		<official-title display="yes">To amend the Food Stamp Act of 1977 to

		  permit participating households to use food stamp benefits to purchase

		  nutritional supplements providing vitamins or minerals, and for other

		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="ID07FF2D0D2F87474DA12CE8F2AB0404D8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Food Stamp Vitamin and Mineral

			 Improvement Act of 2005</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="IDB7DCEF7763E040F8BAE82C6D11ACC944" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="ID15BD62888B8A43ABB02DC03500AD5128"><enum>(1)</enum><text display-inline="yes-display-inline">the dietary patterns of Americans often do

			 not comply with the daily intakes of vitamins and minerals the Food and Drug

			 Administration recommends;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0093F1BDB45342C0AE35213892D6CB8B"><enum>(2)</enum><text display-inline="yes-display-inline">children in low-income families and the

			 elderly often fail to achieve adequate nutrient intakes;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID132A7C405E904D1BB1CF8C86748C6007"><enum>(3)</enum><text display-inline="yes-display-inline">pregnant women have particularly high

			 nutrient needs, which they often fail to meet;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3CF8BA09FE4C4AD5BACC685DB76EF6E7"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="IDB3E9B20B5B8E41A5A700336DCAEE90E6"><enum>(A)</enum><text display-inline="yes-display-inline">scientific studies show that nutritional

			 supplements containing folic acid (a B vitamin) may prevent as many as 60 to 80

			 percent of neural tube birth defects;</text>

				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE101B99267C64C74B7815D292C16EEA0" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">the Public Health Service, in September

			 1992, recommended that all women of childbearing age who are capable of

			 becoming pregnant consume at least 0.4 milligrams of folic acid per day to

			 reduce the risk of spina bifida and other neural tube birth defects affecting

			 the fetus; and</text>

				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE7C7C97B2FBB4658A1CCA2148F7D14B6" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">the Food and Drug Administration has

			 approved a health claim that folic acid reduces the risk of neural tube birth

			 defects;</text>

				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID89F43F91E9464C24920000262499B0AA"><enum>(5)</enum><text display-inline="yes-display-inline">infants who do not receive adequate intakes

			 of iron may suffer from impaired mental and behavioral development; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID73F8C190B6B142538752B3EF5B4DF7AD"><enum>(6)</enum><text display-inline="yes-display-inline">scientific evidence indicates that

			 increased intake of specific nutrients over an extended period of time protects

			 against diseases and conditions such as osteoporosis, cataracts, cancer, and

			 heart disease.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDBD104A9D73AB49B182B9B9B435FB8D17" section-type="subsequent-section"><enum>3.</enum><header>Use of food stamps to

			 purchase vitamins and minerals</header><text display-inline="no-display-inline">Section 3(g)(1) of the

			 <act-name parsable-cite="FSA77">Food Stamp Act of 1977</act-name>

			 (<external-xref legal-doc="usc" parsable-cite="usc/7/2012(g)(1)">7 U.S.C.

			 2012(g)(1)</external-xref>) is amended by striking <quote>or food

			 product</quote> and inserting <quote>, food product, or nutritional supplement

			 providing a vitamin or mineral</quote>.</text>
