		<official-title>To amend the Fair Labor Standards Act of 1938 (29 U.S.C.
		  206(a)(1)) to reflect the actual costs of living in various regions of the
		  country and to bring the minimum to a fair wage that can support federal
		  workers and contractors and their families.</official-title>

		<section id="H862D2E40FF194C27B49B3997F2A7C265" section-type="section-one"><enum>1.</enum><header>Findings</header>
			<subsection id="HE6EF0DDC64854407A3F3E5DB8CDD2F00"><enum>(a)</enum><text>Over 10% of
			 Federal Contract workers earn below poverty level wages.</text>
			</subsection><subsection id="H70DADF480CBB4F93A51C9EE846E5F590"><enum>(b)</enum><text>The majority of
			 federal contractors paying poverty level wages are defense contractors
			 (62%).</text>
			</subsection><subsection id="HDD0CF560198A462A83C68C0900B44710"><enum>(c)</enum><text>Most contractors
			 are large businesses (59%), not small businesses or nonprofit
			 organizations.</text>
			</subsection><subsection id="H283A3E9EA208447CB42400F418DA178D"><enum>(d)</enum><text>Over a quarter of
			 one million direct federal workers work at poverty level wages. (EPI Study
			 released in 2000)</text>
			</subsection><subsection id="H0E6A5BC82E954432B324BA9CE224B9B2"><enum>(e)</enum><text>Since members of
			 Congress last voted to boost minimum wages, they have raised their own pay by
			 23%. (Christian Science Monitor 1/30/06)</text>
			</subsection><subsection id="HC7368F12AD3446C98680BD24BD83D530"><enum>(f)</enum><text>While real income
			 is declining for working families, top corporate executives receive an average
			 431 times the salary of a worker in his or her company. (Christian Science
			 Monitor 1/30/06)</text>
			</subsection><subsection id="H0124D31CA7F948A9ACC642BFD32FB8D2"><enum>(g)</enum><text>A graduated
			 increase of the minimum wage proposed in current pending legislation from
			 $5.85/hr. to $7.25/hr. does not bring the annual income of a family of four
			 above the poverty line.</text>
			</subsection></section><section id="HCC60254E496E412594CB00D014E79AE"><enum>2.</enum><header>Amendment to the
			 fair labor standards act of 1938</header>
			<subsection id="H44CCD6383A214049A21F9BFEA3B3DCBB"><enum>(a)</enum><header>In
			 General</header><text>Section 6(a)(1) of the Fair Labor Standards Act of 1938
			 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206(a)(1)</external-xref>) is amended to read as follows:</text>
				<paragraph id="H19DE908027A045DB84D1CFA9637F7D13"><enum>(1)</enum><text>except as
			 otherwise provided in this section, not less than an hourly wage (or salary
			 equivalent) sufficient for a worker to earn, while working 40 hours a week on a
			 full-time basis, equal to or above what it would cost to cover the cost of
			 housing, food, childcare, transportation and healthcare needs of a family of
			 four based on the regional or municipal cost of living; and</text>
				</paragraph><paragraph id="H9900B5E14F3A43FAA8DA948B6EB4573D"><enum>(2)</enum><text>an additional
			 amount, determined by the Secretary based on the locality in which a worker
			 resides, sufficient to cover the costs to such worker to obtain any fringe
			 benefits not provided by the worker's employer; and</text>
				</paragraph><paragraph id="HAF2132FFE3674D5E85FA24948B57A800"><enum>(3)</enum><text>an hourly wage
			 that will be adjusted annually in accord with Federal Cost of Living
			 Adjustments; and that</text>
				</paragraph><paragraph id="H7A90ED5800DF40559C4DD6BDD7A1C821"><enum>(4)</enum><text>the hourly wage
			 for Federal Workers and Contract Workers will increase by the same percentage
			 as the Congressional pay raise whenever Congress votes to raise their salaries
			 above COLA.</text>
				</paragraph><paragraph id="HC16428627DAC4E499CBFBF79352E970"><enum>(5)</enum><header>Effective
			 Date</header><text>The amendment made by section (a) above shall take effect 60
			 days after the date of enactment of this Act; and</text>
				</paragraph></subsection><subsection id="H9DEB2F76F1834FCF007D38F07F47C00"><enum>(b)</enum><header>In
			 General</header><text>Section 6 of the Fair Labor Standards Act of 1938 (29
			 U.S.C. 206) shall apply to the Commonwealth of the Northern Mariana
			 Islands.</text>
				<paragraph id="HF40A61BDFBD84D22A513DB762BB39EF4"><enum>(1)</enum><header>Transition</header><text>Notwithstanding
			 subsection (a), the minimum wage applicable to the Commonwealth of the Northern
			 Mariana Islands under section 6(a)(1) of the Fair Labor Standards Act of 1938
			 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206(a)(1)</external-xref>) shall be—</text>
					<subparagraph id="H245C001492134A4E838B1DD32E8CE1DF"><enum>(a)</enum><text>except as
			 otherwise provided in this section, not less than an hourly wage (or salary
			 equivalent) sufficient for a worker to earn, while working 40 hours a week on a
			 full-time basis, equal to or above what it would cost to cover the cost of
			 housing, food, childcare, transportation and healthcare needs of a family of
			 four based on the regional or municipal cost of living; and</text>
					</subparagraph><subparagraph id="H023149B4C06D475091C100AA9E7042DB"><enum>(b)</enum><text>an additional
			 amount, determined by the Secretary based on the locality in which a worker
			 resides, sufficient to cover the costs to such worker to obtain any fringe
			 benefits not provided by the worker's employer; and</text>
					</subparagraph><subparagraph id="H51F2F59B350142459C94C6CE2F00009C"><enum>(c)</enum><text>an hourly wage
			 that will be adjusted annually in accord with federal Cost of Living
			 Adjustments; and that</text>
					</subparagraph><subparagraph id="H20EBFE83D8E54378A378A7F4DB2C35CE"><enum>(d)</enum><text>the hourly wage
			 for Federal Workers and Contract Workers will increase by the same percentage
			 as the Congressional pay raise whenever Congress votes to raise their salaries
			 above COLA.</text>
					</subparagraph></paragraph><paragraph id="HF57A8EF113A04A73A5B13DA4BA750047"><enum>(2)</enum><text>Any items produced
			 or manufactured displaying a <quote>Made in the USA</quote> label must be
			 compensated with an hourly wage that complies with the federally mandated
			 minimum wage standards in section (b) above.</text>
				</paragraph><paragraph id="H32FDC8635EE1402599D7A8B31D717200"><enum>(3)</enum><header>Effective
			 Date</header><text>The amendment made by section (b) above shall take effect 60
			 days after the date of enactment of this Act.</text>
