		  Heritage and Land Management Plan for the John H. Chafee Blackstone River

		  Valley National Heritage Corridor, to extend the authority of the John H.

		  Chafee Blackstone River Valley National Heritage Corridor Commission, to

		  authorize the undertaking of a special resource study of sites and landscape

		  features within the Corridor, and to authorize additional appropriations for

		  the Corridor.</official-title>

			 <quote><short-title>John H. Chafee Blackstone River Valley

			 National Heritage Corridor Reauthorization Act of

			 2005</short-title></quote>.</text>

			 Blackstone River Valley National Heritage Corridor</header>

			<subsection commented="no" display-inline="no-display-inline" id="ID6a6e2b4264b64852ad0bd963d8b812fa"><enum>(a)</enum><header>Commission

			 membership</header><text display-inline="yes-display-inline">Section 3(b) of

			 Public Law 99–647 (16 U.S.C. 461 note) is amended—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="IDe9f6026d59724c8590030c835aca489d"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>nineteen members</quote>

			 and inserting <quote>25 members</quote>;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb1d3334b9b464e26a120c1b6b604a69e"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>

				organization from Massachusetts and 1 from Rhode Island, to be appointed by the

				Secretary, which have expertise in historic preservation, conservation, outdoor

				recreation, cultural conservation, traditional arts, community development, or

				tourism.</text>

						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID878acaab30ec4d368ee74f80ca25733d"><enum>(b)</enum><header>Quorum</header><text display-inline="yes-display-inline">Section 3(f)(1) of Public Law 99–647 (16

			 U.S.C. 461 note) is amended by striking <quote>Ten</quote> and inserting

			 <quote>13</quote>.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID04b62dcc4b5847b6bcd0b9a19fa7e756"><enum>(c)</enum><header>Update of

			 plan</header><text display-inline="yes-display-inline">Section 6 of Public Law

			 99–647 (16 U.S.C. 461 note) is amended by adding at the end the

			 following:</text>

				<quoted-block display-inline="no-display-inline" id="id5A520D94D4AB4C2C9C29F9BF0E6246A0" style="OLC">

					<subsection commented="no" display-inline="no-display-inline" id="ID0f41f823839243f892410fe9772bf2a9"><enum>(e)</enum><header>Update of

				plan</header><paragraph commented="no" display-inline="yes-display-inline" id="idD690AFD08DFE490698D040B9612755C4"><enum>(1)</enum><text display-inline="yes-display-inline">Not later than 2 years after the date of

				enactment of this subsection, the Commission shall update the plan under

				subsection (a).</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCE330B28B67245CC929F44528101A2D0" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In updating the plan under paragraph (1),

				the Commission shall take into account the findings and recommendations

				included in the Blackstone Sustainability Study conducted by the National Park

				Service Conservation Study Institute.”</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id597A2695775447679ED1121F1787E846" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The update shall include—</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="id484105CBFCC6440FB015EAC47612109F"><enum>(A)</enum><text display-inline="yes-display-inline">performance goals; and</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id28BB0FBA39F947DFB0248B82403060FA"><enum>(B)</enum><text display-inline="yes-display-inline">an

				analysis of—</text>

								<clause commented="no" display-inline="no-display-inline" id="id8CD84AD3468C496B94A1B1450A969897"><enum>(i)</enum><text display-inline="yes-display-inline">options for preserving, enhancing, and

				interpreting the resources of the Corridor;</text>

								</clause><clause commented="no" display-inline="no-display-inline" id="id07C3ACBD64414BCFBE0348B454A10D71"><enum>(ii)</enum><text display-inline="yes-display-inline">the partnerships that sustain those

				resources; and</text>

								</clause><clause commented="no" display-inline="no-display-inline" id="idB173F4B9BAF240479EFE7535A04DEDB2"><enum>(iii)</enum><text display-inline="yes-display-inline">the funding program for the

				Corridor.</text>

								</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB4F8BE02E217455D867A31150DD31A72" indent="up1"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0C33A881037B42458B0F70CBF7FA21C2"><enum>(A)</enum><text display-inline="yes-display-inline">Except as provided in subparagraph (B), the

				Secretary shall approve or disapprove any changes to the plan proposed in the

				update in accordance with subsection (b).</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id661638AA7AB04B41B028215587314003" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Minor revisions to the plan shall not be

				subject to the approval of the

				Secretary.</text>

							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDfce394b75fca42dabf49ca6515c14a47"><enum>(d)</enum><header>Extension of

			 commission</header><text display-inline="yes-display-inline">Public Law 99–647

			 (16 U.S.C. 461 note) is amended by striking section 7 and inserting the

			 following:</text>

				<quoted-block display-inline="no-display-inline" id="idC6FC1B05D9F64228953BC9EDCC5C2C97" style="OLC">

					<section commented="no" display-inline="no-display-inline" id="ID2faa54a9c8c34512a35083bfc94e00a9" section-type="subsequent-section"><enum>7.</enum><header>Termination of

				commission</header><text display-inline="no-display-inline">The Commission

				shall terminate on the date that is 10 years after the date of enactment of the

				<short-title>John H. Chafee Blackstone River Valley

				National Heritage Corridor Reauthorization Act of

				2005</short-title>.</text>

					</section><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="idC5C4AB5CF2594CBDAAE577F30EC3DE93"><enum>(e)</enum><header>Special

			 resource study</header><text display-inline="yes-display-inline">Section 8 of

			 Public Law 99–647 (16 U.S.C. 461 note) is amended by adding at the end the

			 following:</text>

				<quoted-block display-inline="no-display-inline" id="idAF5883A158DC41DF982A70BD01B6AF47" style="OLC">

					<subsection commented="no" display-inline="no-display-inline" id="idE0ACE14E7FA941AEB9207C678A135BC1"><enum>(d)</enum><header>Special

				Resource Study</header>

						<paragraph commented="no" display-inline="no-display-inline" id="ID30fbf5e88df84eb0868ef60cef44cf36"><enum>(1)</enum><header>In

				general</header><text display-inline="yes-display-inline">The Secretary shall

				conduct a special resource study of sites and associated landscape features

				within the boundaries of the Corridor that contribute to the understanding of

				the Corridor as the birthplace of the industrial revolution in the United

				States.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf91fcce773fa45dfae578b51cd83f3ca"><enum>(2)</enum><header>Evaluation</header><text display-inline="yes-display-inline">Not later than 3 years after the date on

				which funds are made available to carry out this subsection, the Secretary

				shall complete the study under paragraph (1) to evaluate the possibility

				of—</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="ID7ec10cc00d824d7fae2c03d8bb402567"><enum>(A)</enum><text display-inline="yes-display-inline">designating 1 or more site or landscape

				feature as a unit of the National Park System; and</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe0c2f9ab0d01422ebb8480c3f37d5a18"><enum>(B)</enum><text display-inline="yes-display-inline">coordinating and complementing actions by

				the Commission, local governments, and State and Federal agencies, in the

				preservation and interpretation of significant resources within the

				Corridor.</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2430a665e5b445a1b847a2069a24760a"><enum>(3)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary shall coordinate the Study

				with the Commission.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4428991f043d4d59aa12b7f0c0475e58"><enum>(4)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 30 days after the date on

				which the study under paragraph (1) is completed, the Secretary shall submit to

				the Committee on Resources of the House of Representatives and the Committee on

				Energy and Natural Resources of the Senate a report that describes—</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="ID44faf55c452f44769240dfa4809a218a"><enum>(A)</enum><text display-inline="yes-display-inline">the findings of the study; and</text>

							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID31e6fce0644147dead18b81657914169"><enum>(B)</enum><text display-inline="yes-display-inline">the conclusions and recommendations of the

				Secretary.</text>

							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDedb3827fcf0741ed8f856e9468c0e75d"><enum>(f)</enum><header>Authorization

			 of appropriations</header><text display-inline="yes-display-inline">Section 10

			 of Public Law 99–647 (16 U.S.C. 461 note) is amended—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="IDfb7908c377c14129837aa79b2ab853b5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking

			 <quote>$650,000</quote> and inserting <quote>$1,000,000</quote>; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID41ff45b59fed4c28b8f3eae9253b7880"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (b) and inserting

			 the following:</text>

					<quoted-block display-inline="no-display-inline" id="id28CAEE8DDF83484F8DA781DCFABCBC8F" style="OLC">

						<subsection commented="no" display-inline="no-display-inline" id="ID4c5424e364844930b525ae890b29af31"><enum>(b)</enum><header>Development

				funds</header><text display-inline="yes-display-inline">There is authorized to

				be appropriated to carry out section 8(c) not more than $10,000,000 for the

				period of fiscal years 2006 through 2016, to remain available until

				expended.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="id26036733C484452BA6984D1D11CE7F3A"><enum>(c)</enum><header>Special

				Resource Study</header><text display-inline="yes-display-inline">There are

				authorized to be appropriated such sums as are necessary to carry out section

				8(d).</text>
