<legis-type>AN ACT</legis-type> 
<official-title display="yes">To establish an interagency aerospace revitalization task force to develop a national strategy for aerospace workforce recruitment, training, and cultivation.</official-title>

<section id="H109A7E7493E944F1A16F35B52FEE9CC8" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H47953E895EE74916B45555F126599338"><enum>(1)</enum><text>The aerospace industry generates nearly 15 percent of the gross domestic product of the United States, supports approximately 11,000,000 jobs in the United States, and leads the United States economy in net exports.</text></paragraph> 
<paragraph id="H66B68E1DB5E74896823000C1E945E05"><enum>(2)</enum><text>The aerospace industry contributes directly to the economic and national security of the United States through military, space, air transport, and information technology applications.</text></paragraph> 
<paragraph id="H3200018159D145619EBEEEC015E6C423"><enum>(3)</enum><text>A skilled and educated workforce represents the most valuable asset of the United States economy.</text></paragraph> 
<paragraph id="HC04CABDBC7BA4EAF9EF26086DE715411"><enum>(4)</enum><text>In 2004, total employment in the aerospace industry fell to its lowest point in 50 years.</text></paragraph> 
<paragraph id="H9EB8B0A4CA854BA7AD1116CCCCE7D4E8"><enum>(5)</enum><text>27 percent of the aerospace manufacturing workforce will become eligible for retirement by 2008.</text></paragraph> 
<paragraph id="HBB7C09E832CA49E0B4E22300400475C6"><enum>(6)</enum><text>Students in the United States rank near the bottom of the leading industrialized countries of the world in mathematics and science test performance.</text></paragraph> 
<paragraph id="H37F9EA11FAFA4F04B29EBE1E98D657CF"><enum>(7)</enum><text>To ensure the stability of high-skilled jobs and the global competitiveness of the domestic aerospace industry, the United States requires coordinated Federal Government policies to sustain and expand the science, mathematics, engineering, and manufacturing workforce.</text></paragraph></section> 
<section id="H4167A2187B8445CEAE76C392412B9E71"><enum>2.</enum><header>Interagency aerospace revitalization task force</header> 
<subsection id="H349DC9A7911E400685A3CC5F73B4703D"><enum>(a)</enum><header>Establishment</header><text>There is established a task force to be known as the <quote>Interagency Aerospace Revitalization Task Force</quote> (in this section referred to as the <quote>Task Force</quote>).</text></subsection> 
<subsection id="H0101D590A582404E829181667D0971D1"><enum>(b)</enum><header>Duties</header><text>The Task Force shall develop a strategy for the Federal Government for aerospace workforce development, including strategies for—</text> 
<paragraph id="H3BCC58963B4844FCB5002B6F1368B0AE"><enum>(1)</enum><text>maximizing cooperation among departments and agencies of the Federal Government and the use of resources of the Federal Government in fulfilling demand for a skilled workforce across all vocational classifications;</text></paragraph> 
<paragraph id="H0DDAB9B576B2401EB70864FF176C1D47"><enum>(2)</enum><text>developing integrated Federal Government policies to promote and monitor public and private sector programs for science, engineering, technology, mathematics, and skilled trades education and training; and</text></paragraph> 
<paragraph id="H025A9A3C453347CAABA8BE9FDB085BBF"><enum>(3)</enum><text>establishing partnerships with industry, organized labor, academia, and State and local governments to—</text> 
<subparagraph id="HEFEA0DDCFB464A44B1A16B51E113D9CB"><enum>(A)</enum><text>collect and disseminate information on occupational requirements and projected employment openings; and</text></subparagraph> 
<subparagraph id="HD9189F8D4DB3471B8667B0E9BC67D184"><enum>(B)</enum><text>coordinate appropriate agency resources, including grants, loans, and scholarships, for the advancement of workforce education, training, and certification programs.</text></subparagraph></paragraph></subsection> 
<subsection id="H9B57F93546DF42B282E7B06364C609A5"><enum>(c)</enum><header>Membership</header> 
<paragraph id="HAC55F51AB2664D2BAB003D4254CB6689"><enum>(1)</enum><header>Number and appointment</header><text>The Task Force shall be composed of 11 members who shall be appointed as follows:</text> 
<subparagraph id="H35AC725017224A44808B73137388CA14"><enum>(A)</enum><text>One member shall be the Assistant Secretary of Labor for Employment and Training.</text></subparagraph> 
<subparagraph id="H411080799A384A6FA8426C45614C8CCB"><enum>(B)</enum><text>One member shall be a representative of the Department of Commerce and shall be appointed by the Secretary of Commerce.</text></subparagraph> 
<subparagraph id="H275AE5F7604E457DA417C27F912EAD2"><enum>(C)</enum><text display-inline="yes-display-inline">One member shall be a representative of the Department of Defense and shall be appointed by the Secretary of Defense.</text></subparagraph> 
<subparagraph id="H74BC2E3E3A5145A39D31F96756D335B3" display-inline="no-display-inline" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">One member shall be a representative of the Department of Homeland Security and shall be appointed by the Secretary of Homeland Security.</text></subparagraph> 
<subparagraph id="HD6A8992065474EE0B30423E5EC1D0031"><enum>(E)</enum><text display-inline="yes-display-inline">One member shall be a representative of the Department of Education and shall be appointed by the Secretary of Education.</text></subparagraph> 
<subparagraph id="H28770342CEFA4BAE8F2EF3AD40D4E3B7"><enum>(F)</enum><text display-inline="yes-display-inline">One member shall be a representative of the Department of Transportation and shall be appointed by the Secretary of Transportation.</text></subparagraph> 
<subparagraph id="HCCD2213F1D324269B07BADD2000F71F"><enum>(G)</enum><text display-inline="yes-display-inline">One member shall be a representative of the Department of Energy and shall be appointed by the Secretary of Energy.</text></subparagraph> 
<subparagraph id="H9908AB3844964AB8BB008600ADC06700"><enum>(H)</enum><text display-inline="yes-display-inline">One member shall be a representative of the National Aeronautics and Space Administration (NASA) and shall be appointed by the Administrator of NASA.</text></subparagraph> 
<subparagraph id="HBEC432034EAC437CB7F8DD3A1A28C01"><enum>(I)</enum><text display-inline="yes-display-inline">One member shall be a representative of the National Science Foundation (NSF) and shall be appointed by the Director of the NSF.</text></subparagraph> 
<subparagraph id="H89D48B3D137A4628BC38711D742000DB"><enum>(J)</enum><text display-inline="yes-display-inline">Two members shall be appointed by the President.</text></subparagraph></paragraph> 
<paragraph id="H29975F3CB7B54060AC4265364F8DACC6"><enum>(2)</enum><header>Chairperson</header><text>The Assistant Secretary of Labor for Employment and Training shall serve as the chairperson of the Task Force.</text></paragraph> 
<paragraph id="H8E3CC207DE604BD597CEBB3E6000A9CA"><enum>(3)</enum><header>Deadline for appointment</header><text>Each member shall be appointed to the Task Force not later than 90 days after the date of the enactment of this Act.</text></paragraph> 
<paragraph id="H3B3465C01E574620AD35B73CF35A39B"><enum>(4)</enum><header>Vacancies</header><text>A vacancy in the Task Force shall be filled in the manner in which the original appointment was made.</text></paragraph> 
<paragraph id="H89881773952649B1AAE9824CF949ED59"><enum>(5)</enum><header>Prohibition of Compensation</header><text display-inline="yes-display-inline">Members of the Task Force may not receive pay, allowances, or benefits by reason of their service on the Task Force.</text></paragraph></subsection> 
<subsection id="HB407D04839EE478A901E974EABB97874"><enum>(d)</enum><header>Meetings</header> 
<paragraph id="HB0FE212B7B6B49C3B9E5FA10008C9D16"><enum>(1)</enum><header>In General</header><text>The Task Force shall meet at the call of the Chairperson.</text></paragraph> 
<paragraph id="HC22E96AE2ED8417BB9F99FCBC116703B"><enum>(2)</enum><header>Frequency</header><text>The Task Force shall meet not less than two times each year.</text></paragraph> 
<paragraph id="H682665C3104B4E54A0A8C4E316D57013"><enum>(3)</enum><header>Quorum</header><text>6 members of the Task Force shall constitute a quorum.</text></paragraph></subsection> 
<subsection id="HB6AD054F1FB646BE9DD9E5288C8CE900"><enum>(e)</enum><header>Annual Reports</header><text>Not later than one year after the date of the enactment of this Act, and annually thereafter for four years, the Task Force shall submit to Congress, and make available to the public, a report detailing the activities of the Task Force and containing the findings, strategies, recommendations, policies, and initiatives developed pursuant to the duties of the Task Force under subsection (b).</text></subsection> 
<subsection id="H50BB4BCA8A914A239F53E2E0042B5F4"><enum>(f)</enum><header>Termination</header><text>The Commission shall terminate on the date of the submission of the final report under subsection (e).</text></subsection></section>
