<official-title display="yes">Expressing the sense of the House of Representatives that Congress should enact legislation to provide direct emergency assistance to American farmers who were adversely affected by natural disasters and unforeseen production costs during the 2005 crop year.</official-title>

<whereas><text>Whereas the hurricanes and drought of 2005 caused significant and widespread damage to the agricultural economy of the United States;</text></whereas> 
<whereas><text>Whereas American farmers were forced to pay record prices for production inputs, such as fertilizer, natural gas and diesel fuels;</text></whereas> 
<whereas><text>Whereas predetermined market prices prevent American farmers from passing unexpected input costs on to consumers;</text></whereas> 
<whereas><text>Whereas many American farmers are struggling financially and lender concern is escalating;</text></whereas> 
<whereas><text>Whereas protecting domestic agricultural production is a matter of national security; and</text></whereas> 
<whereas><text>Whereas it is vital for American farmers and rural communities to realize that Congress understands their plight and is prepared to provide relief: Now, therefore, be it</text></whereas></preamble>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="H8E546F58E5D14891B3983D9CD53F7380"><text display-inline="yes-display-inline">That it is the sense of the House of Representatives that—</text>
<paragraph id="H19642D91856C4FE69E18F2B28B009357"><enum>(1)</enum><text>Congress should promptly enact agricultural disaster assistance legislation to assist American farmers who were adversely affected by natural disasters and unforeseen production costs during the 2005 crop year; and</text></paragraph>
<paragraph id="H270E1184184F44F887CE7B5BC468DA2C"><enum>(2)</enum><text>this legislation should give farmers a choice of a supplemental direct payment under section 1103 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/7913">7 U.S.C. 7913</external-xref>) or disaster payments based on yield loss.</text></paragraph></section>
