<section id="H88DA85D798364047BFF13E0854FEAE8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Fingerprints Safekeeping Act of 2006</short-title></quote>.</text> </section> 
<section id="H7B628CB7C1E64DA68CA122865634ACD9" section-type="subsequent-section" display-inline="no-display-inline"><enum>2.</enum><header>Grants for fingerprinting programs for children</header> 
<subsection id="HF77F81F794D1415F92DB385313C58BEE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General shall establish and implement a program under which the Attorney General may make grants to States, units of local government, and Indian tribal governments in accordance with this section.</text></subsection> 
<subsection id="HE2B0D704AD234D828083BDDCBDBE935"><enum>(b)</enum><header>Use of grant amounts</header><text display-inline="yes-display-inline">A grant made to a State, unit of local government, or Indian tribal government under subsection (a) shall be distributed to law enforcement agencies within the jurisdiction of such State, unit, or tribal government to be used for any of the following activities:</text> 
<paragraph id="HF933BCC9272F4913B8EA002E5ED32D34"><enum>(1)</enum><text>To establish a voluntary fingerprinting program for children, which may include the taking of palm prints of children.</text></paragraph> 
<paragraph id="H0ED3152D77DA418200F183465F788E27"><enum>(2)</enum><text>To hire additional law enforcement personnel, or train existing law enforcement personnel, to take fingerprints of children.</text></paragraph> 
<paragraph id="HD5C8940E93B6400FA5029596F0467C40"><enum>(3)</enum><text>To provide information within the community involved about the existence of such a fingerprinting program.</text></paragraph> 
<paragraph id="H78E6100775714FB0A129FB206CCE7244"><enum>(4)</enum><text>To provide for computer hardware, computer software, or other materials necessary to carry out such a fingerprinting program.</text></paragraph></subsection> 
<subsection id="H6F384874893243BC9BEA25102C06E4E2"><enum>(c)</enum><header>Limitation</header><text>Fingerprints of a child derived from a program funded under this section—</text> 
<paragraph id="H75E92B33BCDC4B680039FDF332C1E237"><enum>(1)</enum><text>may be released only to a parent or guardian of the child; and</text></paragraph> 
<paragraph id="H57015387CC0F486BBA40E0F274F2F6F3"><enum>(2)</enum><text display-inline="yes-display-inline">may not be copied or retained by any Federal, State, local, or tribal law enforcement officer unless written permission is given by the parent or guardian.</text></paragraph></subsection> 
<subsection id="H59BC581C77884F24A882C488E93E7F5C"><enum>(d)</enum><header>Criminal penalty</header><text>Any person who uses the fingerprints of a child derived from a program funded under this section for any purpose other than the purpose described in subsection (c)(1) shall be subject to imprisonment for not more than one year, a fine under title 18, United States Code, or both. </text></subsection> 
<subsection id="H4193BB648E534DD2A08E52A787275D86"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $20,000,000 to carry out this section for the five-year period beginning on the first day of fiscal year 2007.</text></subsection></section>
