			</subsection></section><section id="HC4BBC4E9924E406085B7A317064FF1D0"><enum>2.</enum><header>Comprehensive
			 service programs</header>
			<subsection id="H031D6C2FC4CC4ECB9EBFE4510342298F"><enum>(a)</enum><header>Extension of
			 grant program authority</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2011">Section 2011(a)(2)</external-xref> of title 38, United
			 States Code, is amended by striking <quote>expires on</quote> and all that
			 follows and inserting <quote>expires on September 30, 2011.</quote>.</text>
			</subsection><subsection id="H25CC655EF558403B9B3D9EDC9CD65B7"><enum>(b)</enum><header>Per diem rate for
			 payments under homeless providers grant program</header><text display-inline="yes-display-inline">Paragraph (2) of section 2012(a) of such
			 title is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HC0B77C6483344205B150C400C2359C31" style="OLC">
					<paragraph id="HCBA18636C0764D22A4F674FB461DD634" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The rate for per diem payments under
				paragraph (1) shall be not less than the rate in effect for per diem payments
				to State homes for domiciliary care under section 1741(a)(1)(A) of this
				title.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H728FD757E258413A9C60342C84002BC6"><enum>(c)</enum><header>Program
			 performance standards</header><text>Section 2012 of such title is further
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HE6C77ED678F5483EAEF715FF66691C27" style="USC">
					<subsection id="HD36308ABDBC54A17879CE93D33C3C193"><enum>(d)</enum><header>Program
				performance standards</header><paragraph commented="no" display-inline="yes-display-inline" id="HB5A8CCD855A245BCBA00A482081FDCEC"><enum>(1)</enum><text>The Secretary shall
				establish program performance standards for grant recipients and entities that
				are eligible for payments under subsection (a). The Secretary shall apply those
				standards in evaluating program performance and outcomes.</text>
						</paragraph><paragraph id="H39AC73EDDCBB493AA3F98B907CB21897" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The standards shall include a requirement
				that each grant recipient or eligible entity, as a condition of payments under
				subsection (a), document clinical activities and outcomes.</text>
						</paragraph><paragraph id="H766DE6C307CB4C20AF0761EE4FBB1630" indent="up1"><enum>(3)</enum><text>The program evaluation shall include
				a review of program performance and evaluation of data with each grant
				recipient or eligible
				entity.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H84124849572845C7B598A1056CDE49E"><enum>(d)</enum><header>Financial
			 information</header><text display-inline="yes-display-inline">Section 2012(a)
			 of such title, as amended by subsection (b), is further amended by adding at
			 the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H19DF1D4523AA40F4B8BC77EF3575C96F" style="USC">
					<paragraph id="H7C0FD68CD5804DD8A0C7046C42C6E97E" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">As condition of payments under subsection
				(a), the Secretary shall require that each grant recipient or eligible entity
				receiving such payments shall provide to the Secretary such information as the
				Secretary considers necessary to verify that such recipient is using the
				payments under subsection (a) for the provision of services for homeless
				veterans.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H73A4C57D51F14604925C1E87C61C27BB"><enum>(e)</enum><header>Authorization of
			 appropriations for homeless programs</header><text display-inline="yes-display-inline">Section 2013 of such title is amended by
			 adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H1325B6EB05A34597A31D5579C4D0810" style="OLC">
					<paragraph id="H1481445545ED46EA990242A8296B9634"><enum>(5)</enum><text>$200,000,000 for
				each of fiscal years 2007 through
				2011.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7D131C68B4CB4E27A1D959B2EB535CB6"><enum>(f)</enum><header>Availability of
			 grant funds</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/2011">Section 2011</external-xref> of title 38, United States Code, is
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HA9B30151C29A49A2B952E54847FDD720" style="USC">
					<subsection id="HA35FA6C46B4147639F69D107ABBCEAD2"><enum>(i)</enum><header>Availability of
				grant funds for service center personnel</header><text display-inline="yes-display-inline">A grant under this section for a service
				center for homeless veterans may be used to provide funding for staff as
				necessary in order for the center to meet the service availability requirements
				of subsection
				(g)(1).</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5D7E7908A12B4809A32BA8D3ECD2E99E"><enum>(g)</enum><header>Deadline for
			 implementing regulations</header><text>The Secretary of Veterans Affairs shall
			 prescribe regulations for the implementation of the amendments made by
			 subsections (b), (c), (d), and (f) not later than 180 days after the date of
			 the enactment of this Act.</text>
			</subsection></section><section id="H46502C9D4DE6475FA3CD285EE23D3833"><enum>3.</enum><header>Treatment and
			 rehabilitation for seriously mentally ill and homeless veterans</header>
			<subsection id="H4D51885C2ED741C289DAA0344600D907"><enum>(a)</enum><header>Extension of
			 general treatment authorization</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/2031">Section 2031</external-xref> of title 38, United
			 States Code, is amended—</text>
				<paragraph id="H261A8AC40A7F43FF826C4FED67F4B894"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>may provide (directly</quote> and inserting <quote>shall
			 provide (subject to the availability of appropriations and directly</quote> ;
			 and</text>
				</paragraph><paragraph id="HB6BA064D6D384007B43661BCA8B1F931"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking
			 <quote>December 31, 2006</quote> and inserting <quote>December 31,
			 2011</quote>.</text>
				</paragraph></subsection><subsection id="H2221F00B55A745BEBF770020F47525E7"><enum>(b)</enum><header>Extension of
			 additional services authorization</header><text>Section 2033(d) of such title
			 is amended by striking <quote>December 31, 2006</quote> and inserting
			 <quote>December 31, 2011</quote>.</text>
			</subsection></section><section id="H561B05CEC4634092A00950727398F9B"><enum>4.</enum><header>Extension of
			 authority for transfer of properties obtained through foreclosure of home
			 mortgages</header><text display-inline="no-display-inline">Section 2041(c) of
			 title 38, United States Code, is amended by striking <quote>December 31,
			 2008</quote> and inserting <quote>December 31, 2011</quote>.</text>
		</section><section id="H93A8BBFC497F4714ADCB030181A0B864"><enum>5.</enum><header>Enhancement of
			 capacity of domiciliary care programs for female veterans</header><text display-inline="no-display-inline">Subsection (b) of <external-xref legal-doc="usc" parsable-cite="usc/38/2043">section 2043</external-xref> of title 38,
			 United States Code, is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HA627B3A3222D4848A3D5F4F948620635" style="OLC">
				<subsection id="HCB34C40F7F8649BEAE2E967900984990"><enum>(b)</enum><header>Enhancement of
				capacity of domiciliary care programs for female veterans</header><text display-inline="yes-display-inline">The Secretary shall take such steps as
				necessary to ensure that the domiciliary care programs of the Department are
				adequate, with respect to capacity and with respect to safety, to meet the
				needs of veterans who are
				women.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H47191E258FA54FF6B686B4E683557E9F"><enum>6.</enum><header>Grant program for
			 homeless veterans with special needs</header>
			<subsection id="H332E0301F5DB41C7B4E589514C291398"><enum>(a)</enum><header>Inclusion of
			 veterans in rural areas</header><text display-inline="yes-display-inline">Subsection (b) of <external-xref legal-doc="usc" parsable-cite="usc/38/2061">section 2061</external-xref> of title 38,
			 United States Code, is amended—</text>
				<paragraph id="HA46BB606D1B948769315B269DB84E26"><enum>(1)</enum><text>by
			 striking <quote>or</quote> at the end of paragraph (3);</text>
				</paragraph><paragraph id="H59E96D1CF6974EEF82A382BF23FAB028"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (4) and inserting <quote>; or</quote>;
			 and</text>
				</paragraph><paragraph id="H6BEBAE96FC5A4B07BD552D7524A6068B"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H9F527C089D0740BBBCF6214CCD591C7E" style="OLC">

			 (c) of such section is amended—</text>
				<paragraph id="H6741700D36FB43F5B68B1B0026A54300"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="H56DD6897D8DB405CB0DA8CFEA39C8376"><enum>(A)</enum><text>by striking
			 <quote>Medical Care</quote> and inserting <quote>Medical Services</quote>;
			 and</text>
					</subparagraph><subparagraph id="H773C701D90FB49EFA909C37557D16F00"><enum>(B)</enum><text>by striking
			 <quote>fiscal years 2003, 2004, and 2005</quote> and inserting <quote>fiscal
			 years 2007 through 2011</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H0F43EED55A0F494185EEAC6D49327000"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>for the first three years of operation of the program under
			 this section</quote>.</text>
				</paragraph></subsection></section><section id="H62246FEC596F43FA83008DCD7922C1DE"><enum>7.</enum><header>
			 Expansion of eligibility for dental care</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2062">Section 2062(b)</external-xref> of title 38, United States
			 Code, is amended—</text>
			<paragraph id="HFD83E84D0A7A4BCD9796287E075DCF78"><enum>(1)</enum><text>in paragraph (2),
			 by striking <quote>, for a period of 60 consecutive days,</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA6FB223D5FD94FD68799A4089CB44F03"><enum>(2)</enum><text>by striking
			 paragraph (3).</text>
			</paragraph></section><section id="HB2F7A8DD79094108A805CEB606B9E891"><enum>8.</enum><header>Authorization of
			 appropriations for technical assistance grant program</header><text display-inline="no-display-inline">Subsection (b) of <external-xref legal-doc="usc" parsable-cite="usc/38/2064">section 2064</external-xref> of title 38,
			 United States Code, is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H040321B7639046CA9268EDB4CF87EE3C" style="OLC">
				<subsection id="HDE21D1C121B544098976D926B3EF00FA"><enum>(b)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated $1,000,000 for each of fiscal years 2007 through
				2011 to carry out the programs under this
				section.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HC77FA10E949049DB89BDDEC5A6205880"><enum>9.</enum><header>Advisory
			 Committee on Homeless Veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2066">Section 2066</external-xref> of title 38, United States
			 Code, is amended—</text>
			<paragraph id="H35851745DE4A49DF88508C534DF4E4FD"><enum>(1)</enum><text display-inline="yes-display-inline">by adding at the end of subsection (a)(3)
			 the following new subparagraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H71FD0D8104E64D1B9E00BA3A09C7D63" style="OLC">
					<subparagraph id="HCF493B30ABA049F8007D00AFD2836F5C" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">The Executive Director (or a representative
				of the Executive Director) of the Interagency Council on Homelessness
				established under section 201 of the McKinney-Vento Homeless Assistance Act (42
				U.S.C. 11311).</text>
					</subparagraph><subparagraph id="HE01A7DC4F3794BA7B4FE9EF72555A6B4" indent="up1"><enum>(F)</enum><text display-inline="yes-display-inline">The Under Secretary for Health (or a
				representative of the Under Secretary designated after consultation with the
				Director of the Office of Homeless Veterans Programs).</text>
					</subparagraph><subparagraph id="HCBFDAC82741A44B78B3356B800CB00E8" indent="up1"><enum>(G)</enum><text display-inline="yes-display-inline">The Under Secretary for Benefits (or a
				representative of the Under Secretary designated after consultation with the
				Director of the Office of Homeless Veterans
				Programs).</text>
					</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HEE2C6485DF994BF4A87C10FD8CE79FF4"><enum>(2)</enum><text>in subsection (d),
			 by striking <quote>December 31, 2006</quote> and inserting <quote>September 30,
			 2011</quote>.</text>
			</paragraph></section><section id="HC8971015C4B8495AA80186358CA32942"><enum>10.</enum><header>Staffing
			 requirements</header><text display-inline="no-display-inline">Section 2003 of
			 title 38, United States Code, by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H9DD213AE717249C581EF4BA700401410" style="USC">
				<subsection id="H5FFCAF6BC94948C0B44C508790E23CD2"><enum>(c)</enum><header>VHA Staffing at
				VISN level</header><text>The Secretary shall ensure that there is at least one
				full-time employee of the Veterans Health Administration assigned to oversee
				and coordinate homeless veterans programs at the office of each of the regional
				health delivery networks, referred to as Veterans Integrated Service Networks,
				of that
				Administration.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section display-inline="no-display-inline" id="H8D8342B11C8D4190009C426DE4551783"><enum>11.</enum><header>Emergency grants
			 for replacement or repair of homeless veteran facilities</header>
			<subsection id="H4DF5FB450DC54CFFB24C750035E10700"><enum>(a)</enum><header>Emergency grant
			 authority</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38, United States
			 Code, is amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H2BCCFB06468A484CB5D2E1850E906F7" style="USC">
					<section id="HEC8D8786DBD94C5889B60816BC790400"><enum>2014.</enum><header>Emergency
				grants for repair or replacement of homeless veteran facilities</header>
						<subsection id="H7DC2072731994C29B41166C917CBF8A3"><enum>(a)</enum><header>Authority</header><text>The
				Secretary may make emergency grants to eligible entities providing care for
				homeless veterans for the purpose of repairing or replacing facilities used for
				the provision of such care that are damaged or destroyed by a disaster.</text>
						</subsection><subsection id="H884C70916B4D4BF3ACD7E781165F727"><enum>(b)</enum><header>Eligible
				entity</header><text>In this section, the term <term>eligible entity</term> has
				the meaning given that term in section 2011(d) of this title.</text>
						</subsection><subsection id="HFABFD70288264810A67ECDD0851D4D7B"><enum>(c)</enum><header>Establishment of
				criteria and requirements</header><text>The Secretary shall establish criteria
				and requirements for grants under this section and shall publish such criteria
				and requirements in the Federal Register.</text>
						</subsection><subsection commented="no" id="HCF17A35CF54748E183E9F1F806EF87"><enum>(d)</enum><header>Disaster</header><text display-inline="yes-display-inline">In this section, the term
				<term>disaster</term> means any hurricane, tornado, storm, flood, high water,
				wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption,
				landslide, mudslide, snowstorm, drought, fire, explosion, or other catastrophe
				in any part of the United States which causes, or which may cause, substantial
				damage or injury to civilian property or
				persons.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H220B9BE8542D4B6099D53DE35F37C318"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 20 of
			 such title is amended by inserting after the item relating to section 2013 the
			 following new item:</text>

			 services grants for very low-income veterans residing in permanent
			 housing</header>
			<subsection id="H7BB24B601FCF439DBBBE33DBC312CC"><enum>(a)</enum><header>Authorization of
			 Financial Assistance</header><text>Subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>

					<section id="HC4A692A2A7F34F75BB758DE685545143"><enum>2044.</enum><header>Financial
				assistance for supportive services for very low-income veteran families
				residing in permanent housing</header>
						<subsection id="H2BE10269CFE5401EB1BD16BCAC48BF"><enum>(a)</enum><header>Distribution of
				Financial Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="HF496C77CD26D4510945E578CC238297"><enum>(1)</enum><text>The Secretary shall
				provide financial assistance to eligible entities approved under this section
				to provide and coordinate the provision of the supportive services for very
				low-income veteran families residing in permanent housing.</text>
							</paragraph><paragraph id="H2F997DFA920B41AFB4E89BDDAC5162B" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HE2D6F3A2D3E1436F822849C8001023C3"><enum>(A)</enum><text>Financial assistance
				under this section shall consist of payments for each such family for which an
				approved eligible entity provides or coordinates the provision of supportive
				services.</text>
								</subparagraph><subparagraph id="H87BC4751BCA1466A91F2BC51F5EDC012" indent="up1"><enum>(B)</enum><text>The Secretary shall establish a
				formula for determining the rate of payments provided to a very low-income
				veteran family receiving supportive services under this section. The rate shall
				be adjusted not less than once annually to reflect changes in the cost of
				living. In calculating the payment formula under this subparagraph, the
				Secretary may consider geographic cost of living variances, family size, and
				the cost of services provided.</text>
								</subparagraph></paragraph><paragraph id="H657CF4B8F7B24B71A0F6ADDB702DE6" indent="up1"><enum>(3)</enum><text>In providing financial assistance
				under paragraph (1), the Secretary shall give preference to an entity that
				provides or coordinates the provision of supportive services for very
				low-income veteran families who are transitioning from homelessness to
				permanent housing.</text>
							</paragraph><paragraph id="H8ECED29ABFA94A5EBBBAA40056ECD0E9" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary shall ensure that, to the
				maximum extent practicable, financial assistance under this subsection is
				equitably distributed across geographic regions, including rural communities
				and tribal lands.</text>
							</paragraph><paragraph id="HA9D0E005A5C445708B543811AD1E6226" indent="up1"><enum>(5)</enum><text>Each entity receiving financial
				assistance under this section to provide supportive services to a very
				low-income veteran family shall notify the family that such services are being
				paid for, in whole or in part, by the Department.</text>
							</paragraph><paragraph id="H7AEC9CB8520A47E7B512B5AD6634659B" indent="up1"><enum>(6)</enum><text>The Secretary may require an entity
				receiving financial assistance under this section to submit a report to the
				Secretary describing the supportive services provided with such financial
				assistance.</text>
							</paragraph><paragraph id="H006BA190546F483686E331C44D432899" indent="up1"><enum>(7)</enum><text display-inline="yes-display-inline">In selecting entities to receive financial
				assistance under this section, the Secretary shall consult with the Secretary
				of Housing and Urban Development and the Secretary of Health and Human
				Services.</text>
							</paragraph></subsection><subsection id="H73E068B3B0BE4DE8B5512EF49945A265"><enum>(b)</enum><header>Application for
				Financial Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="HE1D232E4F6534C94BFDFFADEC434E02"><enum>(1)</enum><text>An eligible entity
				seeking financial assistance under subsection (a) shall submit to the Secretary
				an application in such form, in such manner, and containing such commitments
				and information as the Secretary determines to be necessary.</text>
							</paragraph><paragraph id="H059AC2AA197A476DB639B9BA2E3DF7E" indent="up1"><enum>(2)</enum><text>An application submitted under
				paragraph (1) shall contain the following:</text>
								<subparagraph id="HC2814F1E841F4A4A8EB079D9C8E41B57"><enum>(A)</enum><text>A description of the supportive
				services proposed to be provided by the eligible entity.</text>
								</subparagraph><subparagraph id="H438AA39E457B4112A4BB7F6C742CACC3"><enum>(B)</enum><text>A description of the types of very
				low-income veteran families proposed to be provided such services.</text>
								</subparagraph><subparagraph id="H99ADAFD7CACF4E0AA5158E06804628CB"><enum>(C)</enum><text>An estimate of the number of very
				low-income veteran families proposed to be provided such services.</text>
								</subparagraph><subparagraph id="H9ABBF9E61F24466481783DE1A9C493B0"><enum>(D)</enum><text>Evidence of the experience of the
				eligible entity in providing supportive services to very low-income veteran
				families.</text>
								</subparagraph><subparagraph id="HD61D850EE3854776B351A46500673B92"><enum>(E)</enum><text>A description of the managerial
				capacity of the eligible entity to—</text>
									<clause id="H80E44B0C7713403CA466C6264B2248F7"><enum>(i)</enum><text>coordinate the provision of
				supportive services with the provision of permanent housing, by the eligible
				entity or by other organizations;</text>
									</clause><clause id="H4BC260E7BFC341F9B57E06923FE8F351"><enum>(ii)</enum><text>continuously assess the needs of
				very low-income veteran families for supportive services;</text>
									</clause><clause id="HD6C0667F3FED49DC9F002C14AED335FF"><enum>(iii)</enum><text>coordinate the provision of
				supportive services with the services of the Department;</text>
									</clause><clause id="HCF5323C387684714A7BA32E024542248"><enum>(iv)</enum><text>tailor supportive services to the
				needs of very low-income veteran families; and</text>
									</clause><clause id="HC39B88F5418D4A5F88D1BCD96F91BA6"><enum>(v)</enum><text>continuously seek new sources of
				assistance to ensure the long-term provision of supportive services to very
				low-income veteran families.</text>
									</clause></subparagraph></paragraph><paragraph id="H1CDF41EC99EE494C8862C977FFF643BD" indent="up1"><enum>(3)</enum><text>The Secretary shall establish
				criteria for the selection of eligible entities to receive financial assistance
				under this section.</text>
							</paragraph><paragraph id="H5315BF659F8B45DE845990A0F09C4C98" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary shall establish performance
				standards for eligible entities who receive financial assistance under this
				subsection and evaluate eligible entities who receive financial assistance
				under this subsection as to their performance and outcomes.</text>
							</paragraph></subsection><subsection id="H202FC92CA7CD49F0B96C5384B90006A8"><enum>(c)</enum><header>Technical
				Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="H45AF22083D7D470A87C54ECFC4051725"><enum>(1)</enum><text>The Secretary shall
				provide training and technical assistance to eligible entities that receive
				financial assistance under this section with respect to the planning,
				development, and provision of supportive services to very low-income veteran
				families occupying permanent housing.</text>
							</paragraph><paragraph id="H79D084B26DE24D829E9D02B05F750005" indent="up1"><enum>(2)</enum><text>The Secretary may provide the
				training described in paragraph (1) directly or through grants or contracts
				with appropriate public or nonprofit private entities.</text>
							</paragraph></subsection><subsection id="H320942B65C414EC6B99917CC1EE5204"><enum>(d)</enum><header>Funding</header><text>Of
				the amounts available each fiscal year to the Department for Medical Services
				for veterans, $25,000,000 shall be available in each such fiscal year to carry
				out the provisions of this section, of which not more than $750,000 may be used
				to provide technical assistance under subsection (c).</text>
						</subsection><subsection id="HB7125F942C674053B5F125B85954A0F8"><enum>(e)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
							<paragraph id="H441A68831C7D459E96321BC2BA860142"><enum>(1)</enum><text>The term
				<term>very low-income veteran family</term> means a veteran family whose income
				does not exceed 50 percent of the median income for the area, as determined by
				the Secretary, except that—</text>
								<subparagraph id="H7C69BCAD972B4FB8BC6700C45C948C5F"><enum>(A)</enum><text>the Secretary
				shall make appropriate adjustments to the income requirement under subparagraph
				(A) based on family size; and</text>
								</subparagraph><subparagraph id="H40B4EEC4DCA74C06B2CA04AB7E669CD0"><enum>(B)</enum><text>the Secretary may
				establish an income ceiling higher or lower than 50 percent of the median
				income for an area if the Secretary determines that such variations are
				necessary because the area has unusually high or low construction costs, fair
				market rents (as determined under section 8 of the United States Housing Act of
				1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>)), or family incomes.</text>
								</subparagraph></paragraph><paragraph id="HE690E94A049441EAAF49F22309345BBA"><enum>(2)</enum><text>The term
				<term>veteran family</term> includes—</text>
								<subparagraph id="H8E239E234E6A4CB292002C6F9172DD00"><enum>(A)</enum><text>a veteran who is a
				single person; and</text>
								</subparagraph><subparagraph id="HFF443A1C26104889AD9D882E9B3BD9B8"><enum>(B)</enum><text>a family in which
				the head of household or the spouse of the head of household is a
				veteran.</text>
								</subparagraph></paragraph><paragraph id="HD6A2C2DD4AB246EA9F10EFFAB1F0001B"><enum>(3)</enum><text>The term
				<term>consumer cooperative</term> has the meaning given such term in section
				202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>).</text>
							</paragraph><paragraph id="H078E636FE36E4B36BCCBF8BA00E604B2"><enum>(4)</enum><text>The term
				<term>eligible entity</term> means—</text>
								<subparagraph id="H5CF0622F8065482AAB77098C19806637"><enum>(A)</enum><text>a private
				nonprofit organization; or</text>
								</subparagraph><subparagraph id="H5261D44A91EE403C93BBB8ADC41D671B"><enum>(B)</enum><text>a consumer
				cooperative.</text>
								</subparagraph></paragraph><paragraph id="H0A1BF1BD3C9C480B8F95C315DE29D465"><enum>(5)</enum><text>The term
				<term>homeless</term> has the meaning given that term in section 103 of the
				McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>)).</text>
							</paragraph><paragraph id="H1A4480EFE260421881006695EFB834EB"><enum>(6)</enum><text>The term
				<term>permanent housing</term> means community-based housing without a
				designated length of stay.</text>
							</paragraph><paragraph id="HF701B87730CA428AA217CC441C65DF13"><enum>(7)</enum><text>The term
				<term>private nonprofit organization</term> means any of the following:</text>
								<subparagraph id="H0135E0A2878E47BEAEAFB1F859182241"><enum>(A)</enum><text>Any incorporated
				private institution or foundation—</text>
									<clause id="HF94F9FBDBB0F4E43926FB86D74001677"><enum>(i)</enum><text>no
				part of the net earnings of which inures to the benefit of any member, founder,
				contributor, or individual;</text>
									</clause><clause id="HAF0171F70635448C8620007DDA487B2F"><enum>(ii)</enum><text>that has a
				governing board that is responsible for the operation of the supportive
				services provided under this section; and</text>
									</clause><clause id="H96711138DBBD427692C048B9EBFAFB00"><enum>(iii)</enum><text>that is approved
				by the Secretary as to financial responsibility.</text>
									</clause></subparagraph><subparagraph id="HCACBF16A45A44ECA912B77C3C155F3A4"><enum>(B)</enum><text>A for-profit
				limited partnership, the sole general partner of which is an organization
				meeting the requirements of clauses (i), (ii), and (iii) of subparagraph
				(A).</text>
								</subparagraph><subparagraph id="H99B4E2A0E6014B93BFCB8FA58D981059"><enum>(C)</enum><text>A corporation
				wholly owned and controlled by an organization meeting the requirements of
				clauses (i), (ii), and (iii) of subparagraph (A).</text>
								</subparagraph><subparagraph id="H6E24A091EC0F4BC581B697B3093CBFB"><enum>(D)</enum><text>A tribally
				designated housing entity (as defined in section 4 of the Native American
				Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4103">25 U.S.C. 4103</external-xref>)).</text>
								</subparagraph></paragraph><paragraph id="H4A8C01CF87AA45098E6CF7F9038E1CF1"><enum>(8)</enum><text>The term
				<term>supportive services</term> means the following:</text>
								<subparagraph id="H23613BCEEDD043C49EBCE8B021C4A100"><enum>(A)</enum><text>Services provided
				by an eligible entity or subcontractors that address the needs of very
				low-income veteran families occupying permanent housing, including—</text>
									<clause id="HCE2765D852104AE781BEDA0058258000"><enum>(i)</enum><text>outreach
				services;</text>
									</clause><clause id="H3A3411228DC04343903826398D717300"><enum>(ii)</enum><text>health care
				services, including diagnosis, treatment, and counseling for mental health and
				substance abuse disorders and for post-traumatic stress disorder, if such
				services are not readily available through the Department medical center
				serving the geographic area in which the veteran family is housed;</text>
									</clause><clause id="H74795CEAC1E446B9BE82D20073F116FC"><enum>(iii)</enum><text>habilitation and
				rehabilitation services;</text>
									</clause><clause id="H4228433A86A64F9DAC009852B0B3B5EA"><enum>(iv)</enum><text>case management
				services;</text>
									</clause><clause id="HC771BA5C55794FC4A77172CAC7344711"><enum>(v)</enum><text>daily living
				services;</text>
									</clause><clause id="H397192A2EC2B49CBBFB54E62CBBC3F69"><enum>(vi)</enum><text>personal
				financial planning;</text>
									</clause><clause id="H6CD32F23003E4F57A114EAA2F688541"><enum>(vii)</enum><text>transportation
				services;</text>
									</clause><clause id="H0E4399A8327F4682BEBD78A7A4112579"><enum>(viii)</enum><text>vocational
				counseling;</text>
									</clause><clause id="H07E08F77ABC949C0BFB59FD003DD3643"><enum>(ix)</enum><text>employment and
				training;</text>
									</clause><clause id="HCC091D6262F646648DFA3291B900D49"><enum>(x)</enum><text>educational
				services;</text>
									</clause><clause id="H5B1E18ECC4564DCB9C40039F0605D05"><enum>(xi)</enum><text>assistance in
				obtaining veterans benefits and other public benefits, including health care
				provided by the Department;</text>
									</clause><clause id="H2212C7178A314A36B4DB21000012678D"><enum>(xii)</enum><text>assistance in
				obtaining income support;</text>
									</clause><clause id="H027BB72A41FE49018BA4B99E267FFDD"><enum>(xiii)</enum><text>assistance in
				obtaining health insurance;</text>
									</clause><clause id="HC9D42F4927114415B209A945D79533D3"><enum>(xiv)</enum><text>fiduciary and
				representative payee services;</text>
									</clause><clause id="H197C17B42ECF4C4FA917839F14EF81E"><enum>(xv)</enum><text>legal services to
				assist the veteran family with reconsiderations or appeals of veterans and
				public benefit claim denials and to resolve outstanding warrants that interfere
				with the family’s ability to obtain or retain housing or supportive
				services;</text>
									</clause><clause id="H353D4643A3C9487980DF22B8B307B200"><enum>(xvi)</enum><text>child
				care;</text>
									</clause><clause id="H7CE0D6AF596347FFB52CB7E3A4130292"><enum>(xvii)</enum><text>housing
				counseling;</text>
									</clause><clause id="HA14CAE71722C4C889B41CC6B9F44D5D2"><enum>(xviii)</enum><text>other services
				necessary for maintaining independent living;</text>
									</clause><clause id="HCC263486724B40E4967D442BBFDB8DB0"><enum>(xix)</enum><text>coordination of
				services described in this paragraph; and</text>
									</clause><clause id="HA4DF37BCBD1F41A3A86CB81787E895BC"><enum>(xx)</enum><text display-inline="yes-display-inline">other such services as the Secretary
				determines are necessary to serve the purposes of this subsection.</text>
									</clause></subparagraph><subparagraph id="H1F47503BAC1F4DED81C59D0914313346"><enum>(B)</enum><text display-inline="yes-display-inline">Services provided by an eligible entity or
				subcontractors, including services described in clauses (i) through (xx) of
				subparagraph (A), that are delivered to very low-income veteran families who
				are homeless and who are scheduled to become residents of permanent housing
				within 90 days of the date on which the service is provided pending the
				location or development of housing suitable for permanent housing.</text>
								</subparagraph><subparagraph id="HD834AA991E4841B200D108659FCC85C3"><enum>(C)</enum><text display-inline="yes-display-inline">Services provided by an eligible entity or
				subcontractors, including services described in clauses (i) through (xx) of
				subparagraph (A), for very low-income veteran families who have voluntarily
				chosen to seek other housing after a period of tenancy in permanent housing,
				that are provided, for a period of 90 days beginning on the date on which such
				a family exits permanent housing or until such a family commences receipt of
				other housing services adequate to meet the needs of the family, but only to
				the extent that services under this paragraph are designed to support such a
				family in the choice to transition into housing that is responsive to the
				individual needs and preferences of the
				family.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H84E9E97CE53C4F008498AB296DCC18F9"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by inserting after the item relating to section 2043 the following
			 new item:</text>

			</subsection><subsection id="H711B09E61A734D7B8D40F259571F5DB9"><enum>(c)</enum><header>Deadline for
			 implementing regulations</header><text>The Secretary of Veterans Affairs shall
			 prescribe regulations for the implementation <external-xref legal-doc="usc" parsable-cite="usc/38/2044">section 2044</external-xref> of title 38, United
			 States Code, as added by subsection (a), not later than nine months after the
			 date of the enactment of this Act.</text>
			</subsection></section><section id="H07E1F0D5BC1E4FA4948503A31F69B6FF"><enum>13.</enum><header>Demonstration
			 program on preventing veterans at-risk of homelessness from becoming
			 homeless</header>
			<subsection id="H31AC1CD5DA444AC1A99475C73D4B389F"><enum>(a)</enum><header>Demonstration
			 program authorized</header><text display-inline="yes-display-inline">The
			 Secretary of Veterans Affairs shall carry out (subject to the availability of
			 appropriations) a demonstration program for the purpose of—</text>
				<paragraph id="H256E3D35D30E4568B8DE38C2AE8D6855"><enum>(1)</enum><text>identifying
			 members of the Armed Forces on active duty who are at risk of becoming homeless
			 after they are discharged or released from active duty; and</text>
				</paragraph><paragraph id="H28EDD33262794DB690B095BB5BBA28B1"><enum>(2)</enum><text>providing
			 referral, counseling, and supportive services, as appropriate, to help prevent
			 such members, upon becoming veterans, from becoming homeless.</text>
				</paragraph></subsection><subsection id="H97191710EB5B48CB00AEDF34A7E8391B"><enum>(b)</enum><header>Program
			 locations</header><text display-inline="yes-display-inline">The Secretary shall
			 carry out the demonstration program in at least three locations.</text>
			</subsection><subsection id="H4F6FBCD0C03C4040991FE71FC4D089AF"><enum>(c)</enum><header>Identification
			 criteria</header><text display-inline="yes-display-inline">In developing and
			 implementing the criteria to identify veterans who are at-risk of becoming
			 homeless, the Secretary shall consult with the Interagency Council on
			 Homelessness established under section 201 of the McKinney-Vento Homeless
			 Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11311">42 U.S.C. 11311</external-xref>) and such other officials and experts as the
			 Secretary determine appropriate.</text>
			</subsection><subsection id="H40D730C254E4435BAC7DC708E7EA1B1C"><enum>(d)</enum><header>Contracts</header><text display-inline="yes-display-inline">The Secretary may enter into contracts to
			 provide the referral, counseling, and supportive services required under the
			 demonstration program with entities or organizations that meet such
			 requirements as the Secretaries may establish.</text>
			</subsection><subsection id="H21E0F143971848DEBAED45B1943E8435"><enum>(e)</enum><header>Expiration</header><text display-inline="yes-display-inline">The authority of the Secretary under
			 subsection (a) expires on September 30, 2011.</text>
			</subsection></section><section id="H71D5E42ED69E41F0A0F1B44C3B7B00E5"><enum>14.</enum><header>Permanent
			 authority for program of referral and counseling services for at-risk veterans
			 transitioning from certain institutions</header>
			<subsection id="H994B2780555943D7815F1F005EDD91B7"><enum>(a)</enum><header>Program
			 authority</header><text>Subsection (a) of <external-xref legal-doc="usc" parsable-cite="usc/38/2023">section 2023</external-xref> of title 38, United
			 States Code, is amended by striking <quote>a demonstration program for the
			 purpose of determining the costs and benefits of providing</quote> and
			 inserting <quote>a program of</quote>.</text>
			</subsection><subsection id="H6C139B0E64704C3EB200B7F1A2D1DECA"><enum>(b)</enum><header>Scope of
			 program</header><text>Subsection (b) of such section is amended—</text>
				<paragraph id="H83A070639B7C4977934B1991CA71114F"><enum>(1)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Demonstration</header-in-text></quote> in the subsection
			 heading;</text>
