		  Competitiveness Act of 2004 to increase the authorization of appropriations for

		  grants to support the competitiveness of specialty crops, to amend the

		  Agricultural Risk Protection Act of 2000 to improve the program of value-added

		  agricultural product market development grants by routing funds through State

		  departments of agriculture, to amend the Federal Crop Insurance Act to require

		  a nationwide expansion of the adjusted gross revenue insurance program, and for

		  other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Specialty Crop and Value-Added

			 Agriculture Promotion Act</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="HAA2094EA52ED4C99A9417F5300D9DC26" section-type="subsequent-section"><enum>2.</enum><header>Definition of

			 specialty crop</header><text display-inline="no-display-inline">Section 3(1) of

			 the Specialty Crops Competitiveness Act of 2004 (Public Law 108–465; 7 U.S.C.

			 1621 note) is amended—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="H54635C135FDA417DB53574A085E6F28"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>fish and shellfish

			 whether farm-raised or harvested in the wild,</quote> after <quote>dried

			 fruits,</quote>; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3A08D0789CBF4A39942D56C0003FEC19"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:

			 <quote>The term includes specialty crops that are organically produced (as

			 defined in section 2103 of the Organic Foods Production Act of 1990 (7 U.S.C.

			 6502).</quote>.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H5FA0EB4733D14AB496CB47AF9D7B0016" section-type="subsequent-section"><enum>3.</enum><header>Permanent

			 authorization of appropriations for State specialty crop block

			 grants</header><text display-inline="no-display-inline">Section 101 of the

			 Specialty Crops Competitiveness Act of 2004 (Public Law 108–465; 7 U.S.C. 1621

			 note) is amended by striking subsection (i) and inserting the following:</text>

			<quoted-block display-inline="no-display-inline" id="HDAC3465509244C12A84C348BD42C19D" style="OLC">

				<subsection commented="no" display-inline="no-display-inline" id="H812DB13172BB467A9F12BDE52C3EB335"><enum>(i)</enum><header>Authorization of

				appropriations</header><text display-inline="yes-display-inline">For fiscal

				year 2006 and every fiscal year thereafter, there is authorized to be

				appropriated to the Secretary of Agriculture $500,000,000 to make grants under

				this

				section.</text>

				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>

		</section><section commented="no" display-inline="no-display-inline" id="H0516D2057A62423BB0208F8F68B51B09" section-type="subsequent-section"><enum>4.</enum><header>Block grants to States

			 for value-added agricultural product market development</header>

			<subsection commented="no" display-inline="no-display-inline" id="HC2C995F2EB16400BAA858B44A68BAF65"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Section 231 of the

			 Agricultural Risk Protection Act of 2000 (Public Law 106–224; 7 U.S.C. 1621

			 note) is amended by striking subsection (b) and inserting the following:</text>

				<quoted-block display-inline="no-display-inline" id="HD66EF32283C24F8E926EE8ECF19185A3" style="OLC">

					<subsection commented="no" display-inline="no-display-inline" id="HDCE1634150024334BFF857E3FC709E9F"><enum>(b)</enum><header>Grant

				program</header>

						<paragraph commented="no" display-inline="no-display-inline" id="id174F589EEB1D4366936FD77A35C5F65F"><enum>(1)</enum><header>State

				defined</header><text display-inline="yes-display-inline">In this subsection,

				the term <term>State</term> means each of the 50 States, the District of

				Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands,

				Guam, American Samoa, and the Commonwealth of the Northern Mariana

				Islands.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H753346D0D0B64168A323FEF08FB4062"><enum>(2)</enum><header>Block grants to

				States</header>

							<subparagraph commented="no" display-inline="no-display-inline" id="H489B0100884B42BFB5F390F700B14D39"><enum>(A)</enum><header>Amount of grant

				to state</header><text display-inline="yes-display-inline">From the amount made

				available under paragraph (7) for a fiscal year, the Secretary shall provide to

				each State, subject to subparagraph (B), a grant in an amount equal to the

				product obtained by multiplying the amount made available for that fiscal year

				by the result obtained by dividing—</text>

								<clause commented="no" display-inline="no-display-inline" id="H8010E3D7B6F2466CB4A0D239846774CB"><enum>(i)</enum><text display-inline="yes-display-inline">the total value of the agricultural

				commodities and products made in the State during the preceding fiscal year;

				by</text>

								</clause><clause commented="no" display-inline="no-display-inline" id="H0B634A19DBBB417CADFA42FAF593B7A4"><enum>(ii)</enum><text display-inline="yes-display-inline">the total value of the agricultural

				commodities and products made in all of the States during the preceding fiscal

				year.</text>

								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H943C21FC8DA54540B2974177D571009D"><enum>(B)</enum><header>Limitation</header><text display-inline="yes-display-inline">The total grant provided to a State for a

				fiscal year under subparagraph (A) shall not exceed $3,000,000.</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H86A73D5D1FC3490A8665DEF6D0FF3F74"><enum>(3)</enum><header>Use of grant

				funds by states</header><text display-inline="yes-display-inline">A State shall

				use the grant funds to award competitive grants—</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="H3CC37CE4D4DC43008C09E4E6F5CE4B9"><enum>(A)</enum><text display-inline="yes-display-inline">to an eligible independent producer (as

				determined by the State) of a value-added agricultural product to assist the

				producer—</text>

								<clause commented="no" display-inline="no-display-inline" id="H5F5AAF71FD6E4E889CF637E7DE48ACAB"><enum>(i)</enum><text display-inline="yes-display-inline">in developing a business plan for viable

				marketing opportunities for the value-added agricultural product; or</text>

								</clause><clause commented="no" display-inline="no-display-inline" id="H79864E66A72B4297BA79001600B77902"><enum>(ii)</enum><text display-inline="yes-display-inline">in developing strategies that are intended

				to create marketing opportunities for the producer; and</text>

								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCFB29BE4F8AC4E2EBAE92F4DA8CB6DB9"><enum>(B)</enum><text display-inline="yes-display-inline">to an eligible agricultural producer group,

				farmer or rancher cooperative, or majority-controlled producer-based business

				venture (as determined by the State) to assist the entity—</text>

								<clause commented="no" display-inline="no-display-inline" id="HF56C24A563384916B426E1546744197C"><enum>(i)</enum><text display-inline="yes-display-inline">in developing a business plan for viable

				marketing opportunities in emerging markets for a value-added agricultural

				product; or</text>

								</clause><clause commented="no" display-inline="no-display-inline" id="H4728D45D8A7C4651B39813489CC0C19C"><enum>(ii)</enum><text display-inline="yes-display-inline">in developing strategies that are intended

				to create marketing opportunities in emerging markets for the value-added

				agricultural product.</text>

								</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H02E5C68A466E483D97767D65A233D326"><enum>(4)</enum><header>Amount of

				competitive grant</header>

							<subparagraph commented="no" display-inline="no-display-inline" id="H36DC6DCF62A84B5A90250622C9EB9A8"><enum>(A)</enum><header>In

				general</header><text display-inline="yes-display-inline">The total amount

				provided under paragraph (3) to a grant recipient shall not exceed

				$500,000.</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7E528CCBE3AC44A8BFE030007E3F59E"><enum>(B)</enum><header>Majority-controlled

				producer-based business ventures</header><text display-inline="yes-display-inline">The amount of grants provided by a State to

				majority-controlled producer-based business ventures under paragraph (3)(B) for

				a fiscal year may not exceed 10 percent of the amount of funds that are used by

				the State to make grants for the fiscal year under paragraph (3).</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H93A13884660F49D8BBE0BC905729D9DA"><enum>(5)</enum><header>Grantee

				strategies</header><text display-inline="yes-display-inline">A recipient of a

				grant under paragraph (3) shall use the grant funds—</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="HB995CC6B9BA045D09167C241469EE546"><enum>(A)</enum><text display-inline="yes-display-inline">to develop a business plan or perform a

				feasibility study to establish a viable marketing opportunity for a value-added

				agricultural product; or</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H674C4B1D175D4807A58D1F017F58FB81"><enum>(B)</enum><text display-inline="yes-display-inline">to provide capital to establish alliances

				or business ventures that allow the producer of the value-added agricultural

				product to better compete in domestic or international markets.</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD327676DE3BA4295BB8239F309ADF4F6"><enum>(6)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than 90 days after the end of a

				fiscal year for which funds are provided to a State under paragraph (2), the

				State shall submit to the Committee on Agriculture of the House of

				Representatives and the Committee on Agriculture, Nutrition, and Forestry of

				the Senate a report describing how the funds were used.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6710D23F485D49CDA3E71B743500458E"><enum>(7)</enum><header>Funding</header><text display-inline="yes-display-inline">On October 1 of each fiscal year, of the

				funds of the Commodity Credit Corporation, the Secretary shall make available

				to carry out this subsection $100,000,000, to remain available until

				expended.</text>

						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HB8F536AF7B6A4620B48BFD6103BE6CA"><enum>(b)</enum><header>Effective

			 date</header><text display-inline="yes-display-inline">The amendment made by

			 subsection (a) shall take effect on October 1, 2005.</text>

			</subsection></section><section commented="no" display-inline="no-display-inline" id="HD65FD42B06A84BB38EC3CBDCC6AE6DAB" section-type="subsequent-section"><enum>5.</enum><header>Reimbursement of

			 certification costs</header>

			<subsection commented="no" display-inline="no-display-inline" id="H36E9154E7200423EAB891700FFB39751"><enum>(a)</enum><header>Incentive

			 program</header>

				<paragraph commented="no" display-inline="no-display-inline" id="id7B9B5D42FD8F43B08F2E99E605B807A1"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The Secretary of

			 Agriculture shall establish an incentive program to encourage the independent

			 third-party certification of agricultural producers and processors for product

			 qualities, production practices, or other product or process attributes that

			 increase marketability or value of an agricultural commodity.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD342B014DF084E149949BE3515742664"><enum>(2)</enum><header>Inclusions</header><text display-inline="yes-display-inline">The Secretary shall include independent

			 third-party certification systems, including programs such as Good Agricultural

			 Practices, Good Handling Practices, and Good Manufacturing Practices programs,

			 that the Secretary finds will provide 1 or more measurable social,

			 environmental, or marketing advantages.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H0330A6B551484C7A9F6274757FB4EA7B"><enum>(b)</enum><header>Standards</header><text display-inline="yes-display-inline">The Secretary shall set standards regarding

			 the types of certifications, and the types of certification-related expenses,

			 that will qualify for reimbursement under the program.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H728D294F7A4E4F3FAA49B6A57DF5003F"><enum>(c)</enum><header>Limitation on

			 amount of reimbursement</header><text display-inline="yes-display-inline">An

			 agricultural producer or processor may not receive reimbursement for more than

			 50 percent of the qualified expenses incurred by the producer or processor

			 related to accepted certifications.</text>

			</subsection></section><section commented="no" display-inline="no-display-inline" id="HE32F643AA30644C4B4FE6067BD28FB61" section-type="subsequent-section"><enum>6.</enum><header>Nationwide expansion

			 of risk management agency adjusted gross revenue insurance program</header>

			<subsection commented="no" display-inline="no-display-inline" id="H02683B33509A413B816DF9FC4F742BF8"><enum>(a)</enum><header>Expansion</header><text display-inline="yes-display-inline">Section 523(e) of the Federal Crop

			 Insurance Act (7 U.S.C. 1523(e)) is amended by adding at the end the

			 following:</text>

				<quoted-block display-inline="no-display-inline" id="H2B5E43318D4E4B50BBD7C053BA21E966" style="OLC">

					<paragraph commented="no" display-inline="no-display-inline" id="H72F32B5E17B84221BFEA49A3AA4085DD"><enum>(3)</enum><header>Permanent

				nationwide operation</header>

						<subparagraph commented="no" display-inline="no-display-inline" id="idCEA6B12D293F45B2ADD7CA58CC9D530F"><enum>(A)</enum><header>In

				general</header><text display-inline="yes-display-inline">Effective beginning

				with the 2006 reinsurance year, the Corporation shall carry out the adjusted

				gross revenue insurance pilot program as a permanent program under this title

				and may expand the program to cover any county in which crops are

				produced.</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAF951F4F633144B6B89E7295E3AEB264"><enum>(B)</enum><header>Temporary

				premium subsidies</header><text display-inline="yes-display-inline">To

				facilitate the expansion of the program nationwide, the Corporation may grant

				temporary premium subsidies for the purchase of a policy under the program to

				producers whose farm operations are located in a county that has a high level

				of specialty crop production and has not had a high-level of participation in

				the purchase of crop insurance

				coverage.</text>

						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HFAB88EF185A54531A644F800618D00C4"><enum>(b)</enum><header>Comptroller

			 General study</header><text display-inline="yes-display-inline">The Comptroller

			 General shall conduct a study of the Federal crop insurance program—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="idDDC09A29A75247E2B0E35B4CF9E8ABB4"><enum>(1)</enum><text display-inline="yes-display-inline">to determine how well the program under

			 section 523(e)(3) of the Federal Crop Insurance Act (as added by subsection

			 (a)) serves specialty crop producers; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1C62D33F7EF242BFB5D597630BFA50CB"><enum>(2)</enum><text display-inline="yes-display-inline">to recommend such changes as the

			 Comptroller General considers appropriate to improve the program for specialty

			 crop producers.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HB1C238E6CBDB454000F83C08EFF9D5FB" section-type="subsequent-section"><enum>7.</enum><header>Expansion of fruit and

			 vegetable program in school lunch programs</header><text display-inline="no-display-inline">The Richard B. Russell

			 <act-name parsable-cite="NSLA">National School Lunch Act </act-name>is

			 amended—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="HCB4379CD51ED4197A3F5FC66A100EF9"><enum>(1)</enum><text display-inline="yes-display-inline">in section 18 (42 U.S.C. 1769), by striking

			 subsection (g); and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA3C667E09CD046F38FA104384F38C542"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 18 the

			 following:</text>

				<quoted-block display-inline="no-display-inline" id="H16C85FAF36414239BB00E1145009B166" style="OLC">

					<section commented="no" display-inline="no-display-inline" id="H79C7959F41F34ACB926F6F9107103B99" section-type="subsequent-section"><enum>19.</enum><header>Fruit and vegetable

				program</header>

						<subsection commented="no" display-inline="no-display-inline" id="H47F1C1B2B23F485E8E18009E35006F03"><enum>(a)</enum><header>In

				general</header><text display-inline="yes-display-inline">The Secretary shall

				make available in not more than 100 schools in each State, and in elementary

				and secondary schools on 1 Indian reservation, free fresh and dried fruits and

				vegetables and frozen berries to be served to school children throughout the

				school day in 1 or more areas designated by the school.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="H572458CC0F9B4398BE9CD1B81B929000"><enum>(b)</enum><header>Priority in

				allocation</header><text display-inline="yes-display-inline">In selecting

				States to participate in the program, the Secretary shall give priority to

				States that produce large quantities of specialty crops.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="HD08C94252BE3451B900882FD4956B603"><enum>(c)</enum><header>Publicity</header><text display-inline="yes-display-inline">A school participating in the program

				authorized by this section shall publicize in the school the availability of

				free fruits and vegetables under the program.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="H19C2E69420F1469099844ECE53ACB6D"><enum>(d)</enum><header>Authorization of

				appropriations</header><text display-inline="yes-display-inline">There is

				authorized to be appropriated to carry out this section $20,000,000 for each of

				fiscal years 2006 and

				2007.</text>

						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H199A325B15D74012A545C3F5F33F8168" section-type="subsequent-section"><enum>8.</enum><header>Increase in limit on

			 direct operating loans; indexation to inflation</header><text display-inline="no-display-inline">Section 313 of the Consolidated Farm and

			 Rural Development Act (7 U.S.C. 1943) is amended—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="HFD497556621F40E1A2941C77DE58805E"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1), by striking

			 <quote>$200,000</quote> and inserting <quote>$500,000 (increased, beginning

			 with fiscal year 2007, by the inflation percentage applicable to the fiscal

			 year in which the loan is made)</quote>; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE47B0B2AD2A74339A38517B1D4D40096"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking paragraph

			 (2) and inserting the following:</text>

				guaranteed by the Secretary, August 31, 2005; or</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3F70C6AEFCC84E9AA149DEF5E7332064"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a loan guaranteed by the

				Secretary, August 31,

				1996.</text>

						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="HBA661FC96EE349B988BC3789E6AA5000" section-type="subsequent-section"><enum>9.</enum><header>Trade of specialty

			 crops</header>

			<subsection commented="no" display-inline="no-display-inline" id="H8790610EA2024EB3A4B06C698804ECDA"><enum>(a)</enum><header>Assistant USTR

			 for specialty crops</header><text display-inline="yes-display-inline">Section

			 141(c) of the Trade Act of 1974 (19 U.S.C. 2171(c)) is amended by adding at the

			 end the following:</text>

				<quoted-block display-inline="no-display-inline" id="HBE3CF2D053044DCEA6B766AC73DF7B6F" style="OLC">

					<paragraph commented="no" display-inline="no-display-inline" id="H53F0223409F44B88A628F96839BC53B1"><enum>(6)</enum><header>Assistant USTR

				for Specialty Crops</header>

						<subparagraph commented="no" display-inline="no-display-inline" id="id7BB1F17C49EA409EBF5F13D5953C7931"><enum>(A)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the Office the

				position of Assistant United States Trade Representative for Specialty

				Crops.</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id159D6C0CE3DF4BB1803952427BF1FAE3"><enum>(B)</enum><header>Appointment</header><text display-inline="yes-display-inline">The Assistant United States Trade

				Representative for Specialty Crops shall be appointed by the United States

				Trade Representative.</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA36E0E8161AE47F99BB79BB78C42CD40"><enum>(C)</enum><header>Primary

				function</header><text display-inline="yes-display-inline">The primary function

				of the Assistant United States Trade Representative for Specialty Crops shall

				be—</text>

							<clause commented="no" display-inline="no-display-inline" id="idFADE9950D9A64E74AA464EE5D8A8D1E7"><enum>(i)</enum><text display-inline="yes-display-inline">to promote the trade interests of specialty

				crop businesses;</text>

							</clause><clause commented="no" display-inline="no-display-inline" id="id233AA9587D194A67B73C8C8FD1DA79D1"><enum>(ii)</enum><text display-inline="yes-display-inline">to remove foreign trade barriers that

				impede specialty crop businesses; and</text>

							</clause><clause commented="no" display-inline="no-display-inline" id="id14D5860BD5604D00827F88C86F7CCFA1"><enum>(iii)</enum><text display-inline="yes-display-inline">to enforce existing trade agreements

				beneficial to specialty crop businesses.</text>

				the Senior Executive Service with equivalent time and

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H146611065E1A401600A05B6E54C68E00"><enum>(b)</enum><header>Study of Uruguay

			 round table agreement benefits</header>

				<paragraph commented="no" display-inline="no-display-inline" id="H00B9D25B37784948ACF3CDE2328BE66"><enum>(1)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United

			 States shall conduct a study on the benefits of the agreements approved by

			 Congress under section 101(a)(1) of the Uruguay Round Agreements Act (19 U.S.C.

			 3511(a)(1)) to specialty crop businesses.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFE5B35AF7878456CAEFD12EEBE20089B"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the

			 enactment of this Act, the Comptroller General shall submit to Congress a

			 report describing the results of the study conducted under paragraph

			 (1).</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDB356BABD6354FF5B7F1CCA8BBE0F25B"><enum>(c)</enum><header>Foreign market

			 access strategy</header><text display-inline="yes-display-inline">Not later

			 than 1 year after the date of the enactment of this Act, the Secretary of

			 Agriculture shall develop and implement a foreign market access strategy to

			 increase exports of specialty crops to foreign markets.</text>

			</subsection></section><section commented="no" display-inline="no-display-inline" id="H840D60DB186C4F45A560D0DD09C3B9DF" section-type="subsequent-section"><enum>10.</enum><header>Increased

			 authorization for technical assistance for specialty crops</header><text display-inline="no-display-inline">Section 3205(d) of the Farm Security and

			 Rural Investment Act of 2002 (7 U.S.C. 5680(d)) is amended by striking

			 <quote>$2,000,000</quote> and inserting <quote>$10,000,000</quote>.</text>
