<official-title display="yes">To establish a Federal Youth Development Council to improve the administration and coordination of Federal programs serving youth, and for other purposes.</official-title>

<section id="HEA896AC83F794644829518D5D654A98" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Youth Coordination Act</short-title></quote>.</text> </section> 
<section id="H2753EB6FB8A14DF2A31BBEEF590100F0"><enum>2.</enum><header>Establishment and Membership</header> 
<subsection id="H8A05806CE86B4537AD3425A3EAB299BB"><enum>(a)</enum><header>Members and terms</header><text>There is established the Federal Youth Development Council (in this Act referred to as the <quote>Council</quote>) composed of members as follows:</text> 
<paragraph id="H5105C81D98484FCBBA96303887005286"><enum>(1)</enum><text>The Attorney General, the Secretary of Agriculture, the Secretary of Labor, the Secretary of Health and Human Services, Secretary of Housing and Urban Development, the Secretary of Education, the Secretary of the Interior, the Secretary of Commerce, the Secretary of Defense, the Secretary of Homeland Security, the Director of National Drug Control Policy, the Director of the Office of Management and Budget, the Assistant to the President for Domestic Policy, the Director of the U.S.A. Freedom Corps, the Deputy Assistant to the President and Director of the Office of Faith-Based and Community Initiatives, and the Chief Executive Officer of the Corporation for National and Community Service, or a designee of each such individual who holds significant decision-making authority, and other Federal officials as directed by the President, to serve for the life of the Council.</text></paragraph> 
<paragraph id="HB6CFDC7B68F64A229486879128E0F599"><enum>(2)</enum><text>Any additional members as the President shall appoint from among representatives of faith-based organizations, community based organizations, child and youth focused foundations, universities, non-profit organizations, youth service providers, State and local government, and youth in disadvantaged situations. In making the appointments under this paragraph, the President shall consult with the Speaker of the House of Representatives, who shall take into account the recommendations of the Majority Leader and the Minority Leader of the House of Representatives, and the president pro tempore of the Senate, who shall take into account the recommendations of the Majority Leader and the minority Leader of the Senate. Each member appointed under this paragraph shall serve for 1 term of 2 years.</text></paragraph> </subsection> 
<subsection id="HA0F7BC4EDABF4659897D6F5653321449"><enum>(b)</enum><header>Chairperson</header><text>The Chairperson of the Council shall be the Secretary of Health and Human Services.</text></subsection> 
<subsection id="HD5C8212C9E944946806CC2D0CDD53907"><enum>(c)</enum><header>Meetings</header><text>The Council shall meet at the call of the Chairperson, not less frequently than 4 times each year. The first meeting shall be not less than 4 months after the date of enactment of this Act.</text></subsection></section> 
<section id="H2A1B9C05FEE64542B03EA7930052D101"><enum>3.</enum><header>Duties of the Council</header> 
<subsection id="H8FE532986B3C44E59B4B175E6514BC5F"><enum>(a)</enum><text display-inline="yes-display-inline">The duties of the Council shall be—</text> 
<paragraph id="H7C0C5357D9DB4C83BC278612E6AC50C7"><enum>(1)</enum><text>to ensure communication among agencies administering programs designed to serve youth, especially those in disadvantaged situations;</text></paragraph> 
<paragraph id="HD00944B3D0C8472992AF05F03EA0CF43"><enum>(2)</enum><text>to assess the needs of youth, especially those in disadvantaged situations, and those who work with youth, and the quantity and quality of Federal programs offering services, supports, and opportunities to help youth in their educational, social, emotional, physical, vocational, and civic development;</text></paragraph> 
<paragraph id="H97F140BBC5A749F1B1FC55261CCDC86D"><enum>(3)</enum><text>to recommend objectives and quantifiable 5-year goals for such programs;</text></paragraph> 
<paragraph id="HDB8282D670724B89BA92A8EE7F0439B6"><enum>(4)</enum><text>to make recommendations for the allocation of resources in support of such goals and objectives;</text></paragraph> 
<paragraph id="HA61F9BE7062E4278847BC5C218ED131D"><enum>(5)</enum><text>to identify areas of overlap or duplication in purpose and operation of programs serving youth and recommend ways to better facilitate coordination and consultation, improve efficiency, and streamline such programs;</text></paragraph> 
<paragraph id="H09362D6995AB49139500E03A9AED090"><enum>(6)</enum><text>to identify target populations of youth who are disproportionately at risk and assist agencies in focusing additional resources on them;</text></paragraph> 
<paragraph id="H656F2CAC9DF44035B2A9CF37BF45F46C"><enum>(7)</enum><text>to develop a recommended plan, including common indicators of youth well-being, and assist agencies, at the request of 1 or more agency, in coordinating to achieve such goals and objectives;</text></paragraph> 
<paragraph id="H2991811209FC4C0B009684933BE37D38"><enum>(8)</enum><text>to assist Federal agencies, at the request of 1 or more such agency, in collaborating on model programs and demonstration projects focusing on special populations, including youth in foster care, migrant youth, projects to promote parental involvement, and projects that work to involve young people in service programs; </text></paragraph> 
<paragraph id="HA5391F9CEB4249CA9BAC70ECFDBFA957"><enum>(9)</enum><text>to solicit and document ongoing input and recommendations from—</text> 
<subparagraph id="H4F353CA98CD845F1B36D78E93800004D"><enum>(A)</enum><text>youth, especially those in disadvantaged situations;</text></subparagraph> 
<subparagraph id="H59C26D84F0034D84B962117F4E235B46"><enum>(B)</enum><text>national youth development experts, researchers, parents, faith and community-based organizations, foundations, business leaders, youth service providers, and teachers; and</text></subparagraph> 
<subparagraph id="HD6E8B073AB5646EEA29E5441EF1EDB1C"><enum>(C)</enum><text>State and local government agencies, particularly agencies serving children and youth; and</text></subparagraph></paragraph> 
<paragraph id="HDE379FDECA124E54B1A10038816C9995"><enum>(10)</enum><text>to work with Federal agencies to conduct high-quality research and evaluation, identify and replicate model programs and best practices, provide technical assistance, and coordinate the collection and dissemination of youth services-related data and research.</text></paragraph></subsection> 
<subsection id="HA2A4E6C199AD4B369F3B18B4ED00CFF7"><enum>(b)</enum><text>The Council may provide technical assistance to a State at the request of a State to support State-funded councils for coordinating State youth efforts.</text> </subsection></section> 
<section id="HA9636E4B76D24727AD62E6D323C5C200"><enum>4.</enum><header> Assistance of Staff</header> 
<subsection id="H8C593B5597094716BAB71E5D4CF5A908"><enum>(a)</enum><header>Director</header><text display-inline="yes-display-inline">The Chairperson, in consultation with the Council, shall employ and set the rate of pay for a Director.</text></subsection> 
<subsection id="H78C02DBCF7754EC2A8756B4B7E5E00BF"><enum>(b)</enum><header>Staff of Federal Agencies</header><text>Upon request of the Council, the head of any Federal department or agency may detail, on a reimbursable basis, any of the personnel of that department or agency to the Council to assist it in carrying out its duties under this Act.</text></subsection> </section> 
<section id="H0337062DB13D459CBBCF980DF2BD685"><enum>5.</enum><header>Powers of the Council</header> 
<subsection id="H38321A6CA940480C9FD25809646653E"><enum>(a)</enum><header>Mails</header><text>The Council may use the United States mails in the same manner and under the same conditions as other departments and agencies of the United States.</text></subsection> 
<subsection id="HCFC662576F0C4A37AC6863457F3600A3"><enum>(b)</enum><header>Administrative Support Services</header><text>Upon the request of the Council, the Administrator of General Services shall provide to the Council, on a reimbursable basis, the administrative support services necessary for the Council to carry out its responsibilities under this Act.</text></subsection> </section> 
<section id="HE951E8B271D0499DA5DD55B68DB08FC9"><enum>6.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 1 year after the Council holds its first meeting, the Council shall transmit to Congress an interim report of its findings, and not later than 2 years after the Council holds its first meeting, the Council shall transmit to Congress a final report including its findings and recommendations. The report shall—</text> 
<paragraph id="HA0113B7C7E79419DB3E4EC8B65ABC76C"><enum>(1)</enum><text>include a comprehensive list of recent research and statistical reporting by various Federal agencies on the overall well-being of youth, including the ratings of the Program Assessment Ratings Tool (PART) of Federal programs serving youth used by the Office of Management and Budget, if applicable;</text></paragraph> 
<paragraph id="H7DDD452ACACC451C91C747697FBE12B5"><enum>(2)</enum><text>include the assessment of the needs of youth and those who serve them;</text></paragraph> 
<paragraph id="H7068354AC34A4023A9581F5537C8767E"><enum>(3)</enum><text>include a summary of the plan called for in section 3(a)(7);</text></paragraph> 
<paragraph id="HFB928AF2CA5949E79234A3B168A14C06"><enum>(4)</enum><text display-inline="yes-display-inline">recommend ways to coordinate and improve Federal training and technical assistance, information sharing, and communication among the various programs and agencies serving youth;</text></paragraph> 
<paragraph id="H32640D43DFEB48E6BEF25C8B400C958"><enum>(5)</enum><text>include recommendations to better integrate and coordinate policies across agencies at the Federal, State, and local levels, including recommendations for legislation and administrative actions; </text></paragraph> 
<paragraph id="HE1D19BBBA2854A4BBEB3890437FFEAD"><enum>(6)</enum><text>include a summary of actions the Council has taken at the request of Federal agencies to facilitate collaboration and coordination on youth serving programs and the results of those collaborations, if available; </text></paragraph> 
<paragraph id="H555ED2C3DCD3497CA236DB3547533CA5"><enum>(7)</enum><text>include a summary of the action the Council has taken at the request of States to provide technical assistance under section 3(b), if applicable; and</text></paragraph> 
<paragraph id="H9D7334820628412E8664E9CFE49B8610"><enum>(8)</enum><text>include a summary of the input and recommendations from the groups identified in section 3(a)(9).</text></paragraph></section> 
<section id="H85428BBF17DB4296909206C3CA18ED1"><enum>7.</enum><header>Termination</header><text display-inline="no-display-inline">The Council shall terminate 60 days after transmitting its final report under section 6.</text></section> 
<section id="H4B63BE6B40724955BA587E93FB311F2B"><enum>8.</enum><header>Authorization of Appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated $1,000,000 for each of fiscal years 2007 and 2008 to carry out this Act.</text></section>
