		<section display-inline="no-display-inline" id="HDE5EAC0298B644179F4637DABE44C9D1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Trauma Care Systems Planning and
			 Development Act of 2006</short-title></quote>.</text>
		</section><section id="HB9D2232149E244409316E53C4E699EC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="HD0B3288F951347A9ACFBFECCF2A4BEAE"><enum>(1)</enum><text>The Federal
			 Government and State governments have established a history of cooperation in
			 the development, implementation, and monitoring of integrated, comprehensive
			 systems for the provision of emergency medical services.</text>
			</paragraph><paragraph id="HEFDABB09DADB4CF28D32B5BF5CD7C7B5"><enum>(2)</enum><text>Trauma is the
			 leading cause of death of Americans between the ages of 1 and 44 years and is
			 the third leading cause of death in the general population of the United
			 States.</text>
			</paragraph><paragraph id="H24CE552F3C144D68A92006843B3FD7DD"><enum>(3)</enum><text>In 1995, the total
			 direct and indirect cost of traumatic injury in the United States was estimated
			 at $260,000,000,000.</text>
			</paragraph><paragraph id="HB1F8A8A24BF74CCB9B5DB9834E7A83C"><enum>(4)</enum><text>There are 40,000
			 fatalities and 5,000,000 nonfatal injuries each year from motor vehicle-related
			 trauma, resulting in an aggregate annual cost of $230,000,000,000 in medical
			 expenses, insurance, lost wages, and property damage.</text>
			</paragraph><paragraph id="HBAC680A2697A44D9BBCB2111D4D94E72"><enum>(5)</enum><text>Barriers to the
			 receipt of prompt and appropriate emergency medical services exist in many
			 areas of the United States.</text>
			</paragraph><paragraph id="H03E376548E4E416A8C3E7B1020570370"><enum>(6)</enum><text>The number of
			 deaths from trauma can be reduced by improving the systems for the provision of
			 emergency medical services in the United States.</text>
			</paragraph><paragraph id="H71D35EACD09C4F4FA05099A592849351"><enum>(7)</enum><text>Trauma care
			 systems are an important part of the emergency preparedness system needed for
			 homeland defense.</text>
			</paragraph></section><section id="H77DAEEB151234B1D9D2460F7D2E85500"><enum>3.</enum><header>Amendments</header>
			<subsection id="HEF716027AF1742588726CD1C371FF380"><enum>(a)</enum><header>Establishment</header><text>Section
			 1201 of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/300d">42 U.S.C. 300d</external-xref>) is amended—</text>
				<paragraph id="HC3D55BD5CEC1484F90C5FFCA50344C39"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="HDD79924F764746358956C0CA17D86700"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by inserting <quote>, acting through the Administrator
			 of the Health Resources and Services Administration,</quote> after
			 <quote>Secretary</quote>;</text>
					</subparagraph><subparagraph id="HA0E0B1EE00D74C7FB642CE461E80A551"><enum>(B)</enum><text>by redesignating
			 paragraphs (3) and (4) as paragraphs (4) and (5), respectively;</text>
					</subparagraph><subparagraph id="H502A100535C043F5AF131BC1EF60CCE7"><enum>(C)</enum><text>by inserting after
			 paragraph (2) the following:</text>
						<quoted-block id="H9F92F610935543C6B33B31A8623834E" style="OLC">
							<paragraph id="HC2874A41FC1F4406AFB2084F55A3D932"><enum>(3)</enum><text>collect, compile,
				and disseminate information on the achievements of, and problems experienced
				by, State and local agencies and private entities in providing trauma care and
				emergency medical services and, in so doing, give special consideration to the
				unique needs of rural
				areas;</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H839A8D7A713844C3A2E7F42532AFD249"><enum>(D)</enum><text>in paragraph (4),
			 as redesignated by subparagraph (B)—</text>
						<clause id="HE8FDB52E4FB542880005FE1BD919F051"><enum>(i)</enum><text>by
			 inserting <quote>to enhance each State’s capability to develop, implement, and
			 sustain the trauma care component of each State’s plan for the provision of
			 emergency medical services</quote> after <quote>assistance</quote>; and</text>
						</clause><clause id="H077C56E17CA9451F84EEE4543FC22371"><enum>(ii)</enum><text>by
			 striking <quote>and</quote> after the semicolon;</text>
						</clause></subparagraph><subparagraph id="HA65C739716C64707B3B5E3BC0056CDCA"><enum>(E)</enum><text>in paragraph (5),
			 as redesignated by subparagraph (B), by striking the period at the end and
			 inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="HFD699C8769CF433AABFCED5CAC4BE449"><enum>(F)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block id="H7657D289805B4D2BA0CCCF2F6E88BD76" style="OLC">
							<paragraph id="H852CEC6CAA2B406689B08CE3E7E07015"><enum>(6)</enum><text>promote the
				collection and categorization of trauma data in a consistent and standardized
				manner.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HBF25B26B37DF483E88A400C66E217563"><enum>(2)</enum><text>in subsection (b),
			 by inserting <quote>, acting through the Administrator of the Health Resources
			 and Services Administration,</quote> after <quote>Secretary</quote>; and</text>
				</paragraph><paragraph id="HE4A3493D13ED436E97417887483F33B5"><enum>(3)</enum><text>by striking
			 subsection (c).</text>
				</paragraph></subsection><subsection id="HE260964ABB8E4CBF9B47DB2015B62651"><enum>(b)</enum><header>Clearinghouse on
			 Trauma Care and Emergency Medical Services</header><text>The
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 201 et seq.) is amended—</text>
				<paragraph id="H3FF3AA228E9346978FB0911256FCBB6F"><enum>(1)</enum><text>by striking
			 section 1202; and</text>
				</paragraph><paragraph id="HE3EC156B2E4C400087AB3392ABF7009C"><enum>(2)</enum><text>by redesignating
			 section 1203 as section 1202.</text>
				</paragraph></subsection><subsection id="H3FE56173EB6842A0AECC4800973D58DF"><enum>(c)</enum><header>Establishment of
			 Programs for Improving Trauma Care in Rural Areas</header><text>Section 1202(a)
			 of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>, as
			 such section was redesignated by subsection (b), is amended—</text>
				<paragraph id="H112ADB2040154A75B9DE1B3CA2B31C33"><enum>(1)</enum><text>in paragraph (2),
			 in the matter preceding subparagraph (A), by inserting <quote>, such as
			 advanced trauma life support,</quote> after <quote>model
			 curricula</quote>;</text>
				</paragraph><paragraph id="H2D4576BC215C4C8AB5F1B5C61F73D762"><enum>(2)</enum><text>in paragraph (4),
			 by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="H60042B46EE6F4D61B36F5C8521B47F84"><enum>(3)</enum><text>in paragraph (5),
			 by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="HB3F690CC191E4B2CB392FE4200E69C61"><enum>(4)</enum><text>by adding at the

			 Matching Funds for Fiscal Years Subsequent to First Fiscal Year of
			 Payments</header><text>Section 1212 of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-12">42 U.S.C. 300d–12</external-xref>)
			 is amended—</text>
				<paragraph id="H54F69AA40CDE46369FB48682FF9B1E5D"><enum>(1)</enum><text>in subsection
			 (a)(1)—</text>
					<subparagraph id="HA0E34C0FD3DA4B4E82005F92C96910B2"><enum>(A)</enum><text>in subparagraph

			 300d–15(a)(1)) is amended by striking the period at the end and inserting a
			 semicolon.</text>

			 Reports by States</header><text>The <act-name parsable-cite="PHSA">Public
			 Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/201">42 U.S.C. 201 et seq.</external-xref>) is amended by striking
			 section 1216 and inserting the following:</text>

			 is amended by striking <quote>1995</quote> and inserting
			 <quote>2008</quote>.</text>
			</subsection><subsection id="H1FEFB2651E5E495EAE5DEE00E400B4CD"><enum>(j)</enum><header>Funding</header><text>Section
			 1232(a) of the <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-32">42 U.S.C. 300d–32(a)</external-xref>) is amended to read as follows:</text>

			</subsection><subsection id="H4D537BC2200F474588375705DDBC67DD"><enum>(k)</enum><header>Conforming
			 Amendment</header><text>Section 1232(b)(2) of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 300d–32(b)(2)) is amended by striking <quote>1204</quote> and inserting
			 <quote>1202</quote>.</text>
			</subsection><subsection id="H0E8C4A2C1A1843BB8DDF7EB9162BE1B9"><enum>(l)</enum><header>Institute of
			 Medicine Study</header><text>Part E of title XII of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (20 U.S.C.
			 300d–51 et seq.) is amended—</text>

				medicine study</header>
							<subsection id="H14B7F510C4484871AA5690A4004600B5"><enum>(a)</enum><header>In
				General</header><text>The Secretary shall enter into a contract with the
				Institute of Medicine of the National Academy of Sciences, or another
				appropriate entity, to conduct a study on the state of trauma care and trauma
				research.</text>
							</subsection><subsection id="H19866E59352644E483BB27752737D57"><enum>(b)</enum><header>Content</header><text>The
				study conducted under subsection (a) shall—</text>
								<paragraph id="H38EF2D8BC8334B6E88692769A151BC12"><enum>(1)</enum><text>examine and
				evaluate the state of trauma care and trauma systems research (including the
				role of Federal entities in trauma research) on the date of enactment of this
				section, and identify trauma research priorities;</text>
								</paragraph><paragraph id="HAF00379815D5420981B91C61FF741F"><enum>(2)</enum><text>examine and evaluate
				the clinical effectiveness of trauma care and the impact of trauma care on
				patient outcomes, with special attention to high-risk groups, such as children,
				the elderly, and individuals in rural areas;</text>
								</paragraph><paragraph id="H00E04B9EEDBB4593948900EC60254CA6"><enum>(3)</enum><text>examine and
				evaluate trauma systems development and identify obstacles that prevent or
				hinder the effectiveness of trauma systems and trauma systems
				development;</text>
								</paragraph><paragraph id="H2BAD3765D0484AA1BD225F814F61D489"><enum>(4)</enum><text>examine and
				evaluate alternative strategies for the organization, financing, and delivery
				of trauma care within an overall systems approach; and</text>
								</paragraph><paragraph id="H49903787447F4F27850081B772EDBA31"><enum>(5)</enum><text>examine and
				evaluate the role of trauma systems and trauma centers in preparedness for mass
				casualties.</text>
								</paragraph></subsection><subsection id="H9965465B870B4B2CBEBF2F53E923D55D"><enum>(c)</enum><header>Report</header><text>Not
				later than 2 years after the date of enactment of this section, the Secretary
				shall submit to the appropriate committees of Congress a report containing the
				results of the study conducted under this section.</text>
							</subsection><subsection id="H95A7F4EB3C104341B4AA09A26A367B8"><enum>(d)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated to carry
				out this section $750,000 for each of fiscal years 2007 and
				2008.</text>

				</paragraph></subsection><subsection id="H6485D64321414B94A899E29345384F2C"><enum>(m)</enum><header>Residency
			 Training Programs in Emergency Medicine</header><text>Section 1251(c) of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 300d–51(c)) is amended by striking <quote>1993 through 1995</quote> and
			 inserting <quote>2007 through 2011</quote>.</text>
			</subsection><subsection id="H1F63B7A5ABD64D9CA61C00D22CAEE676"><enum>(n)</enum><header>State Grants for
			 Projects Regarding Traumatic Brain Injury</header><text>Section 1252 of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 300d–52) is amended in the section heading by striking
			 <quote><header-in-text>demonstration</header-in-text></quote>.</text>
			</subsection><subsection id="HD330813F4E7C4CE697ACC584744362B9"><enum>(o)</enum><header>Interagency
			 Program for Trauma Research</header><text>Section 1261 of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 300d–61) is amended—</text>
				<paragraph id="H47E9C3C228754C1DA0205CF2D1AE00DC"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>conducting basic</quote> and all that follows through the
			 period at the end of the second sentence and inserting <quote>basic and
			 clinical research on trauma (in this section referred to as the
			 <quote>Program</quote>), including the prevention, diagnosis, treatment, and
			 rehabilitation of trauma-related injuries.</quote>;</text>
				</paragraph><paragraph id="HDE590657F3C54B5D8390FC8DB9C325C2"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
					<quoted-block id="HAD2D5A30112E4F05A1EFC88D06D2A837" style="OLC">
						<subsection id="HB3616777B8724BC4BE8CA8D3D694D68"><enum>(b)</enum><header>Plan for
				Program</header><text>The Director shall establish and implement a plan for
				carrying out the activities of the Program, taking into consideration the
				recommendations contained within the report of the NIH Trauma Research Task
				Force. The plan shall be periodically reviewed, and revised as
				appropriate.</text>

			 subsections (h) and (i) as subsections (g) and (h), respectively; and</text>
