<section section-type="section-one" id="H201F790C211946378B9F6B81E6D94574" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tax Code Termination Act</short-title></quote>.</text></section> 
<section id="H68A8FCA5B9474078ADDE0744BA30B9"><enum>2.</enum><header>Termination of Internal Revenue Code of 1986</header> 
<subsection id="HEBA12A5F7B944083B2EA5BF900500682"><enum>(a)</enum><header>In General</header><text>No tax shall be imposed by the Internal Revenue Code of 1986—</text> 
<paragraph id="H53A4A6122B6E4499A742D4ADF685081"><enum>(1)</enum><text>for any taxable year beginning after December 31, 2010; and</text></paragraph> 
<paragraph id="H2A9F53E935284EC182B3C8806D7C029"><enum>(2)</enum><text>in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2010.</text></paragraph></subsection> 
<subsection id="H1A3112B2C4CD48338EB1B4A61FB90099"><enum>(b)</enum><header>Exception</header><text>Subsection (a) shall not apply to taxes imposed by—</text> 
<paragraph id="H4AE47A56DE3B47C1827971486C9445F0"><enum>(1)</enum><text>chapter 2 of such Code (relating to tax on self-employment income);</text></paragraph> 
<paragraph id="H8A5DC082D34F4814A18D6F868574A215"><enum>(2)</enum><text>chapter 21 of such Code (relating to <act-name parsable-cite="FICA">Federal Insurance Contributions Act</act-name>); and</text></paragraph> 
<paragraph id="HFD49F90BFF6C4D4D81110080A7F0933"><enum>(3)</enum><text>chapter 22 of such Code (relating to <act-name parsable-cite="RRTA">Railroad Retirement Tax Act</act-name>).</text></paragraph></subsection></section> 
<section id="H63BD52CA141549208067169F85F724C9"><enum>3.</enum><header>New Federal tax system</header> 
<subsection id="H22A2EE2806E54B4480FC9FAAD7624FC1"><enum>(a)</enum><header>Structure</header><text>The Congress hereby declares that any new Federal tax system should be a simple and fair system that—</text> 
<paragraph id="H0EEC10E4E6994BCD8DD5ECB7D9310026"><enum>(1)</enum><text>provides tax relief for working Americans;</text></paragraph> 
<paragraph id="HD9C202AA45264B84A931B15E529C6936"><enum>(2)</enum><text>protects the rights of taxpayers and reduces tax collection abuses;</text></paragraph> 
<paragraph id="H9D59F9CBABA44F9EBCFBFA04DEE9DC66"><enum>(3)</enum><text>eliminates the bias against savings and investment;</text></paragraph> 
<paragraph id="HA83E1045B43248A481247B3F12593CEF"><enum>(4)</enum><text>promotes economic growth and job creation; and</text></paragraph> 
<paragraph id="HDBEFA95AE0D24787848EB0D12217C3DC"><enum>(5)</enum><text>does not penalize marriage or families.</text></paragraph></subsection> 
<subsection id="H6DCB7EC7EB7A42EE001BB82F32AF4075"><enum>(b)</enum><header>Timing of Implementation</header><text>In order to ensure an easy transition and effective implementation, the Congress hereby declares that any new Federal tax system should be approved by Congress in its final form no later than July 4, 2010.</text></subsection></section>
