		<official-title>To require the Director of the Federal Emergency
		  Management Agency to establish an identity verification system that ensures
		  that disaster assistance payments are paid only to qualified
		  individuals.</official-title>

		<section id="HDF056E2FB9BC4033A214774CEA005E61" section-type="section-one"><enum>1.</enum><header>Disaster assistance to
			 qualified individuals</header>
			<subsection id="HFA91ED003C5A4885B69F556EBD992868"><enum>(a)</enum><header>In
			 general</header><text>The Director of the Federal Emergency Management Agency
			 shall establish an identity verification system that verifies applicant
			 identity in near-real time to ensure that disaster assistance payments are paid
			 only to qualified individuals.</text>
			</subsection><subsection id="HB49BB8C2D78F4122BDCEC6FCF02454A9"><enum>(b)</enum><header>Qualification</header><text>To
			 determine if an individual is qualified and ensure that the identity
			 verification system referred to in subsection (a) is efficient, the Director
			 shall—</text>
				<paragraph id="H1A1E9648C49E40C7A66248D2EC9308"><enum>(1)</enum><text>establish detailed
			 criteria for registration that provides simple but specific instructions to
			 registrants regarding the identification information required;</text>
				</paragraph><paragraph id="H84B3629619FF4EE1A31D01EE0030BBA"><enum>(2)</enum><text>require registrants
			 to provide their name exactly as it appears on their social security card to
			 prevent name and social security discrepancies;</text>
				</paragraph><paragraph id="HEA829C6394AC46D285CEB49BFA883D12"><enum>(3)</enum><text>test the identity
			 verification system prior to implementation;</text>
				</paragraph><paragraph id="H912EC0734C054AC0BD35CBEE6457FA19"><enum>(4)</enum><text>ensure that call
			 center employees give prompt feedback to a registrant regarding whether or not
			 the registrant’s identity has been validated; and</text>
				</paragraph><paragraph id="H76A1D71EC9914CE1907C8E534D962D07"><enum>(5)</enum><text>establish an
			 expeditious appeal and an alternative verification process for a registrant who
			 is rejected through the identity verification system.</text>
