		<official-title>To provide for making grants to expand the capacity of
		  the Big Brothers Big Sisters mentoring program for at-risk
		  youth.</official-title>

		<section id="HAD29871EFD7C42B2B9005DB4E6DFA7A0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Mentoring Matches for Youth Act of 2006</quote>.</text>
		</section><section id="HF9B59FDC78E34AABB832D528B5907455"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HAC02899F72D04B7E94502300F1CB34C0"><enum>(1)</enum><text>Big Brothers Big
			 Sisters of America, which was founded in 1904 and chartered by Congress in
			 1958, is the oldest and largest mentoring organization in the United
			 States.</text>
			</paragraph><paragraph id="HCCA8BB1496304E9F8E502703A0EC4B3"><enum>(2)</enum><text>There are over 450
			 Big Brothers Big Sisters of America local agencies providing mentoring programs
			 for at-risk children in over 5,000 communities throughout every State, Guam,
			 and Puerto Rico.</text>
			</paragraph><paragraph commented="no" id="H5E34290650C2429C00C6D0A7CCE01EAF"><enum>(3)</enum><text display-inline="yes-display-inline">Over the last decade, Big Brother Big
			 Sisters of America has raised a minimum of 75 percent of its annual operating
			 budget from private sources and is continually working to grow private sources
			 of funding to maintain this ratio of private to Federal funds.</text>
			</paragraph><paragraph id="HA162B13C6DC34E199EB1058358D19039"><enum>(4)</enum><text>In 2005, Big
			 Brothers Big Sisters of America provided mentors for over 235,000
			 children.</text>
			</paragraph><paragraph id="H3AA6FA221ABE4A01904C6BCD5EB8F1DE"><enum>(5)</enum><text>Big Brothers Big
			 Sisters of America has a goal to provide mentors for 1 million children per
			 year.</text>
			</paragraph></section><section id="HAC9818FA0473457D8F872F19CFF2E5E7"><enum>3.</enum><header>Grant program for
			 expanding Big Brothers Big Sisters mentoring program</header><text display-inline="no-display-inline">In each of fiscal years 2008 through 2012,
			 the Administrator of the Office of Juvenile Justice and Delinquency Prevention
			 (hereinafter in this Act referred to as the <quote>Administrator</quote>) may
			 make grants to Big Brothers Big Sisters of America to use for expanding the
			 capacity of and carrying out the Big Brothers Big Sisters mentoring programs
			 for at-risk youth.</text>
		</section><section id="H386C6C61FE244AAEB4DCAC448AC7F5"><enum>4.</enum><header>Biannual
			 Report</header>
			<subsection id="H63702688170D4F1EA8D7FA1E081709B9"><enum>(a)</enum><header>In
			 general</header><text>Big Brothers Big Sisters of America shall submit 2
			 reports to the Administrator in each of fiscal years 2008 through 2013. Big
			 Brothers Big Sisters of America shall submit the first report in a fiscal year
			 not later than April 1 of that fiscal year and the second report in a fiscal
			 year not later than September 30 of that fiscal year.</text>
			</subsection><subsection id="H0FD25D11B410401FAF131FDE7D78C57"><enum>(b)</enum><header>Required
			 content</header><text>Each such report must include the following:</text>
				<paragraph id="H04DD5B96DDD54BF5938300C27F48F3D"><enum>(1)</enum><text display-inline="yes-display-inline">A detailed statement of the progress made
			 by Big Brothers Big Sisters of America in expanding the capacity of and
			 carrying out mentoring programs for at-risk youth.</text>
				</paragraph><paragraph id="HA30340F0AD61402EA9E3EF7DD87836D"><enum>(2)</enum><text>A
			 detailed statement of how the amounts received under this Act have been
			 used.</text>
				</paragraph><paragraph id="H32856447811A45DD80E665A25517404E"><enum>(3)</enum><text>A
			 detailed assessment of the effectiveness of the mentoring programs.</text>
				</paragraph><paragraph id="H791E1FE978AC4E3DA67BD29DB5F18F08"><enum>(4)</enum><text>Recommendations
			 for continued grants and the appropriate amounts for such grants.</text>
				</paragraph></subsection></section><section id="H87CB1E78EE2B4F2C9FF8EFBEF51C5F4"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act—</text>
			<paragraph id="H5985CB3D3C6744568FC41D3421CD8B3E"><enum>(1)</enum><text>$8,000,000 for
			 each of fiscal years 2008 and 2009;</text>
			</paragraph><paragraph id="H86B3D84A7F8847A5A7B4DE8F20D5081C"><enum>(2)</enum><text>$8,500,000 for
			 each of fiscal years 2010 and 2011; and</text>
			</paragraph><paragraph id="HE0FBEBE44202407EBAD3D20441CC6EBE"><enum>(3)</enum><text>$10,000,000 for
			 fiscal year 2012.</text>
