		<official-title>To provide favorable treatment for certain projects in

		  response to Hurricane Katrina, with respect to revolving loans under the

		  Federal Water Pollution Control Act, and for other purposes.</official-title>

		<section id="id0EAFD01BA09549A988D2E00FE7929C7F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Gulf Coast Emergency Water

			 Infrastructure Assistance Act</short-title></quote>.</text>

		</section><section id="id387043E886E34D5CAE8F192A84CD6DD0" section-type="subsequent-section"><enum>2.</enum><header>Treatment of certain

			 loans</header>

			<subsection id="idFB195A5AA70644D99D6C1F776197D295"><enum>(a)</enum><header>Definition of

			 eligible project</header><text>In this section, the term <term>eligible

			 project</term> means a project—</text>

				<paragraph id="id6692320FF3C64741858C46E647C8FCF6"><enum>(1)</enum><text>to repair or

			 rebuild a publicly-owned treatment works (as defined in section 212 of the

			 Federal Water Pollution Control Act (33 U.S.C. 1292)) in an area affected by

			 Hurricane Katrina or a related condition; or</text>

				</paragraph><paragraph id="id95EE1D53EBFF4898B734953AB55AA949"><enum>(2)</enum><text>that is a water

			 quality project directly related to relief efforts in response to Hurricane

			 Katrina or a related condition, as determined by the State in which the project

			 is located.</text>

				</paragraph></subsection><subsection id="idEB1A7CFC53AF46B8B95E99CD9409F472"><enum>(b)</enum><header>Additional

			 subsidization</header><text display-inline="yes-display-inline">For the 2-year

			 period beginning on the date of enactment of this Act, a State may provide

			 additional subsidization to an eligible project that receives funds through a

			 revolving loan under section 603 of the Federal Water Pollution Control Act (33

			 U.S.C. 1383), including—</text>

				<paragraph id="id6A3936CA7CDD4A83B04D7CA2A50010E2"><enum>(1)</enum><text>forgiveness of

			 the principal of the revolving loan; or</text>

				</paragraph><paragraph id="idE4CE76B45B3144488F94E6334DA99E02"><enum>(2)</enum><text>a zero-percent

			 interest rate on the revolving loan.</text>

				</paragraph></subsection><subsection id="idB34D50DE063642948DB0690B396315C0"><enum>(c)</enum><header>Extended

			 terms</header><text>For the 2-year period beginning on the date of enactment of

			 this Act, a State may extend the term of a revolving loan under section 603 of

			 that Act (33 U.S.C. 1383) for an eligible project described in subsection (b),

			 if the extended term—</text>

				<paragraph id="idF81E68FF87D14FFBB2F6CAC813B0B931"><enum>(1)</enum><text>terminates not

			 later than the date that is 30 years after the date of completion of the

			 project that is the subject of the loan; and</text>

				</paragraph><paragraph id="idAE3EAC688AE64737AA7BEEF105CBFF83"><enum>(2)</enum><text>does not exceed

			 the expected design life of the project.</text>

				</paragraph></subsection></section><section id="id648C052566E4446E8A456FE0308E1C32"><enum>3.</enum><header>Intended use

			 plans</header>

			<subsection id="id6BF3749A848549C9B64C39339F65830E"><enum>(a)</enum><header>Definition of

			 State</header><text>In this section, the term <term>State</term> means—</text>

				<paragraph id="idB9ABD6EA16AA43D8B2E101494D6F294F"><enum>(1)</enum><text>the State of

			 Alabama;</text>

				</paragraph><paragraph id="idBF96C9C0A0AB4B72997EC7541F77B5D1"><enum>(2)</enum><text>the State of

			 Louisiana; and</text>

				</paragraph><paragraph id="id4CE61EF25DB84300BD0A55368BE85819"><enum>(3)</enum><text>the State of

			 Mississippi.</text>

				</paragraph></subsection><subsection id="id35D244E9F2D843ED981AF043810CF409"><enum>(b)</enum><header>Projects by

			 States</header><text>For the 2-year period beginning on the date of enactment

			 of this Act, a State may provide assistance to a public water system that is

			 not included on the intended use plan of the State under section 1452(b) of the

			 Safe Drinking Water Act (42 U.S.C. 300j–12(b)), if the project—</text>

				<paragraph id="id877A313671144EE98AB6B3B953057EF4"><enum>(1)</enum><text>involves damage

			 caused by Hurricane Katrina or a related condition; and</text>

				</paragraph><paragraph id="id744E851D952547EEB510A4AD2760A926"><enum>(2)</enum><text>is in accordance

			 with section 1452(b)(3)(A) of that Act (42 U.S.C. 300j–12(b)(3)(A)).</text>

				</paragraph></subsection></section><section id="id2065A1DCBC3C4298BD8DF7FB12895A5D"><enum>4.</enum><header>Testing of

			 privately-owned drinking water wells</header><text display-inline="no-display-inline">On receipt of a request from a homeowner,

			 the Administrator of the Environmental Protection Agency may conduct a test of

			 a drinking water well owned or operated by the homeowner that is, or may be,

			 contaminated as a result of Hurricane Katrina or a related condition.</text>
