			 consideration of such provisions as fall within the jurisdiction of the

		<official-title>To amend title XVIII of the Social Security Act to
		  provide for guaranteed issue of Medicare supplemental policies for disabled and
		  renal disease beneficiaries upon first enrolling under part B of the Medicare
		  Program.</official-title>

		<section id="HB89A15BC70D54197AD8223EC04B9DDC6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Medigap
			 Access Improvement Act of 2006</quote>.</text>
		</section><section id="H36AB41152D144BA7B2B697A12F107510"><enum>2.</enum><header>Extending
			 guaranteed issue of medigap policies to all medicare eligible
			 individuals</header>
			<subsection id="HF75C73CB855345D900DF15F312ED9589"><enum>(a)</enum><header>In
			 general</header><text>Section 1882(s) of the Social Security Act (42 U.S.C.
			 1395ss(s)) is amended—</text>
				<paragraph id="HA77140075F2E4EBF85C8443B016396B5"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)(A), by inserting before
			 the period at the end the following: <quote>and, in the case of an individual
			 who is under 65 years of age and who is enrolled for benefits under part B,
			 during the 6 month period beginning with the first month as of the first day on
			 which the individual is so enrolled</quote>;</text>
				</paragraph><paragraph id="HEAF76936A39D4D4C8ECB46BDD8509700"><enum>(2)</enum><text>in paragraph
			 (2)(D), by striking <quote>the 6-month period described in subparagraph (A) to
			 an individual who is 65 years of age or older as of the date of issuance
			 and</quote> and inserting <quote>a 6-month period described in subparagraph (A)
			 to an individual</quote>; and</text>
				</paragraph><paragraph id="H94746029EC9E456C85057E1C5110A739"><enum>(3)</enum><text>in paragraph
			 (3)(B)(vi), by striking <quote>at age 65</quote>.</text>
				</paragraph></subsection><subsection id="HE6D93A3EEB5E48F18E4E77F0A75800E"><enum>(b)</enum><header>Effective
			 date</header>
				<paragraph id="HF07438168A2D44889E236226011513C8"><enum>(1)</enum><header>In
			 general</header><text>The amendments made by subsection (a) shall take effect
			 as of the date of the enactment of this Act.</text>
				</paragraph><paragraph id="H653CA08BC3A649F78E531D9BF16C0776"><enum>(2)</enum><header>Transition for
			 currently eligible medicare individuals</header>
					<subparagraph id="HBC2538F6683A4992BBF79E2B791DE976"><enum>(A)</enum><header>In
			 general</header><text>No medicare supplemental policy of an issuer shall be
			 deemed to meet the standards in subsection (c) of section 1882 of the Social
			 Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395ss">42 U.S.C. 1395ss</external-xref>) unless the issuer permits each individual
			 described in subparagraph (B), during the 6-month period beginning on the first
			 day of the first month beginning after the date of the enactment of this Act,
			 to be enrolled under a medicare supplemental policy in accordance with
			 subsection (s) of such section, as amended by subsection (a), applied as if the
			 individual were first enrolled under part B of title XVIII of the Social
			 Security Act as of the first day of such first month.</text>
					</subparagraph><subparagraph id="H8B1ED0E0E44C4635005BE25285F1C73C"><enum>(B)</enum><header>Nonenrolled
			 current disabled and renal disease beneficiaries described</header><text>For
			 purposes of subparagraph (A), an individual described in this subparagraph is
			 an individual who, as of the first day of the first month beginning after the
			 date of the enactment of this Act—</text>
						<clause id="HA2AB93CB3B8A4B03869DB3D7BF351200"><enum>(i)</enum><text>is
			 under 65 years of age;</text>
						</clause><clause id="H38C96F7805A4498786F5F5D5AE313420"><enum>(ii)</enum><text>is
			 enrolled under part B of title XVIII of the Social Security Act; and</text>
						</clause><clause id="H8C1051EE09A74DF684C2BC6733669751"><enum>(iii)</enum><text>is
			 not enrolled in a medicare supplemental policy.</text>
						</clause></subparagraph></paragraph></subsection></section></legis-body>
