		<official-title display="yes">Expressing the sense of the House of
		  Representatives that the United States should seek to achieve complete energy
		  independence by 2015.</official-title>

	<preamble>
		<whereas><text>Whereas all Americans have the right to affordable
			 energy;</text>
		</whereas><whereas><text>Whereas, for too long, the United States has failed to
			 develop its own natural resources and to encourage the innovative spirit
			 necessary to achieve energy independence;</text>
		</whereas><whereas><text>Whereas, by operating a 21st Century economy through an
			 energy infrastructure built in the 1970’s, the United States has made itself
			 vulnerable to rogue nations, dictators, and a commodities market that is
			 sensitive to global political and natural events; and</text>
		</whereas><whereas><text>Whereas the 109th Congress took decisive action to begin
			 to restore our infrastructure after decades of neglect by passing the Energy
			 Policy Act of 2005, but more must be done: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body id="HE5E2F26031D946DDAD2CD200194979D0" style="traditional">
		<section display-inline="yes-display-inline" id="H45800A5900B9419EB52E805BA67B2286" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That it is the sense of the House of
			 Representatives that the United States should seek to achieve complete energy
			 independence by 2015, by—</text>
			<paragraph id="H7BC5763531A34232A3E99E017BDDDB5D"><enum>(1)</enum><text display-inline="yes-display-inline">investing in the production infrastructure
			 necessary to increase the use of renewable and alternative fuels;</text>
			</paragraph><paragraph id="HE965340E45974D8DA86096AE8C00FF73"><enum>(2)</enum><text display-inline="yes-display-inline">exploring and producing more American
			 natural resources;</text>
			</paragraph><paragraph id="H108BCC0FC2A6496C8816C532A58C38D6"><enum>(3)</enum><text display-inline="yes-display-inline">increasing the number of domestic
			 refineries;</text>
			</paragraph><paragraph id="HBBD61481D3384E190085E588D3B1892E"><enum>(4)</enum><text display-inline="yes-display-inline">revising and streamlining the permitting
			 process for constructing and operating energy production facilities;</text>
			</paragraph><paragraph id="HDF828C347CBE47419C2121D0FDA100E7"><enum>(5)</enum><text display-inline="yes-display-inline">promoting small businesses and
			 entrepreneurs to further develop the use of renewable and alternative
			 energy;</text>
			</paragraph><paragraph id="H5C7004E251B7476F8527EE49837C8B6C"><enum>(6)</enum><text display-inline="yes-display-inline">encouraging gasoline servicing stations to
			 become capable of supplying new sources of energy for automobiles;</text>
			</paragraph><paragraph id="H771A27EA123C4360BAD04B22985E9C29"><enum>(7)</enum><text display-inline="yes-display-inline">furthering the proliferation of fuel
			 efficient vehicles;</text>
			</paragraph><paragraph id="H5451610A068349D0A8F0BF19A26501BD"><enum>(8)</enum><text display-inline="yes-display-inline">improving the energy efficiency of Federal,
			 State, and local government facilities and promoting energy conservation in the
			 private sector;</text>
			</paragraph><paragraph id="H079FE47C2DFA4D069838F370CE144400"><enum>(9)</enum><text display-inline="yes-display-inline">enabling businesses and homeowners to
			 produce their own electricity and sell the abundance back to the grid;
			 and</text>
			</paragraph><paragraph id="H8BC5D9256BD147579451748864532EF8"><enum>(10)</enum><text display-inline="yes-display-inline">engaging the bright minds in academia to
			 further explore research and development into new technologies and uses of
			 renewable and alternative fuels.</text>
