		<official-title>To establish a first responder interoperable

		  communications grant program.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short

			 title</header><text display-inline="no-display-inline">This Act may be cited as

			 the <quote><short-title>First Responders Interoperable

			 Communications Act of 2005</short-title></quote>.</text>

		</section><section id="ID63998A89E11E4C0E8C037AD0A45D14DA"><enum>2.</enum><header>Communication

			 system grants</header>

			<subsection id="ID72C0527E505A45149310931AB4FDBB29"><enum>(a)</enum><header>In

			 general</header><text>The Secretary of Homeland Security is authorized to make

			 grants, on a competitive basis, to States, local governments, local law

			 enforcement agencies, and local fire departments to assist in—</text>

				<paragraph id="ID66E0026E23B94AE18DF62BDEB1B08193"><enum>(1)</enum><text>improving

			 communication systems to allow for real-time, interoperable communication

			 between State and local first responders; or</text>

				</paragraph><paragraph id="IDD6FE275E96B04AE2930864F9CC7344A4"><enum>(2)</enum><text>the purchase of

			 communication systems that allow for real-time, interoperable communication

			 between such State and local first responders.</text>

				</paragraph></subsection><subsection id="ID47334A777ACB4797A44EE4D9A11FF179"><enum>(b)</enum><header>Application</header><text>Any

			 State, local government, local law enforcement agency, or local fire department

			 that desires to receive a grant under subsection (a) shall submit an

			 application to the Secretary, in such form and containing such information as

			 prescribed by the Secretary.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDEAA5D25E32A3442BB86B415C9396DD4F"><enum>(c)</enum><header>Authorization

			 of appropriations</header><text>There are authorized to be appropriated such

			 sums as are necessary in each of fiscal years 2006 through 2010, to carry out

			 this section.</text>
