any other Federal, State, or
				tribal government agency that requires the information to carry out the duties
				of the officer, in accordance with section 552a of title 5, United States Code,
				section 361 of the Public Health Service Act (42 U.S.C. 264), the Family
				Educational Rights and Privacy Act of 1974 (20 U.S.C. 1232g), part C of title
				XI of the Social Security Act (42 U.S.C. 1320d et seq.), and other applicable
				Federal
				law.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="deleted" committee-id="SLIA00" id="id49D3A87DF5C1436BB1D468AF98C2496E" reported-display-style="strikethrough"><enum>7.</enum><header>Waiver of
			 parental consent</header><text display-inline="no-display-inline">Section 407
			 of the Indian Child Protection and Family Violence Prevention Act (25 U.S.C.
			 3206) is amended—</text>
			<paragraph changed="deleted" committee-id="SLIA00" id="idEC7F4EF9671B4EFCA2A20B6A46028957" reported-display-style="strikethrough"><enum>(1)</enum><text>in subsection (a),
			 by inserting <quote>or forensic</quote> after <quote>psychological</quote>;
			 and</text>
			</paragraph><paragraph changed="deleted" committee-id="SLIA00" id="id249B2AF882C84870A7960BB543109C0C" reported-display-style="strikethrough"><enum>(2)</enum><text>in subsection (c),

				or agreement for the use of telemedicine with a public or private medical
				university or facility, or any private practitioner, with experience relating
				to pediatrics, including the diagnosis and treatment of child abuse, to assist
				the Service with respect to—</text>
						<paragraph committee-id="SLIA00" id="id80334E74F62442A0AF5BABD3050E0563"><enum>(1)</enum><text>the diagnosis and
				treatment of child abuse; or</text>
						</paragraph><paragraph committee-id="SLIA00" id="id3595A0E5E1984B50A676B5CC7E0D8A2C"><enum>(2)</enum><text>methods of
				training Service personnel in diagnosing and treating child abuse.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id5BF1D2F3CBCA4E63AF77F9082FF9DBFD"><enum>(b)</enum><header>Administration</header><text>In
				carrying out subsection (a), the Service shall, to the maximum extent
				practicable—</text>
						<paragraph committee-id="SLIA00" id="id2F9FD61C083E49CCB09189E243038B0C"><enum>(1)</enum><text>use existing
				telemedicine infrastructure; and</text>
						</paragraph><paragraph committee-id="SLIA00" id="idBF55225D2D7A481F80C279873776B052"><enum>(2)</enum><text>give priority to
				Service units and medical facilities operated pursuant to grants, contracts, or
				compacts under the Indian Self-Determination and Education Assistance Act (25
				U.S.C. 450 et seq.) that are located in, or providing service to, remote areas
				of Indian country or Indian reservations.</text>

				consultation</header><text>On receipt of a request, the Service may provide to
				public and private medical universities, facilities, and practitioners any

				agency that requires the information to carry out an official duty; and</text>

				the information under section 408.</text>
								</clause></subparagraph><subparagraph committee-id="SLIA00" id="idA11DC1FAA82341DD99CA4B2A2A907442"><enum>(D)</enum><header>Report to
				Congress</header><text>Not later than 1 year after the date of enactment of
				this subsection, and annually thereafter, the Director of the Federal Bureau of
				Investigation, in coordination with the Secretary and the Attorney General,
				shall submit to the Committees on Indian Affairs and the Judiciary of the
				Senate and the Committees on Resources and the Judiciary of the House of
				Representatives a report on child abuse in Indian country during the preceding
				year.</text>
							</subparagraph><subparagraph committee-id="SLIA00" id="idC55651DCC57C42448196AD8D154BD7DC"><enum>(E)</enum><header>Collection of
				data</header><text>Not less frequently than once each year, the Secretary, in
				consultation with the Secretary of Health and Human Services, the Attorney
				General, the Director of the Federal Bureau of Investigation, and any Indian
				tribe, shall—</text>
								<clause committee-id="SLIA00" id="idC2AFF059862040E1830A34962A9F6DCD"><enum>(i)</enum><text>collect any information
				concerning child abuse in Indian country (including reports under subsection
				(b)), including information relating to, during the preceding calendar
				year—</text>
									<subclause committee-id="SLIA00" id="id7CD81DEAE25E4C5C9E945C4DAA21F2C9"><enum>(I)</enum><text>the number of criminal
				and civil child abuse allegations and investigations in Indian country;</text>
									</subclause><subclause committee-id="SLIA00" id="id7CA9EE4E189F419AB55240CBCBE25873"><enum>(II)</enum><text>the number of child
				abuse prosecutions referred, declined, or deferred in Indian country;</text>
									</subclause><subclause committee-id="SLIA00" id="idEFB6ABE01DE24D398A376B66D17E85B4"><enum>(III)</enum><text>the number of child
				victims who are the subject of reports of child abuse in Indian country;</text>
									</subclause><subclause committee-id="SLIA00" id="id196DCF2B15DC49A1BDBD7FE6B58781E4"><enum>(IV)</enum><text>sentencing patterns of
				individuals convicted of child abuse in Indian country; and</text>
									</subclause><subclause committee-id="SLIA00" id="idDBE11DE0A4C746238A12176D77FAE329"><enum>(V)</enum><text>rates of recidivism with
				respect to child abuse in Indian country; and</text>
									</subclause></clause><clause committee-id="SLIA00" id="id79FAFC42E24742C2A0A5585A93501B6A"><enum>(ii)</enum><text>to the maximum extend
				practicable, reduce the duplication of information collection under clause
				(i).</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph></paragraph><paragraph changed="added" committee-id="SLIA00" id="id4b16c11e-1e15-486a-a6df-321a88823b59" reported-display-style="italic"><enum>(2)</enum><text>by adding at the end the
			 following:</text>
				<quoted-block changed="added" committee-id="SLIA00" display-inline="no-display-inline" id="ide8dd0100-6e7c-4426-9d77-26e4b7253400" reported-display-style="italic" style="OLC">
					<subsection committee-id="SLIA00" id="idd2fe242d-b46d-410b-ac08-b5da36eadf37"><enum>(e)</enum><header>Confidentiality of
				children</header><text>No local law enforcement agency or local child
				protective services agency shall disclose the name of, or information
				concerning, the child to anyone other than—</text>
						<paragraph committee-id="SLIA00" id="idE7CA5C8527E74FAF895AA6E451F3E730"><enum>(1)</enum><text>a person who, by reason
				of the participation of the person in the treatment of the child or the
				investigation or adjudication of the allegation, needs to know the information
				in the performance of the duties of the individual; or</text>
						</paragraph><paragraph committee-id="SLIA00" id="id34FDD06B2B9C4BAF96393B4129630C11"><enum>(2)</enum><text>an officer of any other
				Federal, State, or tribal agency that requires the information to carry out the
				duties of the officer under section 406.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id14F1366684B54D148EE9FFCAFE88919D"><enum>(f)</enum><header>Report</header><text>Not
				later than 1 year after the date of enactment of this subsection, and annually
				thereafter, the Secretary shall submit to the Committees on Indian Affairs and
				the Judiciary of the Senate and the Committees on Resources and the Judiciary
				of the House of Representatives a report on child abuse in Indian country
				during the preceding year.</text>
					</subsection><subsection committee-id="SLIA00" id="id5528FCB282384C22863D276B6AC0888E"><enum>(g)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as are necessary to carry out this section for each of fiscal years 2007
				through
				2011.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="added" committee-id="SLIA00" id="ide555b199-c3f6-43eb-a457-541b7be21d14" reported-display-style="italic"><enum>5.</enum><header>Removal of impediments
			 to reducing child abuse</header><text display-inline="no-display-inline">Section 405 of the Indian Child Protection
			 and Family Violence Prevention Act (25 U.S.C. 3204) is amended to read as
			 follows:</text>

				<section committee-id="SLIA00" id="ide3f411ea-cf0d-467d-bf48-21239eeffd30"><enum>405.</enum><header>Removal of impediments
				to reducing child abuse</header>
					<subsection committee-id="SLIA00" id="id73e0017c-3fa0-4692-ab84-89a882d4b73a"><enum>(a)</enum><header>Study</header><text>The
				Secretary, in consultation with the Attorney General and the Service, shall
				conduct a study under which the Secretary shall identify any impediment to the
				reduction of child abuse in Indian country and on Indian reservations.</text>
					</subsection><subsection committee-id="SLIA00" id="ida0c895c6-14a9-46c9-af25-54e952eade52"><enum>(b)</enum><header>Inclusions</header><text>The
				study under subsection (a) shall include a description of—</text>
						<paragraph committee-id="SLIA00" id="ideac516b6-c193-4231-b814-5d93ae484987"><enum>(1)</enum><text>any impediment, or recent
				progress made with respect to removing impediments, to reporting child abuse in
				Indian country;</text>
						</paragraph><paragraph committee-id="SLIA00" id="id84ba83f3-6657-4044-a7bc-245a7aef08ed"><enum>(2)</enum><text>any impediment, or recent
				progress made with respect to removing impediments, to Federal, State, and
				tribal investigations and prosecutions of allegations of child abuse in Indian
				country; and</text>
						</paragraph><paragraph committee-id="SLIA00" id="id6a49fb21-a691-4a3b-97ab-cccfc491a5dd"><enum>(3)</enum><text>any impediment, or recent
				progress made with respect to removing impediments, to the treatment of child
				abuse in Indian country.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id68658602-3251-4d48-9e0a-02d169f4ad0f"><enum>(c)</enum><header>Report</header><text>Not
				later than 18 months after the date of enactment of the
				<short-title>Indian Child Protection and Family Violence
				Prevention Act Amendments of 2006</short-title>, the Secretary shall submit to
				the Committees on Indian Affairs and the Judiciary of the Senate, and the
				Committees on Resources and the Judiciary of the House of Representatives, a
				report describing—</text>
						<paragraph committee-id="SLIA00" id="id7d69c243-8935-4ec0-bece-6236f136873a"><enum>(1)</enum><text>the findings of the study
				under this section; and</text>
						</paragraph><paragraph committee-id="SLIA00" id="id0430ede0-f52f-4123-bf0c-98be3142632a"><enum>(2)</enum><text>recommendations for
				legislative actions, if any, to reduce instances of child abuse in Indian
				country.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SLIA00" id="id101d3d80-010e-42a9-a7af-ae3bf5bdfe70" reported-display-style="italic"><enum>6.</enum><header>Confidentiality</header><text display-inline="no-display-inline">Section 406 of the Indian Child Protection
			 and Family Violence Prevention Act (25 U.S.C. 3205) is amended to read as
			 follows:</text>

				general</header><text>Notwithstanding any other provision of law, any Federal,
				State, or tribal government agency that treats or investigates incidents of
				child abuse may provide information and records to an officer of any other
				Federal, State, or tribal government agency that requires the information to
				carry out the duties of the officer, in accordance with section 552a of title

				conducted using advice from, or under the guidance of—</text>

				team established under section 411; or</text>

			 telemedicine</header><text display-inline="no-display-inline">The Indian Child
			 Protection and Family Violence Prevention Act (25 U.S.C. 3201 et seq.) is
			 amended by adding at the end the following:</text>

				<section committee-id="SLIA00" id="id09dcf79b-87e9-47df-91f0-2031c1fd16cb"><enum>412.</enum><header>Use of
				telemedicine</header>
					<subsection committee-id="SLIA00" id="id5fda90f7-de7b-44d2-b21d-d9b5168aa574"><enum>(a)</enum><header>Contracts and
				agreements</header><text>The Service is authorized to enter into any contract
				or agreement for the use of telemedicine with a public or private medical
				university or facility, or any private practitioner, with experience relating
				to pediatrics, including the diagnosis and treatment of child abuse, to assist
				the Service with respect to—</text>
						<paragraph committee-id="SLIA00" id="id77954338-fddd-4d0b-82ae-b8b487edf512"><enum>(1)</enum><text>the diagnosis and
				treatment of child abuse; or</text>
						</paragraph><paragraph committee-id="SLIA00" id="id2643eb4f-afe2-4e99-8799-643894b52102"><enum>(2)</enum><text>methods of training
				Service personnel in diagnosing and treating child abuse.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id86e0c0bb-d435-4957-83ef-749367c39813"><enum>(b)</enum><header>Administration</header><text>In
				carrying out subsection (a), the Service shall, to the maximum extent
				practicable—</text>
						<paragraph committee-id="SLIA00" id="id245a916f-54a6-40ec-aad2-df9fff8acdab"><enum>(1)</enum><text>use existing telemedicine
				infrastructure; and</text>
						</paragraph><paragraph committee-id="SLIA00" id="iddd55c7d4-b40e-4784-9850-386020dfc174"><enum>(2)</enum><text>give priority to Service
				units and medical facilities operated pursuant to grants, contracts, or
				compacts under the Indian Self-Determination and Education Assistance Act (25
				U.S.C. 450 et seq.) that are located in, or providing service to, remote areas
				of Indian country.</text>
						</paragraph></subsection><subsection committee-id="SLIA00" id="id14659ebc-c0a3-41b3-979f-9c373192d3eb"><enum>(c)</enum><header>Information and
				consultation</header><text>On receipt of a request, for purposes of this
				section, the Service may provide to public and private medical universities,
				facilities, and practitioners described in subsection (a) any information or
				consultation on the treatment of Indian children who have, or may have, been
				subject to abuse or neglect.</text>
					</subsection><subsection committee-id="SLIA00" id="id08bc2c7a-c598-4342-a4fc-e94cd72f92b9"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as are necessary to carry out this section for each of fiscal years 2007
				through
				2011.</text>

			 within Indian country</header><text display-inline="yes-display-inline">Section
			 1153(a) of title 18, United States Code, is amended by inserting <quote>felony
			 child neglect,</quote> after <quote>robbery,</quote>.</text>
			</subsection><subsection changed="added" committee-id="SLIA00" id="idC4C667BCE9404195963A9F5AA5B5D729" reported-display-style="italic"><enum>(b)</enum><header>Reporting of child
			 abuse</header><text display-inline="yes-display-inline">Section 1169 of title
			 18, United States Code, is amended—</text>
				<paragraph changed="added" committee-id="SLIA00" id="idaf457a28-cf80-4f7b-a412-76fbe71a3493" reported-display-style="italic"><enum>(1)</enum><text>in subsection
			 (a)(1)—</text>
					<subparagraph changed="added" committee-id="SLIA00" id="id647df1b4-4df9-4d2c-9114-4ae7b3d881a4" reported-display-style="italic"><enum>(A)</enum><text>in subparagraph (B), by
			 inserting <quote>or volunteering for</quote> after <quote>employed
			 by</quote>;</text>
