<official-title>To provide for the distribution of excess manufactured housing units located at Hope Municipal Airport, Arkansas, and for other purposes.</official-title>

<section id="H541020E17ACA42C196C1A562F8EC7793" section-type="section-one"><enum>1.</enum><header>Distribution of excess manufactured housing units located at Hope Municipal Airport, Arkansas</header> 
<subsection id="H0BA4C4C95F0E4CABA222D2E99EA884E"><enum>(a)</enum><header>Program authorized</header><text display-inline="yes-display-inline">Subject to the requirements of this section, the Director of the Federal Emergency Management Agency shall establish and carry out a program to designate and distribute to eligible government entities, without payment of consideration, excess manufactured housing units located at Hope Municipal Airport, Arkansas.</text> </subsection>
<subsection id="H2CB41E6D8B1342ED905D24396DD91F05"><enum>(b)</enum><header>Use of manufactured housing units</header><text>An eligible government entity receiving excess manufactured housing units under the program shall use such housing units to provide affordable rental housing.</text> </subsection>
<subsection id="HD71C34A9D60344628F71A241B62346F6"><enum>(c)</enum><header>Deadline for establishment</header><text>The Director shall establish the program not later than 120 days after the date of enactment of this Act.</text> </subsection>
<subsection id="H6CAB3EA4EA8D41E40087752C9D95B2BC"><enum>(d)</enum><header>Designation of excess manufactured housing units</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Director shall—</text> 
<paragraph id="HDC2DC6C69F254FC485BA1036362F171C"><enum>(1)</enum><text>determine the number, not to exceed 3,000, of manufactured housing units located at Hope Municipal Airport, Arkansas, as of the date of enactment of this Act, that the Director needs to retain at such airport for emergency preparedness and response purposes; and</text> </paragraph>
<paragraph id="H73ABE213BD4442ABAC423900ADEED135"><enum>(2)</enum><text display-inline="yes-display-inline">designate any manufactured housing units located at such airport, as of the date of enactment of this Act, in excess of the number determined by the Director under paragraph (1) as excess manufactured housing units for distribution under the program.</text> </paragraph></subsection>
<subsection id="H0FDA13C42202418B87F0E1778D691305"><enum>(e)</enum><header>Eligible government entities</header><text display-inline="yes-display-inline">For purposes of this section, an eligible government entity is a unit of local government, including a city, county, or parish, that is located in an area affected by a major disaster declared by the President—</text> 
<paragraph id="H8B3AF22E279C4B27BA8F4E60A4AFC99"><enum>(1)</enum><text>at any time during the 24-month period ending on the date of enactment of this Act; or</text> </paragraph>
<paragraph id="HD74C9FB798CA410E85F9B1E0F73F2CC3"><enum>(2)</enum><text>at any time after the date of enactment of this Act.</text> </paragraph></subsection>
<subsection id="H41BD084BFA564CFFBD7C180024B14F64"><enum>(f)</enum><header>Site requirement</header><text display-inline="yes-display-inline">In order to receive manufactured housing units under the program, an eligible government entity shall provide suitable sites, connected to water and sewer lines, to which the manufactured housing units may be relocated.</text> </subsection>
<subsection id="H82D1618F6D6046518B79F0F72B4200A5"><enum>(g)</enum><header>Application</header><text>An eligible government entity seeking to receive manufactured housing units under the program shall submit an application to the Director at such time, in such manner, and containing such information as the Director may require.</text> </subsection>
<subsection id="H077A545FEEF641FBBA2023920487006D"><enum>(h)</enum><header>Determination</header><text>Not later than 60 days after the date of receipt of an application under subsection (g), the Director shall approve or deny the application.</text> </subsection>
<subsection id="HE59F3FB73CC5427BAAFE45C4003F8711"><enum>(i)</enum><header>Priority</header><text display-inline="yes-display-inline">In making determinations under subsection (h), the Director shall give priority to eligible government entities representing areas with a high rate of poverty.</text> </subsection>
<subsection id="H27BB52E5DA424CC082967606CFAF2015"><enum>(j)</enum><header>Relocation of manufactured housing units</header><text>The Director shall relocate the manufactured housing units to the sites provided by the recipients of manufactured housing units under the program at full Federal expense.</text> </subsection>
<subsection id="HC9742AF9F593400DBF366B2000B22E39"><enum>(k)</enum><header>Maximum number of units for distribution</header><text>An eligible government entity may receive 6 manufactured housing units under the program for every acre of land provided as sites to which such housing units may be relocated, but in no case may a government entity receive more than 100 housing units under the program.</text> </subsection>
<subsection id="HF5AC3006E81D46F5B9B5E9D6AB775694"><enum>(l)</enum><header>Major disaster defined</header><text>In this section, the term <term>major disaster</term> has the meaning given that term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5122">42 U.S.C. 5122</external-xref>).</text> </subsection></section>
<section id="H98EF7165F62E4CC8A5947354A64EBF2F" section-type="subsequent-section"><enum>2.</enum><header>Disposal of temporary housing units</header><text display-inline="no-display-inline">Section 408(d)(2)(B) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174(d)(2)(B)</external-xref>) is amended to read as follows:</text>

<subparagraph id="H83969FEC0D38465D98E26D1FD976D81C"><enum>(B)</enum><header>Other methods of disposal</header><text>If not disposed of under subparagraph (A), a temporary housing unit purchased under this section by the President for the purpose of housing disaster victims shall be transferred to the Administrator of General Services for disposal as excess property.</text> </subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </section>
