		<official-title>To authorize the exchange, between the Secretary of the
		  Interior and the Secretary of Transportation, of administrative jurisdiction of
		  Federal land at the George Washington Memorial Parkway in McLean, Virginia, and
		  for other purposes.</official-title>

		<section id="H45FCCEDC85274BFFAEFDEF7097B4012C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>George Washington Memorial Parkway
			 Boundary Revision Act</short-title></quote>.</text>
		</section><section id="HEDBE7145A8B24E72AFD79510E6B777C4"><enum>2.</enum><header>Findings and
			 purpose</header>
			<subsection id="H0320B2D9A739476FA450BE7000CC6C16"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="H14E0A549C0E74D37B7F9F4D20B5CAEB"><enum>(1)</enum><text display-inline="yes-display-inline">The Federal Highway Administration’s
			 Turner-Fairbank Highway Research Center is adjacent to the George Washington
			 Memorial Parkway and national park lands associated with the parkway that are
			 owned by the United States.</text>
				</paragraph><paragraph id="H9AAB4538A1484EFBAA302B87743F00AF"><enum>(2)</enum><text>Therefore, a new
			 access road was constructed to allow unrestricted access to the Farm’s
			 administrative and maintenance area and to support the Research Center’s
			 security measures.</text>
				</paragraph><paragraph id="HEAF660A59F704811AD8F890714E73491"><enum>(3)</enum><text>The heightened
			 security at the Research Center and at the Central Intelligence Agency, which
			 is in immediate proximity to the Research Center, put new restrictions on
			 unauthorized entry onto controlled property that affects employees, visitors,
			 volunteers, and others seeking access to the administrative and maintenance
			 area of the Claude Moore Colonial Farm.</text>
				</paragraph><paragraph id="HE4ED174E95D84ECCB69003C894300A6"><enum>(4)</enum><text>The Federal Highway
			 Administration and the National Park Service have each selected a parcel of
			 adjacent land to be transferred related to the new access road to the Farm and
			 to provide for a visible buffer outside the perimeter fence of the Research
			 Center for needed security.</text>
				</paragraph><paragraph id="H256DD9EFE12749B0A7348647DB1DFCD"><enum>(5)</enum><text>The National Park
			 Service has placed use restrictions on another parcel of land for the benefit
			 of the Research Center.</text>
				</paragraph><paragraph id="HF33E9627502940AA881FBB5C3700AF4C"><enum>(6)</enum><text>The Federal
			 Highway Administration and the National Park Service have signed an agreement
			 to effect the transfer of administrative jurisdiction of the land and the use
			 restriction between the George Washington Memorial Parkway and the Research
			 Center.</text>
				</paragraph></subsection><subsection id="H0C736836F29B4556B500B919F4573D60"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of this Act is to authorize, direct, facilitate, and expedite the
			 transfer of administrative jurisdiction of certain Federal land in accordance
			 with the terms and conditions of this Act.</text>
			</subsection></section><section id="HA3B2025EB0B2424E89B4E5881680B36C"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For the purposes of this Act, the following
			 definitions apply:</text>
			<paragraph id="H3C888204340543988B27CCC933C8C7BB"><enum>(1)</enum><header>Agreement</header><text display-inline="yes-display-inline">The term <term>Agreement</term> means the
			 agreement titled <quote>Agreement Between the National Park Service and the
			 Federal Highway Administration-Turner Fairbanks Research Center</quote> dated
			 September 11, 2002.</text>
			</paragraph><paragraph id="HB2F5F9C9AFB34FF1871854005DF7ED52"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H2D3EB1678E94496ABB8CB1EABD2F0B8"><enum>(3)</enum><header>Research
			 center</header><text>The term <term>Research Center</term> means the Federal
			 Highway Administration’s Turner-Fairbank Highway Research Center.</text>
			</paragraph><paragraph id="HC5A89A3F20A341C1AE4B81E587DF863C"><enum>(4)</enum><header>Farm</header><text>The
			 term <term>Farm</term> means the Claude Moore Colonial Farm.</text>
			</paragraph><paragraph id="HC86968E4A24E43B4B82C25EF32E90B5"><enum>(5)</enum><header>Map</header><text>The
			 term <term>Map</term> means the map titled, <quote>GWMP - Claude Moore Proposed
			 Boundary Adjustment</quote>, numbered 850,82003, and dated April 2004, which
			 the Secretary shall make available for public inspection in the appropriate
			 offices of the National Park Service.</text>
			</paragraph></section><section id="HB6614A0A60C2493FBD2C3256D2E56588"><enum>4.</enum><header>Administrative
			 jurisdiction transfer</header>
			<subsection id="H8B19296F66B04FA09984124838A7E078"><enum>(a)</enum><header>Transfer of
			 jurisdiction</header><text>The Secretary and the Secretary of Transportation
			 are authorized to exchange administrative jurisdiction over the approximately
			 0.342 acre of land under the jurisdiction of the Department of the Interior
			 within the boundary of the George Washington Memorial Parkway, generally
			 depicted as <quote>B</quote> on the Map, and the approximately 0.479 acres of
			 land under the jurisdiction of the Department of Transportation within the
			 boundary of the Research Center and adjacent to the boundary of the George
			 Washington Memorial Parkway, generally depicted as <quote>A</quote> on the
			 Map.</text>
			</subsection><subsection id="H7DF78768ED394A3FA45B7F5478BD9800"><enum>(b)</enum><header>Use
			 restriction</header><text>The Secretary shall restrict the use of 0.139 acre of
			 land within the boundary of the George Washington Memorial Parkway immediately
			 adjacent to part of the north perimeter fence of the Research Center, generally
			 depicted as <quote>C</quote> on the Map, by prohibiting the storage,
			 construction, or installation of any item that may obstruct the view from the
			 Research Center into the George Washington Memorial Parkway.</text>
			</subsection><subsection id="H7CEF534D91C941969474C701BA107C2"><enum>(c)</enum><header>Reimbursement or
			 consideration</header><text>The transfer of administrative jurisdiction under
			 subsection (a) shall occur without reimbursement or consideration.</text>
			</subsection><subsection id="H87524819F5C24C478369B127179631FE"><enum>(d)</enum><header>Compliance with
			 agreement</header>
				<paragraph id="HE8566B0745E34BF38E6223D0B34F3EB4"><enum>(1)</enum><header>In
			 general</header><text>The National Park Service and the Federal Highway
			 Administration shall comply with all terms and conditions of the Agreement
			 regarding the transfer of administrative jurisdiction, management, and
			 maintenance of the lands discussed in the Agreement.</text>
				</paragraph><paragraph id="H0B37359241F3471CAB21A573D7F2B052"><enum>(2)</enum><header>Access to
			 restricted land</header><text>The Secretary shall allow the Research Center
			 access to the land restricted by the Secretary under subsection (b) for the
			 purpose of complying with the Research Center’s responsibilities under the
			 Agreement referenced in paragraph (1). All such responsibilities shall be
			 carried out in compliance with the Agreement, including the provisions that the
			 Research Center may take the following actions on the land only after receiving
			 written approval for such activity from the Secretary:</text>
					<subparagraph id="HEF1DE128F3C74BC5A235B056BB00B8BD"><enum>(A)</enum><text>Pruning or removal
			 of any tree 6 inches or more in diameter.</text>
					</subparagraph><subparagraph id="H212C848876FF4451B66C7076827DA916"><enum>(B)</enum><text>Application or use
			 of any pesticide.</text>
					</subparagraph></paragraph></subsection></section><section id="H8C16C82E727B49FD932F7468B123F221"><enum>5.</enum><header>Management of
			 transferred lands</header>
			<subsection id="HD4825448AC514735AE883F8BFDABF148"><enum>(a)</enum><header>Interior
			 land</header><text display-inline="yes-display-inline">The land administrative
			 jurisdiction over which is transferred to the Secretary under section 4(a)
			 shall be included in the boundaries of the George Washington Memorial Parkway
			 and shall be administered by the National Park Service as part of the parkway
			 subject to applicable laws and regulations.</text>
			</subsection><subsection id="HF8BD79A50F5343358390A2BF18AAFAC"><enum>(b)</enum><header>Transportation
			 land</header><text>The land administrative jurisdiction over which is
			 transferred to the Secretary of Transportation under section 4(a) shall be
			 included in the boundary of the Research Center.</text>
			</subsection><subsection id="H927FE4D834E74A40933F529CDAC48DC7"><enum>(c)</enum><header>Restricted-use
			 land</header><text>The land the Secretary has designated for restricted use
			 under section 4(b) shall be maintained by the Research Center.</text>
