		<official-title display="yes">To provide for recruiting, selecting,

		  training, and supporting a national teacher corps in underserved

		  communities.</official-title>

		<section commented="no" display-inline="no-display-inline" id="id0A957351B7054029AA4B74ADEFC79DB6" section-type="section-one"><enum>1.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are as

			 follows:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="id2B1DFD71FE2B42D7B280807BF696A6C4"><enum>(1)</enum><text display-inline="yes-display-inline">To grow the number of highly accomplished

			 recent college graduates teaching in underserved urban and rural communities in

			 the United States.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id839C7D7B7D0645F8A40643EC89369726"><enum>(2)</enum><text display-inline="yes-display-inline">To increase the number of school districts

			 and communities served by a nationally recruited corps of outstanding new

			 teachers.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7D63061F299A4B549935116A20C9AFA4"><enum>(3)</enum><text display-inline="yes-display-inline">To build a broader pipeline of talented and

			 experienced future leaders in public education and education reform.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idDFD478F9F7AF483495D353CD7739DADD" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="id595441BE9F88447E9F71B173337516C3"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The terms

			 <term>highly qualified</term>, <term>local educational agency</term>, and

			 <term>Secretary</term> have the meanings given the terms in section 9101 of the

			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6C159E0E012C4E458E9D5619E68CC27E"><enum>(2)</enum><header>Grantee</header><text display-inline="yes-display-inline">The term <term>grantee</term> means Teach

			 For America, Inc.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCE0D69C0CA434297933E1A06C9DB1815"><enum>(3)</enum><header>High

			 need</header><text display-inline="yes-display-inline">The term <term>high

			 need</term>, when used with respect to a local educational agency, means a

			 local educational agency experiencing a shortage of highly qualified

			 teachers.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id3127B0395A21446EB53C76A18C788349" section-type="subsequent-section"><enum>3.</enum><header>Grant program

			 authorized</header><text display-inline="no-display-inline">The Secretary is

			 authorized to award a grant to Teach For America, Inc., the national teacher

			 corps of outstanding recent college graduates who commit to teach for 2 years

			 in underserved communities in the United States, to implement and expand its

			 program of recruiting, selecting, training, and supporting new teachers.</text>

		</section><section commented="no" display-inline="no-display-inline" id="id10CC345168204338BA05228FA1E56FDB" section-type="subsequent-section"><enum>4.</enum><header>Grant

			 requirements</header><text display-inline="no-display-inline">In carrying out

			 the grant program under section 3, the Secretary shall enter into an agreement

			 with the grantee under which the grantee agrees to use the grant funds provided

			 under this Act—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="idE819A7C31A3F4CDFA34F4DAA7AC07360"><enum>(1)</enum><text display-inline="yes-display-inline">to provide highly qualified teachers to

			 high need local educational agencies in urban and rural communities;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id67547DC45E694E6ABA77CDFE693A2141"><enum>(2)</enum><text display-inline="yes-display-inline">to pay the cost of recruiting, selecting,

			 training, and supporting new teachers; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF7204FBEE6C843DEBFADA7AAAB4414D9"><enum>(3)</enum><text display-inline="yes-display-inline">to serve a substantial number and

			 percentage of underserved students.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id7DA74F3CF9F544519B5BF6C21D3F5DF9" section-type="subsequent-section"><enum>5.</enum><header>Authorized

			 activities</header>

			<subsection commented="no" display-inline="no-display-inline" id="idBE8DE0145544488EA78BE012DA5E8BEA"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Grant funds provided

			 under this Act shall be used by the grantee to carry out each of the following

			 activities:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="id8F154D3CF157496AB99AF852D5E39B2F"><enum>(1)</enum><text display-inline="yes-display-inline">Recruiting and selecting teachers through a

			 highly selective national process.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6B996A2DD73D4C199D5620C8F01D7BAF"><enum>(2)</enum><text display-inline="yes-display-inline">Providing preservice training to the

			 teachers through a rigorous summer institute that includes hands-on teaching

			 experience and significant exposure to education coursework and theory.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id746E9A1FAC9449BEB8E9FC1944C02C87"><enum>(3)</enum><text display-inline="yes-display-inline">Placing the teachers in schools and

			 positions designated by partner local educational agencies as high need

			 placements serving underserved students.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id23DECB1159FA4C7BA3FB3819F3E431A6"><enum>(4)</enum><text display-inline="yes-display-inline">Providing ongoing professional development

			 activities for the teachers' first 2 years in the classroom, including regular

			 classroom observations and feedback, and ongoing training and support.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB26477D5B59B4B9FAAD96372B633A659"><enum>(b)</enum><header>Limitation</header><text display-inline="yes-display-inline">The grantee shall use all grant funds

			 received under this Act to support activities related directly to the

			 recruitment, selection, training, and support of teachers as described in

			 subsection (a).</text>

			</subsection></section><section commented="no" display-inline="no-display-inline" id="idEBF0994423484B53BF77C401F034E54B" section-type="subsequent-section"><enum>6.</enum><header>Evaluation</header>

			<subsection commented="no" display-inline="no-display-inline" id="id92CA3A0E70BC4FF49943DC0F85CB488F"><enum>(a)</enum><header>Annual

			 report</header><text display-inline="yes-display-inline">The grantee shall

			 provide to the Secretary an annual report that includes—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="id2E6001E061154C6C86F54FC1359D4772"><enum>(1)</enum><text display-inline="yes-display-inline">data on the number and quality of the

			 teachers provided to local educational agencies through a grant under this

			 Act;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3A6F16BF17C9437D80706480B8A60C60"><enum>(2)</enum><text display-inline="yes-display-inline">an externally conducted analysis of the

			 satisfaction of local educational agencies and principals with the teachers so

			 provided; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7E6938DCEC8C4C80BF84531C4FD571CF"><enum>(3)</enum><text display-inline="yes-display-inline">comprehensive data on the background of the

			 teachers chosen, the training the teachers received, the placement sites of the

			 teachers, the professional development of the teachers, and the retention of

			 the teachers.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4D498923C34046DDA9B9D278051FCD1C"><enum>(b)</enum><header>Study</header>

				<paragraph commented="no" display-inline="no-display-inline" id="idCEDBC88678C14EDFA515F56A49F75EA5"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The Secretary shall

			 provide for a study that examines the achievement levels of the students taught

			 by the teachers assisted under this Act.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA9F4D4F7A88A4947A380D00ADFD6CCA4"><enum>(2)</enum><header>Achievement

			 gains compared</header><text display-inline="yes-display-inline">The study

			 shall compare, within the same schools, the achievement gains made by students

			 taught by teachers who are assisted under this Act with the achievement gains

			 made by students taught by teachers who are not assisted under this Act.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7A1907CF01AA47038782B1219E8EE65B"><enum>(3)</enum><header>Requirements</header><text display-inline="yes-display-inline">The Secretary shall provide for such a

			 study not less than once every 3 years, and each such study shall include

			 multiple placement sites and multiple schools within placement sites.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD4379BAAA6844C769C88C8FB7E8346F3"><enum>(4)</enum><header>Peer review

			 standards</header><text display-inline="yes-display-inline">Each such study

			 shall meet the peer review standards of the education research

			 community.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id8481505719A0403CBB5FE8C413795771" section-type="subsequent-section"><enum>7.</enum><header>Authorization of

			 appropriations</header><text display-inline="no-display-inline">There are

			 authorized to be appropriated to carry out this Act such sums as may be

			 necessary for fiscal year 2006 and an amount not to exceed $25,000,000 for each

			 succeeding fiscal year.</text>
