		<official-title>To amend part B of title XVIII of the Social Security Act
		  to provide for an increase in payment for physicians’ services under the
		  Medicare Program for 2007 and 2008.</official-title>

		<section display-inline="no-display-inline" id="HE9AC7CFCAD4048A400AA252DB576056D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Patients’ Access to Physicians Act of 2006</quote>.</text>
		</section><section id="H00BC4B9CF363496A868F867158448879"><enum>2.</enum><header>Minimum update
			 for physicians’ services for 2007 and 2008</header>
			<subsection id="H558CD990362A43AD007554A5BC29E2A0"><enum>(a)</enum><header>In
			 general</header><text>Section 1848(d) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-4">42 U.S.C. 1395w–4(d)</external-xref>), as
			 amended by section 5104 of the Deficit Reduction Act of 2005 (Public Law
			 109–171), is amended by adding at the end the following new paragraph:</text>
				<quoted-block act-name="Social" id="H25BB53AA225A418BAD96C607DC4F81DB" style="OLC">
					<paragraph id="H44042157C8824431BE1CF146DA2435E1"><enum>(7)</enum><header>Updates for 2007
				and 2008</header>
						<subparagraph id="H8989573B8BD449C89E9B095451A1D3EB"><enum>(A)</enum><header>For
				2007</header><text>The update to the single conversion factor established in
				paragraph (1)(C) for 2007 shall not be less than 1 plus the Secretary’s
				estimate of the percentage increase in the MEI (as defined in section
				1842(i)(3)) for the year (divided by 100).</text>
						</subparagraph><subparagraph id="HE616CD307A714D78BFD2F175BA8D6F6C"><enum>(B)</enum><header>For
				2008</header><text display-inline="yes-display-inline">The update to the single
				conversion factor established in paragraph (1)(C) for 2008 shall not be less
				than 1 plus the Secretary’s estimate of the percentage increase in the MEI (as
				defined in section 1842(i)(3)) for the year (divided by
				100).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCB64907106504297B1E86DE13025379D"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 1848(d)(4)(B) of such Act (42 U.S.C.
			 1395w–4(d)(4)(B)) is amended, in the matter preceding clause (i), by striking
			 <quote>paragraphs (5) and (6)</quote> and inserting <quote>paragraphs (5), (6),
			 and (7)</quote>.</text>
			</subsection><subsection id="H677C04C222C847319C91B924FECB18B7"><enum>(c)</enum><header>Premium
			 transition rule</header><text>Notwithstanding any other provision of
			 law—</text>
				<paragraph id="H1ACFFAADE47346D7AC0043FEBF69948B"><enum>(1)</enum><header>Premium</header><text>The
			 monthly premium under section 1839 of the <act-name parsable-cite="SSA">Social
			 Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/1395r">42 U.S.C. 1395r</external-xref>) for months in 2007 and 2008 shall be
			 computed as if this section had not been enacted.</text>
				</paragraph><paragraph id="HDB920A89688042749953D0AF033C286B"><enum>(2)</enum><header>Government
			 contribution</header><text>The Government contribution under section 1844(a) of
			 the <act-name parsable-cite="SSA">Social Security Act</act-name> (42 U.S.C.
			 1395w(a)) for months in 2007 and 2008 shall be computed taking into account the
			 provisions of this section, including paragraph (1).</text>
