		<section commented="no" display-inline="no-display-inline" id="id8B6F60E976D345C78ED07D493F79E027" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Drinking Water Security Act of

			 2005</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="idED7F801FC4654E8D8CBEC27DB4A6A6E6" section-type="subsequent-section"><enum>2.</enum><header>Contaminant

			 prevention, detection, and response</header><text display-inline="no-display-inline">Section 1434 of the Safe Drinking Water Act

			 (42 U.S.C. 300i–3) is amended by striking subsection (b) and inserting the

			 following:</text>

			<quoted-block display-inline="no-display-inline" id="id442C0ED33F4C434C98AF95D3D9E10A7E" style="OLC">

				<subsection commented="no" display-inline="no-display-inline" id="id068CAC3489AD4666A1C1F31C80BBA1B1"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of

				enactment of the Drinking Water Security Act of 2005, the Administrator shall

				submit to Congress a report that includes—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="idD3203D827760463B8F988300831C3A56"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the progress made as of

				that date in implementing this section;</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id58EB2A03795C43B9922367C3839E2CC7"><enum>(2)</enum><text display-inline="yes-display-inline">a description of any impediments to that

				implementation identified by the Administrator, including—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="idC7BA2755E9CA47A6AFEDBBEB2236F6FA"><enum>(A)</enum><text display-inline="yes-display-inline">difficulty in coordinating the

				implementation with other Federal, State, or local agencies or

				organizations;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5CD3F32C92E740E4884289E7AF9F0B72"><enum>(B)</enum><text display-inline="yes-display-inline">insufficient funding for effective

				implementation;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9AE5FBB3F15F45F680AF524E15C31065"><enum>(C)</enum><text display-inline="yes-display-inline">a lack of authorization to take certain

				actions (including the authority to hire necessary personnel) required to carry

				out the implementation; and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3ECF41B2194B40AE88E85CCF5C7A4F7E"><enum>(D)</enum><text display-inline="yes-display-inline">technological impediments to developing the

				methods, means, and equipment specified in subsection (a)(1).</text>

						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID950008482fee42809cdaf2906b5c02df"><enum>(c)</enum><header>Implementation

				plan</header><text display-inline="yes-display-inline">The Administrator shall

				develop, and carry out during the period of fiscal years 2006 through 2010, an

				implementation plan with respect to actions described in subsection (a)

				that—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="id06D234E97D504EF2969C5F2E26F6DEE1"><enum>(1)</enum><text display-inline="yes-display-inline">is consistent with actions taken under that

				subsection as of the date on which the implementation plan is finalized;

				and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5F908DA220F0451191EABD8F6305F858"><enum>(2)</enum><text display-inline="yes-display-inline">reflects the findings of the report

				submitted under subsection (b).</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id549A5CAD41344672A361965D4678C93F"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">There is authorized to be appropriated to

				carry out this section $7,500,000 for each of fiscal years 2006 through

				2010.</text>

				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
