		<section display-inline="no-display-inline" id="H3388104688E747B6844D928E9949E002" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>California Desert and Mountain
			 Heritage Act</short-title></quote>.</text>
		</section><title id="H0B472AADE7F042528231E6CB2FA6F57B"><enum>I</enum><header>Designation and
			 Expansion of Wilderness Areas</header>
			<section id="H2A3561CE03564E69B7E257D3FA833847"><enum>101.</enum><header>Definition of
			 secretary</header><text display-inline="no-display-inline">In this title, the
			 term <quote>Secretary</quote> means—</text>
				<paragraph id="H6E13063D7655448B9499FDCDF773B9DC"><enum>(1)</enum><text>with respect to
			 land under the jurisdiction of the Secretary of Agriculture, the Secretary of
			 Agriculture; and</text>
				</paragraph><paragraph id="H16A6F3EE9CF34189913F25F0B6D6D196"><enum>(2)</enum><text>with respect to
			 land under the jurisdiction of the Secretary of the Interior, the Secretary of
			 the Interior.</text>
				</paragraph></section><section id="HB4E429E82F1E4233BADE434DE77C4F1C"><enum>102.</enum><header>Designation of
			 wilderness, Cleveland and San Bernardino National Forests, Joshua Tree National
			 Park, and Bureau of Land Management land in Riverside County,
			 California</header>
				<subsection id="H8CFCEEECEB3F438DB74CF94759549224"><enum>(a)</enum><header>Agua tibia
			 wilderness addition</header><text display-inline="yes-display-inline">In
			 accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), certain land in
			 the Cleveland National Forest and certain land administered by the Bureau of
			 Land Management in Riverside County, California, together comprising
			 approximately 1,950 acres, as generally depicted on the map entitled
			 <quote>Agua Tibia Proposed Wilderness, Bureau of Land Management and Cleveland
			 National Forest</quote> and dated _____, is designated as wilderness and is
			 incorporated in, and shall be deemed to be a part of, the Agua Tibia Wilderness
			 designated by section 2(a) of <external-xref legal-doc="public-law" parsable-cite="pl/93/632">Public Law 93–632</external-xref> (88 Stat. 2154; 16 U.S.C. 1132
			 note).</text>
				</subsection><subsection id="HC2B68DE61A254BC5B927CEA15E7408D"><enum>(b)</enum><header>Cahuilla mountain
			 wilderness</header><text display-inline="yes-display-inline">In accordance with
			 the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), certain land in the San Bernardino
			 National Forest, California, comprising approximately 7,131 acres, as generally
			 depicted on the map entitled <quote>Cahuilla Mountain Proposed Wilderness, San
			 Bernardino National Forest</quote> and dated _____, is designated as wilderness
			 and, therefore, as a component of the National Wilderness Preservation System,
			 which shall be known as the <quote>Cahuilla Mountain Wilderness</quote>.</text>
				</subsection><subsection id="HA8EAC27B71054D89B7592E005227AB03"><enum>(c)</enum><header>South fork san
			 jacinto wilderness</header><text display-inline="yes-display-inline">In
			 accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), certain land in
			 the San Bernardino National Forest, California, comprising approximately 21,760
			 acres, as generally depicted on the map entitled <quote>South Fork San Jacinto
			 Proposed Wilderness, San Bernardino National Forest</quote> and dated _____, is
			 designated as wilderness and, therefore, as a component of the National
			 Wilderness Preservation System, which shall be known as the <quote>South Fork
			 San Jacinto Wilderness</quote>.</text>
				</subsection><subsection id="H257D8D2D1E4E4E838D9E07EBEA3F69F6"><enum>(d)</enum><header>Santa rosa
			 wilderness addition</header><text display-inline="yes-display-inline">In
			 accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), certain land in
			 the San Bernardino National Forest, California, comprising approximately 14
			 acres, as generally depicted on the map entitled <quote>Santa Rosa Proposed
			 Wilderness Addition, San Bernardino National Forest</quote> and dated _____, is
			 designated as wilderness and is incorporated in, and shall be deemed to be a
			 part of, the Santa Rosa Wilderness designated by section 101(a)(28) of Public
			 Law 98–425 (98 Stat. 1623; <external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note).</text>
				</subsection><subsection id="HB8903A57CC894EF3AA3036CF59930050"><enum>(e)</enum><header>Beauty mountain
			 wilderness</header><text display-inline="yes-display-inline">In accordance with
			 the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), certain land administered by the
			 Bureau of Land Management in Riverside County, California, comprising
			 approximately 16,700 acres, as generally depicted on the map entitled
			 <quote>Beauty Mountain Proposed Wilderness</quote> and dated _____, is
			 designated as wilderness and, therefore, as a component of the National
			 Wilderness Preservation System, which shall be known as the <quote>Beauty
			 Mountain Wilderness</quote>.</text>
				</subsection><subsection id="H5A7B2116F0944E9C8F2E66F5FDE23594"><enum>(f)</enum><header>Joshua tree
			 national park wilderness addition</header><text display-inline="yes-display-inline">In accordance with the Wilderness Act (16
			 U.S.C. 1131 et seq.), certain land in Joshua Tree National Park, comprising
			 approximately 37,050 acres, as generally depicted on the map entitled
			 <quote>Joshua Tree National Park Proposed Wilderness Additions</quote> and
			 dated _____, is designated as wilderness and is incorporated in, and shall be
			 deemed to be a part of, the Joshua Tree Wilderness designated by section 1(g)
			 of <external-xref legal-doc="public-law" parsable-cite="pl/94/567">Public Law 94–567</external-xref> (90 Stat. 2692; <external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note).</text>
				</subsection><subsection id="H798DFC45C5094B97A12FFC8C2456E9AA"><enum>(g)</enum><header>Maps and
			 descriptions</header>
					<paragraph id="H35FBEBDA02664CE0A6BB3E3B737C2BA"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of the enactment of
			 this Act, the Secretary shall file a map and legal description of each
			 wilderness area and wilderness addition designated by this section with the
			 Committee on Resources of the House of Representatives and the Committee on
			 Energy and Natural Resources of the Senate.</text>
					</paragraph><paragraph id="HF122DB56E36E4A1100B8CD9832150036"><enum>(2)</enum><header>Force of
			 law</header><text>A map and legal description filed under paragraph (1) shall
			 have the same force and effect as if included in this Act, except that the
			 Secretary may correct errors in the map and legal description.</text>
					</paragraph><paragraph id="H7052BBFBF2EE4D0CAF77880001715795"><enum>(3)</enum><header>Public
			 availability</header><text>Each map and legal description filed under paragraph
			 (1) shall be filed and made available for public inspection in the appropriate
			 office of the Secretary.</text>
					</paragraph></subsection></section><section id="H3806499E6E2C495088FD307D8FD355EC"><enum>103.</enum><header>Joshua Tree
			 National Park potential wilderness</header>
				<subsection id="H4B6C50DC53BF4E0590D40074ED3E868C"><enum>(a)</enum><header>Designation of
			 potential wilderness</header><text>Certain land in the Joshua Tree National
			 Park, comprising approximately 41,100 acres, as generally depicted on the map
			 entitled <quote>Joshua Tree National Park Potential Wilderness Addition</quote>
			 and dated _____, is designated potential wilderness and shall be managed by the
			 Secretary of the Interior insofar as practicable as wilderness until such time
			 as the land is designated as wilderness pursuant to subsection (b).</text>
				</subsection><subsection id="HC97C21E88A164E6B87F65C953B7D8FBF"><enum>(b)</enum><header>Designation as
			 wilderness</header><text display-inline="yes-display-inline">The land
			 designated potential wilderness by subsection (a) shall be designated as
			 wilderness and incorporated in, and be deemed to be a part of, the Joshua Tree
			 Wilderness designated by section 1(g) of <external-xref legal-doc="public-law" parsable-cite="pl/94/567">Public Law 94–567</external-xref> (90 Stat. 2692; 16
			 U.S.C. 1132 note), effective upon publication by the Secretary of the Interior
			 in the Federal Register of a notice that—</text>
					<paragraph id="HF7A0DDD977C140368C13BE4B47AE216C"><enum>(1)</enum><text display-inline="yes-display-inline">all uses of the land within the potential
			 wilderness prohibited by the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>) have
			 ceased; or</text>
					</paragraph><paragraph id="H7ED70483A1A44758942C5EB3D90011AF"><enum>(2)</enum><text>sufficient
			 inholdings within the boundaries of the potential wilderness have been acquired
			 to establish a manageable wilderness unit.</text>
					</paragraph></subsection><subsection id="H36FF4F49D23A4AB5B2B9563CE50605C5"><enum>(c)</enum><header>Map and
			 description</header>
					<paragraph id="H7A1CAAF921EF441799834FF2C4791EF0"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">As soon as
			 practicable after the date on which the notice required by subsection (b) is
			 published in the Federal Register, the Secretary shall file a map and legal
			 description of the land designated as wilderness and potential wilderness by
			 this section with the Committee on Resources of the House of Representatives
			 and the Committee on Energy and Natural Resources of the Senate.</text>
					</paragraph><paragraph id="H6CCA52E7D7384142ABEA72DC1D04D63C"><enum>(2)</enum><header>Force of
			 law</header><text>The map and legal description filed under paragraph (1) shall
			 have the same force and effect as if included in this Act, except that the
			 Secretary may correct errors in the map and legal description.</text>
					</paragraph><paragraph id="H724E00505EF8477E007DC4C2678EE492"><enum>(3)</enum><header>Public
			 availability</header><text>Each map and legal description filed under paragraph
			 (1) shall be filed and made available for public inspection in the appropriate
			 office of the Secretary.</text>
					</paragraph></subsection></section><section id="H5A4E534C0FA9470EB29C4C7EC03B8CEA"><enum>104.</enum><header>Administration
			 of wilderness</header>
				<subsection id="HFED1CA236C3542F99FF928F4C45E5FC3"><enum>(a)</enum><header>Management</header><text>Subject
			 to valid existing rights, the land designated as wilderness or as a wilderness
			 addition by this title shall be administered by the Secretary in accordance
			 with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), except that—</text>
					<paragraph id="H61C5E2A5D7D54E1EBA68573866076650"><enum>(1)</enum><text display-inline="yes-display-inline">any reference in that Act to the effective
			 date of that Act shall be deemed to be a reference to—</text>
						<subparagraph id="HDC23E6AA73F44830824800913220FB00"><enum>(A)</enum><text>the date of the
			 enactment of this Act; or</text>
						</subparagraph><subparagraph id="H34004B353DF9481B839ED2EF00E6028F"><enum>(B)</enum><text>in the case of the
			 wilderness addition designated by subsection (b) of section 103, the date on
			 which the notice required by such subsection is published in the Federal
			 Register; and</text>
						</subparagraph></paragraph><paragraph id="HF93DFB0467754F808784256CE5CD2B"><enum>(2)</enum><text>any
			 reference in that Act to the Secretary of Agriculture shall be deemed to be a
			 reference to the Secretary that has jurisdiction over the land.</text>
					</paragraph></subsection><subsection id="HD84F6DA0EAB84CB5A3BFAA001E340960"><enum>(b)</enum><header>Incorporation of
			 acquired land and interests</header><text>Any land within the boundaries of a
			 wilderness area or wilderness addition designated by this title that is
			 acquired by the United States shall—</text>
					<paragraph id="H16C0240A0A5A444E81BBF998A27B110"><enum>(1)</enum><text>become part of the
			 wilderness area in which the land is located; and</text>
					</paragraph><paragraph id="H98388FFCE3504119B1D82FB372CE278"><enum>(2)</enum><text>be
			 managed in accordance with this title, the Wilderness Act (16 U.S.C. 1131 et
			 seq.), and any other applicable law.</text>
					</paragraph></subsection><subsection id="HDAD1BC1E48934D7FA39163C800B989C7"><enum>(c)</enum><header>Withdrawal</header><text>Subject
			 to valid rights in existence on the date of enactment of this Act, the land
			 designated as wilderness by this title is withdrawn from all forms of—</text>
					<paragraph id="H06C47966559D49A9A34137007E003414"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
					</paragraph><paragraph id="HBC088B072A8C495D8BBD454C8C3F98C9"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph id="H788E427B6B36413B00DC4FD0AAA132AB"><enum>(3)</enum><text>disposition under
			 all laws pertaining to mineral and geothermal leasing or mineral
			 materials.</text>
					</paragraph></subsection><subsection id="HD50406EEB39747438BBB18C1BEF3CE65"><enum>(d)</enum><header>Fire, insect,
			 and disease management activities</header><text display-inline="yes-display-inline">The Secretary may take such measures in a
			 wilderness area or wilderness addition designated by this title as are
			 necessary for the control and prevention of fire, insects, and diseases, in
			 accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>)
			 and House Report No. 98–40 of the 98th Congress.</text>
				</subsection></section></title><title id="H748309BABDBC41C0876582F55F96879B"><enum>II</enum><header>Wild
			 and Scenic River Designations</header>
			<section id="HF996960513E749C28B45C0494E624B3F"><enum>201.</enum><header>Wild and scenic
			 river designations, Riverside County, California</header>
				<subsection id="HBFB426997A434B3C89077DA383403BF6"><enum>(a)</enum><text>Section 3(a) of
			 the Wild and Scenic Rivers Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1274">16 U.S.C. 1274(a)</external-xref>) is amended by adding at the
			 end the following new paragraphs:</text>
					<quoted-block id="H31A261FFADB24640AFDC8140482BE7D4" style="OLC">
						<paragraph id="H223A26A00E9449109FC000DF71D078F9" indent="up1"><enum>(_)</enum><header>North Fork San Jacinto River,
				California</header><text>The following segments of the North Fork San Jacinto
				River in the State of California, to be administered by the Secretary of
				Agriculture:</text>
							<subparagraph id="H4E6880B8FA294EA99F52E2FFC47199F"><enum>(A)</enum><text display-inline="yes-display-inline">The 2.12-mile segment from the source of
				the North Fork San Jacinto River at Deer Springs in Mt. San Jacinto State Park
				to the State Park boundary, as a wild river.</text>
							</subparagraph><subparagraph id="HF47C3F687E8E4E1A8F94CDA37ED0BC08"><enum>(B)</enum><text display-inline="yes-display-inline">The 1.66-mile segment from the Mt. San
				Jacinto State Park boundary to the Lawler Park boundary in section 26, township
				4 south, range 2 east, San Bernardino meridian, as a scenic river.</text>
							</subparagraph><subparagraph id="H52640349B0F647B992EAB2E0CA7423A4"><enum>(C)</enum><text>The 0.68-mile segment from the Lawler
				Park boundary to its confluence with Fuller Mill Creek, as a recreational
				river.</text>
							</subparagraph><subparagraph id="HA42BFDB95C444B57BDA0CAF621AB479F"><enum>(D)</enum><text>The 2.15-mile segment from its
				confluence with Fuller Mill Creek to .25 miles upstream of the 5S09 road
				crossing, as a wild river.</text>
							</subparagraph><subparagraph id="HF095B7A5FB50451690AAB77174AC5D88"><enum>(E)</enum><text>The 0.6-mile segment from .25 miles
				upstream of the 5S09 Road crossing to its confluence with Stone Creek, as a
				scenic river.</text>
							</subparagraph><subparagraph id="HD7598B9E54824198B2A4C193DD154900"><enum>(F)</enum><text display-inline="yes-display-inline">The 2.91-mile segment from the Stone Creek
				confluence to the northern boundary of section 17, township 5 south, range 2
				east, San Bernardino meridian, as a wild river.</text>
							</subparagraph></paragraph><paragraph id="H198CAED6E8D7490A8580A8E997D6094C" indent="up1"><enum>(_)</enum><header>Fuller Mill Creek,
				California</header><text>The following segments of Fuller Mill Creek in the
				State of California, to be administered by the Secretary of Agriculture:</text>
							<subparagraph id="HCF6527DC461D488EA2A52164997C00D7"><enum>(A)</enum><text display-inline="yes-display-inline">The 1.2-mile segment from the source of
				Fuller Mill Creek in the San Jacinto Wilderness to the Pinewood property
				boundary in section 13, township 4 south, range 2 east, San Bernardino
				meridian, as a scenic river.</text>
							</subparagraph><subparagraph id="H784002B44EA14731A2BD9F8435F0F1CE"><enum>(B)</enum><text>The 0.9-mile segment in the Pine Wood
				property, as a recreational river.</text>
							</subparagraph><subparagraph id="H1FF3D22A978A4CE5AF24956123E8BC99"><enum>(C)</enum><text display-inline="yes-display-inline">The 1.4-mile segment from the Pinewood
				property boundary in section 23, township 4 south, range 2 east, San Bernardino
				meridian, to its confluence with the North Fork San Jacinto River, as a scenic
				river.</text>
							</subparagraph></paragraph><paragraph id="H4985CB8D60794D9D996419EBEE2460C5" indent="up1"><enum>(_)</enum><header>Palm Canyon Creek,
				California</header><text display-inline="yes-display-inline">The 8.1-mile
				segment of Palm Canyon Creek in the State of California from the southern
				boundary of section 6, township 7 south, range 5 east, San Bernardino meridian,
				to the San Bernardino National Forest boundary in section 1, township 6 south,
				range 4 east, San Bernardino meridian, to be administered by the Secretary of
				Agriculture as a wild river.</text>
						</paragraph><paragraph id="H06650817234A44CAB800EA96D49C653" indent="up1"><enum>(_)</enum><header>Bautista Creek,
				California</header><text display-inline="yes-display-inline">The 9.8-mile
				segment of Bautista Creek in the State of California from the San Bernardino
				National Forest boundary in section 36, township 6 south, range 2 east, San
				Bernardino meridian, to the San Bernardino National Forest boundary in section
				2, township 6 south, range 1 east, San Bernardino meridian, to be administered
				by the Secretary of Agriculture as a recreational
				river.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section></title><title id="H381680F8B10648C7A5CDB24BF6FF8B5B"><enum>III</enum><header>Boundary
			 Adjustment</header>
			<section id="HC0DC0CF127124A77B17680F8584770E2"><enum>106.</enum><header>Boundary
			 adjustment, Santa Rosa and San Jacinto Mountains National
			 Monument</header><text display-inline="no-display-inline">Section 2 of the
			 Santa Rosa and San Jacinto Mountains National Monument Act of 2000 (Public Law
			 106–351; <external-xref legal-doc="usc" parsable-cite="usc/114/1362">114 U.S.C. 1362</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/16/431">16 U.S.C. 431</external-xref> note) is amended by adding at the end
			 the following new subsection:</text>

				Area,</quote> and <quote>Santa Rosa and San Jacinto Mountains Addition, Snow
				Creek Area</quote> and dated _____, are included within the boundaries of the
				National
				Monument.</text>
