		<official-title>To require the Federal Trade Commission to conduct an

		  inquiry into the retail prices of natural gas and gasoline. </official-title>

		<section commented="no" display-inline="no-display-inline" id="idCF424754BAAB4CC098251B3230082709" section-type="section-one"><enum>1.</enum><header>Inquiry on gasoline

			 prices</header>

			<subsection commented="no" display-inline="no-display-inline" id="idF719C5A32D5543C09E7CA86D3C1782A4"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Not later than 14

			 days after the date of the enactment of this Act, the Federal Trade Commission

			 shall initiate an inquiry into the retail prices of natural gas and gasoline to

			 determine if the prices of natural gas and gasoline (both before and after

			 Hurricane Katrina), including the price of gasoline containing ethanol, is

			 being artificially manipulated by reducing refinery capacity, by speculation in

			 oil market, or by any other form of manipulation.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID3a400703e96940c0a755b9545bab0378"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 14 days after the initiation

			 of the inquiry required under subsection (a), the Federal Trade Commission

			 shall report to Congress the results of the inquiry.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID0b70b453a71d42958c61b5da898a13ad"><enum>(c)</enum><header>Public

			 meeting</header><text display-inline="yes-display-inline">Not later than 14

			 days after issuing the report required under subsection (b), the Federal Trade

			 Commission shall hold a public hearing for the purpose of presenting the

			 results of the inquiry.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID92bc19c0a4ad46c682f59351bba1b04c"><enum>(d)</enum><header>Action on price

			 increase</header>

				<paragraph commented="no" display-inline="no-display-inline" id="IDadca86ef8c3a44618cfca5d0e805044e"><enum>(1)</enum><header>Finding of

			 market manipulation</header><text display-inline="yes-display-inline">If the

			 Federal Trade Commission determines that the increase in natural gas and

			 gasoline prices, including the price of gasoline containing ethanol, is a

			 result of market manipulation, the Federal Trade Commission shall, in

			 cooperation with the attorney general of any affected State, take appropriate

			 action.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9c87088f347041c498197203b2a60f26"><enum>(2)</enum><header>No finding of

			 market manipulation</header><text display-inline="yes-display-inline">If the

			 Federal Trade Commission determines that the increase in natural gas and

			 gasoline prices, including the price of gasoline containing ethanol, is not the

			 result of market manipulation, the Federal Trade Commission shall notify the

			 Secretary of Energy. The Secretary shall, not later than 14 days after

			 receiving such notification, decide if expanded use of the Strategic Petroleum

			 Reserve should be implemented to assure adequate supplies of gasoline.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDea86a30b23b043a39c91951413015d73"><enum>(e)</enum><header>Termination</header><text display-inline="yes-display-inline">This section shall cease to apply

			 on—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="idE7B32AF136F7412588A8504FA74189EC"><enum>(1)</enum><text display-inline="yes-display-inline">the date the Federal Trade Commission makes

			 its determination described in subsection (d); or</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97B053DDACF340BD992CDADAA06D9EEF"><enum>(2)</enum><text display-inline="yes-display-inline">if applicable, the date of the decision of

			 the Secretary of Energy under paragraph (2) of such subsection.</text>
