		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Jessica Lunsford and Sarah Lunde

			 Act</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="idBDA2DFF72CEF47018AAE87D42C5CE8E4" section-type="subsequent-section"><enum>2.</enum><header>Sexual predator

			 monitoring program</header>

			<subsection commented="no" display-inline="no-display-inline" id="id71B1975B147C4821859AD01D985A9944"><enum>(a)</enum><header>Grants

			 authorized</header>

				<paragraph commented="no" display-inline="no-display-inline" id="id1E500770B52243619B7A6335331058AE"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The Attorney General

			 is authorized to award grants (referred to as <quote>Jessica Lunsford and Sarah

			 Lunde Grants</quote>) to State and local governments to assist such States and

			 local governments in—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="id62428C408AA74C6C960E81FBD7FACC31"><enum>(A)</enum><text display-inline="yes-display-inline">carrying out programs to outfit sexual

			 offenders with electronic monitoring units; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4F1FB1B1D0484E648244DC4F88810BF7"><enum>(B)</enum><text display-inline="yes-display-inline">the employment of law enforcement officials

			 necessary to carry out such programs.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF9E2372BA182409C911DA992CC718E0B"><enum>(2)</enum><header>Duration</header><text display-inline="yes-display-inline">The Secretary shall award grants under this

			 Act for a period not to exceed 3 years.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF3D8B3F2D0A5442B89A3A887AC205C60"><enum>(b)</enum><header>Application</header>

				<paragraph commented="no" display-inline="no-display-inline" id="idA88FF66845A947B3986F8AC09C89B954"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Each State or local

			 government desiring a grant under this Act shall submit an application to the

			 Attorney General at such time, in such manner, and accompanied by such

			 information as the Attorney General may reasonably require.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id39D2045392C649E19CC4112BD8C35A68"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">Each application submitted pursuant to

			 paragraph (1) shall—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="id34D1079637474272AF8E516FFA183395"><enum>(A)</enum><text display-inline="yes-display-inline">describe the activities for which

			 assistance under this Act is sought; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA0E671DB858B40A39CB67606E757143A"><enum>(B)</enum><text display-inline="yes-display-inline">provide such additional assurances as the

			 Attorney General determines to be essential to ensure compliance with the

			 requirements of this Act.</text>

					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id87BCD46E8E3849EEA537B10BE850B2B6" section-type="subsequent-section"><enum>3.</enum><header>Innovation</header><text display-inline="no-display-inline">In making grants under this Act, the

			 Attorney General shall ensure that different approaches to monitoring are

			 funded to allow an assessment of effectiveness.</text>

		</section><section commented="no" display-inline="no-display-inline" id="idF8F2D7770B024CD397FD20C4AF94915E" section-type="subsequent-section"><enum>4.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act, the term “sexual offender”

			 means an offender 18 years of age or older who commits a sexual offense against

			 a minor.</text>

		</section><section commented="no" display-inline="no-display-inline" id="idB3B73E1500294DFE92B3EC88050A0B4A" section-type="subsequent-section"><enum>5.</enum><header>Authorization of

			 appropriations</header>

			<subsection commented="no" display-inline="no-display-inline" id="id660A10B2C2FB4C23875FBE0BE136EB8B"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">There are authorized

			 to be appropriated $10,000,000 for each of the fiscal years 2006 through 2008

			 to carry out this Act.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="idB3FB1C8029E74288813A7825BAECDDC9"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than April 1, 2008, the Attorney

			 General shall report to Congress—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="idF5011447DC8F4452B8CB6A64BE42F229"><enum>(1)</enum><text display-inline="yes-display-inline">assessing the effectiveness and value of

			 programs funded by this Act;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id769A9C2D96AF47B8913475EF1651871D"><enum>(2)</enum><text display-inline="yes-display-inline">comparing the cost-effectiveness of the

			 electronic monitoring to reduce sex offenses compared to other alternatives;

			 and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id747237BBCDED481B96EAFCE012B73CDA"><enum>(3)</enum><text display-inline="yes-display-inline">making recommendations for continuing

			 funding and the appropriate levels for such funding.</text>

				</paragraph></subsection></section></legis-body>
