<enum>VI</enum><header>Under Secretary for policy</header> <section id="id94E6EA86E9274E918E409FA713C8D9B4"><enum>601.</enum><header>Under secretary for policy</header> <subsection id="IDC356295585834BA09881AE2A35502AFC"><enum>(a)</enum><header>In general</header><text>There shall be in the Department an Under Secretary for Policy, who shall be appointed by the President, by and with the advice and consent of the Senate.</text> </subsection><subsection id="IDABDDCE7C55494E9C95AEC86B7E1330B5"><enum>(b)</enum><header>Responsibilities</header><text>Subject to the direction, authority, and control of the Secretary, the responsibilities of the Under Secretary for Policy shall be as follows:</text> <paragraph id="id4BF4AE991B8548CD845561B7FE277A23"><enum>(1)</enum><header>Policy</header> <subparagraph id="id4696B82D2C774776AC541B99459F7D4E"><enum>(A)</enum><text>To serve as the principal policy advisor to the Secretary.</text> </subparagraph><subparagraph id="idD50631C14DC649F68C9195392A991805"><enum>(B)</enum><text>To provide overall direction and supervision for policy development to programs, offices, and activities of the Department.</text> </subparagraph><subparagraph id="id2CCB86BACB4A48209D88D6D741F4BF8F"><enum>(C)</enum><text>To establish and direct a formal policymaking process for the Department.</text> </subparagraph><subparagraph id="idFAC9711EEAF6485398723B3A09D1ED0D"><enum>(D)</enum><text>To analyze, evaluate, and review completed, ongoing, and proposed programs, to ensure they are compatible with the Secretary's priorities, strategic plans, and policies.</text> </subparagraph></paragraph><paragraph id="id98B9D24C9D1844289A881AC56EE4D2ED"><enum>(2)</enum><header>Strategic planning</header> <subparagraph id="id6184BFBD2E924DCF97B05B80B267077A"><enum>(A)</enum><text>To conduct long-range, strategic planning for the Department.</text> </subparagraph><subparagraph id="id662279BE492D43E8836F59EA8CE9517A"><enum>(B)</enum><text>To prepare national and Department strategies, as appropriate.</text> </subparagraph><subparagraph id="idC239E2CE723048168CF7D7CD3AFB895D"><enum>(C)</enum><text>To conduct net assessments of issues facing the Department.</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id753070D66E7040DF96D3F0E53FC30302"><enum>(D)</enum><text>To conduct reviews of the Department to ensure the implementation of this paragraph.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA45CCC331C2C463481904E16FD92C759"><enum>(3)</enum><header>International responsibilities</header> <subparagraph id="IDC2863544D9384551A2BB4CDDB8BF0DF2"><enum>(A)</enum><text>To promote informational and educational exchange with nations friendly to the United States in order to promote sharing of best practices and technologies relating to homeland security, including—</text> <clause id="IDAF882638FBA7491B96FC6B5B217379A9"><enum>(i)</enum><text>the exchange of information on research and development on homeland security technologies;</text> </clause><clause id="ID3EB011BFE49845289A5E49B5B67096F5"><enum>(ii)</enum><text>joint training exercises of first responders; and</text> </clause><clause id="IDDAC1CE698E70408D8AF0226B142A0766"><enum>(iii)</enum><text>exchanging expertise and information on terrorism prevention, response, and crisis management.</text> </clause></subparagraph><subparagraph id="ID119E3ECF23D74706BB3C5DD5D2C4588B"><enum>(B)</enum><text>To identify areas for homeland security informational and training exchange where the United States has a demonstrated weakness and another friendly nation or nations have a demonstrated expertise.</text> </subparagraph><subparagraph id="IDC2A37138D3684A0FBEBDFEBD0DE26B21"><enum>(C)</enum><text>To plan and undertake international conferences, exchange programs (including the exchange of scientists, engineers, and other experts), and other training activities.</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDD58C2B3AFF88410F91067AB8C98DF002"><enum>(D)</enum><text>To manage international activities within the Department in coordination with other Federal officials with responsibility for counterterrorism matters.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0008ABDABBCF4145AE333242A380C7D3"><enum>(4)</enum><header>Private sector</header> <subparagraph commented="no" display-inline="no-display-inline" id="idA92B988FB53342AF8119809E26EF5B73"><enum>(A)</enum><text>To create and foster strategic communications with the private sector to enhance the primary mission of the Department to protect the American homeland.</text> </subparagraph><subparagraph id="ID19B7279E7ADC468BAF5F61502274A1BF"><enum>(B)</enum><text>To advise the Secretary on the impact of the policies, regulations, processes, and actions of the Department on the private sector.</text> </subparagraph><subparagraph id="ID0AEF0891E5E34E72AF00D2D997F37946"><enum>(C)</enum><text>To interface with other relevant Federal agencies with homeland security missions to assess the impact of the actions of such agencies on the private sector.</text> </subparagraph><subparagraph id="ID22158275591A42DAABCAD54EB960EC0B"><enum>(D)</enum><text>To create and manage private sector advisory councils composed of representatives of industries and associations designated by the Secretary—</text> <clause id="ID37C404CB5F864D65A2A8EB0B979078B9"><enum>(i)</enum><text>to advise the Secretary on private sector products, applications, and solutions as they relate to homeland security challenges; and</text> </clause><clause id="IDE93DB1E292C943CCB918EADEEB52DC17"><enum>(ii)</enum><text>to advise the Secretary on homeland security policies, regulations, processes, and actions that affect the participating industries and associations.</text> </clause></subparagraph><subparagraph id="IDD862B71C2D9B4F34B05845C2B800D6F9"><enum>(E)</enum><text>To work with Federal laboratories, federally funded research and development centers, other federally funded organizations, academia, and the private sector to develop innovative approaches to address homeland security challenges to produce and deploy the best available technologies for homeland security missions.</text> </subparagraph><subparagraph id="ID467E6C079F4B4793A966B95830784365"><enum>(F)</enum><text>To promote existing public-private partnerships and develop new public-private partnerships to provide for collaboration and mutual support to address homeland security challenges.</text> </subparagraph><subparagraph id="ID068BE968564F43C69A0D63177D8EF6AE"><enum>(G)</enum><text>To assist in the development and promotion of private sector best practices to secure critical infrastructure.</text> </subparagraph><subparagraph id="ID47AF4B8EE6B04283B3BC065A399B1AC3"><enum>(H)</enum><text>To coordinate industry efforts, with respect to functions of the Department, to identify private sector resources and capabilities that could be effective in supplementing Federal, State, and local government agency efforts to prevent or respond to a terrorist attack.</text> </subparagraph><subparagraph id="IDAF67CDD8C8C14CE8835E916A7AAECB41"><enum>(I)</enum><text>To coordinate among Department operating entities and with the Assistant Secretary for Trade Development of the Department of Commerce on issues related to the travel and tourism industries.</text> </subparagraph></paragraph></subsection></section>

Short title

This Act may be cited as the

Homeland Security Policy Act of 2005

In general

The Homeland Security Act of 2002 (6 U.S.C. 101 et seq.) is amended— (1)by redesignating title VI and section 601 as title XVIII and section 1801, respectively, and transferring that title to the end of the Homeland Security Act of 2002; and (2)by inserting after title V, the following:

The Homeland Security Act of 2002 (6 U.S.C. 101 et seq.) is amended— (1)in section 103— (A)by redesignating paragraphs (6) through (10) as paragraphs (7) through (11), respectively; and (B)by inserting after paragraph (5) the following:

(2)by striking section 879; (3)by redesignating sections 880 through 890 as sections 879 through 889, respectively; and (4)in the table of contents— (A)by redesignating the items relating to title VI and section 601 as relating to title XVIII and section 1801, respectively, and transferring the items relating to that title and section to the end of the table of contents; (B)by inserting before the item relating to title VII the following:
