		<section id="HAEE7BB52D1EF456B9632EEECAE36ECF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>HIT for Small Business Health Care
			 Providers Act of 2006</short-title></quote>.</text>
		</section><section id="H75BB72002208452EBD3145A6F8A2C98E"><enum>2.</enum><header>Health
			 Information Technology Loan Program</header>
			<subsection id="H0681BD32351E40BE8197B2323E76A6BF"><enum>(a)</enum><header>Program
			 established</header><text>For each of fiscal years 2007 and 2008, the
			 Administrator of the Small Business Administration shall ensure that a portion
			 of the total loan amounts secured by the Administration under the Microloan
			 program and under the 504 loan program, respectively, are secured by guarantees
			 that comply with this section. The portion shall be not less than—</text>
				<paragraph id="H21459C6D1798474495E489D6C476F642"><enum>(1)</enum><text>$1,250,000, for
			 the Microloan program; and</text>
				</paragraph><paragraph id="H242F3652E4D447C19DA3F55E00AE104F"><enum>(2)</enum><text>$10,000,000, for
			 the 504 loan program.</text>
				</paragraph></subsection><subsection id="H0F7569D2BA404476A8F227C023AF2169"><enum>(b)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HFB85CB2C5FEF4C8B908DD6106199901F"><enum>(1)</enum><text>The term
			 <term>Microloan program</term> means the Microloan program carried out under
			 section 7(m) of the Small Business Act.</text>
				</paragraph><paragraph id="H7FCB4253533F4234B8D679DCC074D720"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>504 loan program</term>
			 means the program (commonly referred to as the 504 loan program) to provide
			 financing to small business concerns by guarantees of loans under title V of
			 the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/695">15 U.S.C. 695 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H03EFEB44249A4779A9EADA9507D32BAA"><enum>(c)</enum><header>Requirements</header><text>A
			 guarantee complies with this section if—</text>
				<paragraph id="H94AF05358A134295B59270A44277256B"><enum>(1)</enum><text>the purpose of the
			 guarantee is to help a small business acquire capital for the purchase of
			 materials relating to health information technology;</text>
				</paragraph><paragraph id="HC00C6CFB45834CA0AC60882916BED0CA"><enum>(2)</enum><text>that purchase of
			 materials described in paragraph (1) is made pursuant to a plan that has been
			 certified by the Certification Commission for Healthcare Information
			 Technology; and</text>
				</paragraph><paragraph id="HFC2E6CFC471B4D7CAE1D68A1404EB789"><enum>(3)</enum><text>the guarantee
			 otherwise complies with the requirements of the loan program, except that the
			 amount of the guarantee, in the case of a guarantee under the 504 loan program,
			 may not exceed $75,000.</text>
				</paragraph></subsection><subsection id="H9B79E45E1BB445F8B16CA72CCD7290D6"><enum>(d)</enum><header>Periodic
			 review</header><text>The Inspector General of the Administration shall
			 periodically review a representative sample of loans guaranteed under this
			 section to mitigate the risk of fraud and ensure the safety and soundness of
			 the implementation of this section.</text>
			</subsection><subsection id="HDB18AE7F656F43FD95BE00E7E9132E1C"><enum>(e)</enum><header>
			 Report</header><text>Not later than January 31 of each year, the Administrator
			 shall submit to the Committee on Small Business of the House of Representatives
			 and the Committee on Small Business and Entrepreneurship of the Senate a report
			 on the activities carried out under this section during the most recently
			 completed fiscal year. The report shall include information relating to—</text>
				<paragraph id="HAEF5B28C284F4B9888F402F467403242"><enum>(1)</enum><text>the total number
			 of loans guaranteed under this section; and</text>
				</paragraph><paragraph id="HB915A7AD2A7F409A94E476CF9148BB73"><enum>(2)</enum><text>for each loan
			 guaranteed under this section—</text>
					<subparagraph id="HDC2CF25D4BC140FFA7D0A88B6576756"><enum>(A)</enum><text>the amount of the
			 loan;</text>
					</subparagraph><subparagraph id="H220656A1422841A1AB74D7A04C6FCFD7"><enum>(B)</enum><text>the geographic
			 location, size, and type of small business of the borrower; and</text>
					</subparagraph><subparagraph id="H350835B1FAEE49E2AEC7556C6BA1C23E"><enum>(C)</enum><text display-inline="yes-display-inline">the materials relating to health
			 information technology that were purchased through the loan.</text>
					</subparagraph></paragraph></subsection><subsection id="H0F6D523A2D1A4E648F7BA42C3BF1D7AE"><enum>(f)</enum><header>Guidelines</header><text>The
			 Administrator shall issue guidelines for the implementation of this Act. The
			 initial guidelines shall be issued not later than 60 days after the date of the
			 enactment of this Act.</text>
