		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">Urging Turkey to respect the rights and
		  religious freedoms of the Ecumenical Patriarch.</official-title>
	</form>
	<preamble>
		<whereas><text>Whereas Turkey began accession negotiations with the
			 European Union on October 3, 2005;</text>
		</whereas><whereas><text>Whereas in 1993 the European Union defined the membership
			 criteria for accession to the European Union at the Copenhagen European
			 Council, obligating candidate countries to have achieved certain levels of
			 reform, including stability of institutions guaranteeing democracy, the rule of
			 law, and human rights, and respect for and protection of minorities;</text>
		</whereas><whereas><text>Whereas the Government of Turkey refuses to recognize the
			 Ecumenical Patriarch’s international status; and</text>
		</whereas><whereas><text>Whereas the Government of Turkey has limited to Turkish
			 nationals the candidates available to the Holy Synod for selection as the
			 Ecumenical Patriarch and has refused to reopen the Theological School at Halki,
			 thus impeding training for the clergy: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body id="H7327795CFE864876007FA984C0276611" style="traditional">
		<section display-inline="yes-display-inline" id="H0D53789291574D48A97D01CB83D32FF" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the House of Representatives—</text>
			<paragraph id="H14F4A9852AB549C3BC00D5A77879359E"><enum>(1)</enum><text>calls on Turkey to
			 continue to demonstrate its willingness to adopt and uphold European standards
			 for the protection of human rights;</text>
			</paragraph><paragraph id="H5A3CACF1457740D19224D42574E11D8D"><enum>(2)</enum><text>based on the
			 ideals associated with the European Union and its member states, calls on
			 Turkey to eliminate all forms of discrimination, particularly those based on
			 race or religion, and immediately—</text>
				<subparagraph id="HB59765B2683542A0B1C2DBF281618C5F"><enum>(A)</enum><text>grant the
			 Ecumenical Patriarch appropriate international recognition and ecclesiastic
			 succession;</text>
				</subparagraph><subparagraph id="H6972E97B01E74FE292C981A0CA6DB359"><enum>(B)</enum><text>grant the
			 Ecumenical Patriarchate the right to train clergy of all nationalities, not
			 just Turkish nationals; and</text>
				</subparagraph><subparagraph id="HD96FF58ED53A48FB9856F6004824E1B2"><enum>(C)</enum><text>respect property
			 rights and human rights of the Ecumenical Patriarchate; and</text>
				</subparagraph></paragraph><paragraph id="HD4CEDB8FCEBF417588852B948DAE57B1"><enum>(3)</enum><text>calls on Turkey to
			 pledge to uphold and safeguard religious and human rights without
			 compromise.</text>
