		<official-title>To prohibit the procurement of victim-activated landmines
		  and other weapons that are designed to be victim-activated.</official-title>

		<section id="H1CB0D1A747614524B586A6D0F5D72544" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Victim-Activated Landmine Abolition
			 Act of 2006</short-title></quote>.</text>
		</section><section id="HE878B33FD16241DB96EBD28EB0EEDC88"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="HA5633DC0672747E3A499DA5B2BAE250"><enum>(1)</enum><text>Victim-activated
			 landmines and other weapons that are designed to be victim-activated
			 indiscriminately threaten lives in more than 80 countries. Civilians, including
			 tens of thousands of children, have been the primary victims of these
			 weapons.</text>
			</paragraph><paragraph id="HA8ED9BBD82214C149D393275195C809E"><enum>(2)</enum><text>Victim-activated
			 landmines and other weapons that are designed to be victim-activated have
			 killed and maimed United States and coalition troops in Afghanistan, Iraq, and
			 elsewhere.</text>
			</paragraph><paragraph id="H673E5460FD634B62BEB6CDB5AC557500"><enum>(3)</enum><text>The United States
			 was the first nation to call for a comprehensive ban on antipersonnel landmines
			 in 1994 and has not exported antipersonnel mines since 1992, produced
			 antipersonnel landmines since 1997, or used antipersonnel landmines since
			 1991.</text>
			</paragraph><paragraph id="H30455428DEEA42EBB8D10048A1724788"><enum>(4)</enum><text>The United States
			 sets an example for the world by remaining a global leader in funding for mine
			 clearance, mine risk education, and mine survivor assistance.</text>
			</paragraph><paragraph id="HE34E4F39C5A3487AA246B4184F2261F5"><enum>(5)</enum><text>The United States
			 has acquired reliable technology that enables all weapons to be equipped with
			 man-in-the-loop targeting and triggering capabilities, meaning that the device
			 can be activated only in response to an intentional act by a person.</text>
			</paragraph></section><section id="H149DE4A582D64F3E9586E2BAF0F6AE8D"><enum>3.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">The United States
			 Government should continue to set an example for other countries by banning
			 procurement of victim-activated landmines and other weapons that are designed
			 to be victim-activated.</text>
		</section><section id="HA3C9B4C2F31848428F31D3CFADE00688"><enum>4.</enum><header>Prohibition</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,
			 the Federal Government may not procure victim-activated landmines or any other
			 weapon designed to be victim-activated in any circumstance.</text>
