		<section id="HDFC78E2502E34B2E0094F5BC8803C57B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Trade
			 Adjustment Assistance Reform Act</quote>.</text>
		</section><section id="HAF0DA89D67A84DFC8EB34908EA26A5EF"><enum>2.</enum><header>Eligibility of
			 displaced textile and and apparel workers for trade adjustment
			 assistance</header><text display-inline="no-display-inline">Section 222 of the
			 Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2272">19 U.S.C. 2272</external-xref>) is amended—</text>
			<paragraph id="H973BCD605A32410A95B527C2A9D161C6"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="HD9BEC17C02EF461EB874F928776278BF"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>A group</quote> and inserting
			 <quote>Subject to subsection (d), a group</quote>; and</text>
				</subparagraph><subparagraph id="H6D847197F547420400C74E0B1A79F55"><enum>(B)</enum><text>in paragraph
			 (2)(B), by amending clause (ii) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="idDFF4D1ED14A94B9EBD60E627E09EE181" style="OLC">
						<clause id="idF33694ED804145E3B6A21322A4F58115" indent="up2"><enum>(ii)</enum><text>there has been or is likely to be an
				increase in imports of articles that are like or directly competitive with
				articles which are or were produced by such firm or
				subdivision.</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H71140998FD384A7CB53500A085C83FD9"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HBE4FC1D52EAE446EB686FC46ADAB5408" style="OLC">
					<subsection commented="no" id="H2CD2DDC2759C4131B622FA9E6C777C14"><enum>(d)</enum><header>Textile and
				apparel workers</header><text>In the case of workers in a firm that produces
				textiles or apparel products, the Secretary shall make the determination under
				subsection (a) of the eligibility of such workers for trade adjustment
				assistance under this chapter without regard to paragraph (2) of subsection
				(a).</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="H4CDFAF588F034672B4770078402BAF77"><enum>3.</enum><header>Study and report
			 on use of funds for administrative expenses</header>
			<subsection id="HF78DC0376C7C45268D2628AEB2ED7491"><enum>(a)</enum><header>Study</header><text>The
			 Secretary of Labor shall conduct a study on the feasibility of allowing States
			 to use a greater portion of funds received under the adjustment assistance for
			 workers program under chapter 2 of title II of the Trade Act of 1974 (19 U.S.C.
			 2271 et seq.) for administrative expenses. In conducting the study, the
			 Secretary shall compare applicable requirements under the adjustment assistance
			 for workers program with requirements under other similar programs, such as
			 programs under the Workforce Investment Act of 1998 (29 U.S.C. 2801 et
			 seq.).</text>
			</subsection><subsection id="H4F8AC980004F481595EFB8D4AD11001B"><enum>(b)</enum><header>Report</header><text>Not
			 later than 180 days after the date of the enactment of this Act, the Secretary
			 shall submit to Congress a report that contains—</text>
				<paragraph id="HC4732E1F072D44F7904F6EA490D2009"><enum>(1)</enum><text>the results of the
			 study conducted under subsection (a); and</text>
				</paragraph><paragraph id="H83A78B8782EE4EBAB7CFB5E054E5F507"><enum>(2)</enum><text>recommendations
			 for legislation, administrative actions, or other actions the Secretary
			 considers appropriate.</text>
				</paragraph></subsection></section><section id="H2A7E205470964BA7B5AB9D2C99B27E88"><enum>4.</enum><header>Increase in
			 funding for training</header><text display-inline="no-display-inline">Section
			 236(a)(2)(A) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2296">19 U.S.C. 2296(a)(2)(A)</external-xref>) is amended by
			 striking <quote>$220,000,000</quote> and inserting
			 <quote>$300,000,000</quote>.</text>
		</section><section id="HEE3B7A7BFB9F4A3EB3EA162C46612063"><enum>5.</enum><header>Increase in
			 credit for health insurance costs of TAA and PBGC pension recipients;
			 simplification of eligibility determinations</header>
			<subsection id="HBCCD8D9752194EF1BEC059FE00FE2EE4"><enum>(a)</enum><header>In
			 general</header><text>Subsection (a) of section 35 of the Internal Revenue Code
			 of 1986 is amended by striking <quote>65 percent</quote> and inserting
			 <quote>80 percent</quote>.</text>
			</subsection><subsection id="H8523CA4F34574B36B5DFF1360017ECEC"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Subsection (b) of
			 section 7527 of such Code is amended by striking <quote>65 percent</quote> and
			 inserting <quote>80 percent</quote>.</text>
			</subsection><subsection id="H6303A27E517748EAA5E43B2203040050"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to amounts
			 paid in taxable years beginning after the date of the enactment of this
			 Act.</text>
			</subsection><subsection id="HE2FB66B2388A49059C061EA016AD521B"><enum>(d)</enum><header>Joint program To
			 simplify TAA process</header><text>The Secretary of the Treasury and the
			 Secretary of Labor shall each, after consultation with each other, carry out
			 compatible and coordinated programs to simplify the process for individuals to
			 become eligible for a trade readjustment allowance, the credit allowed under
			 <external-xref legal-doc="usc" parsable-cite="usc/26/35">section 35</external-xref> of the Internal Revenue Code of 1986, and the program for the
			 advance payment of such credit under section 7527 of such Code.</text>
