		<official-title>To require the Secretary of Veterans Affairs to publish a
		  strategic plan for long-term care, and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HBD9AA157A1C343F7AFA93010EAAE7BD" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H6AA283480020491BB27C2076C09E8F49"><enum>(1)</enum><text display-inline="yes-display-inline">The number of aging veterans in the United
			 States is increasing rapidly, with the number of veterans 85 years old and
			 older expected to increase from approximately 870,000 to 1,300,000 during the
			 next 10 years.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB13FAE22007C46AA89914023C3B5D432"><enum>(2)</enum><text display-inline="yes-display-inline">This group of veterans will have a
			 significant need for nursing home care and will require a variety of
			 noninstitutional long-term care services.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC4EC2E4D9CFC4ADC9C4F8469D95B67E9"><enum>(3)</enum><text display-inline="yes-display-inline">The Department of Veterans Affairs is
			 struggling to meet its current obligations and is ill prepared to meet the
			 long-term care needs of America’s aging veteran population.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB2D3B8488164429EBBC6A02353217DFB"><enum>(4)</enum><text display-inline="yes-display-inline">Long-term care was not included in the
			 Capital Asset Realignment for Enhanced Services (CARES) process because of a
			 lack of forecasts and policies needed to project and plan to meet future
			 demands for long-term care.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H239DE51A01304A9098CD7C27AD72E71F"><enum>(5)</enum><text display-inline="yes-display-inline">The Department of Veterans Affairs has
			 failed to comply with the CARES Commission's 2003 recommendation to develop a
			 long-term care strategic plan, which failure has had a detrimental effect on
			 the welfare of veterans in need of such care.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="HA3A4CFB866784D628251A5457DB23B00" section-type="subsequent-section"><enum>2.</enum><header>Strategic plan for
			 long-term care</header>
			<subsection commented="no" display-inline="no-display-inline" id="H05D9DD3994514311A66BC1EFE948F197"><enum>(a)</enum><header>Publication</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall publish a
			 strategic plan for long-term care.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H456D19FDA1854642A63BE5000033F6DA"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">The plan published under subsection (a)
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H3AD4DE39E05443619C9115B610042E9"><enum>(1)</enum><text display-inline="yes-display-inline">comply with the recommendations of the
			 CARES Commission;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H49C2677AC7EB441BB7E3DE3DF9E367D3"><enum>(2)</enum><text display-inline="yes-display-inline">contain policies and strategies for—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H13ED360092D24783828178FA30004746"><enum>(A)</enum><text display-inline="yes-display-inline">the delivery of care in domiciliaries,
			 residential treatment facilities, and nursing homes and for seriously mentally
			 ill veterans;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC4F9458AE49F4506AC8E1BFDCA1F74AC"><enum>(B)</enum><text display-inline="yes-display-inline">maximizing the use of State veterans
			 homes;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H71C0106EA6D641F9BDFFAE342286F966"><enum>(C)</enum><text display-inline="yes-display-inline">locating domiciliary units as close to
			 patient populations as feasible; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H311A66E9CA464B8081005021D16F86C5"><enum>(D)</enum><text display-inline="yes-display-inline">identifying freestanding nursing homes as
			 an acceptable care model;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1C7FB1F1CA124510B9AC42B1D9ADE41D"><enum>(3)</enum><text display-inline="yes-display-inline">include data on—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H3BE133A04DC74B1792A5706BF3F4D8B2"><enum>(A)</enum><text display-inline="yes-display-inline">the care of catastrophically disabled
			 veterans; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBA91FF3199B04C93826406852150EF40"><enum>(B)</enum><text display-inline="yes-display-inline">the geographic distribution of
			 catastrophically disabled veterans;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAC2E4EC83C65497BB006827BFDE15848"><enum>(4)</enum><text display-inline="yes-display-inline">address the spectrum of noninstitutional
			 long-term care options, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HB5B9C7E673A641E195B8B5A5444C7D17"><enum>(A)</enum><text display-inline="yes-display-inline">respite care;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF2B4BEBA7C99471586F39CFF003993B1"><enum>(B)</enum><text display-inline="yes-display-inline">home-based primary care;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H95DE9E56AB0A412289D406E98B3871E0"><enum>(C)</enum><text display-inline="yes-display-inline">geriatric evaluation;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCA779C16582C4182893863AA95118AA"><enum>(D)</enum><text display-inline="yes-display-inline">adult day health care;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H61F368340D58440C862BD3BBEF6106EE"><enum>(E)</enum><text display-inline="yes-display-inline">skilled home health care; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4AE1905C246345A4B4E2CC8DD6006DFC"><enum>(F)</enum><text display-inline="yes-display-inline">community residential care; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3A99D86C16BE4A869B1CA6655DA59D2C"><enum>(5)</enum><text display-inline="yes-display-inline">provide—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H0FA852E59AD840E3AD79BB9FDE009488"><enum>(A)</enum><text display-inline="yes-display-inline">cost and quality comparison analyses of all
			 the different levels of care;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HEF0F6AB7BC14439F86DC86BC11BB74B8"><enum>(B)</enum><text display-inline="yes-display-inline">detailed information about geographic
			 distribution of services and gaps in care; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H229FCAE2AA84405000FDCE1AF4E4775"><enum>(C)</enum><text display-inline="yes-display-inline">specific plans for working with Medicare,
			 Medicaid, and private insurance companies to expand care.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
