			 title</header><text display-inline="no-display-inline">This Act may be cited at
			 the <quote><short-title>Fuel Consumption Education
			 Act</short-title></quote>.</text>
		</section><section id="H05ECACF40CDC4829B213A992EEFFF00"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds that—</text>
			<paragraph id="HC4DFFC63912E413C9BC320E674F4041"><enum>(1)</enum><text display-inline="yes-display-inline">today’s gasoline prices are taking a severe
			 toll on the pocketbooks of all Americans and are nearing a level of national
			 emergency;</text>
			</paragraph><paragraph id="H2342B08738564CCC9F95DE78A71100BE"><enum>(2)</enum><text>a large number of
			 factors contribute to the price of gasoline, including worldwide demand for
			 crude oil, taxes, international conflicts, regional supply chains,
			 environmental regulations, and refining capacity;</text>
			</paragraph><paragraph id="HF70F89FA84AA4B4FB9964159008655E"><enum>(3)</enum><text>individuals can
			 take steps to address rising demand by using a few simple gas saving tips;
			 and</text>
			</paragraph><paragraph id="H08D6E6AF86164EA695AD508D955C7975"><enum>(4)</enum><text>increased driving
			 efficiency will lower the demand for gasoline and thereby lower prices in the
			 short term.</text>
			</paragraph></section><section id="HF766EEEFDB9D45778F30FA2EE0DAEB68"><enum>3.</enum><header>Partnership</header>
			<subsection id="H5C3B5011A73D4B6D8D7D7063D831A902"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary of Energy shall enter into a partnership with interested industry
			 groups, including groups from the automotive, gasoline refining, and oil
			 industries, to create a public education campaign that provides information to
			 United States drivers about immediate measures that may be taken to conserve
			 transportation fuel. This public-private partnership shall include a five
			 member advisory board, to be chaired by the Secretary or his designee, which
			 shall include representatives from the Department of Energy, the oil industry,
			 the automotive industry, and the Congress, to be appointed by the Secretary.
			 The Secretary shall appoint the advisory board not later than 30 days after the
			 date of enactment of this Act.</text>
			</subsection><subsection id="HC5BEF5954DE84955BDC9CCD577FB0667"><enum>(b)</enum><header>Accessibility</header><text display-inline="yes-display-inline">The public information campaign under this
			 section shall be targeted to reach the widest audience possible. The education
			 campaign shall include television, print, Internet website, or any other method
			 designed to maximize the dissemination of transportation fuel savings
			 information to drivers.</text>
			</subsection><subsection id="H402BC9D360D64FB9AD045F200016CE04"><enum>(c)</enum><header>Cost
			 sharing</header><text>The Secretary shall provide no more than 50 percent of
			 the cost of the campaign created under this section.</text>
			</subsection><subsection id="HDEE0588300D149EA8429149D614E2D59"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary $10,000,000 for carrying out this section.</text>

			 supply for evacuations</header>
			<subsection id="H333A6551BF054BC9AF2DAAB9CD002BBF"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary of Energy shall enter into a partnership with interested industry
			 groups and State and local governments, including groups from the gasoline
			 refining and marketing industries, to create an education campaign that
			 provides information to the State and local governments and the private sector
			 about best practices to ensure adequate fuel supplies during emergency
			 evacuations. This public-private partnership shall include a five member
			 advisory board, to be chaired by the Secretary or his designee, which shall
			 include representatives from the Department of Energy, the gasoline refining
			 industry, the gasoline marketing industry, a State government, and a unit of
			 local government. The Secretary shall appoint the advisory board not later than
			 30 days after the date of enactment of this Act.</text>
			</subsection><subsection id="H3D2F26C6EC3E472BA2A81B01A9692664"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary $3,000,000 for carrying out this section.</text>
