		  1965 to improve retention of public elementary and secondary school teachers,

		<section id="H2024099332754EEF9CD6499872D98530" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teacher Centers Act of
			 2006</short-title></quote>.</text>
		</section><section id="H8A1C28BE39D548D6A08F3C3E55973879"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text>
			<paragraph id="H9071EBEAAE6046058DE352F302E74EB7"><enum>(1)</enum><text>There are not
			 enough qualified teachers in the Nation’s classrooms, and an unprecedented
			 number of teachers will retire over the next 5 years. Over the next decade, the
			 Nation will need to bring 2,000,000 new teachers into public schools.</text>
			</paragraph><paragraph id="H0DBE5ACAE2C74B1CA26EEEB01941F269"><enum>(2)</enum><text>Too many teachers
			 do not receive adequate preparation for their jobs.</text>
			</paragraph><paragraph id="HBFDA4EC4402D4DC1887152C394D75205"><enum>(3)</enum><text>Teacher turnover
			 is a serious problem, particularly in urban and rural areas. Over one-third of
			 new teachers leave the profession within their first 3 years of teaching, and
			 14 percent of new teachers leave the field within the first year. After 5
			 years—the average time it takes for teachers to maximize students’
			 learning—half of all new teachers will have exited the profession. Rates of
			 teacher attrition are highest in high-poverty schools. Between 2000 and 2001, 1
			 out of 5 teachers in the Nation’s high-poverty schools either left to teach in
			 another school or dropped out of teaching altogether.</text>
			</paragraph><paragraph id="H937C74F6E36A468CBFC336CBD73B2FBD"><enum>(4)</enum><text>Research shows
			 that individual teachers have a great impact on how well their students learn.
			 The most effective teachers have been shown to be able to boost their pupils’
			 learning by a full grade level relative to students taught by less effective
			 teachers.</text>
			</paragraph><paragraph id="H9017C79F153C427C95198CDFC200FFC8"><enum>(5)</enum><text>Only 16 States
			 finance new teacher induction programs, and fewer still require inductees to be
			 matched with mentors who teach the same subject.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HE7E97C6639584B63806E168BBFBFFE1D" section-type="subsequent-section"><enum>3.</enum><header>Improving retention of
			 public elementary and secondary school teachers</header>
			<subsection id="HB5FDD62A3DAF4BA782497B73FAB51C8E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title II of the
			 Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6601">20 U.S.C. 6601 et seq.</external-xref>) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H5D2579726F82431B879D7F07670583B8" style="OLC">
					<part id="HCCF934A5405A4A88A740B7B5F71F72E4"><enum>E</enum><header>Teacher
				Retention</header>
						<section id="H307B94578E0C4BC2AE152D30D2DF2241"><enum>2501.</enum><header>Teacher
				Centers</header>
							<subsection id="HEC6153C6C2B64C8099BAB762F2B992E8"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary may make grants to eligible
				entities for the establishment and operation of new teacher centers or the
				support of existing teacher centers.</text>
							</subsection><subsection id="HEC0D2285E7164E608700324C4321F87"><enum>(b)</enum><header>Special
				consideration</header><text>In making grants under this section, the Secretary
				shall give special consideration to any application submitted by an eligible
				entity that is—</text>
								<paragraph id="H420B0AD63BEB459BBDEF3C69546CEB43"><enum>(1)</enum><text>a high-need local
				educational agency; or</text>
								</paragraph><paragraph id="HD50C477DC9574DCCA8F22816B7BBFC6"><enum>(2)</enum><text>a consortium that
				includes at least one high-need local educational agency.</text>
								</paragraph></subsection><subsection id="HAD48D636D1A84FCE98FBD487DF4FB5"><enum>(c)</enum><header>Duration</header><text>Each
				grant under this section shall be for a period of 3 years.</text>
							</subsection><subsection id="H8E36D364D49541FDA1FCFD5631DADE6E"><enum>(d)</enum><header>Required
				activities</header><text>A teacher center receiving assistance under this
				section shall carry out each of the following activities:</text>
								<paragraph id="H1F95E9A1BE8E41B59776B51E7074EEAB"><enum>(1)</enum><text>Providing
				high-quality professional development to teachers to assist them in improving
				their knowledge, skills, and teaching practices in order to help students to
				improve their achievement and meet State academic standards.</text>
								</paragraph><paragraph id="H811F1C7749114BB99EE49527000398D0"><enum>(2)</enum><text>Providing teachers
				with information on developments in curricula, assessments, and educational
				research, including the manner in which the research and data can be used to
				improve teaching skills and practice.</text>
								</paragraph><paragraph id="H517DEC9BC45B45408DF9308F1BE0DEA3"><enum>(3)</enum><text>Providing training
				and support for new teachers.</text>
								</paragraph></subsection><subsection id="H0BC9F96FC735452A886974516D94CB25"><enum>(e)</enum><header>Permissible
				activities</header><text>A teacher center may use assistance under this section
				for any of the following:</text>
								<paragraph id="H5426D85144AF4CC2B7DDE7B40087ECD8"><enum>(1)</enum><text>Assessing the
				professional development needs of the teachers and other instructional school
				employees, such as librarians, counselors, and paraprofessionals, to be served
				by the center.</text>
								</paragraph><paragraph id="H2C7F54B7CE5B4D6896B009057142C67B"><enum>(2)</enum><text>Providing
				intensive support to staff to improve instruction in literacy, math, science,
				and other curricular areas necessary to provide a well-rounded education to
				students.</text>
								</paragraph><paragraph id="H5F780EE9FAAE418EAEA65070C0009783"><enum>(3)</enum><text>Providing support
				to mentors working with new teachers.</text>
								</paragraph><paragraph id="H9389A7E3A27F4396936CC47481A5242E"><enum>(4)</enum><text display-inline="yes-display-inline">Providing training in effective
				instructional services and classroom management strategies for mainstream
				teachers serving students with disabilities and students with limited English
				proficiency.</text>
								</paragraph><paragraph id="H4F97D6FF53E04879A00096009F92ACC5"><enum>(5)</enum><text>Enabling teachers
				to engage in study groups and other collaborative activities and collegial
				interactions regarding instruction.</text>
								</paragraph><paragraph id="HD498A45E0B814308B178DEB19C5E6343"><enum>(6)</enum><text>Paying for release
				time and substitute teachers in order to enable teachers to participate in the
				activities of the teacher center.</text>
								</paragraph><paragraph id="HF63DD04269EE4F0397029EDC7353D9CD"><enum>(7)</enum><text>Creating libraries
				of professional materials and educational technology.</text>
								</paragraph><paragraph id="HB53BF8C0EA64417C83F3752BA570441"><enum>(8)</enum><text>Providing
				high-quality professional development for other instructional staff, such as
				paraprofessionals, librarians, and counselors.</text>
								</paragraph><paragraph id="HD6B94FEDA06240EF85D8D3F8AA1195E1"><enum>(9)</enum><text>Assisting teachers
				to become highly qualified and paraprofessionals to become teachers.</text>
								</paragraph><paragraph id="H9363102D43BE49398206D500D33BA499"><enum>(10)</enum><text>Assisting
				paraprofessionals to meet the requirements of section 1119.</text>
								</paragraph><paragraph id="H0A2AA2C9A3E94E20AACA0749E3820752"><enum>(11)</enum><text>Developing
				curricula.</text>
								</paragraph><paragraph id="H276094838593457D98692D81DEA19D32"><enum>(12)</enum><text>Incorporating
				additional on-line professional development resources for participants.</text>
								</paragraph><paragraph id="HFF8EF1D9343F437980941C83CD2D491E"><enum>(13)</enum><text>Providing funding
				for individual- or group-initiated classroom projects.</text>
								</paragraph><paragraph id="H3F2E81CBC17945C28BD81C8BE68EEF18"><enum>(14)</enum><text>Developing
				partnerships with businesses and community-based organizations.</text>
								</paragraph><paragraph id="H69BF5621F844491EA77302DBC3D8A930"><enum>(15)</enum><text>Establishing a
				teacher center site.</text>
								</paragraph></subsection><subsection id="HBE6644362CC0454AB464707D8461E02F"><enum>(f)</enum><header>Teacher center
				policy board</header>
								<paragraph id="H280FE89E41D94FD28D54E979BC7944B5"><enum>(1)</enum><header>In
				general</header><text>A teacher center receiving assistance under this section
				shall be operated under the supervision of a teacher center policy
				board.</text>
								</paragraph><paragraph id="H884A6388FAEF4AB2B67EDCA396B1BFF1"><enum>(2)</enum><header>Membership</header>
									<subparagraph id="H81DAF45BCE094BE3B4DC00FA8575F06"><enum>(A)</enum><header>Teacher
				representatives</header><text display-inline="yes-display-inline">The majority
				of the members of a teacher center policy board shall be representatives of,
				and selected by, the elementary and secondary school teachers to be served by
				the teacher center. Such representatives shall be selected through the teacher
				organization, or if there is no teacher organization, by the teachers
				directly.</text>
									</subparagraph><subparagraph id="H21E87423091D484DAC00EAC132C0089"><enum>(B)</enum><header>Other
				representatives</header><text>The members of a teacher center policy
				board—</text>
										<clause id="H52509EDE68184558AEC7B80EACE0B4"><enum>(i)</enum><text>shall include at
				least two members who are representatives of, or designated by, the school
				board of the local educational agency to be served by the teacher
				center;</text>
										</clause><clause id="HECFFCA21EF3746798F7064FDEF0000FC"><enum>(ii)</enum><text>shall include at
				least one member who is a representative of, and is designated by, the
				institutions of higher education (with departments or schools of education)
				located in the area; and</text>
										</clause><clause id="HC7B81097999346D7813F97782B16C068"><enum>(iii)</enum><text>may include
				paraprofessionals.</text>
										</clause></subparagraph></paragraph></subsection><subsection id="HB8BF199937BB4189BA50F96D9FCC8BD"><enum>(g)</enum><header>Application</header>
								<paragraph id="HBE2AF9DB9ED946A2864FCC9BF8AFD764"><enum>(1)</enum><header>In
				general</header><text>To seek a grant under this section, an eligible entity
				shall submit an application at such time, in such manner, and accompanied by
				such information as the Secretary may reasonably require.</text>
								</paragraph><paragraph id="H5E739959C635448680C16543F9D762A0"><enum>(2)</enum><header>Assurance of
				compliance</header><text>An application under paragraph (1) shall include an
				assurance that the applicant will require any teacher center receiving
				assistance through the grant to comply with the requirements of this
				section.</text>
								</paragraph><paragraph id="H59E65A5BDB594904931FCB1F0454598F"><enum>(3)</enum><header>Teacher center
				policy board</header><text>An application under paragraph (1) shall include the
				following:</text>
									<subparagraph id="H490244FCCCEC46F1904EC9FE519B19B1"><enum>(A)</enum><text>An assurance
				that—</text>
										<clause id="H33161960CA5D40D5805738B7FDB9C601"><enum>(i)</enum><text>the applicant has
				established a teacher center policy board;</text>
										</clause><clause id="H48839E1712524E98A23995EA17533DF2"><enum>(ii)</enum><text>the board
				participated fully in the preparation of the application; and</text>
										</clause><clause id="H17A622B035E946EFB924715570CEA33C"><enum>(iii)</enum><text>the board
				approved the application as submitted.</text>
										</clause></subparagraph><subparagraph id="H3C77D65CDBC44F7791776039A1048CAA"><enum>(B)</enum><text>A description of
				the membership of the board and the method of its selection.</text>
									</subparagraph></paragraph></subsection><subsection id="H7D42D192B9A940E39BDE3C794C84D973"><enum>(h)</enum><header>Definitions</header><text>In
				this section:</text>
								<paragraph id="HA913E2C7BD624D67B264F5E400173684"><enum>(1)</enum><text>The term
				<term>eligible entity</term> means a local educational agency or a consortium
				of 2 or more local educational agencies.</text>
								</paragraph><paragraph id="H7F0C57C3874C494990517159A6F0001E"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>high-need</term> means, with
				respect to an elementary school or a secondary school, a school that serves an
				eligible school attendance area in which not less than 65 percent of the
				children are from low-income families, based on the number of children eligible
				for free and reduced priced lunches under the Richard B. Russell National
				School Lunch Act, or in which not less than 65 percent of the children enrolled
				are from such families.</text>
								</paragraph><paragraph id="HAEE2120B1D3E4D9AAC19ED075855C790"><enum>(3)</enum><text>The term
				<term>high-need local educational agency</term> means a local educational
				agency—</text>
									<subparagraph id="HA5329F658D9044CB8EF534F9C5E0C5A2"><enum>(A)</enum><text>that serves not
				fewer than 10,000 children from families with incomes below the poverty line,
				or for which not less than 20 percent of the children served by the agency are
				from families with incomes below the poverty line; and</text>
									</subparagraph><subparagraph id="H07A63367385446E58F61E198EDD2DD63"><enum>(B)</enum><text>that is having or
				expected to have difficulty filling teacher vacancies or hiring new teachers
				who are highly qualified.</text>
									</subparagraph></paragraph><paragraph id="H1150577013434655A985DB0AC496626"><enum>(4)</enum><text>The term
				<term>teacher center policy board</term> means a teacher center policy board
				described in subsection (f).</text>
								</paragraph></subsection><subsection id="HE6BBE8D08B824D52A60022A7FEF5AE83"><enum>(i)</enum><header>Authorization of
				appropriations</header><text>To carry out this section, there are authorized to
				be appropriated $100,000,000 for fiscal year 2007 and such sums as may be
				necessary for each of the 5 succeeding fiscal
				years.</text>
							</subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE62A9B9075CD4FBDB3D6D4D3A3294C71"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents at section 2 of the Elementary
			 and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended by
			 inserting after the items relating to part D of title II of such Act the
			 following new items:</text>
