		<section display-inline="no-display-inline" id="HC092930988C547A692D47BB4C47214F6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mathematics and Science Teaching Corps
			 Act of 2006</short-title></quote>.</text>
		</section><section id="H67CEE08FA0ED4C428CB7A231331EBF0"><enum>2.</enum><header>Findings and
			 purposes</header>
			<subsection id="H16C5D1D041AD4F21A6F8E69FC405F38"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="HA23187D6EA044A86A2A3BB6F40ACEC1E"><enum>(1)</enum><text>Mathematics and
			 science are the bases for almost every technical competence in the modern
			 marketplace, including fields as diverse as computer programming, physics,
			 engineering, manufacturing, and oil exploration.</text>
				</paragraph><paragraph id="H5FD18DAAB1B64380A49B9192C066D279"><enum>(2)</enum><text>Cultivating a
			 workforce with strong mathematics and science skills is necessary both to keep
			 the United States competitive in a global economy and for its national
			 security. China’s long-term growth rate has surpassed that of the United States
			 in the time since Chinese economic reform focused on the development of science
			 and technology.</text>
				</paragraph><paragraph id="H4199F9C76A7B49DF9261B2503E674590"><enum>(3)</enum><text>Secondary school
			 students in the United States rank near the bottom when compared to their
			 counterparts in other developed countries. Of the Organization for Economic
			 Cooperation and Development nations participating in the 2003 Program for
			 International Student Assessment, the United States ranked 24th of 29 in
			 mathematics and 23rd of 29 in science, while Korea and Japan ranked in the top
			 5 in both categories.</text>
				</paragraph><paragraph id="HB756B3F9DD36451DB76CA5A5E5E6003F"><enum>(4)</enum><text>Research shows
			 that teacher quality is the most important factor in determining student
			 achievement, especially in the technical fields of mathematics and science.
			 Researchers from Penn State, the Urban Institute, and the RAND Corporation have
			 all found higher student achievement in secondary school for those students
			 whose teachers had taken more coursework related to their subject area.</text>
				</paragraph><paragraph id="HD100629BF9424CDD9B2F35964F33F9A"><enum>(5)</enum><text>According to the
			 Center for Teaching and Policy, 38 percent of secondary school mathematics
			 classes, 28 percent of general science classes, 45 percent of life science
			 classes, and 60 percent of physical science classes are taught by individuals
			 lacking a major or a minor in such discipline.</text>
				</paragraph><paragraph id="H99A3168E3161434DA8971864536E11DC"><enum>(6)</enum><text>College graduates
			 with strong mathematics or science backgrounds have many career opportunities
			 that are more financially attractive than teaching. According to the National
			 Science Foundation, recent college graduates in 2001 were offered between
			 $10,000 and $20,000 more for their first year in a technical occupation other
			 than teaching.</text>
				</paragraph><paragraph id="HD6992CF36F684454BD4C342D00C97FA3"><enum>(7)</enum><text>Sophisticated
			 mathematics and science teachers are needed in all classrooms across the Nation
			 in order to raise student achievement and ultimately help the United States
			 maintain its competitiveness in the global economy.</text>
				</paragraph><paragraph id="H70980EF631B34720A0C41E325346F174"><enum>(8)</enum><text>Individuals who
			 are strong in mathematics and science need financial incentives, peer
			 mentoring, and professional development for proper recruitment and retainment
			 in the field of teaching.</text>
				</paragraph></subsection><subsection id="H2F2779D3E6E34F4BABFF77013261606C"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of this Act are to—</text>
				<paragraph id="HC046BE6E95534D15ABEF59946637AD6B"><enum>(1)</enum><text>recruit up to
			 8,000 new, outstanding mathematics and science public secondary school teachers
			 each year who might otherwise begin different careers; and</text>
				</paragraph><paragraph id="HC7FB2D57F1A24E39BCF2FBFB9E2D7500"><enum>(2)</enum><text>reward up to 8,000
			 existing and outstanding mathematics and science public secondary school
			 teachers each year who might otherwise leave the teaching profession.</text>
				</paragraph></subsection></section><section id="H78ED041783544241BA3B917F451C7B9B"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H4E2DA654077A44E880729FC925E27FC"><enum>(1)</enum><header>Director</header><text>The
			 term <term>Director</term> means the Director of the Math and Science Teaching
			 Corps.</text>
			</paragraph><paragraph id="HBFAB664A143B49E4B8B694AF069B54E4"><enum>(2)</enum><header>Hard-to-staff
			 school</header><text display-inline="yes-display-inline">The term
			 <term>hard-to-staff school</term> means a public secondary school that—</text>
				<subparagraph id="H239C0213E7A849D6ACCB8E3900B5C772"><enum>(A)</enum><text display-inline="yes-display-inline">is in a local educational agency in which
			 at least 45 percent of the students enrolled in the schools in such agency are
			 eligible for a free or reduced-price lunch under the Richard B. Russell
			 National School Lunch Act; and</text>
				</subparagraph><subparagraph id="H74C83CC3A9644EEAB200AFEF85A083DF"><enum>(B)</enum><text display-inline="yes-display-inline">is determined by the local educational
			 agency (and confirmed by the Director), to have the greatest difficulty in
			 recruiting and retaining highly qualified teachers (as such term is defined in
			 section 9101 of the Elementary and Secondary Education Act of 1965), compared
			 to all of the schools in such agency.</text>
				</subparagraph></paragraph><paragraph id="HA4B3EC3F4CE14DF7BBBC51FA1DF91E56"><enum>(3)</enum><header>Participating
			 local educational agency</header><text>The term <term>participating local
			 educational agency</term> means a local educational agency that has been
			 certified by the Director as offering an induction program for individuals
			 receiving fellowships under this Act that meets adequate standards,
			 including—</text>
				<subparagraph id="HFAFEF3241F334BC483A3B35BE2D195C6"><enum>(A)</enum><text>clustering Math
			 and Science Teaching Corps Fellows in individual or nearby schools;</text>
				</subparagraph><subparagraph id="H89A74993880D42AE00581240B23034C4"><enum>(B)</enum><text>providing
			 multi-year mentoring and coaching;</text>
				</subparagraph><subparagraph id="H4335B71105D24160BFABC4A591009976"><enum>(C)</enum><text>offering new
			 teacher seminars on a monthly basis;</text>
				</subparagraph><subparagraph id="HD861D9AD5CDF4B5880D55B001F283E95"><enum>(D)</enum><text display-inline="yes-display-inline">reducing the course load for such Fellows,
			 except that a local educational agency may elect not to comply with this
			 subparagraph if such agency is obligated by contract requirements that prohibit
			 teachers from taking a smaller course load;</text>
				</subparagraph><subparagraph id="HE3B2AA03A7B64024925C00C608E5B3A5"><enum>(E)</enum><text>allowing time for
			 joint lesson planning and other constructive collaborative activities;</text>
				</subparagraph><subparagraph id="H45D4140D326D418A8CAEC3E63627B7AF"><enum>(F)</enum><text>providing
			 professional development opportunities for such Fellows and Math and Science
			 Teaching Corps Master Fellows on content knowledge and pedagogy; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H27F6A61489B5484CB1FB89D146E018E"><enum>(G)</enum><text>facilitating
			 relationships between Math and Science Teaching Corps Fellows and Math and
			 Science Teaching Corps Master Fellows.</text>
				</subparagraph></paragraph><paragraph id="H5408D03FDB7748C2BB4127A90963678B"><enum>(4)</enum><header>Partner
			 institution</header><text>The term <term>partner institution</term> means an
			 institution of higher education that has been certified by the Director as
			 meeting adequate standards for—</text>
				<subparagraph id="HE5AA61362C0B487C992DC4B71016353D"><enum>(A)</enum><text>offering a teacher
			 preparation program that—</text>
					<clause id="H8B8DBA56348E4D0689FB4F278D006557"><enum>(i)</enum><text>is
			 modeled on the Master of Arts in Teaching program, which provides a full-time,
			 1-year course of study leading to teacher certification and a master’s degree;
			 and</text>
					</clause><clause id="H8E6E776CABA54A3BB02DF75CF9EFF99C"><enum>(ii)</enum><text>includes
			 pedagogical courses and a minimum of 1 semester of student teaching
			 experience;</text>
					</clause></subparagraph><subparagraph id="HD58CFB618E664EEAA0D9038DB35F3B6C"><enum>(B)</enum><text>offering a
			 part-time master’s degree program in mathematics or science education for
			 teachers who are certified to teach;</text>
				</subparagraph><subparagraph id="H1271615027034E1797A6E47485006074"><enum>(C)</enum><text>offering a
			 graduate degree program in mathematics and science;</text>
				</subparagraph><subparagraph id="H918AAC89A43747F49702C66CD500F26B"><enum>(D)</enum><text>establishing an
			 explicit collaboration between the teacher preparation and mathematics and
			 science departments of the institution to provide graduate-level mathematics
			 and science content courses that are appropriate for secondary school teachers;
			 and</text>
				</subparagraph><subparagraph id="HBC8B8D18FD5D48E0AE65D4E56393D800"><enum>(E)</enum><text display-inline="yes-display-inline">providing follow-up, classroom-based
			 support for graduates of the program including professional development.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6504E72EB2E74771A6EA6C5EBFD89185"><enum>(5)</enum><header>Standardized
			 test</header><text>The term <term>standardized test</term> means the test
			 required by the Director of each individual who applies for a fellowship under
			 this Act that evaluates each individual’s mathematics or science subject area
			 knowledge. The science subject area tests shall include a section to assess
			 mathematics skills appropriate to each subject. The standardized tests shall be
			 approved and reviewed periodically by the National Academy of Sciences to
			 ensure that the tests meet rigorous standards and remain appropriate for the
			 intended use, and cut-off scores shall be set at the national level.</text>
			</paragraph></section><section id="HC0D85F29986F444F8CE52A1AB4C2FB7"><enum>4.</enum><header>Establishment of
			 the Math and Science Teaching Corps</header><text display-inline="no-display-inline">Title II of the Department of Education
			 Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/20/3411">20 U.S.C. 3411 et seq.</external-xref>) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H3360B440A97F48869DFDBE958700ED90" style="OLC">
				<section id="H54FD12CD387F4F449135DE67DE79F00"><enum>221.</enum><header>Math and Science
				Teaching Corps</header>
					<subsection id="H0697C9AA7DF848CD995E59CC4C2DB18"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">There shall be in the
				Department a Math and Science Teaching Corps to be administered by the Director
				of the Math and Science Teaching Corps in accordance with the Mathematics and
				Science Teaching Corps Act of 2006.</text>
					</subsection><subsection id="H27C162429ED6412FA056F3C9D77841BB"><enum>(b)</enum><header>Director</header><text display-inline="yes-display-inline">The Director of the Math and Science
				Teaching Corps shall—</text>
						<paragraph id="H768DBA7432C847109BAD80892308D1A0"><enum>(1)</enum><text display-inline="yes-display-inline">administer the Math and Science Teaching
				Corps program established under the Mathematics and Science Teaching Corps Act
				of 2006; and</text>
						</paragraph><paragraph id="HF718EA3D1CBD4747AF5EE618479CEC48"><enum>(2)</enum><text display-inline="yes-display-inline">report directly to the Secretary and shall
				perform such additional functions as the Secretary may prescribe.</text>
						</paragraph></subsection><subsection id="HD591032BF8164573BAF2ED03948744F3"><enum>(c)</enum><header>Purpose</header><text display-inline="yes-display-inline">The Math and Science Teaching Corps is
				established in order to significantly improve mathematics and science
				achievement among secondary school students in the United States by ensuring
				that such students are taught by well-prepared mathematics and science teachers
				with superior subject area
				knowledge.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H92753E1950444A09A362E83FFAF4AAF"><enum>5.</enum><header>Math and Science
			 Teaching Corps fellowships for prospective teachers</header>
			<subsection id="H6554B24BF2304860988B6C0277540539"><enum>(a)</enum><header>Establishment</header><text>The
			 Director shall carry out a program through which the Director awards—</text>
				<paragraph id="H728D5956C4B24CBD860932109F93B280"><enum>(1)</enum><text>Math and Science
			 Teaching Corps Fellowships for Prospective Teachers (referred to in this part
			 as <quote>MSTC Fellowships</quote>) to eligible individuals;</text>
				</paragraph><paragraph id="HC188C26F736D425DB132007927635C7E"><enum>(2)</enum><text>grants to partner
			 institutions to pay the tuition and fees and overhead costs at such
			 institutions of individuals receiving MSTC Fellowships under this section;
			 and</text>
				</paragraph><paragraph id="H37208395341D4887B738B7001D37C660"><enum>(3)</enum><text>grants to
			 participating local educational agencies to pay the costs of the activities
			 described in
			 <internal-xref idref="H606C3BB6B15D486EA9E2299144055685" legis-path="5.(e)(4)">subsection (e)(4)</internal-xref>.</text>
				</paragraph></subsection><subsection id="H47DE063349EF48CC8847063828E11F4F"><enum>(b)</enum><header>Definition of
			 eligible individual</header><text>In this section, the term <term>eligible
			 individual</term> means an individual who—</text>
				<paragraph id="H83DD0384BCE94932A1724DC4FD839000"><enum>(1)</enum><text>is a recent
			 college graduate or a mid-career professional outside of the teaching field;
			 and</text>
				</paragraph><paragraph id="H607F5E62C2C048479B5142637E002738"><enum>(2)</enum><text>possesses a strong
			 content area knowledge, including a baccalaureate (or higher) degree in
			 mathematics, science, engineering, technology, or a related field.</text>
				</paragraph></subsection><subsection id="HE12E4F5173D743ECB4A9387812B5BC"><enum>(c)</enum><header>Application</header><text>An
			 individual, partner institution, or participating local educational agency that
			 desires to receive a MSTC Fellowship or grant, as applicable, under this
			 section shall submit an application to the Director at such time, in such
			 manner, and accompanied by such information as the Director may require.</text>
			</subsection><subsection id="HC8A5FF6F38DD4B30B8918930B5A90021"><enum>(d)</enum><header>Recruitment and
			 selection of individuals for MSTC fellowships</header>
				<paragraph id="H31F99B1D9DAA42739F84889FE676F451"><enum>(1)</enum><header>Recruitment</header><text>The
			 Director shall recruit eligible individuals for the MSTC Fellowships.</text>
				</paragraph><paragraph id="HE9984645699440FC8453675B8964AAC2"><enum>(2)</enum><header>Selection</header><text>The
			 Director shall establish criteria to ensure that—</text>
					<subparagraph id="HCFCCF6434AC746D483FBDAA57D078C86"><enum>(A)</enum><text>individuals who
			 receive MSTC Fellowships under this section possess—</text>
						<clause id="H341ADF1F9FAA4EEE9F76C62700A06C72"><enum>(i)</enum><text>a
			 comprehensive knowledge of the subject area to be taught as evidenced by
			 performing at a satisfactory level on a standardized test;</text>
						</clause><clause id="H0805921FD1EB45CEADE0EB722345A3B4"><enum>(ii)</enum><text>strong verbal and
			 communication skills; and</text>
						</clause><clause id="HF47F99233B8E4F6998ED1E659980648B"><enum>(iii)</enum><text>other attributes
			 that are linked to effective teaching; and</text>
						</clause></subparagraph><subparagraph id="H7C4A81EDE2BC4F9FBAD9A52211C2DAF7"><enum>(B)</enum><text display-inline="yes-display-inline">not less than 30 percent of individuals
			 selected to receive MSTC Fellowships will teach in hard-to-staff
			 schools.</text>
					</subparagraph></paragraph></subsection><subsection id="H51537674BA344549B9F67B84B367C45F"><enum>(e)</enum><header>Activities</header>
				<paragraph id="H8DFBA9406F7A4C49AFF70317CFF53F36"><enum>(1)</enum><header>In
			 general</header><text>An individual who receives a MSTC Fellowship under this
			 section shall—</text>
					<subparagraph id="H71D515266FEE4BF1933C737C587031AE"><enum>(A)</enum><text>receive
			 pedagogical training as described in paragraph (2); and</text>
					</subparagraph><subparagraph id="H8C9999C1FE01432BB4F528AAB3F4DF2D"><enum>(B)</enum><text>for 4 years,
			 within a 7-year period of first receiving the Fellowship, teach mathematics or
			 science in a secondary school, as described in paragraph (3).</text>
					</subparagraph></paragraph><paragraph id="HBEC8BEE4114B4A958C90818B03004F42"><enum>(2)</enum><header>Pedagogical
			 training</header>
					<subparagraph id="H220CEB0175E343498000241506EF0094"><enum>(A)</enum><header>In
			 general</header><text>An individual who receives a MSTC Fellowship under this
			 section shall—</text>
						<clause id="HC842F5B8E9B44C2D829D84DAFCD1E6A9"><enum>(i)</enum><text>if
			 the individual is not certified to teach—</text>
							<subclause id="HC1F36DC969C0416CA866AD90EFDCE6"><enum>(I)</enum><text>attend, during the
			 first year of the MSTC Fellowship, a 1-year, full-time graduate education
			 program of a partner institution that receives a grant under this section;
			 and</text>
							</subclause><subclause id="HC70CF6B4485E4659B2692CE809C2B93"><enum>(II)</enum><text>receive, during
			 that 1 year, a stipend that is in an amount that is equal to the Graduate
			 Research Fellowship stipend awarded by the National Science Foundation;
			 or</text>
							</subclause></clause><clause id="H22CEFC5E49AB4DCC8D82AF4C56C974A"><enum>(ii)</enum><text>if
			 the individual holds appropriate teacher certification credentials when granted
			 the MSTC Fellowship, then during any of the 4 years of the MSTC
			 Fellowship—</text>
							<subclause id="H483F1B1A8B5243C0BE4EFCA397C602A6"><enum>(I)</enum><text>attend a part-time
			 graduate education program leading to a master’s degree in mathematics or
			 science education; or</text>
							</subclause><subclause id="HA5311E569B3A4C408C7C02D993673424"><enum>(II)</enum><text>enroll at an
			 institution of higher education in not more than 24 credit hours of courses in
			 mathematics, science, or education.</text>
							</subclause></clause></subparagraph><subparagraph id="H4CC6DA1A7FC9469E93A6302FE11E4F0"><enum>(B)</enum><header>Grants to partner
			 institutions</header><text>A partner institution that receives a grant under
			 this section—</text>
						<clause id="HB0CBD508B7E6441A906E609D27187928"><enum>(i)</enum><text>shall use the
			 grant funds to pay the tuition and fees at such institution of individuals
			 receiving MSTC Fellowships under this section; and</text>
						</clause><clause id="HC9A92ACEF9A94FE79779D264D4D63E48"><enum>(ii)</enum><text>may
			 use not more than 10 percent of the grant funds for overhead costs incurred by
			 the partner institution in administering the grant.</text>
						</clause></subparagraph></paragraph><paragraph id="H1AA8BFE810E04264AC92EFE3706F0014"><enum>(3)</enum><header>Teaching,
			 professional development, and mentor training</header><text>An individual who
			 receives a MSTC Fellowship under this section shall—</text>
					<subparagraph id="H778876CD9BC94EB999B5069700BD542C"><enum>(A)</enum><text>for 4 years, teach
			 mathematics or science in a public secondary school served by a participating
			 local educational agency;</text>
					</subparagraph><subparagraph id="H8EDAD041F6234184BF00BEB5F6F6EBB4"><enum>(B)</enum><text>for such 4 years,
			 participate in induction and professional development programs offered by the
			 participating local educational agency;</text>
					</subparagraph><subparagraph id="H8D5F397B2ADC474083EF9DBB5B4F7F71"><enum>(C)</enum><text display-inline="yes-display-inline">perform additional duties as follows:</text>
						<clause id="HEF57EAFF15C441E2BD9B87172EA4CB90"><enum>(i)</enum><text>for
			 the first two years of teaching, participate in 60 hours each year of
			 additional high quality professional development by attending approved
			 institutes, seminars, or conferences on their subject matter area or on
			 pedagogy, held on weekends or during the summer break;</text>
						</clause><clause id="HC21E62DCCA6D4C798E3107AB7CBFCC00"><enum>(ii)</enum><text>during the third
			 year of teaching, attend 60 hours of approved mentoring training during the
			 academic year or summer;</text>
						</clause><clause id="H8B805688C4114376A53982021F5C3586"><enum>(iii)</enum><text>during the
			 fourth year of teaching, provide 60 hours of mentoring or other
			 training/coaching for teachers in their school;</text>
						</clause></subparagraph><subparagraph id="HE0C82F97FC694D1EBB2DEF7CCBAD9282"><enum>(D)</enum><text>for such 4 years,
			 receive a stipend that is equal to—</text>
						<clause id="H8AA96C8BBADE4F34828BDD2FE32C0081"><enum>(i)</enum><text>for
			 the first year of teaching described in subparagraph (A), $11,000;</text>
						</clause><clause id="HB8BD9D5E8EA3475986A4F9E814C2FD6"><enum>(ii)</enum><text>for
			 the second year of teaching described in subparagraph (A), $14,000;</text>
						</clause><clause id="HD851DC285BB943178EFF87510003FA08"><enum>(iii)</enum><text>for the third
			 year of teaching described in subparagraph (A), $17,000; and</text>
						</clause><clause id="H1924B736B00040F59EF4D0D64ED4241B"><enum>(iv)</enum><text>for
			 the fourth year of teaching described in subparagraph (A), $20,000; and</text>
						</clause></subparagraph><subparagraph id="HAFC084FF4A694511B4D4B186A39E1232"><enum>(E)</enum><text display-inline="yes-display-inline">if the school in which the individual is
			 teaching is determined by the Director to be a hard-to-staff school, for each
			 year of teaching as described in subparagraph (A), receive a bonus stipend in
			 addition to the stipend described in subparagraph (D), that is equal to 50
			 percent of the stipend described in subparagraph (D) for the appropriate year
			 of teaching.</text>
					</subparagraph></paragraph><paragraph id="H606C3BB6B15D486EA9E2299144055685"><enum>(4)</enum><header>Grants to
			 participating local educational agencies</header><text>A participating local
			 educational agency that receives a grant under this section—</text>
					<subparagraph id="HE16DA7FC2A1C4AE980666BC5E855F538"><enum>(A)</enum><text>shall use the
			 grant funds to pay the expenses associated with facilitating the induction and
			 professional development services for individuals receiving fellowships under
			 this Act; and</text>
					</subparagraph><subparagraph id="H49885DCED02845CCAD3CF6367CB54C54"><enum>(B)</enum><text>may not reduce the
			 salary of an individual who receives a MSTC Fellowship under this section and
			 is employed in a secondary school served by such agency below the salary
			 normally paid for an individual with a similar background and experience solely
			 because such individual receives a stipend under paragraph (3).</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="H29C4087212744E6493E1C4A4D4841266"><enum>(f)</enum><header>Reports</header>
				<paragraph commented="no" id="H12D088BDFAA044EB8761624246A76C"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 3
			 years after the date of enactment of this Act, the Director shall submit a
			 report to Congress that evaluates the effectiveness of the program under this
			 section.</text>
				</paragraph><paragraph commented="no" id="H89C6BC3205B347EB93EAA97C0663562"><enum>(2)</enum><header>Subsequent
			 reports</header><text display-inline="yes-display-inline">The Director shall
			 submit an updated report every 5 years after the date the first report is
			 submitted under
			 <internal-xref idref="H12D088BDFAA044EB8761624246A76C" legis-path="5.(f)(1)">paragraph (1)</internal-xref>.</text>
				</paragraph></subsection><subsection id="HFEB1799CBAA7489A952E3929D2151200"><enum>(g)</enum><header>Repayment</header><text display-inline="yes-display-inline">In the event that an individual receiving a
			 MSTC Fellowship under this section does not complete the activities described
			 in <internal-xref idref="H51537674BA344549B9F67B84B367C45F" legis-path="5.(e)">subsection (e)</internal-xref>, the Director shall require
			 repayment of the stipends granted to the individual under this section
			 according to the regulations established by the Math and Science Teaching
			 Corps, except that the Director may, in the case of the death or permanent and
			 total disability of the individual, or other crisis situation, forgive such
			 obligation to repay in whole or in part.</text>
			</subsection><subsection id="HA9B0A3990B0C413C8752A9F5E9EB1E01"><enum>(h)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out this section, $137,000,000 for fiscal year 2007, $410,000,000 for fiscal
			 year 2008, $683,000,000 for fiscal year 2009, $956,000,000 for fiscal year
			 2010, and $1,092,000,000 for fiscal year 2011.</text>
			</subsection></section><section id="H899B7BA4CAAA4CB9AEF3B0137C1E4625"><enum>6.</enum><header>Math and Science
			 Teaching Corps Fellowships for Experienced Teachers</header>
			<subsection id="H97C5704036784798BA3B2502F7B42EF8"><enum>(a)</enum><header>Establishment</header><text>The
			 Director shall carry out a program in which the Director awards Math and
			 Science Teaching Corps Fellowships for Experienced Teachers (referred to in
			 this part as <quote>MSTC Master Fellowships</quote>) to eligible
			 individuals.</text>
			</subsection><subsection id="HB899305EBFDA49D5BDB9481E34FE96B3"><enum>(b)</enum><header>Eligible
			 individual</header><text>In this section, the term <term>eligible
			 individual</term> means an individual who—</text>
				<paragraph id="HF4815717ABF04916A17BB5001F76A336"><enum>(1)</enum><text>has been teaching
			 mathematics or science in a public secondary school for not less than 3
			 years;</text>
				</paragraph><paragraph id="H6E0DDD13B4B245B9A7BBF6B2E027513E"><enum>(2)</enum><text>possessed
			 certification in the field and level in which the individual primarily taught
			 during the 3 years preceding the year for which the determination is made;
			 and</text>
				</paragraph><paragraph id="H33DBA104F4B7498BAFE7B2B33BC7C056"><enum>(3)</enum><text>is employed as a
			 full-time, secondary mathematics or science teacher in a participating local
			 educational agency.</text>
				</paragraph></subsection><subsection id="H636D0E88171B4C4482E560A291593538"><enum>(c)</enum><header>Applications</header><text>An
			 eligible individual who desires to receive a MSTC Master Fellowship under this
			 section shall submit an application to the Director at such time, in such
			 manner, and accompanied by such information as the Director may require.</text>
			</subsection><subsection id="HE2F96DB23684433F824407DEF3EBBAE2"><enum>(d)</enum><header>Recruitment and
			 selection of MSTC master fellows</header>
				<paragraph id="HE9FCC0A7935F4E4FA6B7FC5600644185"><enum>(1)</enum><header>Recruitment</header><text>The
			 Director shall recruit eligible individuals for MSTC Master Fellowships.</text>
				</paragraph><paragraph id="H8521F4ED5C4545B28CAC22D9D6E8081"><enum>(2)</enum><header>Selection</header><text>The
			 Director shall establish criteria to ensure that—</text>
					<subparagraph display-inline="no-display-inline" id="H12589D6B227447FA89005EDE4390FFE7"><enum>(A)</enum><text>individuals who
			 receive MSTC Master Fellowships under this section—</text>
						<clause id="H5A5A4AA080A947E7888F9E24E3A06FE5"><enum>(i)</enum><text>demonstrate
			 expertise in mathematics or science content by taking a standardized
			 test;</text>
						</clause><clause id="H2A358296271845C6A97EF22C62D294D9"><enum>(ii)</enum><text>demonstrate
			 mastery of mathematics or science pedagogy and have a strong record of
			 positively affecting academic achievement, as demonstrated by observations from
			 supervisors, student data (as available), or other information as determined by
			 the Director; and</text>
						</clause><clause id="H7DCF87D794624199BE9819568C6BFA5D"><enum>(iii)</enum><text>demonstrate
			 other attributes that are linked to effective teaching; and</text>
						</clause></subparagraph><subparagraph id="HB9D517CA7F2644B180DBB58C7FB227DF"><enum>(B)</enum><text>not less than 30
			 percent of individuals selected to receive MSTC Master Fellowships will teach
			 in hard-to-staff schools.</text>
					</subparagraph></paragraph></subsection><subsection id="HFE1628F167264CFBA027082D88210213"><enum>(e)</enum><header>Activities</header><text>An
			 eligible individual who receives a MSTC Master Fellowship under this section
			 shall—</text>
				<paragraph display-inline="no-display-inline" id="H1B463B82FB0F46B4BDDBA13D751C9375"><enum>(1)</enum><text>continue to teach
			 mathematics or science in a public secondary school in a participating local
			 educational agency for not less than an additional 5 years during the
			 subsequent 7 years after receiving such a MSTC Master Fellowship under this
			 section;</text>
				</paragraph><paragraph id="HEE8F17102FDF4F04B663EDE08510ACC1"><enum>(2)</enum><text display-inline="yes-display-inline">serve as a leader and mentor within the
			 individual's department and school;</text>
				</paragraph><paragraph id="H34BC5233373949D991A8579ED86CA683"><enum>(3)</enum><text>receive a stipend
			 of $20,000 for each year the eligible individual continues to teach, as
			 described in
			 <internal-xref idref="H1B463B82FB0F46B4BDDBA13D751C9375" legis-path="6.(e)(1)">paragraph (1)</internal-xref>, but for not more than 5
			 years; and</text>
				</paragraph><paragraph id="H2FA3E5752EC84069ABFC048BF228E52"><enum>(4)</enum><text>attend lectures,
			 seminars, or workshops on content area knowledge or pedagogy provided or
			 approved by the participating local educational agency that employs such
			 eligible individual; and</text>
				</paragraph><paragraph id="HF99F08DE680248118E99D9DFDABDD7DA"><enum>(5)</enum><text display-inline="yes-display-inline">if the school in which the individual is
			 teaching is determined by the Director to be a hard-to-staff school, receive a
			 bonus stipend of $10,000, in addition to the stipend described in
			 <internal-xref idref="H34BC5233373949D991A8579ED86CA683" legis-path="6.(e)(3)">paragraph (3)</internal-xref>, for each year the eligible
			 individual continues to teach, as described in
			 <internal-xref idref="H1B463B82FB0F46B4BDDBA13D751C9375" legis-path="6.(e)(1)">paragraph (1)</internal-xref>, but for not more than 5
			 years.</text>
				</paragraph></subsection><subsection id="HF5CDE7EE293E493EB6AE87DF2B8E8FC1"><enum>(f)</enum><header>Renewal of MSTC
			 Master Fellowships</header><text>An individual who has received a MSTC
			 Fellowship or MSTC Master Fellowships and has completed the requirements
			 associated with such fellowship may re-apply for a MSTC Master Fellowship (or
			 apply for a MSTC Master Fellowship in the case of an individual who has
			 received a MSTC Fellowship) if such individual is an eligible individual under
			 this section.</text>
			</subsection><subsection id="HC9DB40107CBA495CA5D51E2596005FB9"><enum>(g)</enum><header>Repayment</header><text display-inline="yes-display-inline">In the event that an individual receiving a
			 MSTC Master Fellowship under this section does not complete the activities
			 described in
			 <internal-xref idref="HFE1628F167264CFBA027082D88210213" legis-path="6.(e)">subsection (e)</internal-xref>, the Director shall require
			 repayment of the stipends granted to the individual under this section
			 according to the regulations established by the Math and Science Teaching
			 Corps, except that the Director may, in the case of the death or permanent and
			 total disability of the individual, or other crisis situation, forgive such
			 obligation to repay in whole or in part.</text>
			</subsection><subsection commented="no" id="H148A989C96544E108E5CEE632C8FE06C"><enum>(h)</enum><header>Reports</header>
				<paragraph commented="no" id="H74E35885F47646F79B51C1476771B5CA"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment of
			 this Act, the Director shall submit a report to Congress that evaluates the
			 effectiveness of the program under this section.</text>
				</paragraph><paragraph commented="no" id="H917216490E4A4862BB472CF9B5028800"><enum>(2)</enum><header>Subsequent
			 reports</header><text display-inline="yes-display-inline">The Director shall
			 submit an updated report every 5 years after the date the first report is
			 submitted under paragraph (1).</text>
				</paragraph></subsection><subsection id="H92F04202AE974B85827C8722918B29AA"><enum>(i)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out this section, $100,000,000 for fiscal year 2007, $300,000,000 for fiscal
			 year 2008, $500,000,000 for fiscal year 2009, $700,000,000 for fiscal year
			 2010, and $800,000,000 for fiscal year 2011.</text>
