		<official-title>To amend title 10, United States Code, to eliminate the
		  offset between military retired pay and veterans service-connected disability
		  compensation for certain retired members of the Armed Forces who have a
		  service-connected disability, and for other purposes.</official-title>

		<section id="H2032045DA5814A83B6B8BBC48E16BCED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Disabled Veterans Tax Termination
			 Act</short-title></quote>.</text>
		</section><section id="HE5BC990EBED84C3088566EC13F792E05"><enum>2.</enum><header>Eligibility for
			 payment of both retired pay and veterans’ disability compensation for certain
			 additional military retirees with compensable Service-Connected
			 disabilities</header>
			<subsection id="HDE6257C968C04A46AA688602546EC929"><enum>(a)</enum><header>Extension of
			 concurrent receipt authority to retirees with service-connected disabilities
			 rated less than 50 percent</header><text><external-xref legal-doc="usc" parsable-cite="usc/10/1414">Section 1414</external-xref> of title 10, United
			 States Code, is amended by striking paragraph (2) of subsection (a).</text>
			</subsection><subsection id="H17B9BA6E5DED468A8332C9128CE0D399"><enum>(b)</enum><header>Repeal of
			 phase-in of concurrent receipt of retired pay and veterans’ disability
			 compensation</header><text>Such section is further amended—</text>
				<paragraph id="HD59885CF28224B1E00BD80DAA86835AF"><enum>(1)</enum><text>in subsection (a),
			 by striking the final sentence of paragraph (1);</text>
				</paragraph><paragraph id="H6B03C642E251479CB582E9B73270CEDC"><enum>(2)</enum><text>by striking
			 subsection (c) and redesignating subsections (d) and (e) as subsections (c) and
			 (d), respectively; and</text>
				</paragraph><paragraph id="H3009541DA8584EB3AF4B8FC0BB6981C3"><enum>(3)</enum><text>in subsection (d)
			 (as so redesignated), by striking subparagraph (4).</text>
				</paragraph></subsection><subsection id="H5EAE4EC140FD4555BB1BBEA150595E07"><enum>(c)</enum><header>Clerical
			 amendments</header>
				<paragraph id="H9B57A11BE2CF4A989B8F40F16242315C"><enum>(1)</enum><text>The heading for
			 section 1414 of such title is amended to read as follows:</text>

				eligible for retired pay who are also eligible for veterans’ disability

				</paragraph><paragraph id="HDD8884635B234CB1A909DFF1C7D99095"><enum>(2)</enum><text>The item relating
			 to such section in the table of sections at the beginning of chapter 71 of such
			 title is amended to read as follows:</text>

				</paragraph></subsection><subsection id="HB00E4F34C3BF45038E3F4E43E96EA737"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall take effect on the first day of the first month beginning
			 after the date of the enactment of this Act and shall apply to payments for
			 months beginning on or after that date.</text>
			</subsection></section><section id="H221FED054EB447619E99823426DDBA22"><enum>3.</enum><header>Coordination of
			 service eligibility for combat-related special compensation and concurrent
			 receipt</header>
			<subsection id="H8C62835ED0B64CF2993FA7F595F06326"><enum>(a)</enum><header>Eligibility for
			 TERA retirees</header><text>Subsection (c) of <external-xref legal-doc="usc" parsable-cite="usc/10/1413a">section 1413a</external-xref> of title 10, United
			 States Code, is amended by striking “entitled to retired pay who—” and all that
			 follows and inserting</text>
				<quoted-block display-inline="yes-display-inline" id="HBBE77AA7888449428C00AFAFFAA5405F" style="OLC">
					<text>who—</text><paragraph id="H4F025802D80B486B005D0055A6FA34FA"><enum>(1)</enum><text>is entitled to
				retired pay, other than a member retired under chapter 61 of this title with
				less than 20 years of service creditable under section 1405 of this title and
				less than 20 years of service computed under section 12732 of this title;
				and</text>
					</paragraph><paragraph id="H70B29241299749C6B5A7378DF8004C83"><enum>(2)</enum><text>has a
				combat-related
				disability.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF48238871A284CF1B0C66C3460EC22B2"><enum>(b)</enum><header>Amendments to
			 standardize similar provisions</header>
				<paragraph id="HB39DA0D086DF43F1BBAE31F9EF98772C"><enum>(1)</enum><header>Clerical
			 amendment</header><text>The heading for paragraph (3) of section 1413a(b) of
			 such title is amended by striking <quote><header-in-text level="paragraph">rules</header-in-text></quote> and inserting
			 <quote><header-in-text level="paragraph">rule</header-in-text></quote>.</text>
				</paragraph><paragraph id="HD216F2409D9D4555928B7B04E7268382"><enum>(2)</enum><header>Specification of
			 qualified retirees for concurrent receipt purposes</header><text>Subsection (a)
			 of section 1414 of such title, as amended by section 2(a), is amended—</text>
					<subparagraph id="HFFB767A654D141538B740362FE2548B8"><enum>(A)</enum><text>by striking
			 <quote>a member or</quote> and all that follows through
			 <quote>retiree’)</quote> and inserting <quote>an individual who is a qualified
			 retiree for any month</quote>;</text>
					</subparagraph><subparagraph id="H89AB108226F14B59A374D4593CBA68D0"><enum>(B)</enum><text>by inserting
			 <quote>retired pay and veterans’ disability compensation</quote> after
			 <quote>both</quote>; and</text>
					</subparagraph><subparagraph id="HD5D34BD4E21946EC8F5800BBFE438FA1"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block id="H5722108E7D86432E968176AB2DDFD14">
							<paragraph id="H253B55EE2A2E47F09656A13123293C8C"><enum>(2)</enum><header>Qualified
				retirees</header><text>For purposes of this section, a qualified retiree, with
				respect to any month, is a member or former member of the uniformed services
				who—</text>
								<subparagraph id="H646D207356B34DE2AFB67B7BA400CD55"><enum>(A)</enum><text>is entitled to
				retired pay, other than in the case of a member retired under chapter 61 of
				this title with less than 20 years of service creditable under section 1405 of
				this title and less than 20 years of service computed under section 12732 of
				this title; and</text>
								</subparagraph><subparagraph id="H68D7C4568A8249DC85B1896568DE7B70"><enum>(B)</enum><text>is also entitled
				for that month to veterans’ disability
				compensation.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H4A3B88335D2145AB863EE373EC1EDB5C"><enum>(3)</enum><header>Standardization
			 with crsc rule for Chapter 61 retirees</header><text>Subsection (b) of section
			 1414 of such title is amended—</text>
					<subparagraph id="H428296ECF6C246DBBEFC1E82881D3D02"><enum>(A)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="USC">Special
			 Rules</header-in-text></quote> in the subsection heading and all that follows
			 through <quote>is subject to</quote> in paragraph (1) and inserting
			 <quote><header-in-text level="subsection" style="USC">Special Rule for Chapter
			 61 Disability Retirees.—</header-in-text>In the case of a qualified retiree who
			 is retired under chapter 61 of this title, the retired pay of the member is
			 subject to</quote>; and</text>
					</subparagraph><subparagraph id="H5E6A0A96E87D477FABEA2136B42C4D90"><enum>(B)</enum><text>by striking
			 paragraph (2).</text>
					</subparagraph></paragraph></subsection><subsection id="H8CAB3DB7BD4B4FFC82F91813577E3F4"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall take effect on the first day of the first month beginning
			 after the date of the enactment of this Act and shall apply to payments for
			 months beginning on or after that date.</text>
