<official-title>To establish the Sandra Day O’Connor Center on Constitutional Law at Stanford Law School and to establish the William H. Rehnquist Center on Constitutional Structures of Government at the University of Arizona James E. Rogers School of Law.</official-title>

<section id="H519467CA0BCA42F0A288129DFC6259DC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sandra Day O’Connor and William H. Rehnquist Law Centers Establishment Act of 2006</short-title></quote>.</text></section> 
<section id="H265E14031F534E699BEABB9B2E98BB77"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H706CA7F1095742029F4071BC6DA7FB24"><enum>(1)</enum><header>Law centers</header><text>The term <term>Law Centers</term> means—</text> 
<subparagraph id="H415108893FA94F9CAAC39071107FDFF1"><enum>(A)</enum><text>the Sandra Day O’Connor Center on Constitutional Law; and</text></subparagraph> 
<subparagraph id="H970D84A0EB7543D8BA695F3586BFB300"><enum>(B)</enum><text>the William H. Rehnquist Center on Constitutional Structures of Government.</text></subparagraph></paragraph> 
<paragraph id="H964CAB1FE54D4648A4C2E6F8FA7E98C"><enum>(2)</enum><header>Law schools</header><text>The term <term>Law Schools</term> means—</text> 
<subparagraph id="H2CCED73D87804A799DB4FFC47104C4C5"><enum>(A)</enum><text>the Stanford Law School; and</text></subparagraph> 
<subparagraph id="H2682A830356A4D21858300EB6F4741E5"><enum>(B)</enum><text>the University of Arizona James E. Rogers School of Law.</text></subparagraph></paragraph></section> 
<section id="H3195E22407E24D67BAE33E75D7C62D5"><enum>3.</enum><header>Grants</header> 
<subsection id="HCFAD24D7DD234F8DB97866FDA84005C"><enum>(a)</enum><header>In general</header><text>The Attorney General may provide a grant to—</text> 
<paragraph id="H48BD9747E5444CB59468B469E726A6C5"><enum>(1)</enum><text>the Stanford Law School, for use in establishing the Sandra Day O’Connor Center on Constitutional Law; and</text></paragraph> 
<paragraph id="HDA0BD0C65AA940639261BF2EA8ADB6F7"><enum>(2)</enum><text>the University of Arizona James E. Rogers School of Law, for use in establishing the William H. Rehnquist Center on Constitutional Structures of Government.</text></paragraph></subsection> 
<subsection id="HF5E48F035CF54A7F97CE56A48E8ED652"><enum>(b)</enum><header>Application</header><text>To receive assistance under subsection (a), each Law School shall submit to the Attorney General an application at such time, in such manner, and containing such additional information as the Attorney General may require.</text></subsection> 
<subsection id="H0F0B339BFE644EA8A3F1F91CD74C0040"><enum>(c)</enum><header>Use of funds</header><text>To support the establishment of the Law Centers, the Law Schools shall use grant funds provided under subsection (a) to fund—</text> 
<paragraph id="HE22A6826D252417E8C121FCFE29D324"><enum>(1)</enum><text>the employment of a director and staff for each Law Center;</text></paragraph> 
<paragraph id="H513739D8C9E94F128236A2B4E2EE0047"><enum>(2)</enum><text>program operations that meet such requirements as may be established by the Attorney General; and</text></paragraph> 
<paragraph id="HF9C21AC0EAFE444FBE8D53C54535FAD6"><enum>(3)</enum><text>permanent allocations for endowment of the Law Center established at the Law School.</text></paragraph></subsection> 
<subsection id="HE8F1D5C4B76F4991AACF33C1BBDCA4A9"><enum>(d)</enum><header>Non-federal contribution</header><text>Each Law School shall provide a non-Federal contribution in the form of—</text> 
<paragraph id="H463F78894A7D4813ADD53B1164EB874D"><enum>(1)</enum><text>direct expenditures;</text></paragraph> 
<paragraph id="H1D9DCE8202B5425AAAB1D2A152FB3883"><enum>(2)</enum><text>facilities;</text></paragraph> 
<paragraph id="H837E7E7A45C141948ECBE9766D377DE"><enum>(3)</enum><text>in-kind services; or</text></paragraph> 
<paragraph id="H1F6AC0DA7505454C85A2B700C03904E3"><enum>(4)</enum><text>permanent allocations for endowment of the Law Center established at the Law School.</text></paragraph></subsection></section> 
<section id="H59541DE068C74E10B3163814A798F2B2"><enum>4.</enum><header>Authorization of Appropriations</header> 
<subsection id="HE722B4C20EDD4B3796B1A33371C47D8F"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated to the Attorney General to carry out this Act $4,000,000 for each of fiscal years 2007 through 2011, of which $2,000,000 is authorized to be appropriated to each of the Law Schools for each of those fiscal years.</text></subsection> 
<subsection id="H3CABBA63767D45EAB4066F06DDCE95D" commented="no"><enum>(b)</enum><header>Unexpended funds</header><text display-inline="yes-display-inline">Funds appropriated pursuant to this Act are authorized to remain available until expended. For purposes of this subsection, funds used for permanent allocations for endowment of a Law Center established at a Law School shall be treated as expended.</text></subsection></section>
