		<official-title>To amend the Small Business Act to direct the

		  Administrator of the Small Business Administration to establish a vocational

		  and technical entrepreneurship development program.</official-title>

		<section id="ID4CC83D8AEF054E5C9DA11692CDD6B686" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Vocational and Technical

			 Entrepreneurship Development Act of 2005</short-title></quote>.</text>

		</section><section id="ID48924E4E8C7847BDAA84748B2B187E13"><enum>2.</enum><header>Vocational and

			 technical entrepreneurship development program</header><text display-inline="no-display-inline">The <act-name parsable-cite="SBA">Small

			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> et seq.) is

			 amended—</text>

			<paragraph id="ID3B7225545882431E9093A479D5F1B7BB"><enum>(1)</enum><text>by redesignating

			 section 37 as section 38; and</text>

			</paragraph><paragraph id="ID9064EED7FB0541EE952C14B6596CB95D"><enum>(2)</enum><text>by inserting

			 after section 36 the following:</text>

					<section id="ID472A36AD2D074A86B87060ABCD72A67F"><enum>37.</enum><header>Vocational and

				technical entrepreneurship development program</header>

						<subsection id="IDE55ECBF95DF643ED85093E555800323F"><enum>(a)</enum><header>Definitions</header><text>In

				this section, the following definitions shall apply:</text>

							<paragraph id="ID3D8C2D84D84D481B8DBC516000D69F2B"><enum>(1)</enum><header>Administrator</header><text>The

				term <term>Administrator</term> means the Administrator of the Small Business

				Administration.</text>

							</paragraph><paragraph id="ID34711F9769394F4F810072C7FEE5D6F4"><enum>(2)</enum><header>Association</header><text>The

				term <term>Association</term> means the association of small business

				development centers recognized under section 21(a)(3)(A).</text>

							</paragraph><paragraph id="ID17CA7B091A54496C928F85C8183FC69D"><enum>(3)</enum><header>Program</header><text>The

				term <term>program</term> means the program established under subsection

				(b).</text>

							</paragraph><paragraph id="ID542E3B2B67554CDA8FD549B2C5837EC6"><enum>(4)</enum><header>Small business

				development center</header><text>The term <term>small business development

				center</term> means a small business development center described in section

				21.</text>

							</paragraph><paragraph id="IDDBBA637A795F4C13BD09C5BCEAFD9C98"><enum>(5)</enum><header>State small

				business development center</header><text>The term <term>State small business

				development center</term> means a small business development center from each

				State selected by the Administrator, in consultation with the Association and

				giving substantial weight to the Association’s recommendations, to carry out

				the program on a statewide basis in such State.</text>

							</paragraph></subsection><subsection id="ID89BFE72FD1F54B96A43D1B2000237811"><enum>(b)</enum><header>Establishment</header><text>In

				accordance with this section, the Administrator shall establish a program under

				which the Administrator shall make grants to State small business development

				centers to enable such centers to provide, on a statewide basis, technical

				assistance to secondary schools, or to postsecondary vocational or technical

				schools, for the development and implementation of curricula designed to

				promote vocational and technical entrepreneurship.</text>

						</subsection><subsection id="IDD369A9B69A134BAA85DCA8F8AF31068D"><enum>(c)</enum><header>Grant

				amount</header>

							<paragraph id="id617FC9A0574C4E82862B5CEA6411EE41"><enum>(1)</enum><header>Minimum

				grant</header><text>Each grant awarded under the program shall be in an amount

				equal to not less than $200,000.</text>

							</paragraph><paragraph id="id0A752CB02286490B8A1AA532026FBF2B"><enum>(2)</enum><header>No matching

				requirement</header><text>The Administrator shall not require, as a condition

				of receiving a grant under this section, that the applicant provide a matching

				amount, either in cash or in-kind contributions.</text>

							</paragraph></subsection><subsection id="ID9121CD7E7F9B48F9AFC7CDD18204526F"><enum>(d)</enum><header>Application</header><text>Each

				State small business development center seeking a grant under the program shall

				submit to the Administrator an application in such form as the Administrator

				may require. The application shall include information regarding the goals and

				objectives of the applicant for the educational programs to be assisted.</text>

						</subsection><subsection id="ID51874A0B424E44CFB55671436EB1E852"><enum>(e)</enum><header>Report to

				Administrator</header><text>The Administrator shall make as a condition of each

				grant under the program, that not later than 18 months after the date of

				receipt of the grant, the recipient shall transmit to the Administrator a

				report describing how the grant funds were used.</text>

						</subsection><subsection id="IDC478C9DBCE984AE186D7B15DCAFEFF03"><enum>(f)</enum><header>Cooperative

				agreements and contracts</header><text>The Administrator may enter into a

				cooperative agreement or contract with any State small business development

				center receiving a grant under this section to provide additional assistance

				that furthers the purposes of this section.</text>

						</subsection><subsection id="ID70515A7B40E247B4A042FFECE0094065"><enum>(g)</enum><header>Evaluation of

				program</header><text>Not later than March 31, 2008, the Administrator shall

				transmit to Congress a report containing an evaluation of the program.</text>

						</subsection><subsection id="IDB01E734C67724A33B980F159694E0248"><enum>(h)</enum><header>Clearinghouse</header><text>The

				Association shall act as a clearinghouse of information and expertise regarding

				vocational and technical entrepreneurship education programs. In each fiscal

				year in which grants are made under the program, the Administrator shall

				provide additional assistance to the Association to carry out the functions

				described in this subsection.</text>

						</subsection><subsection id="IDB38F53A011B24E29B6FA11E4161EC6E9"><enum>(i)</enum><header>Authorization

				of appropriations</header><text>There are authorized to be appropriated to

				carry out this section $7,000,000 for each of the fiscal years 2006 through

				2008. Such sums shall remain available until expended.</text>
