		<legis-type>A BILL</legis-type>
		<official-title>To amend the Clean Air Act to provide for a reduction in
		  the number of boutique fuels, and for other purposes.</official-title>
	</form>
	<legis-body id="H847DB19F38A541DE83CDE1FC00B35F2F" style="OLC">
		<section id="HDE0E06C5C2AD4C7D8930BC2FE0CFC104" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the “Boutique Fuel
			 Reduction Act of 2006”.</text>
		</section><section id="HA92008C47FFD454F80F06859966B7FA0"><enum>2.</enum><header>Temporary
			 waivers</header><text display-inline="no-display-inline">Section
			 211(c)(4)(C)(ii)(II) of the Clean Air Act (42 U.S.C.7545(c)(4)(C)(ii)(II)) is
			 amended by inserting after <quote>equipment failure</quote> the following:
			 <quote>, unexpected problems with distribution or delivery equipment that is
			 necessary for transportation and delivery of fuel or fuel
			 additives</quote>.</text>
		</section><section id="H17FCE308B4F74EF992DB62DAF13D41BD"><enum>3.</enum><header>Reduction in
			 number of boutique fuels</header><text display-inline="no-display-inline">Section 211(c)(4)(C) of the Clean Air Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545(c)(4)(C)</external-xref>) is amended as follows:</text>
			<paragraph id="H8D62BEC0C9954A2E9B00A0F26470BE15"><enum>(1)</enum><text display-inline="yes-display-inline">By redesignating the clause (v) added by
			 section 1541(b) of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat.
			 1106) as clause (vi).</text>
			</paragraph><paragraph id="H34FCFF4A6803478A9B00B99F2F547C06"><enum>(2)</enum><text>In clause (vi) (as
			 so redesignated)—</text>
				<subparagraph id="H714463BEB20B4BCEB7932213173BF600"><enum>(A)</enum><text>in subclause (I)
			 by striking <quote>approved under this paragraph as of September 1, 2004, in
			 all State implementation plans</quote> and by inserting in lieu there of
			 <quote>set forth on the list published under subclause (II), or if the list has
			 been revised under subclause (III), on the revised list</quote>;</text>
				</subparagraph><subparagraph id="H24E739827D2245B0897DBDA63BA77B26"><enum>(B)</enum><text>by amending
			 subclause (III) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H9709F9801E8E47C2AD4CBED3CD15FD67" style="OLC">
						<subclause id="HCB88079EE7C743ABA704703D6BAE23C0" indent="up2"><enum>(III)</enum><text display-inline="yes-display-inline">The Administrator shall, after notice and
				opportunity for comment, remove a fuel from the list published under subclause
				(II) if the Administrator determines that such fuel has ceased to be included
				in any State implementation plan or is identical to a Federal fuel control or
				prohibition promulgated and implemented by the Administrator. The Administrator
				shall publish a revised list reflecting the reduction in the number of
				fuels.</text>
						</subclause><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H63FB0D07C626473EA2392F5D36008551"><enum>(C)</enum><text>in subclause (IV)
			 by striking <quote>Subclause (I)</quote> and inserting <quote>Neither subclause
			 (I) nor subclause (V)</quote> and by striking <quote>not</quote> and by
			 striking <quote>if such new fuel</quote>;</text>
				</subparagraph><subparagraph id="H01E45400D13E4E43BA4551779BA79E00"><enum>(D)</enum><text>in item (aa) of
			 subclause (IV) by inserting <quote>if such new fuel</quote> after
			 <quote>(aa)</quote> and by striking <quote>; or</quote> and inserting <quote>,
			 or if the list has been revised under subclause (III), on the revised
			 list</quote>;</text>
				</subparagraph><subparagraph id="H9F0F4EC00769401CBD007D7BD97038C8"><enum>(E)</enum><text display-inline="yes-display-inline">in item (bb) of subclause (IV) by inserting
			 <quote>if such new fuel</quote> and by striking <quote>as of September 1,
			 2004.</quote> and inserting <quote>, or if the list has been revised under
			 subclause (III), on the revised list, and</quote>; and</text>
				</subparagraph><subparagraph id="H406E32D7EF944B6C876DADB899F00E8"><enum>(F)</enum><text display-inline="yes-display-inline">by striking so much of the last sentence of
			 subclause (IV) as precedes the phrase <quote>if the Administrator</quote>, by
			 striking <quote>a new fuel</quote> in such last sentence and inserting
			 <quote>such new fuel</quote>, and by designating the remaining language in such
			 last sentence as item (cc) and adjusting the left margin accordingly.</text>
				</subparagraph></paragraph></section><section id="H320856F1F9BF4B25B760047FF745A282"><enum>4.</enum><header>Completion of
			 harmonization study</header><text display-inline="no-display-inline">Paragraph
			 (1) of section 1509(b) of the Energy Policy Act of 2005 is amended by striking
			 <quote>June 1, 2008</quote> and inserting <quote>the earlier of (A) the date 9
			 months after the date of the enactment of Boutique Fuel Reduction Act of 2006
			 or (B) June 1, 2008</quote>.</text>
