		<section id="HBDDE90CE5376455C9DE50694EF6F8E59" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Veterans
			 Corporation Reauthorization and Enhancement Act of 2006</quote>.</text>
		</section><section display-inline="no-display-inline" id="H9AFB290AAA9D4C6E8B3F57787B4C752E"><enum>2.</enum><header>National Veterans
			 Business Development Corporation</header>
			<subsection id="H68B1595E95D348FFA63797E700B4465"><enum>(a)</enum><header>Authorization of
			 appropriations</header><text>Paragraph (1) of subsection (k) of section 33 of
			 the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657c">15 U.S.C. 657c(k)(1)</external-xref>) is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="HF78BE87C07CD41E1A645A5ABAEFAC82D" style="OLC">
					<paragraph id="H5087D9AE859E4217BDC544AD204978F7"><enum>(1)</enum><header>In
				general</header><text>There are authorized to be appropriated to the
				Corporation to carry out this section—</text>
						<subparagraph id="H1B97A4221EDC412391A2BD4DF6B9F49"><enum>(A)</enum><text>$4,000,000 for
				fiscal year 2008;</text>
						</subparagraph><subparagraph id="H72624F11061448F1BC4FDF8964C08869"><enum>(B)</enum><text>$3,000,000 for
				each of fiscal years 2009 and 2010; and</text>
						</subparagraph><subparagraph id="H3A37E5C74BA34BB1965E94B5ADDF92BE"><enum>(C)</enum><text>$2,000,000 for
				each of fiscal years 2011 and
				2012.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5CA220CB181C48C594B0DB08F63E576"><enum>(b)</enum><header>Private
			 funding</header><text>Such subsection is amended by striking paragraphs (2) and
			 (3) and inserting the following new paragraph (2):</text>
				<quoted-block display-inline="no-display-inline" id="HC9E246E6D10D40359FEA24F8CBD7B3D7" style="OLC">
					<paragraph id="H6AA47E1279624260B21B1F7B6484C8E"><enum>(2)</enum><header>Private and
				public funding partnership</header><text>The Corporation shall seek to raise
				private funds in order to leverage funds appropriated by
				law.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF8F9A21ABA3643329CA8F0C5641041F"><enum>(c)</enum><header>Members of
			 National Guard and Reserve Component</header><text>Subsection (b)(2) of such
			 section is amended by inserting <quote>members of the reserve
			 components,</quote> after <quote>service-disabled veterans,</quote>.</text>
			</subsection><subsection id="H3D7370EF4F8D402E9F3355F56547AEEA"><enum>(d)</enum><header>Expansion of
			 Board of Directors</header><text>Subsection (c) of such section is
			 amended—</text>
				<paragraph id="HF0C57799CFE945E5A193E275D3D7DEFD"><enum>(1)</enum><text>in paragraph (1)
			 by striking <quote>three nonvoting ex officio members</quote> and inserting
			 <quote>seven nonvoting ex officio members</quote>;</text>
				</paragraph><paragraph id="H9AC1353DDE834F5C8DA3B494674867AE"><enum>(2)</enum><text>in paragraph (3),
			 by inserting <quote>the Secretary of Labor, the Secretary of Commerce, the
			 Secretary of Education, the chief executive officer of the Corporation,</quote>
			 after <quote>Secretary of Defense,</quote>; and</text>
				</paragraph><paragraph id="HE3FFC79CF74048F88D88968CF0EF1FE8"><enum>(3)</enum><text>by striking
			 paragraph (4) and redesignating paragraphs (5) through (11) as paragraphs (4)
			 through (10), respectively.</text>
				</paragraph></subsection><subsection id="H35DADA7E215747DE9BF145E3DB934089"><enum>(e)</enum><header>Advisory
			 committee; use of mails</header><text>Such section is further amended by
			 striking subsections (h) and (i) and redesignating subsections (j) and (k) as
			 subsections (h) and (j), respectively.</text>
			</subsection><subsection id="H4678BC1C6890442A9BB35B94EEEF18A"><enum>(f)</enum><header>Veteran
			 notification</header><text>Such section, as amended by subsections (c) and (e),
			 is further amended by inserting after subsection (h), as redesignated by
			 subsection (e), the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H7D762B9BDC894E7A8E6DFB34CACED2DF" style="OLC">
					<subsection id="HFA656631CAC341A6973616002EDAB4C9"><enum>(i)</enum><header>Veteran
				notification</header><text>The Secretary of Veterans Affairs and the Secretary
				of Labor shall make available to veterans information describing the services
				provided by the
				Corporation.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H301BB9E3C9394644B89E1D2FD004129"><enum>(g)</enum><header>GAO
			 report</header>
				<paragraph id="H7BEE13120AA94012ACF73100FE5135A2"><enum>(1)</enum><header>Audit and report
			 required</header><text>Not later than two years after the date of the enactment
			 of this Act, the Comptroller General shall conduct an audit, in accordance with
			 generally accepted auditing standards, of the National Veterans Development
			 Corporation and evaluate the effectiveness of the Corporation in carrying out
			 the purposes under section 33(b) of the Small Business Act, and submit to
			 Congress a report on the results of the audit and evaluation.</text>
				</paragraph><paragraph id="H858A4D0404B34079B0C072DDDF0E6D8"><enum>(2)</enum><header>Access to
			 records</header><text>In conducting the audit pursuant to paragraph (1),
			 appropriate representatives of the Comptroller General shall have access to all
			 books, accounts, financial records, reports, files and other papers, items, or
			 property in use by the National Veterans Development Corporation, as necessary
			 to facilitate such audit, and such representatives shall be afforded full
			 facilities for verifying transactions with the balances.</text>
				</paragraph></subsection></section></legis-body>
