			 system of Presidential primary matching payments</header>
			<subsection id="HAAB13043F9C94AC58C408E1249E531A7"><enum>(a)</enum><header>Increase in
			 matching payments</header>
				<paragraph id="H487E5E777C124F6E8BE446F0FB4C9042"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9034">Section 9034(a)</external-xref> of the Internal Revenue Code of 1986 is
			 amended—</text>
					<subparagraph id="H93BE49A38AF44926A712F298A5500283"><enum>(A)</enum><text>by striking
			 <quote>an amount equal to the amount</quote> and inserting <quote>an amount
			 equal to 400 percent of the amount</quote>; and</text>
					</subparagraph><subparagraph id="H693833958F2344679F8FE1D700CA2DA7"><enum>(B)</enum><text>by striking
			 <quote>$250</quote> and inserting <quote>$200</quote>.</text>
					</subparagraph></paragraph><paragraph id="HFB9FC4E3A6724804AE28882526DD7754"><enum>(2)</enum><header>Additional
			 matching payments for candidates after March 31 of the election
			 year</header><text>Section 9034(b) of such Code is amended to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="HC6D761E1A4144F58A327D3DD10CFE98" style="OLC">
						<subsection id="HD252286D42A0420B9BF996009F874395"><enum>(b)</enum><header>Additional
				payments for candidates after March 31 of the election year</header><text>In
				addition to any payment under subsection (a), an individual who is a candidate
				after March 31 of the calendar year in which the presidential election is held
				and who is eligible to receive payments under section 9033 shall be entitled to
				payments under section 9037 in an amount equal to the amount of each
				contribution received by such individual after March 31 of the calendar year in
				which such presidential election is held, disregarding any amount of
				contributions from any person to the extent that the total of the amounts
				contributed by such person after such date exceeds
				$200.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9179D4768CA0471A997CB035AB9EBBAF"><enum>(3)</enum><header>Conforming
			 amendments</header><text>Section 9034 of such Code, as amended by paragraph
			 (2), is amended—</text>
					<subparagraph id="H9D73EEE7D5F1452EBCA4FF2EA1969C85"><enum>(A)</enum><text>by striking the
			 last sentence of subsection (a); and</text>
					</subparagraph><subparagraph id="H5993D86165C9481F83331BAD24C7498E"><enum>(B)</enum><text>by inserting after
			 subsection (b) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="H3092FAE955854F43006F4EF63DDC5C11" style="OLC">
							<subsection id="HA13FD0CA1B2D48FD823357D44F00267F"><enum>(c)</enum><header>Contribution
				defined</header><text>For purposes of this section and section 9033(b), the
				term <term>contribution</term> means a gift of money made by a written
				instrument which identifies the person making the contribution by full name and
				mailing address, but does not include a subscription, loan, advance, or deposit
				of money, or anything of value or anything described in subparagraph (B), (C),
				or (D) of section
				9032(4).</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H705A4AFF85AF493BAA721FC726DCAF3F"><enum>(b)</enum><header>Eligibility
			 requirements</header>
				<paragraph id="H103DB2775EB44F5C88E2E845F08EF256"><enum>(1)</enum><header>Amount of
			 aggregate contributions per State</header><text>Section 9033(b)(3) of such Code
			 is amended by striking <quote>$5,000</quote> and inserting
			 <quote>$25,000</quote>.</text>
				</paragraph><paragraph id="H360E8460A43D436081E5295DB2DCA91B"><enum>(2)</enum><header>Amount of
			 individual contributions</header><text>Section 9033(b)(4) of such Code is
			 amended by striking <quote>$250</quote> and inserting
			 <quote>$200</quote>.</text>
				</paragraph><paragraph id="HB85B2F719892441A82F93686FB3CA700"><enum>(3)</enum><header>Participation in
			 system for payments for general election</header><text>Section 9033(b) of such
			 Code is amended—</text>
					<subparagraph id="H3421F762DAC74F5E872B563945543638"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (3);</text>
					</subparagraph><subparagraph id="H98FE72E6B9C242F1B8A8D5D8C9167F47"><enum>(B)</enum><text>by striking the
			 period at the end of paragraph (4) and inserting <quote>, and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H45F625C76F5C496D9C359600DDC75FDE"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block id="HD1F8A688FA014DBABF4B6787CC2E1343">
							<paragraph id="HE42DA2F4D0574816942C07A7065B61C3"><enum>(5)</enum><text>if the candidate
				is nominated by a political party for election to the office of President, the
				candidate will apply for and accept payments with respect to the general
				election for such office in accordance with chapter 95, including the
				requirement that the candidate and the candidate’s authorized committees will
				not incur qualified campaign expenses in excess of the aggregate payments to
				which they will be entitled under section
				9004.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H566B9C5FD6224494A3C35FBF2236E3AB"><enum>(c)</enum><header>Period of
			 availability of payments</header>
				<paragraph id="HFA3B71519746468FA448A8036E940459"><enum>(1)</enum><header>In
			 general</header><text>Section 9032(6) of such Code is amended by striking
			 <quote>the beginning of the calendar year</quote> and inserting <quote>July 1
			 of the calendar year preceding the calendar year</quote>.</text>
				</paragraph><paragraph commented="no" id="H569A77112A314948BF1E1322E66FCDD7"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 9034(a) of such Code is amended by striking
			 <quote>the beginning of the calendar year</quote> and inserting <quote>July 1
			 of the calendar year preceding the calendar year</quote>.</text>
				</paragraph></subsection></section><section id="H8EB403B67B264B87B36F8261A4C8AE30"><enum>3.</enum><header>Requiring
			 participation in primary payment system as condition of eligibility for general
			 election payments</header>
			<subsection id="H8BCB2466D9C447069D7906B211697D14"><enum>(a)</enum><header>Major party
			 candidates</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9003">Section 9003(b)</external-xref> of the Internal Revenue Code of 1986
			 is amended—</text>
				<paragraph id="HF06FEA846DDE4D16A9F241B3D37539B"><enum>(1)</enum><text>by
			 redesignating paragraphs (1) and (2) as paragraphs (2) and (3); and</text>
				</paragraph><paragraph id="H2BFFD2D5D6EF4B60B5E768E4ADD088FA"><enum>(2)</enum><text>by inserting
			 before paragraph (2) (as so redesignated) the following new paragraph:</text>
					<quoted-block id="HE2791925500A48378F4F64F7CB0888B0">
						<paragraph id="H8258F3FA8F414DDB8DCEFFE6155D7FF2"><enum>(1)</enum><text>the candidate
				received payments under chapter 96 for the campaign for
				nomination;</text>

				</paragraph></subsection><subsection id="HFE62BFC5EBE642BE91E09F00F0007714"><enum>(b)</enum><header>Minor party
			 candidates</header><text>Section 9003(c) of such Code is amended—</text>
				<paragraph id="H6028232727D44389B4D670BE14B84E7D"><enum>(1)</enum><text>by redesignating
			 paragraphs (1) and (2) as paragraphs (2) and (3); and</text>
				</paragraph><paragraph id="HE49B516BD0CD4A7CBC026EE5893024F6"><enum>(2)</enum><text>by inserting
			 before paragraph (2) (as so redesignated) the following new paragraph:</text>

						<paragraph id="H7B757BFA8B0B47F0854C9D5F7E70FD65"><enum>(1)</enum><text>the candidate
				received payments under chapter 96 for the campaign for

				</paragraph></subsection></section><section id="HA00067DBD1CF42A99C158699DD993C2C"><enum>4.</enum><header>Revisions to
			 expenditure limits</header>
			<subsection id="H59A4063356144409A31BD067FA6BD72B"><enum>(a)</enum><header>Increase in
			 expenditure limits for participating candidates; elimination of State-specific
			 limits</header>
				<paragraph id="HF1D5B017DE164DDA944845E239EEDE"><enum>(1)</enum><header>In
			 general</header><text>Section 315(b)(1) of the Federal Election Campaign Act of
			 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a(b)(1)</external-xref>) is amended by striking <quote>may make expenditures
			 in excess of</quote> and all that follows and
			 inserting</text>
					<quoted-block display-inline="yes-display-inline" id="H45D4C9A66211438786C9E21F27E0D200" style="OLC">
						<text>may make
			 expenditures—</text><subparagraph id="H547F754788EC42C8B94E8332B71BEF55" indent="up1"><enum>(A)</enum><text>with respect to a campaign for
				nomination for election to such office—</text>
							<clause id="HD1ED3EBAF7EA428E817859C1CD3F2DA7"><enum>(i)</enum><text>in excess of $100,000,000 before
				April 1 of the calendar year in which the presidential election is held,
				and</text>
							</clause><clause id="HB2DF054174B34131B5568837A5FF9BA"><enum>(ii)</enum><text>in excess of $150,000,000 before
				the date described in <external-xref legal-doc="usc" parsable-cite="usc/26/9006">section 9006(b)</external-xref> of the Internal Revenue Code of 1986;
				and</text>
							</clause></subparagraph><subparagraph id="HF27E41DA944E4ECA8E9D3E6D2D004F6F" indent="up1"><enum>(B)</enum><text>with respect to a campaign for
				election to such office, in excess of
				$100,000,000.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDA156D75156D47738C5811DE2D25283D"><enum>(2)</enum><header>Clerical
			 correction</header><text>Section 9004(a)(1) of the Internal Revenue Code of
			 1986 is amended by striking <quote>section 320(b)(1)(B) of the
			 <act-name parsable-cite="FECA">Federal Election Campaign Act of
			 1971</act-name></quote> and inserting <quote>section 315(b)(1)(B) of the
			 <act-name parsable-cite="FECA">Federal Election Campaign Act of
			 1971</act-name></quote>.</text>
				</paragraph></subsection><subsection id="H995CED5649294C18BCD0A4C300A05528"><enum>(b)</enum><header>Increase in
			 limit on coordinated party expenditures</header><text>Section 315(d)(2) of the
			 <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a(d)(2)</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H3E4021A4EC01429685C746F1A134041F" style="OLC">
					<paragraph id="HEFF66AA9D5F74D7FA9024EE0BF0468D3" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H25F386503A1E49CE94EA2F90B4936946"><enum>(A)</enum><text>The national committee
				of a political party may not make any expenditure in connection with the
				general election campaign of any candidate for President of the United States
				who is affiliated with such party which exceeds $25,000,000.</text>
						</subparagraph><subparagraph id="H4ADA37B30444478181E4CAF3F84167C4" indent="up1"><enum>(B)</enum><text>Notwithstanding the limitation under
				subparagraph (A), during the period beginning on April 1 of the year in which a
				presidential election is held and ending on the date described in section
				9006(b) of the Internal Revenue Code of 1986, the national committee of a
				political party may make additional expenditures in connection with the general
				election campaign of a candidate for President of the United States who is
				affiliated with such party in an amount not to exceed $25,000,000.</text>
						</subparagraph><subparagraph id="H5DD8B47161F2499999A3A616D298D3C" indent="up1"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="H436D32D506914FFFB480C350B722AF36"><enum>(i)</enum><text>Notwithstanding
				subparagraph (B) or the limitation under subparagraph (A), if any
				nonparticipating primary candidate (within the meaning of subsection (b)(3))
				affiliated with the national committee of a political party receives
				contributions or makes expenditures with respect to such candidate's campaign
				in an aggregate amount greater than 120 percent of the expenditure limitation
				in effect under subsection (b)(1)(A)(ii), then during the period described in
				clause (ii), the national committee of any other political party may make
				expenditures in connection with the general election campaign of a candidate
				for President of the United States who is affiliated with such other party
				without limitation.</text>
							</clause><clause id="H9DB81D25512E4F299F9045A9290B1E0" indent="up1"><enum>(ii)</enum><text>The period described in this clause
				is the period—</text>
								<subclause id="H318DE70F60344326BC2FA1CF418FD75F"><enum>(I)</enum><text>beginning on the later of April 1 of
				the year in which a presidential election is held or the date which such
				nonparticipating primary candidate first receives contributions or makes
				expenditures in the aggregate amount described in clause (i), and</text>
								</subclause><subclause id="H3DF90ECE523D4DCEA0CE706B148D7533"><enum>(II)</enum><text>ending on the earlier of the date
				such nonparticipating primary candidate ceases to be a candidate for nomination
				to the office of President of the United States and is not a candidate for such
				office or the date described in section 9006(b) of the Internal Revenue Code of
				1986.</text>
								</subclause></clause><clause commented="no" id="HEE0FA90511894935AD95296C7CDBA4E2" indent="up1"><enum>(iii)</enum><text>If the nonparticipating primary
				candidate described in clause (i) ceases to be a candidate for nomination to
				the office of President of the United States and is not a candidate for such
				office, clause (i) shall not apply and the limitations under subparagraphs (A)
				and (B) shall apply. It shall not be considered to be a violation of this Act
				if the application of the preceding sentence results in the national committee
				of a political party violating the limitations under subparagraphs (A) and (B)
				solely by reason of expenditures made by such national committee during the
				period which clause (i) applied.</text>
							</clause></subparagraph><subparagraph id="H1BE4A06831E24FFE8B3B93A22151F21C" indent="up1"><enum>(D)</enum><text>For purposes of this
				paragraph—</text>
							<clause id="H6F957945E8D547CAA874AAEE552879B5"><enum>(i)</enum><text>any expenditure made by or on behalf
				of a national committee of a political party and in connection with a
				presidential election shall be considered to be made in connection with the
				general election campaign of a candidate for President of the United States who
				is affiliated with such party, and</text>
							</clause><clause id="H1C3180E3B9FE41AFB228D3C64606C7AB"><enum>(ii)</enum><text>any communication made by or on
				behalf of such party shall be considered to be made in connection with the
				general election campaign of a candidate for President of the United States who
				is affiliated with such party if any portion of the communication is in
				connection with such election.</text>
							</clause></subparagraph><subparagraph id="H45459FA8B9344FFAB9D9B83BAF001005" indent="up1"><enum>(E)</enum><text>Any expenditure under this paragraph
				shall be in addition to any expenditure by a national committee of a political
				party serving as the principal campaign committee of a candidate for the office
				of President of the United
				States.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H46D3E76ECD5D44D0A6B41B7342A98CD7"><enum>(c)</enum><header>Conforming
			 amendments relating to timing of cost-of-living adjustment</header>
				<paragraph id="HA24C3E0951ED4FC400F4B39C201CF5C9"><enum>(1)</enum><header>In
			 general</header><text>Section 315(c)(1) of such Act ( 2 U.S.C.. 441(c)(1)) is
			 amended—</text>
					<subparagraph id="HEB0C4D32FD1C4B3B9C003579BA8E941D"><enum>(A)</enum><text>in subparagraph
			 (B), by striking <quote>(b), (d),</quote> and inserting <quote>(d)(3)</quote>;
			 and</text>
					</subparagraph><subparagraph id="H5B851A27CAAF445AB6F59DAFAF65A2A"><enum>(B)</enum><text>by inserting at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="HF2F1F29209684C7A92BBC1E998DA9323" style="OLC">
							<subparagraph id="H5D989BA2097C4FA09F8FEE46305277E" indent="up2"><enum>(D)</enum><text>In any calendar year after
				2008—</text>
								<clause id="H79C64513D37A4B10B062E04436F4CDA1"><enum>(i)</enum><text>a limitation established by subsection
				(b) or (d)(2) shall be increased by the percent difference determined under
				subparagraph (A);</text>
								</clause><clause id="H0502D5BE4FA44D4E81AA38707A0C748"><enum>(ii)</enum><text>each amount so increased shall remain
				in effect for the calendar year; and</text>
								</clause><clause id="H4F246CACF21F4E9BBC98DDC11EA9B6B"><enum>(iii)</enum><text>if any amount after adjustment under
				clause (i) is not a multiple of $100, such amount shall be rounded to the
				nearest multiple of
				$100.</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H1830ED7650BD430BBAF023D9007F78FB"><enum>(2)</enum><header>Base
			 year</header><text>Section 315(c)(2)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a(c)(2)(B)</external-xref>) is
			 amended—</text>
					<subparagraph id="H68AF0F140FE6492688D8AA22E75EBF5F"><enum>(A)</enum><text>in clause (i), by
			 striking <quote>subsections (b) and (d)</quote> and inserting <quote>subsection
			 (d)(3)</quote>;</text>
					</subparagraph><subparagraph id="H0371553F3B32441D87D8FB57F2F868B"><enum>(B)</enum><text>in clause (i), by
			 striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="HB2814E191A924A06AAFB4F9989947CB"><enum>(C)</enum><text>in clause (ii), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="H1193185EA7964456BF57C6A200C05483"><enum>(D)</enum><text>by adding at the
			 end the following new clause:</text>
						<quoted-block id="H5A5530B9571243608C0067189F3640E">
							<clause id="HFF5CEE2ED1C54FEF837422A034898231" indent="up1"><enum>(iii)</enum><text>for purposes of subsection (b)
				and (d)(2), calendar year
				2007.</text>
							</clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFFAFB0E048CE4EB0A99C50157CD370C9"><enum>(d)</enum><header>Repeal of
			 exclusion of fundraising costs from treatment as
			 expenditures</header><text>Section 301(9)(B)(vi) of the
			 <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/2/431">2 U.S.C. 431(9)(B)(vi)</external-xref>) is amended by striking <quote>in excess of an amount
			 equal to 20 percent of the expenditure limitation applicable to such candidate
			 under section 315(b)</quote> and inserting the following: <quote>who is seeking
			 nomination for election or election to the office of President or Vice
			 President of the United States</quote>.</text>
			</subsection></section><section id="HD9B21752F3D541D7B7FD436F7370A85C"><enum>5.</enum><header>Additional
			 payments and increased expenditure limits for candidates participating in
			 public financing who face certain nonparticipating opponents</header>
			<subsection id="H349FFA4C31A14ECF9F90E0459FBF9982"><enum>(a)</enum><header>Candidates in
			 primary elections</header>
				<paragraph id="H5F30939BA03D4A44BFEE46E76F70F7CF"><enum>(1)</enum><header>Additional
			 payments</header>
					<subparagraph id="H933DC845789E415393D33C7C7DAFC199"><enum>(A)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9034">Section 9034</external-xref> of the Internal Revenue Code of 1986, as
			 amended by section 2, is amended by redesignating subsection (c) as subsection
			 (d) and by inserting after subsection (b) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="HC811C3081D634E58A5BF8EAA53F4E183" style="OLC">
							<subsection id="H12D6B1214C8544A09151D1904C005138"><enum>(c)</enum><header>Additional
				payments for candidates facing nonparticipating opponents</header>
								<paragraph id="H4FA1EAD726784E919D46579384567D04"><enum>(1)</enum><header>In
				general</header><text>In addition to any payments provided under subsections
				(a) and (b), each candidate described in paragraph (2) shall be entitled
				to—</text>
									<subparagraph id="H7C9058E5954E4151B9EA8779B279487C"><enum>(A)</enum><text>a payment under
				section 9037 in an amount equal to the amount of each contribution received by
				such candidate on or after July 1 of the calendar year preceding the calendar
				year of the presidential election with respect to which such candidate is
				seeking nomination and before the qualifying date, disregarding any amount of
				contributions from any person to the extent that the total of the amounts
				contributed by such person exceeds $200, and</text>
									</subparagraph><subparagraph id="HEF60A7DBC4914412BF8F92C5697BBC00"><enum>(B)</enum><text>payments under
				section 9037 in an amount equal to the amount of each contribution received by
				such candidate on or after the qualifying date, disregarding any amount of
				contributions from any person to the extent that the total of the amounts
				contributed by such person exceeds $200.</text>
									</subparagraph></paragraph><paragraph id="H66CC9A0708F4445CA889628D6524B845"><enum>(2)</enum><header>Candidates to
				whom this subsection applies</header><text>A candidate is described in this
				paragraph if such candidate—</text>
									<subparagraph id="HFECF1492C8FD4D2883ACA40050FE9372"><enum>(A)</enum><text>is eligible to
				receive payments under section 9033, and</text>
									</subparagraph><subparagraph id="H549020DB4ABF4A6EA853F088F0AEF41B"><enum>(B)</enum><text>is opposed by a
				nonparticipating primary candidate of the same political party who receives
				contributions or makes expenditures with respect to the campaign—</text>
										<clause id="HAFE58B9EA79F4731B7665988B3EA6002"><enum>(i)</enum><text>before April 1 of
				the year in which the presidential election is held, in an aggregate amount
				greater than 120 percent of the expenditure limitation under section
				315(b)(1)(A)(i) of the Federal Election Campaign Act of 1971, or</text>
										</clause><clause id="H55BA993DE7204F6EAC5872C386473F00"><enum>(ii)</enum><text>before the date
				described in section 9006(b), in an aggregate amount greater than 120 percent
				of the expenditure limitation under section 315(b)(1)(A)(ii) of such
				Act.</text>
										</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H975D1AA3C11A4C5AB04506732E2F066E"><enum>(3)</enum><header>Nonparticipating
				primary candidate</header><text>In this subsection, the term
				<term>nonparticipating primary candidate</term> means a candidate for
				nomination for election for the office of President who is not eligible under
				section 9033 to receive payments from the Secretary under this chapter.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3525BC359ACE4587AE82C5C5580298F5"><enum>(4)</enum><header>Qualifying
				date</header><text>In this subsection, the term <term>qualifying date</term>
				means the first date on which the contributions received or expenditures made
				by the nonparticipating primary candidate described in paragraph (2)(B) exceed
				the amount described under either clause (i) or clause (ii) of such
				paragraph.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HBA59328BAE084AFEB0A5CBF41EDC1695"><enum>(B)</enum><header>Conforming
			 amendment</header><text>Section 9034(b)(2) of such Code, as amended by section
			 2, is amended by striking <quote>subsection (a)</quote> and inserting
			 <quote>subsections (a) and (c)</quote>.</text>
					</subparagraph></paragraph><paragraph id="HDFB04EC9413B436D81F06239EFD19F76"><enum>(2)</enum><header>Increase in
			 expenditure limit</header><text>Section 315(b) of the Federal Election Campaign
			 Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a(b)</external-xref>) is amended by adding at the end the following
			 new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H7A2060771E674CA6B3288F8F5C4FAD37" style="OLC">
						<paragraph id="HCA916F154D694739ADD7533041B1DC01" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H531D1D144ACD4654BBAB42D7C41267F4"><enum>(A)</enum><text>In the case of an
				eligible candidate, each of the limitations under clause (i) and (ii) of
				paragraph (1)(A) shall be increased—</text>
								<clause id="H75FC7ED1B9454EBB9105C9B66873496E" indent="up1"><enum>(i)</enum><text>by $50,000,000, if any
				nonparticipating primary candidate of the same political party as such
				candidate receives contributions or makes expenditures with respect to the
				campaign in an aggregate amount greater than 120 percent of the expenditure
				limitation applicable to eligible candidates under clause (i) or (ii) of
				paragraph (1)(A) (before the application of this clause), and</text>
								</clause><clause id="HB29DE79B9F63421FA5FB2C3828663D71" indent="up1"><enum>(ii)</enum><text>by $100,000,000, if such
				nonparticipating primary candidate receives contributions or makes expenditures
				with respect to the campaign in an aggregate amount greater than 120 percent of
				the expenditure limitation applicable to eligible candidates under clause (i)
				or (ii) of paragraph (1)(A) after the application of clause (i).</text>
								</clause></subparagraph><subparagraph id="H8ABB60D2FA78444DA84634A62337993" indent="up1"><enum>(B)</enum><text>Each dollar amount under subparagraph
				(A) shall be considered a limitation under this subsection for purposes of
				subsection (c).</text>
							</subparagraph><subparagraph id="HE82306A99F28418289F8E7FCB03EB842" indent="up1"><enum>(C)</enum><text>In this paragraph, the term
				<term>eligible candidate</term> means, with respect to any period, a
				candidate—</text>
								<clause id="HBC601F01066C48378EECB903B0A69E22"><enum>(i)</enum><text>who is eligible to receive payments
				under <external-xref legal-doc="usc" parsable-cite="usc/26/9033">section 9033</external-xref> of the Internal Revenue Code of 1986;</text>
								</clause><clause id="HD67430B2432C4C258FB367926BF3BA"><enum>(ii)</enum><text>who is opposed by a nonparticipating
				primary candidate; and</text>
								</clause><clause id="H80887DF575E84B48B68CD303F045C72B"><enum>(iii)</enum><text>with respect to whom the Commission
				has given notice under section 304(i)(1)(B)(i).</text>
								</clause></subparagraph><subparagraph id="H1A1964C49279453C88D077D92D258B5" indent="up1"><enum>(D)</enum><text>In this paragraph, the term
				<term>nonparticipating primary candidate</term> means, with respect to any
				eligible candidate, a candidate for nomination for election for the office of
				President who is not eligible under section 9033 of the Internal Revenue Code
				of 1986 to receive payments from the Secretary of the Treasury under chapter 96
				of such
				Code.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H34DAA6F2BE0441F9AF4BDE1CDC8917F2"><enum>(b)</enum><header>Candidates in
			 general elections</header>
				<paragraph id="H93BC1BD680A0441EBCE93C2462A2FAEE"><enum>(1)</enum><header>Additional
			 payments</header>
					<subparagraph id="H02666A7400354004AF66F7712BC4EACE"><enum>(A)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9004">Section 9004(a)(1)</external-xref> of the Internal Revenue Code of 1986
			 is amended—</text>
						<clause id="H99087B259A874C348904005D3D736B37"><enum>(i)</enum><text>by
			 striking <quote>(1) The eligible candidates</quote> and inserting <quote>(1)(A)
			 Except as provided in subparagraph (B), the eligible candidates</quote>;
			 and</text>
						</clause><clause id="H6C2579CBC6444E70987310E197CEE6CC"><enum>(ii)</enum><text>by
			 adding at the end the following new subparagraph:</text>
							<quoted-block display-inline="no-display-inline" id="H8E32BE5EDCE843F38F5EAAB07BA72DB7" style="OLC">
								<subparagraph id="HACE1D4101FD64DF586ACB84B259D16E1" indent="up1"><enum>(B)</enum><text>In addition to the payments described
				in subparagraph (A), each eligible candidate of a major party in a presidential
				election with an opponent in the election who is not eligible to receive
				payments under section 9006 and who receives contributions or makes
				expenditures with respect to the primary and general elections in an aggregate
				amount greater than 120 percent of the combined expenditure limitations
				applicable to eligible candidates under section 315(b)(1) of the
				<act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
				shall be entitled to an equal payment under section 9006 in an amount equal to
				100 percent of the expenditure limitation applicable under such section with
				respect to a campaign for election to the office of
				President.</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H01E1C69EED6F4C9894D5B32D8B246DD2"><enum>(B)</enum><header>Special rule for
			 minor party candidates</header><text>Section 9004(a)(2)(A) of such Code is
			 amended—</text>
						<clause id="H533E3844CD2B46FAB0F72E75B200DD8F"><enum>(i)</enum><text>by
			 striking <quote>(A) The eligible candidates</quote> and inserting <quote>(A)(i)
			 Except as provided in clause (ii), the eligible candidates</quote>; and</text>
						</clause><clause id="HA3B3EB8A240E4C8BA039C596993D97BF"><enum>(ii)</enum><text>by
			 adding at the end the following new clause:</text>
							<quoted-block display-inline="no-display-inline" id="HE93710D909D042F69181D542589EDDD7" style="OLC">
								<clause id="H5D7D919321B24F8397BFE74445E914A4" indent="up2"><enum>(ii)</enum><text>In addition to the payments described
				in clause (i), each eligible candidate of a minor party in a presidential
				election with an opponent in the election who is not eligible to receive
				payments under section 9006 and who receives contributions or makes
				expenditures with respect to the primary and general elections in an aggregate
				amount greater than 120 percent of the combined expenditure limitations
				applicable to eligible candidates under section 315(b)(1) of the
				<act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
				shall be entitled to an equal payment under section 9006 in an amount equal to
				100 percent of the payment to which such candidate is entitled under clause
				(i).</text>
								</clause><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph></paragraph><paragraph id="H432C7083D9354751811104BF21A8A8E2"><enum>(2)</enum><header>Exclusion of
			 additional payment from determination of expenditure
			 limits</header><text>Section 315(b) of the <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name> (2 U.S.C.
			 441a(b)), as amended by subsection (a), is amended by adding at the end the
			 following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HE4E825DCA73E4F668612B6BF94CAFB6" style="OLC">
						<paragraph id="HA8873E6D9DD14DB8A0D75194C42BB76" indent="up1"><enum>(4)</enum><text>In the case of a candidate who is
				eligible to receive payments under section 9004(a)(1)(B) or 9004(a)(2)(A)(ii)
				of the Internal Revenue Code of 1986, the limitation under paragraph (1)(B)
				shall be increased by the amount of such payments received by the
				candidate.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HAC37413F33A546E4B651319B44025E64"><enum>(c)</enum><header>Process for
			 determination of eligibility for additional payment and increased expenditure
			 limits</header><text>Section 304 of the Federal Election Campaign Act of 1971
			 (<external-xref legal-doc="usc" parsable-cite="usc/2/434">2 U.S.C. 434</external-xref>) is amended by adding at the end the following new
			 subsection</text>
				<quoted-block display-inline="no-display-inline" id="H68EC2EB45FF74AF0861C69BFDEFD6E5E" style="OLC">
					<subsection id="H39235E769AB04BB78BF18EC4E3495B7"><enum>(i)</enum><header>Reporting and

				candidates</header>
							<subparagraph id="H6A8E00D6DFEF4950B5143600C1108891"><enum>(A)</enum><header>Notification of
				expenditures by ineligible candidates</header>
								<clause id="H57F86DB49B9044E788558E90FCA72528"><enum>(i)</enum><header>Expenditures in
				excess of <enum-in-header>120</enum-in-header> percent of
				limit</header><text>If a candidate for a nomination for election for the office
				of President who is not eligible to receive payments under section 9033 of the
				Internal Revenue Code of 1986 receives contributions or makes expenditures with
				respect to the primary election in an aggregate amount greater than 120 percent
				of the expenditure limitation applicable to eligible candidates under clause
				(i) or (ii) of section 315(b)(1)(A), the candidate shall notify the Commission
				in writing that the candidate has made aggregate expenditures in such an amount
				not later than 24 hours after first receiving aggregate contributions or making
				aggregate expenditures in such an amount.</text>
								</clause><clause id="H83AD08B561FB4CC8852B955583674B11"><enum>(ii)</enum><header>Expenditures in
				excess of <enum-in-header>120</enum-in-header> percent of increased
				limit</header><text>If a candidate for a nomination for election for the office
				of President who is not eligible to receive payments under section 9033 of the
				Internal Revenue Code of 1986 receives contributions or makes expenditures with
				respect to the primary election in an aggregate amount greater than 120 percent
				of the expenditure limitation applicable to eligible candidates under section
				315(b) after the application of paragraph (3)(A)(i) thereof, the candidate
				shall notify the Commission in writing that the candidate has made aggregate
				expenditures in such an amount not later than 24 hours after first receiving
				aggregate contributions or making aggregate expenditures in such an
				amount.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0198122A052F4BF2AD225D007B015B1C"><enum>(B)</enum><header>Certification</header><text>Not
				later than 24 hours after receiving any written notice under subparagraph (A)
				from a candidate, the Commission shall—</text>
								<clause commented="no" display-inline="no-display-inline" id="H4E2A56AD583B47A98B1579005E03FEA3"><enum>(i)</enum><text>certify to the
				Secretary of the Treasury that opponents of the candidate are eligible for
				additional payments under section 9034(c) of the Internal Revenue Code of
				1986;</text>
								</clause><clause id="H0B5F62998BFE41B5AD9CC82179EB52F1"><enum>(ii)</enum><text>notify each
				opponent of the candidate who is eligible to receive payments under section
				9033 of the Internal Revenue Code of 1986 of the amount of the increased
				limitation on expenditures which applies pursuant to section 315(b)(3);
				and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HDA076F1120AC47848D22FC9D3693E71C"><enum>(iii)</enum><text>in the case of a
				notice under subparagraph (A)(i), notify the national committee of each
				political party (other than the political party with which the candidate is
				affiliated) of the inapplicability of expenditure limits under section
				315(d)(2) pursuant to subparagraph (C) thereof.</text>
								</clause></subparagraph></paragraph><paragraph id="HD3ECAFFBBF2343179FAC8C5900B400A5"><enum>(2)</enum><header>General election
				candidates</header>
							<subparagraph id="HD353394C4F1C4A0EBDEDD3DEFDAC64C9"><enum>(A)</enum><header>Notification of
				expenditures by ineligible candidates</header><text>If a candidate in a
				presidential election who is not eligible to receive payments under section
				9006 of the Internal Revenue Code of 1986 receives contributions or makes
				expenditures with respect to the primary and general elections in an aggregate
				amount greater than 120 percent of the combined expenditure limitations
				applicable to eligible candidates under section 315(b)(1), the candidate shall
				notify the Commission in writing that the candidate has made aggregate
				expenditures in such an amount not later than 24 hours after first receiving
				aggregate contributions or making aggregate expenditures in such an
				amount.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HACB9229B87D04197996518E370ACAFE3"><enum>(B)</enum><header>Certification</header><text>Not
				later than 24 hours after receiving a written notice under subparagraph (A),
				the Commission shall certify to the Secretary of the Treasury for payment to
				any eligible candidate who is entitled to an additional payment under paragraph
				(1)(B) or (2)(A)(ii) of <external-xref legal-doc="usc" parsable-cite="usc/26/9004">section 9004(a)</external-xref> of the Internal Revenue Code of 1986
				that the candidate is entitled to payment in full of the additional payment
				under such
				section.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H0B4D1C11C1E94333ACD2994E7FF14005"><enum>6.</enum><header>Establishment of
			 uniform date for release of payments from Presidential Election Campaign Fund
			 to eligible candidates</header>
			<subsection id="H718D8C4511EF4C9880FC6CEEBABC3FB5"><enum>(a)</enum><header>In
			 General</header><text>The first sentence of section 9006(b) of the Internal
			 Revenue Code of 1986 is amended to read as follows: “If the Secretary of the
			 Treasury receives a certification from the Commission under section 9005 for
			 payment to the eligible candidates of a political party, the Secretary shall,
			 on the last Friday occurring before the first Monday in September, pay to such
			 candidates of the fund the amount certified by the Commission.”.</text>
			</subsection><subsection id="H9DDBD859AC5740759C16C914FCEFF5F9"><enum>(b)</enum><header>Conforming
			 Amendment</header><text>The first sentence of section 9006(c) of such Code is
			 amended by striking <quote>the time of a certification by the Comptroller
			 General under section 9005 for payment</quote> and inserting <quote>the time of
			 making a payment under subsection (b)</quote>.</text>
			</subsection></section><section id="H4E19D51232CA4FE2A4F432D42017A091"><enum>7.</enum><header>Revisions to
			 designation of income tax payments by individual taxpayers</header>
			<subsection id="H2F56948EE0454EB4BB1BD16E10089C5"><enum>(a)</enum><header>Increase in
			 amount designated</header><text>Section 6096(a) of the Internal Revenue Code of
			 1986 is amended—</text>
				<paragraph id="H1EAC382DB2C94885A816146D8EE82473"><enum>(1)</enum><text>in the first
			 sentence, by striking <quote>$3</quote> each place it appears and inserting
			 <quote>$10</quote>; and</text>
				</paragraph><paragraph id="HE68165CB70E64CDFB0ED47DAC9B4F0AB"><enum>(2)</enum><text>in the second
			 sentence—</text>
					<subparagraph id="HDFBEA59D3EDB47A3ACA5DB72B3004F15"><enum>(A)</enum><text>by striking
			 <quote>$6</quote> and inserting <quote>$20</quote>, and</text>
					</subparagraph><subparagraph id="H9F52DC8312EF4BA3007587A5B24761F4"><enum>(B)</enum><text>by striking
			 <quote>$3</quote> and inserting <quote>$10</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H74F8EFC4FDC943B099E8FD5571273952"><enum>(b)</enum><header>Indexing</header><text>Section
			 6096 of such Code is amended by adding at the end the following new
			 subsection:</text>

					<subsection id="H7D736DF4CE9649B580F1323F983991B9"><enum>(d)</enum><header>Indexing of
				amount designated</header>
						<paragraph id="HC1027308CC06412EB5F300EA0061EBDC"><enum>(1)</enum><header>In
				general</header><text>With respect to each taxable year after 2006, each amount
				referred to in subsection (a) shall be increased by the percent difference
				described in paragraph (2), except that if any such amount after such an
				increase is not a multiple of $1, such amount shall be rounded to the nearest
				multiple of $1.</text>
						</paragraph><paragraph id="H8016021859BE4793869CCD00B3D0BDF"><enum>(2)</enum><header>Percent
				difference described</header><text>The percent difference described in this
				paragraph with respect to a taxable year is the percent difference determined
				under section 315(c)(1)(A) of the <act-name parsable-cite="FECA">Federal
				Election Campaign Act of 1971</act-name> with respect to the calendar year
				during which the taxable year begins, except that the base year involved shall
				be
				2006.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1AA60725229346E6BE39C907F065C05"><enum>(c)</enum><header>Ensuring tax
			 preparation software does not provide automatic response to designation
			 question</header><text>Section 6096 of such Code, as amended by subsection (b),
			 is amended by adding at the end the following new subsection:</text>
				<quoted-block id="H5415B5D4ED6041460000E43C51AD7D47">
					<subsection id="HA80C944612DB4071BAF0861BBB4C0921"><enum>(e)</enum><header>Ensuring tax
				preparation software does not provide automatic response to designation
				question</header><text>The Secretary shall promulgate regulations to ensure
				that electronic software used in the preparation or filing of individual income
				tax returns does not automatically accept or decline a designation of a payment
				under this
				section.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE7898862660B49E4A4F9B91FAF68BA7"><enum>(d)</enum><header>Public
			 information program on designation</header><text>Section 6096 of such Code, as
			 amended by subsections (b) and (c), is amended by adding at the end the
			 following new subsection:</text>
				<quoted-block id="HA921F3F403B6435C83184FCC3C2C53C7">
					<subsection id="H478FC4FBEB9A4C15A166E4007773FCD3"><enum>(f)</enum><header>Public
				information program</header>
						<paragraph id="H4CF5D40ABB454FE6BA9331813D724CC9"><enum>(1)</enum><header>In
				general</header><text>The Federal Election Commission shall conduct a program
				to inform and educate the public regarding the purposes of the Presidential
				Election Campaign Fund, the procedures for the designation of payments under
				this section, and the effect of such a designation on the income tax liability
				of taxpayers.</text>
						</paragraph><paragraph id="HA6978528DD9E4B33AAE369E867570103"><enum>(2)</enum><header>Use of funds for
				program</header><text>Amounts in the Presidential Election Campaign Fund shall
				be made available to the Federal Election Commission to carry out the program
				under this subsection, except that the amount made available for this purpose
				may not exceed $10,000,000 with respect to any Presidential election cycle. In
				this paragraph, a <quote>Presidential election cycle</quote> is the 4-year
				period beginning with January of the year following a Presidential
				election.</text>

			</subsection><subsection id="HBECE635A315C424391EA3341FEFB68F3"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on the
			 date of the enactment of this Act.</text>
			</subsection></section><section id="H6C3D94281EC9458584FA9E2010D90073"><enum>8.</enum><header>Amounts in
			 Presidential Election Campaign Fund</header>
			<subsection id="H1C2D6809DF7141B1A6089670786B30C1"><enum>(a)</enum><header>Determination of
			 amounts in fund</header><text display-inline="yes-display-inline">Section
			 9006(c) of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following new sentence: <quote>In making a determination of whether there
			 are insufficient moneys in the fund for purposes of the previous sentence, the
			 Secretary shall take into account in determining the balance of the fund for a
			 Presidential election year the Secretary’s best estimate of the amount of
			 moneys which will be deposited into the fund during the year, except that the
			 amount of the estimate may not exceed the average of the annual amounts
			 deposited in the fund during the previous 3 years.</quote>.</text>
			</subsection><subsection id="H62E61E96219C4102B2C58D6BED000089"><enum>(b)</enum><header>Special rule for
			 first campaign cycle under this Act</header>
				<paragraph id="H7E7D97BF84364AB0B9C38E9FD2B8D46C"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9006">Section 9006</external-xref> of the Internal Revenue Code of 1986 is
			 amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H0859CE64106443F4BFEACB46BC09F1EF" style="OLC">
						<subsection commented="no" id="H946090C85E6743DAB05D4D9CFCDC78D9"><enum>(d)</enum><header>Special
				authority to borrow</header>
							<paragraph commented="no" id="H6992EBD86D764AD198502584ED28D6C2"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding subsection (c), there are authorized to
				be appropriated to the fund, as repayable advances, such sums as are necessary
				to carry out the purposes of the fund during the period ending on the first
				presidential election occurring after the date of the enactment of this
				subsection.</text>
							</paragraph><paragraph id="H3E65793C217F470F8BA0183EBD8BA0"><enum>(2)</enum><header>Repayment of
				advances</header>
								<subparagraph id="HBDD97EEA7C374FC98BC18F3EEB19F6C"><enum>(A)</enum><header>In
				general</header><text>Advances made to the fund shall be repaid, and interest
				on such advances shall be paid, to the general fund of the Treasury when the
				Secretary determines that moneys are available for such purposes in the
				fund.</text>
								</subparagraph><subparagraph id="H238B0F4566EC494EBF837F9B528FC0FB"><enum>(B)</enum><header>Rate of
				interest</header><text>Interest on advances made to the fund shall be at a rate
				determined by the Secretary of the Treasury (as of the close of the calendar
				month preceding the month in which the advance is made) to be equal to the
				current average market yield on outstanding marketable obligations of the
				United States with remaining periods to maturity comparable to the anticipated
				period during which the advance will be outstanding and shall be compounded
				annually.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H20257A8705A34D788E6D986448DCB4BC"><enum>(2)</enum><header>Effective
			 date</header><text>The amendment made by this subsection shall take effect on
			 the date of the enactment of this Act.</text>
				</paragraph></subsection></section><section id="H7A92888AD4D7481FA4A7D4C5D252EA0"><enum>9.</enum><header>Repeal of priority
			 in use of funds for political conventions</header>
			<subsection id="H0AC8073E9A584A04B6A200BD7C292C05"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9008">Section 9008(a)</external-xref> of the Internal Revenue Code of 1986 is
			 amended by striking the period at the end of the second sentence and all that
			 follows and inserting the following: <quote>, except that the amount deposited
			 may not exceed the amount available after the Secretary determines that amounts
			 for payments under section 9006 and section 9037 are available for such
			 payments.</quote>.</text>
			</subsection><subsection id="H7F07D5E5EE2D44258658FAF8D5FBFFD"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The second sentence of section 9037(a) of such Code is
			 amended by striking <quote>section 9006(e) and for payments under section
			 9008(b)(3)</quote> and inserting <quote>section 9006</quote>.</text>
			</subsection></section><section id="H9ACA55AE368F4FB295441DD7C8B3BDF6"><enum>10.</enum><header>Regulation of
			 convention financing</header>
			<subsection id="HAEAB4807FBAC48C1896F7DA9129F93D2"><enum>(a)</enum><header> In
			 general</header><text>Section 323 of the Federal Election Campaign Act of 1971
			 (<external-xref legal-doc="usc" parsable-cite="usc/2/441i">2 U.S.C. 441i</external-xref>) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HE476294B1D9C4596BDBE63782BA048B9" style="OLC">
					<subsection id="HEE90686B2004481EAE78B19B736F968B"><enum>(g)</enum><header>National
				conventions</header>
						<paragraph id="H3BA98122EE5C4E8DA37804E93EE2C225"><enum>(1)</enum><header>In
				general</header><text>Any person described in subsection (a) or (e) shall not
				solicit, receive, direct, transfer, or spend any funds in connection with a
				presidential nominating convention of any political party, including funds for
				a host committee, civic committee, municipality, or any other person or entity
				spending funds in connection with such a convention, unless such funds—</text>
							<subparagraph id="H2280CF103FF546B5AD2B00AAEDC00E8"><enum>(A)</enum><text>are not in excess
				of the amounts permitted with respect to contributions to the political
				committee established and maintained by a national political party committee
				under section 315; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H52A4B9D92D8C46B99BF769D19097144E"><enum>(B)</enum><text>are not from a
				sources prohibited by this Act from making contributions in connection with an
				election for Federal office.</text>
							</subparagraph></paragraph><paragraph id="HDA11008DD9014C67B141A1A78F747826"><enum>(2)</enum><header>Exception</header><text>Paragraph
				(1) shall not apply to—</text>
							<subparagraph id="H608B1AAA87714C0988F0542D99DB35F4"><enum>(A)</enum><text>payments by a
				Federal, State, or local government if the funds used for the payments are from
				the general public tax revenues of such government and are not derived from
				donations made to a State or local government for purposes of any convention;
				and</text>
							</subparagraph><subparagraph id="H27AF1203DD6C45D49DE08CE7F89433DC"><enum>(B)</enum><text>payments by any
				person for the purpose of promoting the suitability of a city as a convention
				site in advance of its selection, welcoming convention attendees to the city,
				or providing shopping or entertainment guides to convention
				attendees.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF18BAF85355647FD80CD8D5F43C050A9"><enum>(b)</enum><header>Public
			 financing</header><text>Subsection (d) of section 9008 of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HA12BD46016F84EF4B5A5ABBA5FFD510" style="OLC">
					<subsection id="H92D20D21D97F42FD84EE7EBBD615E309"><enum>(d)</enum><header>Expenditures for
				Conventions</header>
						<paragraph id="H2D87292C5D564587B19D4C2EA3C2CFE4"><enum>(1)</enum><header>In
				general</header><text>The Commission shall not certify any major party or minor
				party under subsection (g) unless such party agrees that—</text>
							<subparagraph id="HD19EBD65477E4AC0804C806219E9346E"><enum>(A)</enum><text>expenses incurred
				with respect to a presidential nominating convention will only be paid with
				payments received under subsection (a) or with funds that are subject to the
				limitations, prohibitions, and reporting requirements of the Federal Election
				Campaign Act of 1971, and</text>
							</subparagraph><subparagraph id="H0E0E08E66B1C4EDBBFF6418C5FC8E477"><enum>(B)</enum><text>the committee will
				not accept or use any goods or services related to or in connection with any
				presidential nominating convention that are paid for or provided by any other
				person.</text>
							</subparagraph></paragraph><paragraph id="H4DDA9F9470184A4AA8AA692EF55F9D47"><enum>(2)</enum><header>Exception</header><text>Paragraph
				(1) shall not apply to—</text>
							<subparagraph id="HC19AEA72A1BD4EC49BC28CEF75670014"><enum>(A)</enum><text>payments by a
				Federal, State, or local government if the funds used for the payments are from
				the general public tax revenues of such government and are not derived from
				donations made to a State or local government for purposes of any convention,
				and</text>
							</subparagraph><subparagraph id="H6AC799CF2DE140E098E41EBF1187C968"><enum>(B)</enum><text>payments by any
				person for the purpose of promoting the suitability of a city as a convention
				site in advance of its selection, welcoming convention attendees to the city,
				or providing shopping or entertainment guides to convention
				attendees.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H1EFE449096E64B2DBDF457AF47ECD4C"><enum>11.</enum><header>Disclosure of
			 bundled contributions</header>
			<subsection id="HD09EB69207154141A056FCD6D6EA34F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 304(b) of the
			 Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/434">2 U.S.C. 434(b)</external-xref>) is amended—</text>
				<paragraph id="H762F2214D4674FA1A288519CE0B47BF"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end
			 of paragraph (7);</text>
				</paragraph><paragraph id="H152C8E3173FA4260A57D2129CE4700D5"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the period at the end of
			 paragraph (8) and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H6BC26CAC1E574E869900291B6CDF20BB"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H05A323604ADE484B934882270085124C" style="OLC">
						<paragraph id="H835D94EDB76C431200B4D6D3BD5C00EE"><enum>(9)</enum><text>in the case of an
				authorized committee of a candidate for President, the name, address,
				occupation, and employer of each person who makes a bundled contribution, and
				the aggregate amount of the bundled contributions made by such person during
				the reporting
				period.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H4FAD3739DE8543E1A09FA9A27CF22100"><enum>(b)</enum><header>Bundled
			 contribution</header><text>Section 301 of the Federal Election Campaign Act of
			 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/431">2 U.S.C. 431</external-xref>) is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HBEABCFE0FDAF4552AE576D00A87D3631" style="OLC">
					<paragraph id="H4FC5C9CB90514D39AED0C0B739B39E6D"><enum>(27)</enum><header>Bundled
				contribution</header><text>The term <term>bundled contribution</term> means a
				series of contributions that are, in the aggregate, $10,000 or more and—</text>
						<subparagraph id="H75142979B69E4F2A8010BDE86CA4DDA6"><enum>(A)</enum><text>are transferred to
				the candidate or the authorized committee of the candidate by one person;
				or</text>
						</subparagraph><subparagraph id="HF7724D81BD1B4047870267BB3E6100DF"><enum>(B)</enum><text>include a written
				or oral notification that the contribution was solicited, arranged, or directed
				by a person other than the
				donor.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H9B73C7725762435DAECE71A84003F11"><enum>12.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">Except as otherwise
			 provided in this Act, the amendments made by this Act shall apply with respect
			 to elections occurring after January 1, 2006.</text>
