		<section id="HD481FBFCC979409C9F7FE90003A0A189" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Coastal Barrier Resources

			 Reauthorization Act of 2005</short-title></quote>.</text>

		</section><section id="idD7CF69AB9DB54E7B994610458670A0F4" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>

			<paragraph id="idD4544D028AEB4DEEB5E76D2BC34E5F10"><enum>(1)</enum><header>Otherwise

			 protected area</header><text>The term <quote>otherwise protected area</quote>

			 has the meaning given the term in section 12 of the Coastal Barrier Improvement

			 Act of 1990 (16 U.S.C. 3503 note; Public Law 101–591).</text>

			</paragraph><paragraph id="id64509E93827645698F1187FF8A33BF1C"><enum>(2)</enum><header>Pilot

			 project</header><text>The term <quote>pilot project</quote> means the digital

			 mapping pilot project authorized under section 6 of the Coastal Barrier

			 Resources Reauthorization Act of 2000 (16 U.S.C. 3503 note; Public Law

			 106–514).</text>

			</paragraph><paragraph id="idB2033DC7BCCB45BA847EE37947E23DD8"><enum>(3)</enum><header>Secretary</header><text>The

			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>

			</paragraph><paragraph id="id6BE530DF91D94AE1B98E83A63CBCE172"><enum>(4)</enum><header>System

			 unit</header><text>The term <quote>System unit</quote> has the meaning given

			 the term in section 3 of the Coastal Barrier Resources Act (16 U.S.C.

			 3502).</text>

			</paragraph></section><section id="H67896A64F4FB4785B7539DED0516002B"><enum>3.</enum><header>Digital mapping

			 pilot project finalization</header>

			<subsection id="HA70E22D87C9E4A238F693FB6152F659"><enum>(a)</enum><header>In

			 general</header><text>Not later than 2 years after the date of enactment of

			 this Act, the Secretary shall submit to the Committee on Environment and Public

			 Works of the Senate and the Committee on Resources of the House of

			 Representatives a report regarding the digital maps of the System units and

			 otherwise protected areas created under the pilot project.</text>

			</subsection><subsection id="HC2BAC761C8874600AC15F323B4E202DE"><enum>(b)</enum><header>Consultation</header><text>The

			 Secretary shall prepare the report required under subsection (a)—</text>

				<paragraph id="idDEE9ABEEA6AD45E7AD41B21927862137"><enum>(1)</enum><text>in consultation

			 with the Governors of the States in which any System units and otherwise

			 protected areas are located; and</text>

				</paragraph><paragraph id="idB60E9BD9F9B8452F8CBBCED4B7DCB70B"><enum>(2)</enum><text>after—</text>

					<subparagraph id="id86977B19F6464FB48D00B514E88EC848"><enum>(A)</enum><text>providing an

			 opportunity for the submission of public comments; and</text>

					</subparagraph><subparagraph id="idC92041BAA4464F828871BAC0489ED596"><enum>(B)</enum><text>considering any

			 public comments submitted under subparagraph (A).</text>

					</subparagraph></paragraph></subsection><subsection id="H861F2EF01CBC460391A9B1887C8F5200"><enum>(c)</enum><header>Contents</header><text>The

			 report required under subsection (a) shall contain—</text>

				<paragraph id="H4B6329CB923942489413B7A19B09DAFD"><enum>(1)</enum><text>the final

			 recommended digital maps created under the pilot project;</text>

				</paragraph><paragraph id="H2F060B31244345F8A083B9BFA6260030"><enum>(2)</enum><text>recommendations

			 for the adoption of the digital maps by Congress;</text>

				</paragraph><paragraph id="H72D34C69B7F94F25B34DD546C3455485"><enum>(3)</enum><text>a

			 summary of the comments received from the Governors of the States, other

			 government officials, and the public regarding the digital maps;</text>

				</paragraph><paragraph id="HF39FCD2A8DB74252A8899F07DA3ECAC2"><enum>(4)</enum><text>a

			 summary and update of the protocols and findings of the report required under

			 section 6(d) of the Coastal Barrier Resources Reauthorization Act of 2000 (16

			 U.S.C. 3503 note; Public Law 106–514); and</text>

				</paragraph><paragraph id="H5B18026CCADE40438F5953C1F67DFFF2"><enum>(5)</enum><text>an analysis of any

			 benefits that the public would receive by using digital mapping technology for

			 all System units and otherwise protected areas.</text>

				</paragraph></subsection><subsection id="HCA79B03F61F74821A133300370E2F050"><enum>(d)</enum><header>Authorization of

			 Appropriations</header><text>There is authorized to be appropriated to the

			 Secretary to carry out this section $500,000 for each of fiscal years 2006

			 through 2007.</text>

			</subsection></section><section id="HF508BA4C796B41ABAE698DAFC497784B"><enum>4.</enum><header>Digital mapping

			 project for the remaining John H. Chafee Coastal Barrier Resources System units

			 and otherwise protected areas</header>

			<subsection id="HFFFA0D9F7F92485EABE26BD104F6142"><enum>(a)</enum><header>In

			 general</header><text>The Secretary shall carry out a project to create digital

			 versions of all of the John H. Chafee Coastal Barrier Resources System maps

			 referred to in section 4(a) of the Coastal Barrier Resources Act (16 U.S.C.

			 3503(a)), including maps of otherwise protected areas, that were not included

			 in the pilot project.</text>

			</subsection><subsection id="H09DFC921425141EB87593D305900196C"><enum>(b)</enum><header>Data</header>

				<paragraph id="H07D09A4293C447578E4C01B2647768F5"><enum>(1)</enum><header>Use of existing

			 data</header><text>To the maximum extent practicable, in carrying out the

			 project under this section, the Secretary shall use any digital spatial data in

			 the possession of Federal, State, and local agencies, including digital

			 orthophotos, color infrared photography, wetlands data, and property parcel

			 data.</text>

				</paragraph><paragraph id="H2598653C54274DF78752A7F7387B672F"><enum>(2)</enum><header>Provision of

			 data by other agencies</header><text>The head of a Federal agency that

			 possesses any data referred to in paragraph (1) shall, on request of the

			 Secretary, promptly provide the data to the Secretary at no cost.</text>

				</paragraph><paragraph id="HFAEC0B864B0E48DBBE3259E407EC12BD"><enum>(3)</enum><header>Provision of

			 data by non-Federal agencies</header><text>State and local agencies and any

			 other non-Federal entities that possess data referred to in paragraph (1) are

			 encouraged, on request of the Secretary, to promptly provide the data to the

			 Secretary at no cost.</text>

				</paragraph><paragraph id="H3289F18D28124B9F0059AAA628830088"><enum>(4)</enum><header>Additional

			 data</header><text>If the Secretary determines that any data necessary to carry

			 out the project under this section does not exist, the Director of the United

			 States Fish and Wildlife Service shall enter into an agreement with the

			 Director of the United States Geological Survey under which the United States

			 Geological Survey, in cooperation with the heads of other Federal agencies, as

			 appropriate, shall obtain and provide to the Director of the United States Fish

			 and Wildlife Service the data required to carry out this section.</text>

				</paragraph><paragraph id="H182C01C52F994CE4B17CB27D55AFC782"><enum>(5)</enum><header>Data

			 standards</header><text>All data used or created to carry out this section

			 shall comply with—</text>

					<subparagraph id="HCDCEA02838604C87B4D5C4DCBBB4A71F"><enum>(A)</enum><text>the National

			 Spatial Data Infrastructure established by Executive Order No. 12906 (59 Fed.

			 Reg. 17671); and</text>

					</subparagraph><subparagraph id="HA9F91C7DA13641B8921B751377CB724E"><enum>(B)</enum><text>any other

			 standards established by the Federal Geographic Data Committee established by

			 the Office of Management and Budget circular numbered A–16.</text>

					</subparagraph></paragraph></subsection><subsection id="H8327985A63DB424DB1EE9D79B49C001B"><enum>(c)</enum><header>Report</header>

				<paragraph id="H5DC3356876B94649B58CD4BC936C631"><enum>(1)</enum><header>In

			 general</header><text>Not later than 5 years after the submission of the report

			 under section 3(a), the Secretary shall submit to the Committee on Environment

			 and Public Works of the Senate and the Committee on Resources of the House of

			 Representatives a report regarding the digital maps created under this

			 section.</text>

				</paragraph><paragraph id="HEED4AE628A754147A1D835F500280814"><enum>(2)</enum><header>Consultation</header><text>The

			 Secretary shall prepare the report required under paragraph (1)—</text>

					<subparagraph id="id89D54A1F929E4A1C9C8D46B2B5331D7C"><enum>(A)</enum><text>in consultation

			 with the Governors of the States in which the System units and otherwise

			 protected areas are located; and</text>

					</subparagraph><subparagraph id="idB540C5D94987477B945631A7F9B3F055"><enum>(B)</enum><text>after—</text>

						<clause id="id3F81D3AD1F144B71A0534A9A4DD129D2"><enum>(i)</enum><text>providing an

			 opportunity for the submission of public comments; and</text>

						</clause><clause id="id226A9E7D0505424183C1446A2A9053A4"><enum>(ii)</enum><text>considering any

			 public comments submitted under clause (i).</text>

						</clause></subparagraph></paragraph><paragraph id="H0C26A771371948EDBA7905E91486947B"><enum>(3)</enum><header>Contents</header><text>The

			 report required under paragraph (1) shall contain—</text>

					<subparagraph id="H92088CEA601D4AEF9CCD356E5BC856C5"><enum>(A)</enum><text>a description of

			 the extent to which the boundary lines on the digital maps differ from the

			 boundary lines on the original maps;</text>

					</subparagraph><subparagraph id="H5301680DFE04479DA000B6A800164D2E"><enum>(B)</enum><text>a summary of the

			 comments received from Governors, other government officials, and the public

			 regarding the digital maps created under this section;</text>

					</subparagraph><subparagraph id="H3862E0A4669B48688538F0F85FBE9F01"><enum>(C)</enum><text>recommendations

			 for the adoption of the digital maps created under this section by

			 Congress;</text>

					</subparagraph><subparagraph id="HC38B88487ED045D6A98606F918B9D19"><enum>(D)</enum><text>recommendations for

			 expansion of the John H. Chafee Coastal Barrier Resources System and otherwise

			 protected areas, as in existence on the date of enactment of this Act;</text>

					</subparagraph><subparagraph id="HB0889D9911304C2FBB4BF7F0FB030016"><enum>(E)</enum><text>a summary and

			 update on the implementation and use of the digital maps created under the

			 pilot project; and</text>

					</subparagraph><subparagraph id="H4971947C58A94A4FA95EA8F65C26C15F"><enum>(F)</enum><text>a description of

			 the feasibility of, and the amount of funding necessary for—</text>

						<clause id="id71B8858CC171487CAFB0063DD056DE00"><enum>(i)</enum><text>making all of the

			 System unit and otherwise protected area maps available to the public in

			 digital format; and</text>

						</clause><clause id="H5592DF38CDE94CF7B10083A22D9669E1"><enum>(ii)</enum><text>facilitating the

			 integration of digital System unit and otherwise protected area boundaries into

			 Federal, State, and local planning tools.</text>

						</clause></subparagraph></paragraph></subsection><subsection id="idB9AC82BD5BC846BAB6E55ADA49F339E3"><enum>(d)</enum><header>Authorization

			 of Appropriations</header><text>There is authorized to be appropriated to the

			 Secretary to carry out this section $1,000,000 for each of fiscal years 2006

			 through 2010.</text>

			</subsection></section><section id="H9A7969B88DFA47AFB3A8FA62D08828F7"><enum>5.</enum><header>Authorization of

			 appropriations</header><text display-inline="no-display-inline">Section 10 of

			 the Coastal Barrier Resources Act (16 U.S.C. 3510) is amended by striking

			 <quote>2001, 2002, 2003, 2004, and 2005</quote> and inserting <quote>each of

			 fiscal years 2006 through 2010</quote>.</text>
