		<section id="HC4C85C5CCC21404AA98471E1714D41B0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Ethics in Government Reauthorization
			 Act of 2006</short-title></quote>.</text>
		</section><section id="HE45C1E8CCDD847EEB0EEBCF4DDB22396"><enum>2.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 405 of
			 the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by striking
			 <quote>2006</quote> and inserting <quote>2010</quote>.</text>
		</section><section id="H05002EDC7F08462FA1E7C9FE1BF57DC"><enum>3.</enum><header>Report to
			 Congress</header>
			<subsection id="HF9BBCB6F56F24357ADC0EB5CA7FCA0D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">No later than March
			 31, 2008, the Comptroller General shall submit to the President and the
			 appropriate committees of Congress a report on the Office of Government Ethics
			 (hereinafter in this section referred to as the <quote>Office</quote>). Such
			 report shall include—</text>
				<paragraph id="H17BA79EB4BEC49D59DBC0814BAAF65D6"><enum>(1)</enum><text>an evaluation of
			 the functions and performance of the Office, including—</text>
					<subparagraph id="H87CD0C01A73046DD97AB30869BCFF991"><enum>(A)</enum><text>a determination as
			 to how well the Office is currently carrying out its statutory
			 responsibilities;</text>
					</subparagraph><subparagraph commented="no" id="HA481B84529FF4AFABE66D617DD003402"><enum>(B)</enum><text>possible options
			 for broadening or narrowing in scope or otherwise modifying the statutory
			 responsibilities of the Office (including with respect to the possibility of
			 extending to any Federal contractors or individuals employed under a Federal
			 contract the standards of conduct, financial disclosure requirements, and other
			 ethical responsibilities that apply to Federal employees), along with the
			 advantages and disadvantages of each such option; and</text>
					</subparagraph><subparagraph id="H2275291516CB49DBA44D30BF2DA100AB"><enum>(C)</enum><text>whether the Office
			 has established strategic and performance goals and, if so, what progress it
			 has made toward meeting those goals;</text>
					</subparagraph></paragraph><paragraph id="H9BE18583CEC5432ABA9B459497124D37"><enum>(2)</enum><text>a
			 study of the advantages and disadvantages—</text>
					<subparagraph id="H04017A35BC13429187782CFE11263E28"><enum>(A)
			 </enum><text>of permanently reauthorizing the Office as a stand-alone entity;
			 and</text>
					</subparagraph><subparagraph id="H4F6CD4FB040247EAA7E233DF2311381B"><enum>(B)</enum><text>of transferring
			 all or any part of the functions of the Office to another Federal agency or
			 department;</text>
					</subparagraph></paragraph><paragraph id="HC11D39248ECB441E9B87F1EF1B4D00CE"><enum>(3)</enum><text>an evaluation of
			 the technologies currently being used by the Office and recommendations as to
			 whether any new technologies should be deployed to allow the Office to carry
			 out its functions more efficiently; and</text>
				</paragraph><paragraph id="H1FFB5649BBB44B4F8ECB9C48D902A4FD"><enum>(4)</enum><text display-inline="yes-display-inline">any other findings or recommendations of
			 the Comptroller General, including recommendations for any legislation or
			 administrative action which may be necessary.</text>
				</paragraph></subsection><subsection id="H8E4F3111BADF43C88BED722475D276B6"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">For purposes of this section, the term
			 <term>appropriate committees of Congress</term> means the Committee on Homeland
			 Security and Governmental Affairs of the Senate, the Committee on Government
			 Reform and the Committee on the Judiciary of the House of Representatives, and
			 any other committees of Congress which may be appropriate.</text>
