			 such provisions as fall within the jurisdiction of the committee

		<official-title>To reauthorize the Secure Rural Schools and Community
		  Self-Determination Act of 2000 and to offset the cost of payments to States and
		  counties under such Act, and for other purposes.</official-title>

		<section display-inline="no-display-inline" id="H5D9C0E16B0F546D4007B22D1F7136F84" section-type="section-one"><enum>1.</enum><header>One-year extension of
			 payments and other authorities under the Secure Rural Schools and Community
			 Self-Determination Act of 2000</header>
			<subsection display-inline="no-display-inline" id="HEE2D200A76D045A9B8891E72D5D7E510"><enum>(a)</enum><header>One-year
			 extension</header><text display-inline="yes-display-inline">The Secure Rural
			 Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/393">Public Law 106–393</external-xref>; 16
			 U.S.C. 500 note) is amended—</text>
				<paragraph id="H3565ED83061A4E9893F9BC13168D3193"><enum>(1)</enum><text display-inline="yes-display-inline">in sections 208 and 303, by striking
			 <quote>2007</quote> both places it appears and inserting <quote>2008</quote>;
			 and</text>
				</paragraph><paragraph id="H6F8FCFE93AD54CA6839016C1D7067C5E"><enum>(2)</enum><text display-inline="yes-display-inline">in sections 101(a), 102(b)(2), 103(b)(1),
			 203(a)(1), 207(a), 208, 303, and 401, by striking <quote>2006</quote> each
			 place it appears and inserting <quote>2007</quote>.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HAD052306A23A41E985B700EFCD3AC93"><enum>(b)</enum><header>Offset</header>
				<paragraph id="H5E21EF4BD7EF47D29201789CF1FFC688"><enum>(1)</enum><header>Temporary
			 acceleration of effective date</header><text>Section 511(b) of the Tax Increase
			 Prevention and Reconciliation Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/222">Public Law 109–222</external-xref>; 120 Stat. 365)
			 is amended by striking <quote>after December 31, 2010</quote> and inserting
			 <quote>during the period beginning on January 1, 2007, and ending on December
			 31, 2007, and after December 31, 2010</quote>.</text>
				</paragraph><paragraph id="H94C6946181E34D6CAC33A7BF3B05E9F2"><enum>(2)</enum><header>Exclusion for
			 payments to small businesses</header><text>Paragraph (2) of section 3402(t) of
			 the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at
			 the end of subparagraph (H), by striking the period at the end of subparagraph
			 (I) and inserting a semicolon, and by adding at the end the following new
			 subparagraphs:</text>
					<quoted-block display-inline="no-display-inline" id="HCB2A457B92124F15A3C3BDF2269B00A8" style="OLC">
						<subparagraph id="HC03B0AC872774806BC1D5604A88D8059"><enum>(J)</enum><text display-inline="yes-display-inline">during the period beginning on January 1,
				2007, and ending on December 31, 2007, to any business which employed fewer
				than 50 employees during the preceding taxable year; and</text>
						</subparagraph><subparagraph id="H3AF984AC8ADD414D947E18DFD9BB7"><enum>(K)</enum><text display-inline="yes-display-inline">during the period beginning on January 1,
				2007, and ending on December 31, 2007, for State and local governments.</text>
						</subparagraph><quoted-block-continuation-text quoted-block-continuation-text-level="paragraph">For
				purposes of subparagraphs (J) and (K), rules similar to the rules of paragraphs
				(2)(A) and (6) of section 44(d) shall
				apply.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H74AF8BA5891647F1BF35FAF1C7ECECB6"><enum>(3)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this subsection shall take effect as if included in the Tax Increase Prevention
			 and Reconciliation Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/222">Public Law 109–222</external-xref>).</text>
